Good things to have is a wiki-page where people can suggest topics and sign up (without committments) in advance. Repeated requests for people to sign up during the conference, and ending the main conference with a sprint topic overview, directions to the rooms and a "bee there be square" seems to have worked at Pycon and Plone conferences. I don't know how it was this year but last year there was over a hundred people sprinting the first day.
