I'm not sure that a physical presence quorum is necessary. In PSF discussions earlier this year (in response to a suggest to hold a PSF meeting at EP) the argument was made (by a US member) that it was not necessary to hold a PSF members' meeting outside the US as non-US members can attend and vote virtually. He missed the irony that this argument can be made the other way round, ie as a reason that holding meetings outside the US can work fine.
