I have experienced this as well, and I do not include cooker in my urpmi 
sources. However, I *do* include updates and plf, both of which change 
periodically, so while the OP's question is about cooker, the problem can 
certainly affect other sources as well.

This error can also be produced if a static repository, such as a "main" 
source - in the terminology used by the Easy Urpmi Configurator, found at
http://plf.zarb.org/~nanardon/ - is for whatever reason unavailable at the 
moment that the ftp request was sent; if that server does not accept the 
anonymous ftp login (due to having reached its maximum number of users, 
for example), urpmi will fail with this error.

The solution comes in two parts:

1) Always run "urpmi.update -a" before running urpmi, paying attention to 
the output thereof to determine if a source is currently unavailable, and

2) If a particular source is routinely inaccessible at the hours of the 
day that you usually attempt to use it, go to the above site and choose 
another source for that collection of RPMs; just because a source is 
physically closest to you does not mean that it is the best choice - in 
fact, oftentimes one on another continent can better for *you* if it's 
available when those in nearby time zones are jammed with users.
