Disallowing commercial use means Linux distributors can't include it in their distribution. You will never be able to convince every single developer that touched fgdata somehow to allow us to switch license. Dual licensing (two licenses for the same file) won't help you anything since it allows the user to choose the one that suits him best. Two licenses in one package is probably problematic too since it means the whole package (FlightGear) will fall under the most strict license.
