Have you checked httpd.conf to see precisely which directory it is using for CGI's? Have you physically checked this directory to see if the htsearch executable is present? If it is there, have you verified that htsearch has read and execute permission? Have you tested any other CGI's in this directory to ensure that the webserver configuration itself is sane?
