It's a way to ensure that operating staff notice the error. There is also the problem that even correct execution of steps can give RC > 0, even RC >> 4. (Especially from utilities...) If You use products like OPC this can make the life *extremely* complicated...
Many years of experience have shown that the abend method of signalling errors to the operating is the most secure way.
