the problem has been the merchant matching the pushed payment with invoice or transaction. it is somewhat easier when the merchant presents the payment requests and gets back an answer. having the payee push the payment .... requires some like EDI 8xx ACH addenda record containing enuf infomration so that the merchant can correlate with stuff like their accounts receivable system. Even payment cards are a merchant presented business process. Some of the electronic bill payment systems do this and have the ACH addenda record (that is for merchants where the electronic bill payment processor doesn't have to resort to printing & mailing a paper check because the merchant doesn't have the facilities for processing a combined electronic payment plus electronic statement/invoice detail information).
