I am compiling for 2.4 kernel btw. It appears these functions are a part of 2.6 from a brief google search. Could this be a bug with precompile tags/makefile config?

Are you talking about /var/log/dmesg ? It doesn't mention anything about ivtv with or without the working driver installed. That file only appears to change on reboot.
