In JAWS 18, I can press ENTER on the Menu button on that Web site, then TAB to the various options which become available once the menu is expanded. Some are sub-menus; again, ENTER expands them, and TAB repeatedly to see the links that have been revealed by the expansion...
I don't have 17 on this system anymore so can't comment on performance with that version on my PC...perhaps, try using the 18 demo for this site? I've tried enter, alt enter, control enter, left and right mouse buttons and just arrows and cannot change anything from collapsed.
