I've been using Windows key + T, with both Windows 7 & 10, & it works great.
Pinning program shortcuts to the Taskbar works much better & more reliably
than assigning shortcut keystrokes to the same programs.

So my hypothesis was correct: it shows icons of running apps on screen. For
situations like this, try using Windows+T (which also works on Windows 10,
by the way).

Running Windows 7 Pro on 2 Dell desktops & 2 Lenovo laptops with J16 thru
J2018 latest, & Windows + Tab does not work to switch between open programs,
at all!  Actually invoking the Windows + Tab, keystroke doesn't do anything
useful.  On the other hand using, Alt + Tab. Works just fine to switch
between programs.  I'm only speaking about our personal computers, & noone
elses.

Hi,
This command is used in various layouts.
As for why Windows+TAT won't work on Windows 7: AERO Flip is used in this
case. As opposed to earlier releases, when you press this command, Windows
Vista and 7 will present a list of icons, and you can press Windows Tab
multiple times to cycle between programs. On Windows 8.x, this command is
used to cycle through Windows Store apps, and on Windows 10, opens Task View
(a combination of traditional taskbar and virtual desktop management
features; a new feature joins this screen starting with Version 1803).
