I think Steve was just making a recommendation. It'll probably work equally
well both ways, but if you're resetting something, it's best not to have
that thing actually running while you're doing it, because some things can't
be rest while they are operational. You know how when you install most
programs a screen comes up telling you to close applications? That's why.
There are dependencies and such that lots of programs have, and you won't be
able to remove or change something on the system while it's in use. Rather
than give you an error message about it, the program in question might just
leave a bunch of junk cluttering up your system. So, it's just a sensible
practice.

Having said that, I do want to point out that Steve's search box method to
get to the control panel still works best in Windows 10. The windows key--x
menu, which I have forgotten the name of at the moment, at least on my
Windows 10 machine, has a link to the settings app, but not control panel,
though I guess it's possible to add this to the menu yourself if you want
to. Despite Microsoft making promises about better integration, settings and
control panel are still not integrated. I personally dislike the settings
app so am happy control panel is still around. Still though...

And why would that make any different? Seems to me if MS put the reset
button inside IE that would be okay to reset it that way. So let us know why
it would not be okay to do it that say compared to going to the control
panel.
