Hmmm...as always, I'm taking the eBay description with a grain of salt. It may be that the person who used this thimble used it to make lace (probably needle lace) but it is just a regular decorated sewing thimble, possibly late Victorian (?). The "coat of arms" could be the crest of a school or a guild. Also, souvenir sewing thimbles decorated with crests were sold everywhere (and still are, like spoons, in a lot of places), so it could equally well be a geographic crest - (like the town or province/state/county you bought the souvenir in).
