I understand (see below), but I don't know if this type of change is 
possible with phpWebSite. It definitely will require a different theme. It 
may also require hacking the menu code. Note: I don't want to modify the 
menu code for many reasons.

Have you located a theme (phpWebSite, PostNuke, Nuke) that behaves in the 
manner you describe? If so, we may be able to use it for our site.
