What does the win32-dll option actually do?  I just learned about it now...
Using mingw32 it appears to not be necessary.

Is it really just about saying whether the __declspec annotations are
used or not, similar in spirit to -no-undefined (but package wide)?  I
get that the mingw32 has an "auto-import" feature so the annotations are
not generally needed, so maybe this is why it works anyway.
