Let's make Libtool even better. :)

I suggest to add LT_INIT options "no-fallback-to-static",
"fallback-to-static" and add warning when producing static instead of
shared that this behaviour can be changed in future versions of libtool.
Later make "no-fallback-..." default.
Is it possible that such patch will be accepted for Libtool?
