Looking at the configure script, there is no flag to disable hebrew
support, only to enable it.
I don't know why you got hebrew enabled even though you didn't want it, I
can only guess the value got cached somewhere by configure.
Anyway, since next Licq version will use cmake instead, I don't see much
point in investigating it further.
The contents of the patch is already committed as r6911 and r6914.
