This sounds familiar ...
And could introduce a complexe change in the game design...
More inhabitants -> more Tax -> more money.
People only come when they're happy, you can select how the money is 
spent, ... (and do people want to live near [heavy] industry? SC think they 
don't.. :) ).

All in all very exciting imho, but would require huge changes, wouldn't it?
