Doing a cat on the host_access_count file gets the same/similar error when 
running in an LPAR.  So, I don't think this is necessarily z/VM related.

Yes you are right, but if you compare the sense data you will see those
are different. The one Marcy got was provided by z/VM. The one you have
here is from the storage server that does not support the specified
command.
The fixes are in processing and with the current merge window they are
at least upstream:
