What distribution are you using? This sounds like a distro-specific problem.
My distribution is "Redhat 8"; if the computer is "on", i can change detection and my usb-mouse and cd-writer are intact over the '4 port usb hub"; but if i start with the hub i could read this message in "dmesg": usb.c: USB device not accepting new address=3 (error=-110); so i "took a walk through the internet", but everything i had found that may be i have to recompile the kernel.
