I hope you don't mind my sharing our thoughts here publicly.  I hve included 
some offline comments below.

Let me think about what to put in such an appeal.  I also think this does 
not have to have a single thrust.  I favor a multi pronged approach.  We 
should look for support wherever we can find it.

We need some formal response from the FlEAA and or the EAA before we can 
pursue these ideas.  I am new, and am not sure how the organization responds 
to, and handles ideas like this one.

You're right perhaps Andrew has something to add here.

I like drafting it to FLEAA for endorsement to get to EAA. What if we can
get the EAA to try to get endorsement of it by the mayors of the U.S. who
are signing on the Kyoto treaty? They represent bunches of people across the
U.S.

Yes, press releases would be key in this. Andrew Roddy is quite good at
pr. We could maybe enlist his help here.
Some thing full of lots of Whereases... Whereas there are severe crisises in
the energy sector is the U.S., and whereas electric vehicles present a
viable solution to this challenge...be it resolved that...so on and so on...

What if we get the mayors group or another really influential group to sign,
then we present the resolution to Chevron/Texaco. We give them 6 weeks to do
right. If they don't we spread their badboy behavior to the best of our
skills over the U.S.NPR, AP, internet...They will wish they had behaved 
better.
