It seems to be -- at least it accurately fits the original description. I can add that when selecting characters in the middle of a long word when using Hoefler Text Italics, the extra swashes show up before and after the selection. However, the cursor-problem.lyx file that's attached to the bug report is not a problem for me on all fonts: the display of cursor position is perfect with Times New Roman and Minion Pro, and it's only *slightly* off with Hoefler Text.
