I can see the problem locally for the vector layer which gives me more confidence that it is a Rendering/Stylization level regression that I can dig into and I am willing to hold off on the Beta 1 release in order to address this issue. I have filed an additional MapGuide Package to the ticket that includes vector data (SDF) and MapDefinitions with inline tiles. All MapDefinitions produce incorrect tiles at z=0.
