I just committed a fix to CVS which might fix some of these problems. I
made some changes to how the ancillary data padding was being treated.
(if it was added before or after the frame was encoded).
It was supposed to reduce the number of bits wasted by VBR
at high bitrate. But it seems to cause problems with mpg123
at high bitrate CBR, so it is now disabled until we can
figure out what the problem is.
