it looks nice.

Two notes:

1)

There is a LaTeX package (vref? fref? - I can't remeber) which distinguishes 
between references targeting forward and backward from the place of the 
crossref.

So your module should be slightly improved adding "uparrow" / "downarrow" for 
the link which links ahead of / behind the use of crossref.

Both marks should be the same ("uparrow") by default, but user might be allowed to define both of 
them ("uparrow" and "downarrow").

2)

I looked into you code and I found that you use

----
\setupcrossreftext[cz][atpageLeft={ na stranÄ› }]
----

It might be more flexible to use symbolic name of the "ě" (UTF8: "Ä›"):

----
\setupparareftext[cz][atpageLeft={ na stran\ecaron\ }]
----

as I don't know how the module would work if included into another source file 
which doesn't use UTF-8 encoding.
