You are correct in quoting.  But if you want to be a purist,

Linux is a kernel and an operating system.  Remember operating system came 
from monitor routines which helps the user operates the computer.  However, to 
call Linux an operating system would be wrong if you are a purist.  Why?  
Operating systems includes both kernel (core) and the shell.  The shell Linux 
distro's use usually is bash.  Bash is not Linux.  Therefore Linux is not an 
operating systme.  However, because of Linux, these utilities that came with 
Linux gets associated with it. And hence, collectively they are call Linux.

I'll give you another example.  Ever heard of TCP/IP?  Technically speaking, 
TCP, which is a connection-oriented protocol  is on the 4th layer of the 
ISO/OSI layer.  IP  is on the network layer or 3rd layer.  If you say TCP/IP 
suite of protocols or simply collectively call the protocols as TCP/IP, then 
you are wrong. Technically, the other 4th layer protocols includes the 
connectionless services such as UDP, RDP, ICMP, etc..etc... yet collectively 
they are called TCP/IP.

So who's right and who's wrong?  Nobody.  or Both.  Depends on your point of 
view.  It's a problem with semantics, or rather the ambiguous nature of the 
English language.  But again, almost all, if not all, natural languares are 
ambiguous....anyway...
