To my knowledge, nothing under windows explicitly collects entropy -- but I think using the low order bits from 6!:9'' as seed for one of J's RNGs should suffice for most purposes. (For example, in this thread we are talking about salt for a password -- not key generation.) For cases where you need better, throwing in a bit of slowly changing secret information might be a good step.
