Did you see our roadmap in the wiki? Especially the 1.3 release [1] will
take care of a reimplementation of the qooxdoo transport layer.

If I get your question right, you want to validate forms on the client side
and on the server side with the same code? If yes, you need to have a
JavaScript server like node.js [2] or narwhal [3].
The validation on client side with qooxdoo should not be a problem, just
take a look at the validation demos we have online [4] [5] [6]. 

When it comes to ALC, the qooxdoo framework itself cant offer you a
solution. But I remember something similar in the qooxdoo contrib. Maybe
someone else knows better than me where to find it?
But as you also might have seen on the roadmap, ALC is not one of our goals
this year.
