I filed a feature request last year for ACL http://bugzilla.qooxdoo.org/show_bug.cgi?id=1821
I implemented ACL in qooxdoo, but I don't own the code and thereof cannot contribute it to qooxdoo. I don't know how others build enterprise level qooxdoo apps without ACL.
