The ISBDs do this quite nicely, by defining the data elements which
decades, if not centuries, of experience have shown to be basic to
bibliographic identity (with "bibliographic" understood to include all
genres of library material).


Granted there are elements outside the ISBD (class numbers, subject
headings, main and added entries.)

Which by making some ISBD elements optional, e.g., place of
putlication, would not satisfy the stated needs of our clients.
