I should first probably say that I'm not an authority or expert, since
I've not used rosegarden much in the last few years and thus feel I
don't know it really well. What would be the result of your proposed
change in the following scenario?:

When I record onto a track, rewind to the beginning and record again
with the same track selected for recording, RG creates a new, 2nd,
segment on the same track on which it puts the 2nd recorded sequence.
I can then select each segment separately and open up two notation
windows, one for each segment; or I can select both segments and open
up a notation window for both segments, on which rosegarden has merged
the notes from the two segments. (This is the overlapping you're
talking about, I assume.)

When both segments are displayed in the notation window, would your
proposal end up with two staves, one for each segment? If so, I'd
need to think about this for a while, but I think I like it better than
the current behavior. If that is what you're proposing, another option
might be to be able to configure which of the two behaviors you want -
I don't know if that over-complicates the UI.

Thanks.
Jim
