I have liked the way when I do an over-dub recording in Rosegarden, the
new segment is separate from the existing segment(s).  

They are easy to manage that way, and I have the option to select, and
delete (or edit) the segment I want.  

Often - particularly when building a rhythm track, I like having these
separate segments, since I use one for each percussion instrument.  

I also will do overdub recordings of expression control settings (as
when I fade-out a track at the end).  It is good to have the expression
control signals in a separate segment, where they are easy to delete if
I don't like the result.  

When I am finally satisfied with the overall result, I select all of the
segments of the track (by clicking on the track title), and join the
segments (using Segment...Join).  

I worry that forcing overdub recording segments into the existing
segment may have unintended consequences.  For example, pedal up/down
controls tend to lag the actual notes, and may interfere with similar
signals in the other segments.  

To avoid such problems, I have done my overdub recordings to separate
tracks, which will not be affected by your proposed change.  

I'm not saying that you shouldn't make the proposed change.  I am merely
concerned that it can have unintended bad consequences.

Is anybody attached to the way Notation displays overlapping segments on
the same track?  Any objection if I try to change the Notation scene to
resist overlapping?  Like, sometimes a track would get more than one
apparent staff.
