Indeed.

I just went and deleted any obviously bogus accounts.  We could probably 
delete 3/4 of the rest without anybody noticing, honestly.  There's not 
much need to be cautious, since the majority of real people who create 
accounts never end up editing anything either.  If it's not a name I 
recognize instantly, odds are extremely good they'll never miss the account.

I remember some setting where users had to ask to be added manually.  I 
went looking for that, and have no idea what I'm thinking of, or if it 
was even this wiki and not the old one.

I got bored and gave up.  I don't see anything jumping out at me that 
offers a promising looking way to address this.  I guess we just have to 
police it manually like we're doing now.

Bastards.  I hate spammers.
