It was more surprising than that. RoseXmlHandler already has code to
remap segment ID counts. It's just done at the wrong time. It was done
as soon as an event was seen, before it has properties, so of course when
it tested for group id property, it always found none, so it never
remapped anything. I moved it to the end of event, and now it works fine.
