I think it was. It causes a little bit of pain at the start, but ultimately I think it was the right idea. The only challenge I've found with it is one I brought up a while back -- how to decide what package should claim a particular directory, when there are multiple packages that might install files into that directory and no real required base package. In my experience, this happens most with perl modules and directories under perl's site_lib.
