Maemo is a platform that uses Scratchbox for its development environment,
which is what Scratchbox is -- a development environment, provided to
facilitate cross-compilations (especially of open-source projects that use
the auto* tools/configure approach to their builds, since many of them will
compile and run little test cases as part of figuring out what your
configuration is). I believe the Maemo SDK is provided to help write
applications for Nokia devices. You don't need to use the Maemo SDK to use
Scratchbox -- you can use Scratchbox for whatever you need.

My understanding of Scratchbox2 is that it's an attempt to provide the same
functionality as Scratchbox, but without the need for the chrooted
environment. (Unfortunately, I happen to want the segregation of the
chrooted environment -- I say "unfortunately" because there is one aspect of
Scratchbox2 I'd very much like to have, which is that there's no limit on
how many targets you can build for at one time.) I don't believe Scratchbox2
is destined to replace Scratchbox.

Debian doesn't have anything to do with Scratchbox -- other than that
Scratchbox is capable of using (and producing) Debian packages, if you want
to.

I would agree with you that the Scratchbox documentation could use some
help, but once you get the hang of what Scratchbox is, and how it works,
it's actually pretty straightforward. I would recommend installing it and
looking around at its "insides" -- it helps take the mystery out of much of
it (although there are still a few things about it I'm not entirely certain
I've fully gotten a handle on  :)  Cruising around its source tree can also
help.
