With its tourist industry all but shuttered by a 21-month Palestinian uprising and high-tech in a slump, the Jewish state depends deeply on the foreign currency earnings of its weapons industry, now the world's 10th largest. Deftly marketed missiles, radar and other products from Israeli companies now compete with those of top-tier arms producers including the United States, reaping about dlrs 2 billion of a dlrs 27 billion yearly worldwide market, said Kuti Mor, deputy director general of Israel's Ministry of Defense. In France, Turkey, The Netherlands and Finland, Israeli companies have edged such U.S. firms as Raytheon, Northrop Grumman and General Atomics out of arms deals worth hundreds of millions of dollars in recent years. The irony, experts say, is that tens of billions of U.S. tax dollars and transfers of American military technology helped create and nurture Israel's industry, in effect subsidizing a foreign competitor. No other country receives as much U.S. aid or freedom to plow it into its own export industries as Israel, say experts in academia, industry and the U.S. government. It's allowed them to advance faster than Lockheed or Boeing or Hughes would have liked, said David Lewis, a doctoral candidate at Rutgers University who has researched Israel's defense industry for a forthcoming book. While the United States gets certain benefits from its 50-year partnership with Israel political leverage, a proving ground for new weapons and intelligence cooperation among them critics point to a serious downside. It's a new concept for most people. said Joel Johnson, a vice president at the Aerospace Industries Association of America, which represents many of the largest U.S. arms producers. We give them money to build stuff for themselves and the U.S. taxpayer gets nothing in return. The rationale, said Richard Fisher, a defense analyst with the Jamestown Foundation, is that Washington is willing to sacrifice some defense industry competitiveness in order to give Israel incentive to make peace. Supporters of Israel tend to view the transfers of U.S. technology and funds as good for both countries' economies, akin to post-World War II assistance for Europe and Japan. It's true that Israel sometimes competes with the U.S., but so do all those countries, said Mark Regev, a spokesman at the Israeli Embassy in Washington, D.C. Is it that different than American aid to Japan, or the Marshall Plan in western Europe? Beyond competing with U.S. armaments, Israeli weapons also flow to countries off- limits to American companies. Its weapons buttress the arsenals of nations such as China that the United States considers strategic competitors, alarming U.S. military planners. Last year, U.S. surveillance planes flying along China's coast were threatened by Chinese fighter jets armed with Israeli missiles. During the series of airborne confrontations, a Chinese jet crashed after colliding with a U.S. spy plane, killing the Chinese pilot and disabling the U.S. plane. The incident sparked a bitter diplomatic row as China detained the American crew for 11 days. Had Chinese fighter pilots been given the order to fire, they could have brought down the U.S. planes with Israeli Python III missiles. U.S. technology given to the Israelis in the form of the Sidewinder missile was used in the development of the Python, said Larry Wortzel, former U.S. Army attache in Beijing and now a military analyst at the Heritage Foundation. U.S. defense chiefs say Israel sold China the missiles without informing the United States. Generally speaking, we're not in favor of such capable weapons systems being proliferated to a variety of nations around the world, Rear Adm. Craig Quigley said in a Pentagon ( news - web sites) briefing last year. That's a good missile, and its capabilities are considerable. In 2000, Israel bowed to U.S. pressure and canceled the sale to China of its AWACS-style airborne early warning radar planes. The director general of Israel's finance ministry, Ohad Marani, said Israel typically discusses arms sales with the Americans. We don't sell systems that upset the Pentagon, Marani said. Israel's arms industry nevertheless continues to put great emphasis on the Chinese market, hawking its spy planes and radar systems at recent trade shows in Beijing and Singapore. Infections in wildlife spread as pests thrive in climate change

Climate change is favouring pests and parasites and triggering widespread
outbreaks of disease in wildlife, according to US scientists.
Warmer summers and milder winters are encouraging disease- bearing infections
that blight coral reefs, kill shellfish colonies, and threaten lions, cranes, vultures
and
even ferrets. The global warming is also helping to spread tropical diseases to
human habitations previously unaffected by such illnesses, they report in the journal
Science today.
This is not just a question of coral bleaching for a few marine ecologists, nor just a
question of malaria for a few health officials. The number of similar increases in
disease incidence is astonishing, said Richard Ostfield, of the Institute for
Ecosystem Studies, in Millbrook, New York.
Andrew Dobson, of Princeton University, said: The accumulation of evidence has
us extremely worried. We share diseases with some of these species. The risk for
humans is going up.
Frosts and cool periods can cut insect, parasite and fungus pest populations by up
to 99%. But mellow winters, followed by long spells of warmth and humidity, provide
perfect conditions for their survival.
Ecologists and health officials began predicting years ago that mosquitoes, ticks,
rodents, viruses, fungi and bacteria were likely to spread into other areas as
temperatures rose, with potentially devastating effects on wildlife. In Hawaii, avian
malaria has already wiped out native song birds living below an altitude of 1,400
metres (4,500ft); 30 years ago, the malarial mosquitoes only survived up to an
altitude of 800 metres.
The team, led by Drew Harvell, of the ecology and evolutionary biology department
at Cornell University, also used the hotspots of El Nino - the dramatic cyclic
increase in the warmth of the tropical Pacific ocean that also affects African and
American climate patterns - as a guide to climate trends.
The scientists looked at the massive die-off of corals during the unusually warm El
Nino year of 1998. Much of the coral had died from fungal and other diseases
thriving in warmer seas.
Oysters in Maine, in the US, had been blighted by parasites normally restricted to
more southerly waters. Lions in the Serengeti had suffered canine distemper, and
cranes, vultures and even wild American ferrets had been hit by disease outbreaks.
The monarch butterfly came under pressure from an exploding parasite population.
Rift valley fever, a devastating viral illness of cattle and humans, spread by
mosquitoes, also spread during the hot El Nino year of 1998. In a warmer world,
such events could occur more regularly: viruses in the mosquito population would
multiply , and so too would the mosquitoes.
The scientists fear that the spread of tropical infections to temperate zones could
have even more calamitous effects. The tropics, compared with other geographical
regions, have a richer variety of species and fewer individuals in each species;
diversity acts as a buffer to the spread of disease.
But temperate zones have a smaller range of species, with greater numbers in
each, so pathogens moving into the temperate zones could affect a few common
and abundant susceptible species.
And human destruction of biodiversity makes this a double whammy. It means we
are exacerbating the problem, said Dr Dobson. We have to get serious about
global change. It is not only going to be a warmer world, it is going to be a sicker
world.

According to the Racketeer Influenced Corrupt Organization Act (RICO) lawsuit filed in Texas on behalf of the former DynCorp aircraft mechanic, in the latter part of 1999 Johnston learned that employees and supervisors from DynCorp were engaging in perverse, illegal and inhumane behavior [and] were purchasing illegal weapons, women, forged passports and [participating in] other immoral acts. Johnston witnessed coworkers and supervisors literally buying and selling women for their own personal enjoyment, and employees would brag about the various ages and talents of the individual slaves they had purchased. Rather than acknowledge and reward Johnston's effort to get this behavior stopped, DynCorp fired him, forcing him into protective custody by the U.S. Army Criminal Investigation Division (CID) until the investigators could get him safely out of Kosovo and returned to the United States. That departure from the war-torn country was a far cry from what Johnston imagined a year earlier when he arrived in Bosnia to begin a three-year U.S. Air Force contract with DynCorp as an aircraft-maintenance technician for Apache and Blackhawk helicopters. For more than 50 years DynCorp, based in Reston, Va., has been a worldwide force providing maintenance support to the U.S. military through contract field teams (CFTs). As one of the federal government's top 25 contractors, DynCorp has received nearly $1 billion since 1995 for these services and has deployed 181 personnel to Bosnia during the last six years. Although DynCorp long has been respected for such work, according to Johnston and internal DynCorp communications it appears that extracurricular sexcapades on the part of its employees were tolerated by some as part of its business in Bosnia. But DynCorp was nervous. For instance, an internal e-mail from DynCorp employee Darrin Mills, who apparently was sent to Bosnia to look into reported problems, said, I met with Col. Braun [a base supervisor] yesterday. He is very concerned about the CID investigation; however, he views it mostly as a DynCorp problem. What he wanted to talk about most was how I am going to fix the maintenance problems here and how the investigation is going to impact our ability to fix his airplanes. The Mills e-mail continued: The first thing he told me is that 'they are tired of having smoke blown up their ass.' They don't want anymore empty promises. An e-mail from Dyncorp's Bosnia site supervisor, John Hirtz (later fired for alleged sexual indiscretions), explains DynCorp's position in Bosnia. The bottom line is that DynCorp has taken what used to be a real positive program that has very high visibility with every Army unit in the world and turned it into a bag of worms. Poor quality was the major issue. Johnston was on the ground and saw firsthand what the military was complaining about. My main problem, he explains, was [sexual misbehavior] with the kids, but I wasn't too happy with them ripping off the government, either. DynCorp is just as immoral and elite as possible, and any rule they can break they do. There was this one guy who would hide parts so we would have to wait for parts and, when the military would question why it was taking so long, he'd pull out the part and say 'Hey, you need to install this.' They'd have us replace windows in helicopters that weren't bad just to get paid. They had one kid, James Harlin, over there who was right out of high school and he didn't even know the names and purposes of the basic tools. Soldiers that are paid $18,000 a year know more than this kid, but this is the way they [DynCorp] grease their pockets. What they say in Bosnia is that DynCorp just needs a warm body that's the DynCorp slogan. Even if you don't do an eight-hour day, they'll sign you in for it because that's how they bill the government. It's a total fraud. Remember, Johnston was fired by this company. He laughs bitterly recalling the work habits of a DynCorp employee in Bosnia who weighed 400 pounds and would stick cheeseburgers in his pockets and eat them while he worked. The problem was he would literally fall asleep every five minutes. One time he fell asleep with a torch in his hand and burned a hole through the plastic on an aircraft. This same man, according to Johnston, owned a girl who couldn't have been more than 14 years old. It's a sick sight anyway to see any grown man [having sex] with a child, but to see some 45-year-old man who weighs 400 pounds with a little girl, it just makes you sick. It is

Saddam gives security, Baath party power to kill opponents

Sulaimaniya - President Saddam Hussein has ordered his security services and
members of his ruling Baath party to shoot and kill anyone suspected of planning
hostile action against his government.
Most party members, who according to official statistics number about one million,
carry guns and mount armed patrols in residential neighborhoods throughout the
country.
But their loyalty is not certain as many of them pointed their guns at Saddam's
troops during uprisings that took place shortly after the 1991 Gulf War over Kuwait.
A source refusing to be named told Iraq Press that Saddam's order was issued
recently and has been conveyed to the security services and party branches across
the country.
He said Saddam has taken all the precautionary measures to prevent a repetition of
the post-Gulf War uprising, which saw the collapse of his administration in 14 out of
Iraq's 18 provinces.
Saddam has been holding regular meetings with his Baath party leaders, army
commanders and intelligence and security officers on how to preserve his grip on
power if the United States mounts a military attack to change his regime.
Shoot and kill at random once you sense the slightest smell of dissent, the source
said of the latest instructions.
Saddam has also pledged to protect army, security or party personnel killing
dissenters from prosecution. The source said Iraqi courts are under instructions to
overlook such incidents.
The instructions come at a time Saddam has substantially increased his bonuses to
associates. Travelers say Saddam has recently given huge amounts of money, cars
and plots of land to senior officers in the armed forces and the Baath party.

Therein lies the problem with The Bourne Identity. I reckon amnesia is quite disconcerting on a personal level and I dont mind suspending belief on a common sense scale (thats half the fun of the movies), but I gotta believe that a guy who remembers deadly hand-to-hand combat maneuvers, can speak several languages, has a lock box full of foreign currency and wakes up with bullet holes in his back would remember being a spy. This guy is the Hillary Clinton of the espionage set: I dont recall hmm I dunno I cant say for sure but dont forget to buy my memoirs. The story starts out as Damon is plucked out of the Mediterranean Sea by a French fishing trawler named Aventure, which is French for adventure. The boat shouldve been named Nous Refusé Savon (we refuse soap), by the looks of the crew. It is here that we find out that our hero has no memory, yet he can do all sorts of really cool stuff. This is in addition to the laser gizmo sliced out of his skin. Perhaps because the French tend to accept anyone who looks in need of a bath and a shave, the sailors never attempt to radio shore. Caucasian fishermen are stupid and evil because they trap innocent happy dolphins in their tuna nets. Non-Caucasian fishermen only use dolphin safe nets. Non- Caucasians are at one with The Sea. White men pollute and ruin the oceans. I know this, because Hollyweird tells me so. On land, Damon heads to the first American flag he sees (I thought he had amnesia?) and ends up in line at some bumbling bureaucratic office where everyone has trouble with their visas. What? Shes not on the radar, says one of the creepy spies. Thats Big Brother for you not happy when they cannot monitor you 24-7. And naturally, with the world full of Middle Eastern terrorists, we need to be monitoring European Caucasians. Under the former 1989 Guidelines, the FBI first had to obtain evidence suggesting some kind of criminal activity before its agents could begin investigating. Under the FBI's new May 30, 2002 revised Guidelines, FBI agents are authorized to carry out general topical research and retain files on this research. Specifically, agents may conduct online searches and visit online sites and forums as part of such research. The new Guidelines warn against searching for information by individuals' names or other individual identifiers, but it's okay to search by names to locate names of authors who write on the topic that the agent is researching. Of course every citizen of the United States is a possible author of e-mail messages on a variety of subjects, so all U.S. citizens are potential terrorism suspects under these new guidelines. The new Guidelines now encourage the FBI to snoop around looking for people who might be suspicious, creating files on anyone who catches their fancy. Agents can now investigate people, organizations, websites, chat rooms and forums for any reason or for no reason at all. They can enter your home without a warrant and are not required to inform you that they have invaded your home if you are not present. But now, money is taken from the productive sector of society by the income tax to support the non-productive sector, foreign aid, give-aways and a bloated, needless bureaucracy. The income tax paid by citizens sharply reduces their earnings, thus they buy less, causing business to decline, leading to unemployment and depression which lowers the standard of living for all Americans. The income tax has created havoc in America's economy, in addition to the loss of liberty and the harassment of our people by the IRS's oppressive collection tactics. The collection of the income tax enforced by fear and intimidation, it is as un-American as the origin of the income tax itself. A graduated income tax is the second plank of Karl Marx Communist Manifesto. Deceiving citizens into voluntarily subjecting themselves to a tax they do not owe is FRAUD. And when individuals who do voluntarily subject themselves to the income (excise) tax by filing returns, have assessments of tax laid on them directly by the IRS, it is a blatant violation of the constitutional limitation forbidding the direct taxation of individuals. If the IRS then confiscates the individuals wages or property by levy and seizure to settle the unconstitutionally laid tax claims, the action is pure theft under color of law. The U.S. Constitution is the supreme law of the land. It was written to create a government of limited powers for the primary purpose of securing citizens rights to life, liberty and property. The Declaration of Independence states that it is the duty of citizens to oppose and resist abuses of their rights.These violations of citizens rights can be stopped if enough people become informed of these facts. Gulf and Saudi opposition sources said the airlift began in January. They said Iran granted Riyad permission to send Saudi government jets to evacuate hundreds of Al Qaida and Taliban members detained by Iran. The Saudi nationals were fleeing approaching U.S. troops in Afghanistan. Saudi nationals were said to have comprised a significant portion of the estimated 10,000 Al Qaida agents who had been based in Afghanistan, Middle East Newsline reported. Fifteen of the 19 suicide attackers on New York and Washington on Sept. 11 were Saudis. The sources said many of the Saudis escaped Afghanistan by fleeing over the Iranian border where some of them were detained. They said those airlifted from Iran were regarded as Al Qaida members linked to the royal family. Lower-ranking Saudi nationals were granted safe passage through Iran to the port of Bandar Abbas, where they arrived to the kingdom by sea. Other Saudis particularly those who served as aides to Osama Bin Laden were informed that they were no longer welcomed in the kingdom and were directed to other destinations in the Middle East, particularly North Africa. This included Saudi national Abu Zbeir Al Haili, captured by Morocco and said to have been a leading Al Qaida operative. At one point, the sources said, Teheran had detained close to 200 Saudi nationals. But earlier this year, Teheran agreed to a Saudi offer to evacuate the imprisoned nationals. This prompted an airlift from eastern Iran to the Saudi city of Medina. Saudi Arabia has acknowledged the return of Al Qaida members to the kingdom. On Tuesday, an Interior Ministry statement announced the arrest of 11 nationals on charges of planning attacks throughout the kingdom, including U.S. military targets. An Iraqi and Sudanese national were also arrested. Officials said the Sudanese national was extradited from Khartoum after he escaped the kingdom through Iraq. The officials said Riyad has not determined whether Iraqi authorities were linked to the Al Qaida plot. The security agencies have arrested elements linked to Al Qaida who were planning to carry out terrorist attacks against vital installations in the kingdom using explosives and two SA-7 missiles, the Saudi Press Agency quoted an Interior Ministry official as saying. The London-based Al Hayat daily reported on Wednesday that the SA-7 missiles and other Al Qaida weapons were smuggled into Saudi Arabia from neighboring Yemen. The 1,100-kilometer Saudi-Yemeni border has been used as an escape route for Al Qaida militants who fled Afghanistan. Saudi officials said some of the Al Qaida detainees were regarded as sleeper agents. Earlier, the ministry released 160 Saudi nationals deemed as not posing a threat to the country. Gold's believers, some of them held in high regard in financial circles, this week are waging all-out war against the dollar, which they sense is close to a decline of epic proportions. RBC Global Investment Management Inc., a division of Royal Bank of Canada, said in a research report, The U.S. dollar has been levitating for a long time, but the underlying fundamentals continue to erode. The U.S. current-account deficit exceeds $400 billion annually, and the continuation of this chronic deficit has turned the U.S. into the world's largest debtor as most of these deficits are being recycled into U.S. debt instruments. Gold is already in a bull market in U.S. dollars, and an established bull market in every other currency. If the reserve currency, the U.S. dollar, falters, gold could well be launched on the upside as people recognize its status as the only true currency. Others are seizing on news of a record high U.S. trade gap and a decline in overseas buying of American securities as powerful ammunition for this year's gold rally. The euro is at a two-year high vs. the dollar, fetching more than 96 cents and up 10 percent so far this year. Gold's price is up 19 percent since Jan. 2. Borrowing U.S. dollars and investing in foreign assets must be the next big play. Some of them will even figure that the big winner in this whole situation will be gold, as it is the ultimate money, the final store of value, observes Alf Field at 321gold.com, one of many pro-bullion news services promoting the current gold rally. Most other currencies are suspect because they are all worthless paper. Barry Cooper, a gold equities analyst at CIBC World Markets in Toronto, says each 1 percent move higher for the euro against the dollar will translate into a 1 percent gain for gold. If the euro reaches $1, then gold, reflecting a worldwide retreat from American assets, will move to $345 an ounce, Cooper says. That will lead to a 25 percent gain in the prices of gold mining stocks, the strongest gainers in the U.S., Canadian, Australian, and South African stock market this year. The fix is in The folks at Gold Anti-Trust Action Committee Inc. say investment banks are starting to understand the panel's sole complaint: that central banks have employed a strong dollar and rigged gold sales to depress the price of bullion -- all in an effort to moderate inflation and keep worldwide fiscal turmoil at bay. The class-action suit names ten defendants, among whom are George W. Bush, Dick Cheney, Condoleezza Rice, Donald Rumsfeld and Norman Mineta. Hilton's suit charges Bush and his administration with allowing the September 11th attacks to take place so as to reap political benefits from the catastrophe. Hilton alleges that Osama bin Laden is being used as a scapegoat by an administration that ignored pressing warnings of the attack and refused to round up suspected terrorists beforehand. Hilton alleges the ultimate motivation behind these acts was achieved when the Taliban were replaced by American military forces with a regime friendly to America and its oil interests in the region. Hilton's plaintiffs in this case are the families of 14 victims of 9/11, numbering 400 people nationwide. These are the same families that rallied in Washington recently to advocate for an independent investigation into the attacks. The current 9/11 hearings are being conducted by Congress behind closed doors, a situation these families find unacceptable. Mr. Hilton, by filing his lawsuit, has joined the ranks of an ever-increasing body of Americans who subscribe to what they call the LIHOP Theory. LIHOP stands for Let It Happen On Purpose. The LIHOP Theory puts forward the accusation that Bush and his people allowed the September 11th attacks to take place, despite the fact that they had been repeatedly warned of an impending strike. The LIHOP Theory is straightforward: In the months before 9/11, American intelligence agencies received ominous warnings from the intelligence services of nations like Israel, Russia, Egypt and Germany. These warnings were pointed - an attack involving hijacked aircraft and prominent American landmarks was imminent, our security forces were told. Bush himself was briefed of these warnings weeks before they happened. Instead of responding vigorously to these warnings, the Bush administration and its security apparatus did nothing. LIHOP is, of course, the purest breed of conspiracy theory, involving high-ranking members of government from both parties, as well as the CIA, FBI and NSA. Like all good conspiracy theories, LIHOP is surrounded by disturbing facts and bits of evidence that are difficult to ignore. The warnings from all those foreign intelligence services, after all, are quite real. Egypt, Germany, Russia and the Israelis were vociferous in their concerns. The German intelligence service BND told US and Israeli intelligence that Middle East terrorists were planning to hijack commercial aircraft to use as weapons to attack important symbols of American and Israeli culture. The BND's information came through Echelon, the American-controlled network of 120 satellites that monitors all worldwide electronic communications. Egypt voiced similar warnings that same month regarding aircraft attacks. Delivered just before the G-8 summit in Genoa, Egypt's alert carried such weight that anti-aircraft batteries were placed around Columbus Airport in Italy. The Russians warned the US that same summer of 25 pilots who had been trained for suicide missions, and Putin himself delivered the warning in the strongest possible terms to the US government. The Israeli intelligence service Mossad delivered a warning to both the FBI and the CIA detailing a major assault on the United States against a large-scale target that was very vulnerable. The Washington Post has reported that the NSA intercepted two messages on September 10, 2001, warning that something was going to happen the next day. Tomorrow is zero hour, was one of the messages. The NSA's charter is to intercept, translate and pass on to FBI and CIA operatives important electronic signals from all across the globe. The Echelon satellite network which provided the German BND with their 9/11 information last June is part of that system. According to the NSA, the September 10th data was not translated until September 12th, but it stands to reason that they were privy to the same electronic data the other foreign services were using as the basis for their warnings. One US intelligence source claims the data provided no actionable intelligence, a fair claim given the vagueness of the messages and the volume of material NSA must deal with. Yet in combination with the strident foreign intelligence warnings, the words intercepted by our large electronic ears on September 10th add to the growing questions. Then, there are the threads. He says I knew of one case where a 14 year old girl was actually living with an
international police officer. I had to set up an internal affairs branch to manage
investigations against my own police officers. There was nothing more
embarrassing and damaging to the work that we were trying to do.
The Head of U.N. Mission in Sarajevo, Jacques Paul Klein, says the situation is now
under control.
He says: We have a zero tolerance policy here. Any officer, anywhere using the
service of a prostitute, will be fired immediately and sent home.
How many has he sent home for sexual misconduct since he arrived in 1999? He is
not sure. He thinks about fifteen.
Unacceptable behaviour
Is it simply a case of boys will be boys and is it hopeless to expect thousands of
men posted away from home not to take advantage of the perks on offer?

Congress shouldn't throw its weight around
in case of jumbo flyers, Libertarians say
WASHINGTON, DC -- The American Obesity Association should drop its
complaint against a Southwest Airlines policy of charging overweight
passengers for an extra seat, Libertarians say, because it flies in
the face of common sense.
This threatened lawsuit is so ridiculous that, frankly, we're having
a little trouble getting our arms around it, said Steve Dasbach,
Libertarian Party executive director. Why shouldn't a business be
able to charge customers more money if they use more of a particular
product?
Southwest Airlines came under fire for its policy of charging jumbo
flyers for two seats on Wednesday when the American Obesity
Association said it may file a lawsuit - or even ask Congress to
outlaw the two- ticket policy. The airline says it has stepped-up
enforcement of its 20-year-old policy in response to complaints that
obese passengers who wedge themselves into one seat were making things
uncomfortable for other flyers.
The rationale used to challenge Southwest's policy? It's not their
fault they're overweight.
Miriam Berg, president of the Council on Size Weight Discrimination,
said, If a person takes up more than one seat, that's not the problem
of the person, that's the problem of the seat.
Instead of acknowledging the reality that overweight people consume
more space, these customers are trying to force a business to give
them something for free, Dasbach said. The good news is that two
similar lawsuits against Southwest Airlines - one in 1990 and one in
2000 - were decided in the company's favor. The bad news is that if
Congress decides to 'weigh in,' anything can happen.
For example, the Americans with Disabilities Act defines obesity as a
disability in some cases, but so far the law hasn't been used to force
airlines to give up an extra seat. However, disability lawyers,
inspired by the Southwest Airlines controversy, are already pushing
Congress to reverse that.
But if Congress can prohibit airlines from charging overweight people
for two seats, Libertarians ask, what's next?
* Should restaurants be forced to fork over super-sized portions of
food to overweight people, at no extra charge?
* Should bars be prohibited from charging customers for a second,
third, or fourth drink if they claim it's not their fault that they
can't stop drinking?
* Should a men's clothing store be compelled to charge 7-foot-1-inch
basketball star Shaquille O'Neal the same price for a suit as an
average man?
* Should it be illegal for a home-builder to charge large families
more money because they need a bigger house?
Common sense dictates that companies can't have a one-size-fits-all
pricing policy, Dasbach said. But when has common sense ever stopped
Big Government from throwing its weight around?

It has become a tragic inevitability that whenever international peacekeepers are
sent to bring law and order to a war torn country, a vast and exploitative sex
industry, allegedly follows close behind.
Correspondent looks at Bosnia and Kosovo where girls as young as 15 have been
duped into working in brothels and forced to have sex with UN personnel. We find

Like thousands of young women in the impoverished countries of the Eastern bloc
Monica, a 19-year-old Romanian, leapt at the chance when her boyfriend said he
had arranged a job as a waitress for her in Italy.
The Vila Bar - a place of both hope and disgust
She would work for a
year and put the money towards their wedding. She was taken to the Vila Bar in
Bosnia.
Monica was led upstairs to a bedroom where Elena, another Romanian girl,

Bush's Middle East policy appears to have been based on two goals supported by the President if not by every member of his administration. This goal was to be realized by means of alliance with friendly Arab tyrannies (Saudi Arabia and a post-Saddam dictatorship in Iraq). Back to the Bible This is, in fact, the archetypal daydream of an Old Testament Protestant Texas oil man such as George W. Bush. Although Mr. Bush's forebears are from the Northeastern United States, the landscape which has shaped him is that of Texas. It's a culture that combines a violent Scots-Irish strain of Old Testament religiosity and a pre-industrial economy that strongly favors the commodity-driven capitalism of cotton and oil over high-tech manufacturing and scientific RD. This unique synthesis has long held back social and economic progress in Texas. And now, as the inspiration for the Bush Administration's disastrous Middle Eastern policy, this traditional Lone Star mentality threatens to undermine U.S. military and diplomatic leadership in the world. Texas as the Anglo-Celtic frontier George W. Bush was born in New Haven, Connecticut. But he was raised in Texas and he is a genuine cultural Texan. Mainstream Texan culture has important Latino influences, but it has been shaped chiefly by the culture of the American South and a particular one at that. Texas is the culture of the Scots-Irish rednecks or hillbillies of the Highland South and not that of the more aristocratic culture of the coastal Southern Bourbon elite. The tribes of Texas By the time they reached Texas, the Anglo-Celtic ancestors of today's white Texans had been conquered and expropriated other cultures and nations for centuries. Originally, they were Protestant Scots whom the English planted in Ulster (on land taken from the native Catholic Irish). In the 18th century, these same Scots-Irish then crossed the sea to the Ozarks and Appalachians. In the 19th century, they supported the ethnic cleansing of the Cherokees and other Indian nations. (Though, to be fair, a few noble exceptions such as Sam Houston and Davy Crockett who both defended the Indians did exist.) Since that time, altogether five major tribes have lived in Texas namely these Anglo- Celtic Southerners, Tejanos (Mexican-Texans), Germans, blacks and Native Americans. To make a long story short, one can summarize the history of Texas from 1836 until the 1960s in one sentence: The biggest tribe, the Anglo-Celtic Southerners, expropriated the Tejanos, deported the Indians, crushed the Germans and exploited the blacks. A lack of recognition Ironically, some of those U.S. fundamentalists appear not to realize that the Old Testament heroes whom they admire on the one hand and the modern Jewish liberals in Hollywood whom their preachers teach them to despise on the other belong to the same ethnic group. For example, many illustrated bibles in the United States depict the ancient Hebrews as well as Jesus with blue eyes and Northern European features. A friend of mine had an acquaintance who applied for an apartment in Dallas. When he told the landlady that he was from Israel, she replied in relief, Oh, good. I thought you might be a Jew. It is with good reason then that Southern religion in the United States has been called Old Testament Protestantism. Amazingly, Southern Protestant morality resembles that of Orthodox Jews or traditional Muslims. It emphasizes strict religious obedience. Indeed, some of the laws governing morals in Texas and other Southern states are near-literal transcriptions from the Book of Leviticus. Even today, Protestant preachers mobilize their flocks to prevent the repeal of archaic sodomy laws. They fear that cities such as Dallas and Houston will be punished like Sodom and Gomorrah. A sterile morality In addition to its legalism, this Old Testament Protestant morality is also communal. Its single, seamless moral code is enforced by the community, employers, schools, the state and until a few decades ago by the lynch mob. Among clannish, tight- knit, old- fashioned Anglo-Celtic Southern Protestants, as among Orthodox Jews, there is little toleration for deviance from tribal norm. The result has been intellectual and cultural sterility and the persistence of pre- modern superstition. When I was growing up in Austin, a liberal university town, fundamentalists a few hundred miles away in Waco regularly burned satanic books and records. In the 1980s, when I worked at the state capital, Brother Lester Roloff a sort of Protestant mullah put a curse on the Texas legislature. An acquaintance of mine who studied paleontology at Harvard was asked by a rural Texan neighbor, Are they teaching you about that Karl Darwin? Mixed messages That's right Karl Darwin the bearded foreign theorist of both socialism and evolution. Was it any surprise when George W. Bush, during the 2000 presidential campaign, announced that Jesus was his favorite philosopher and that the jury is still out on the theory of evolution? One more surprise: The gun-toting, Bible-thumping Anglo-Celtic Texan in conquered Mexican and Indian territories with his admiration for the Hebrew patriarchs and professed devotion to the Ten Commandments is remarkably similar to the gun-toting, Torah-thumping Israeli settler in the conquered Arab territories. Sabra rattling The sabra ideal of a certain strain of Zionism macho and militaristic is a cousin of the Southern/Western redneck or cowboy, right down to the contempt for the disposable Canaanites. If Texas were an independent republic, as it was from 1836-1845, it would be a third world country with a small first world sector embedded in it. Think of it as a big Saudi Arabia enfolding a small Japan. The older Texan economy is based on primitive commodity capitalism cotton, cattle, oil. The mentality of the traditional Texan businessman is that of the premodern seigneurial elite. According to the Italian historian Raimondo Luraghi, this grouping included not only the slave-owners of the U.S. South but also the British Nabobs of the West Indies, the Mexican hacendados, and Brazil's plantation owners. A lack of industry Thus, it is not an industrial capitalist mindset at all. Rather, this strain of the Texas mentality is that of the Spanish conquistador who dreamed of quickly acquiring fabulous wealth by plunder rather than effort. One of the most popular tales in the impoverished folklore of Anglo-Celtic Texas is a story about fabled knife-fighter Jim Bowie. In this story, the legendary Mr. Bowie discovered a lost Spanish silver mine near San Antonio just before he was killed in the Battle of the Alamo. As Cortes and Pizarro and other Spanish thugs dreamed of American Indian treasure, Bowie and other Anglo-Celtic Texan thugs dreamed of Spanish treasure. The idea of making one's fortune through hard, steady, patient work has been strange and repugnant on both sides of the Rio Grande River. Inventing Texas? Equally alien to this older Texas economy is the idea of invention. The Yankee inventor Thomas Edison, Henry Ford is a familiar icon. But there has only been one famous Southern inventor Cyrus McCormick, a Virginian. As it turns out, his invention, the McCormick Reaper, was not wanted in the pre- Civil War South simply because slaves were cheaper than machines. McCormick made his fortune in the North, where high wages among free workers created incentives for mechanized agriculture. Lay the blame on oil The discovery of oil in Texas was a social disaster. It made the Texas oil man a global symbol of the crass parvenu at least until the vulgar Saudi sheikh appeared. As in Saudi Arabia, oil riches prevented the reform of antiquated social structures and archaic habits of mind.Thanks to oil, Texas did not need to reform its pathetic school system to produce world-class professionals and thinkers. Texan Christianity remained in a fundamentalist rut. Oil also permitted the rich families of Texas to import technicians, scientists and intellectuals for Texan companies and Texan universities from other parts of the United States and the world. In this way, it is reminiscent of the manner in which Arab monarchies afraid of educating their subjects bring in foreign experts. (Of course, the Saudis also segregate these interlopers by invitation in separate compounds.) The gusher elite Members of Texas' old cotton-farming and cattle-ranching elite allying themselves sometimes with wealthy immigrants like George Bush, Sr. grew easily into an oil- patch elite. The strategy was always the same. First, buy land. Then, use market power to try to rig the prices of the commodities on top of it or the minerals underneath it. Until it was replaced by OPEC, it was the Texas Railroad Commission that rigged the world price for oil from the 1920s until the 1970s. A few years back, the wealthy Hunt brothers of Fort Worth actually tried to corner the global silver market. Jim Bowie must have congratulated Coronado in Hell. A different breed A minority of Texan leaders mostly from poor or middle-class backgrounds have shared a different vision. It is a vision of a high-tech, multi-racial Texas based on brainpower and meritocracy and not on resource extraction and inherited wealth. These visionary modernizers including Lyndon Johnson, Ross Perot and former National Security Agency director Bobby Ray Inman have sought to replace Saudi-style commodity capitalism with Japanese-style state capitalism. The logic that they have employed has been similar to that of modernizers in many newly- industrializing countries. In such backward rural societies, the government must lead the way in technological modernization. Thanks to Lyndon Johnson's influence in the U.S. Congress in the 1930s and 1940s, the federal government built the industrial infrastructure of Texas around hydroelectric power. It was a bold move that helped to turn poor farmers into a suburban middle class. LUMPKIN, Associated Press Writer WASHINGTON (AP) - Vice President Dick Cheney complained to lawmakers Thursday about leaks that he believes led to disclosure of the National Security Agency's Sept. 10 intercepts of at least two messages in Arabic that suggested a major event was to take place the next day. At President Bush's direction, Cheney called Sen. Bob Graham, D-Fla., chairman of the Senate Intelligence Committee, and Rep. Porter Goss, R-Fla., chairman of the House Intelligence Committee, to express the president's concerns about this inappropriate disclosure, White House spokesman Ari Fleischer said. Fleischer called the disclosure alarmingly specific. The information that is being provided to these committees is extraordinarily sensitive, Fleischer said. The selective, inappropriate leaking of snippets of information risks undermining national security, and it risks undermining the promises made to protect this sensitive information. There was no immediate comment from Graham and Goss's offices. Their committees are holding a joint inquiry into Sept. 11 attacks. Fleischer said we do not know who did it, but Cheney's phone call seemed to point a finger directly at the committees. Fleischer said Goss and Graham pledged to address the matter wisely and properly. Concern about possible leaks has been a key reason the White House has opposed setting up an independent commission to investigate the attacks. The commission has been sought by some lawmakers and relatives of the victims. President Bush has said the intelligence panels were better positioned to avoid leak. They understand the obligations of upholding our secrets and our sources and methods of collecting intelligence, he said last month. But Bush has clashed with Congress before over leaks. On Oct. 5, he issued a memo limiting sensitive congressional briefings to the top leaders of the House and Senate and their intelligence committees. He dropped the restrictions a week later after getting assurances from Graham and Goss that they would rein in their members. Fleischer did not address questions from reporters about the NSA's intercepts themselves. But he said that a 1998 leak that American intelligence agencies were eavesdropping on Osama bin Laden's satellite phone conversations led bin Laden to stop using that phone. We are in the middle of a war, and one of the ways to prevent attacks on the United States and to win the war is to be able to obtain information from our enemies, Fleischer said. If the enemy learns of U.S. capabilities, they're going to change their methods. The Sept. 10 intercepts were not translated until Sept. 12. Intelligence agencies aren't sure if it they were actually a warning of the attacks at the World Trade Center and Pentagon, an intelligence source said Wednesday. Even if they were, they provided no information that authorities could have acted on, the intelligence source said. The mere mention of a time was insufficient to provide clues of what was to come, the source said. The messages, recorded in two separate conversations, contained the phrases, Tomorrow is zero hour, and The match is about to begin, the intelligence source said. The messages were believed to be recorded from telephone conversations. A U.S. intelligence official, while declining to comment on the NSA intercepts, said a piece of raw intelligence that contains only a date provides little useful information. Mamoun Darkazanli, described by the FBI as a well-connected agent of Osama bin Laden, was questioned by German police shortly after the terrorist attacks on the World Trade Center and the Pentagon. But he was freed for lack of evidence and continues to live in Hamburg, Germany, where Atta and two other hijackers had lived. Speaking to The Associated Press in a telephone interview, Darkazanli bristled when asked about connections to a number of al-Qaida suspects and accused Bush of making unproven allegations. I personally don't think they are terrorists. There must be an international court for these people to be proven guilty, Darkazanli said. Bush is not the judge of all of humanity. Darkazanli, one of the first people to appear on U.S. suspect lists, has denied any links to bin Laden or the Sept. 11 attacks. The U.S. Treasury Department ordered a freeze of his personal assets and those held by his import-export company. German officials followed suit and placed him under formal investigation but say they do not have enough evidence to detain him. The German authorities hold nothing against me, and no one else holds anything against me, Darkazanli said. The law in Germany works well. Darkazanli has said previously that he attended the wedding of Said Bihaji, one of the three men sought by German authorities for alleged links to the Hamburg cell involved in Sept. 11. Also at the wedding was Atta, believed to have been the ringleader of the attacks, and Ziad Jarrah, who was aboard United Airlines flight 93 which crashed in rural Pennsylvania. Darkazanli refused to discuss his relationship with Atta on Thursday. Spanish authorities have alleged that Darkazanli knew Imad Yarkas, the suspected leader of a cell which recruited for al-Qaida. The Syrian-born Yarkas was arrested in Spain in November and became the first person charged overseas in connection with Sept. 11. Darkazanli first caught the attention of German investigators in 1998 when they learned he had power of attorney over a German bank account opened by bin Laden's suspected financial chief, Mamdouh Mahmud Salim. But Darkazanli said the account access was for a business deal that fell through and that he never heard from Salim again. Darkazanli is not the only Syrian-born suspect connected to the Sept. 11 investigation whom German officials are interested in finding. A government official in Berlin said Thursday that Germany has asked the United States to help explain how Mohammed Haydar Zammar, who reportedly recruited Atta while they both lived in Hamburg, ended up in custody in his native Syria. German investigators say they questioned Zammar immediately after the Sept. 11 attacks but let him go for lack of evidence. He then left Germany and was arrested in Morocco under unclear circumstances. A German intelligence official said this week that the Moroccans later sent him to Syria, where he remains in custody. From the beginning of the course, we observed the burgeoning power of corporate Robber Barons in America following the Civil War and their ascendancy to economic and political dominance of the nation in the late-19th and early-20th centuries, attended by egregious racism and ethnocentrism among white Americans. We studied the eugenics movement that was funded and promoted by corporate giants such as Rockefeller, J.P. Morgan, Kellogg, Harriman and Carnegie. As we explored the 1920s and 30s, we observed the dominant attitude of businessmen and politicians, which was: The business of America is business. Moreover, it became increasingly obvious that the imperialistic foreign policy of America at the turn of the century was economically essential in order to create markets for American goods produced by shamefully-exploited workers of African-American and European descent. We examined World War I and Hitlers rise to power in the 1930s and the ensuing attack on Pearl Harbor which ushered in World War II. Many students were completely unfamiliar with the fascism of the Third Reich, and their viewing of Schindlers List, which many had never seen, was a profoundly wrenching and eye-opening experience. Sociologist, James Loewen, writes, The glue that makes history stick is emotion. Clearly, these students will not soon shed the emotional impact of viewing then discussing Schindlers List and asking themselves if such crimes against humanity could ever happen again or happen in America. Having never lived through the Red Scare of post-World War II America, it was difficult for my students to grasp anti-Communist hysteria. JUST LIKE THE ART OF WAR Well, it is pretty simple. The rules of war and strategy are numerous, however, there is always one strategy that must be followed. That strategy is a simple one and I cannot believe so many people have not noticed this. The first and most important issue of war is knowing who your enemies are. Finding out who they are is not always the easiest thing to do so you need to run a little psyops on the masses yourself until you get the basher to come out of the foxhole. Once they come out, the take on followers and then you see all of the enemy's soldiers and then you allow them to play their game and just feed it a bit while waiting for the last few traitors to join the other side. Once you have sat back long enough you will then see your true enemies and then know who not to trust and whom you can. It did not take me long to throw out a few bones for the enemy to come calling in this little war. Nope, not to long at all. I waited for them to try and set me up. What they did not know was that I was setting them up for the fall the entire time. Example. The want to be writer Smith. AKA- BOSEHUGGER. I feed him and he took the bait. I then told him no, he gets pissed and then bashes me. Even admitting that he attacked my site several times in posts he made that I printed for future reference. I feed him a bone, it was so very hard and sour, he got pissed and his true colors came shining through. That is just a simpleton example but an example all the same. The radio station. I didn't do the interview that day for several reasons, yet the most part was a fake gag order. Second was the set up I was in for on that date. See, I said the sky is black and in fact it is. Yet they QUOTE ME as saying the sky is not blue. There is a significant difference here in the words used, as blue and black are 2 different words and colors. They can quote me correctly as saying the sky is black and try and argue from their point and say it is blue. However, we all know that the argument, if attempted, would be wrong and meaningless as the sky is black. The sun is what lightens the sky and makes it appear to be blue. I know this may seem to be off point; however, it is just an example of the misquoting that they all do. Then we get this MKULTRA crap. Surely every bereaved Israeli family would echo that view? Ted Turner owner of CNN went further accusing both Israel and the Palestinians of using terrorist tactics, bringing a storm of abuse from the Jewish lobby upon his head. Why this highly charged sensitivity by Israel and its supporters? Israel is a state founded largely on a very successful terrorist campaign by the Stern Gang and the Irgun against British Servicemen and civilians. Israel must be one of the few modern, supposedly democratic nations that has elected two wanted terrorists Begin and Shamir and a third accused of something akin to war crimes by his own Government Sharon, to the office of Prime Minister. Israel has used assassination and terror-like tactics throughout the Middle East and Europe for much of the last forty years, without too much complaint or interference from its Western supporters. Israel has stolen nuclear materials, attacked a US Navy vessel killing many Americans on board, shot down civilian aircraft, launched an air attack on Iraqi nuclear facilities at a time when the Baghdad regime was still seen as a valuable Western ally, spied on the United States, ignored countless UN resolutions and many other actions which if carried out by a Muslim nation would have brought a violent and angry response from Washington and London. Even-handed approach is the only way forward However, admitting the truth about Israel should not be seen as excusing or encouraging Islamic terrorism. None of the Arab nations are exactly peons of virtue, dedicated to democracy, the protection of civil rights or the emancipation of women. Many in the Arab world are racist demagogues, their nations dictatorships with an appalling record of human abuse and a record of stupidity and intransigence when it comes to diplomatic efforts to solve the problems of Palestine and over the acceptance of Israel as part of the Middle East community of nations. Both the Palestinians and the Israelis are at heart sophisticated and reasonable people. They both have much to offer each other and the region as a whole. However, the similarities don't just end there. Both are bloody minded, vengeful and willing to use extreme violence against each other. The most constructive change in attitude amongst Western Governments and the news Media would be to take a more even handed approach to the problems of the Middle East, in other words stop taking sides. Washington has a vital role to play as a honest broker in future peace negotiations, but to achieve the maximum benefit, trust between America and the Palestinians and the wider Arab world must be quickly restored. To be frank that is unlikely to happen while the Bush administration is so obviously being 'bossed' by right-wing Zionists and in truth the US Government has now lost virtually all credibility outside Israel and a few Arab client states.Whether Colin Powell and the few remaining level-headed members of the current administration can still finally produce a viable and balanced approach to the immense and threatening problems of the region will determine the chances of a lasting peace for a generation or more. Time for peace running out The signs are not good from the USA nor in Israel's response to the latest Islamic terrorist outrage. Israel has been in illegal occupation of large areas of Arab land for 35 years and it has not brought the Jews peace or security. The building of a new Berlin-wall style security zone and the Israeli threat to virtually annexe an additional area of Palestinian land every time a suicide bomber strikes is madness. Will it be 10 or perhaps 30 more suicide bombings before Israel has seized the entire West Bank? Israel will be left with a permanent security problem as the occupying power with no remaining options for a negotiated settlement and the growing enmity of the entire Muslim world. Time is running out quickly for Washington's efforts to find a way out of this impasse, and Iraq, Iran, Syria and the War on Terrorism are still waiting their turn. Richard M. But every once in a great while the mask slips at a moment when the lighting is cruelly revealing, and we get a glimpse of the horror that lurks beneath. In the wake of 9/11, federal law enforcement agencies have indeed been seen in a new â and especially cruel â light. Where were they when Osama bin Laden and fellow ghouls were plotting the destruction of the WTC and the Pentagon right here under our noses? The picture that has emerged, at least up until very recently, is one of incompetence on the level of the Keystone Kops, a tragi-comedy of errors â but now, it appears, that is the very least of itâ¦. The mask is slipping badly, now, and the spotlight is shining brightly, revealing not just stupidity, bureaucratic ineptitude, and inter-departmental competition, but also â treason. For nothing less than treason is the reason yet another FBI whistle-blower is making headlines with revelations that make Coleen Rowley's charges of high-level obstructionism in the Zacarias Moussaoui case look relatively innocuous. "2 FBI Whistle-Blowers Allege Lax Security, Possible Espionage," the Washington Post headline modestly avers, but that is putting it rather too mildly. Not since Whittaker Chambers exposed a Stalinist nest high in the topmost branches of the US government has the light been shone on such a deep â and dangerous â penetration of the nation's high security innards. Sibel Edmonds, 32, a former wiretap translator in the FBI's Washington field office, has stepped forward with a shocking narrative of official obstructionism and high-level espionage that breaks down into four stunning accusations: 1) One of her fellow FBI translators, a so-far-unidentified woman, "belonged to the Middle Eastern organization whose taped conversations she had been translating for FBI counterintelligence agents," according to the Post. "This person told us she worked for our target organization," Edmonds says. "These are the people we are targeting, monitoring." This other translator also met with "a foreign official subject to the surveillance." Furthermore, says Edmonds, this woman (and her husband, a military officer) "tried to recruit her to join the targeted foreign group." 2) As Edmonds wrote in a March letter to the inspector general's office: "Investigations are being compromised. Incorrect or misleading translations are being sent to agents in the field. Translations are being blocked and circumvented." 3) This mysterious "Middle Eastern organization" had a definite preference insofar as to how the FBI's wiretaps were translated â and by whom. Edmonds says that the woman presented her with "a list dividing up individuals whose phone lines were being secretly tapped: Under the plan, the woman would translate conversations of her former co-workers in the target organization, and Edmonds would handle other phone calls." When Edmonds refused, "the woman told her that her lack of cooperation could put her family in danger." 4) When she went to her bosses with this information, Edmonds â instead of being thanked, and given a medal â was summarily fired for being "disruptive." One has to ask: "disruptive" of what? The spy nest ensconced so firmly in the upper reaches of US "law enforcement"? Before going any further, let's clear up the matter of this mysterious "Middle Eastern organization" that takes such an active interest in â and apparently has such an all-pervasive influence over â the internal workings of our very own FBI. "Officials asked that the name of the target group not be revealed for national security reasons," the Post reports, yet enough clues are buried â and not very deeply â throughout this story by James V. Grimaldi that we can narrow the possible suspects to a considerable degree. While Edmonds is so far refusing to identify this snake hiding amid the high grass of the FBI's Washington compound, the Post tells us: "She is a 33-year-old U.S. citizen whose native country is home to the target group. Both Edmonds and the other translator are US citizens who trace their ethnicity to the same Middle Eastern country." A friend with access to Lexis-Nexis â hey, we can't afford such bourgeois luxuries here at Antiwar.com! Whaddaya think this is: the Weekly Standard? â informs me that there is indeed a Sibel Edmonds, 33, of Northern Virginia, formerly Sibel Ganiz or Sibel Deniz, the latter a Turkish name, although Sibel is perhaps Jewish or Armenian. According to reports, the CIA is to view any such plan as "preparatory" for a larger military strike. Congressional leaders from both parties have greeted these reports with enthusiasm. In their rush to be seen as embracing the president's hard-line stance on Iraq, however, almost no one in Congress has questioned why a supposedly covert operation would be made public, thus undermining the very mission it was intended to accomplish. It is high time that Congress start questioning the hype and rhetoric emanating from the White House regarding Baghdad, because the leaked CIA plan is well timed to undermine the efforts underway in the United Nations to get weapons inspectors back to work in Iraq. In early July, the U.N. secretary-general will meet with Iraq's foreign minister for a third round of talks on the return of the weapons monitors. A major sticking point is Iraqi concern over the use--or abuse--of such inspections by the U.S. for intelligence collection. I recall during my time as a chief inspector in Iraq the dozens of extremely fit "missile experts" and "logistics specialists" who frequented my inspection teams and others. Drawn from U.S. units such as Delta Force or from CIA paramilitary teams such as the Special Activities Staff (both of which have an ongoing role in the conflict in Afghanistan), these specialists had a legitimate part to play in the difficult cat-and-mouse effort to disarm Iraq. So did the teams of British radio intercept operators I ran in Iraq from 1996 to 1998--which listened in on the conversations of Hussein's inner circle--and the various other intelligence specialists who were part of the inspection effort. The presence of such personnel on inspection teams was, and is, viewed by the Iraqi government as an unacceptable risk to its nation's security. As early as 1992, the Iraqis viewed the teams I led inside Iraq as a threat to the safety of their president. They were concerned that my inspections were nothing more than a front for a larger effort to eliminate their leader. Those concerns were largely baseless while I was in Iraq. Now that Bush has specifically authorized American covert-operations forces to remove Hussein, however, the Iraqis will never trust an inspection regime that has already shown itself susceptible to infiltration and manipulation by intelligence services hostile to Iraq, regardless of any assurances the U.N. secretary-general might give. The leaked CIA covert operations plan effectively kills any chance of inspectors returning to Iraq, and it closes the door on the last opportunity for shedding light on the true state of affairs regarding any threat in the form of Iraqi weapons of mass destruction. Absent any return of weapons inspectors, no one seems willing to challenge the Bush administration's assertions of an Iraqi threat. If Bush has a factual case against Iraq concerning weapons of mass destruction, he hasn't made it yet. Can the Bush administration substantiate any of its claims that Iraq continues to pursue efforts to reacquire its capability to produce chemical and biological weapons, which was dismantled and destroyed by U.N. weapons inspectors from 1991 to 1998? The same question applies to nuclear weapons. What facts show that Iraq continues to pursue nuclear weapons aspirations? Bush spoke ominously of an Iraqi ballistic missile threat to Europe. What missile threat is the president talking about? These questions are valid, and if the case for war is to be made, they must be answered with more than speculative rhetoric. Congress has seemed unwilling to challenge the Bush administration's pursuit of war against Iraq. The one roadblock to an all-out U.S. assault would be weapons inspectors reporting on the facts inside Iraq. Yet without any meaningful discussion and debate by Congress concerning the nature of the threat posed by Baghdad, war seems all but inevitable. The true target of the supposed CIA plan may not be Hussein but rather the weapons inspection program itself. The real casualty is the last chance to avoid bloody conflict. From thermal-imaging cameras, designed to read guilty eyes, to brain-wave scanners, which essentially watch a lie in motion, the technology of truth-seeking is leaping forward. At the same time, more people are finding their words put to the test, especially those who work for the government. FBI agents, themselves subjected to more polygraphs as a result of the Robert Hanssen spy case, have been administering lie detection tests at Fort Detrick, Md., and Dugway Proving Ground in Utah, bases with stores of anthrax. Nuclear plant workers also are getting the tests in greater numbers since Sept. 11. There has been a reawakening of our interest in being able to determine the truth from each other, said sociologist Barbara Hetnick, who teaches a course on lying at Wooster College. As technology advances, we may have to decide whether we want to let a machine decide guilt or innocence. The new frontiers of lie detection claim to offer greater reliability than the decades-old polygraph, which measures heart and respiratory rates as a person answers questions. They also pose new privacy problems, moral dilemmas and the possibility that the average person will unwittingly face a test. At the Mayo Clinic, researchers hope to perfect a heat-sensing camera that could scan people's faces and find subtle changes associated with lying. In a small study of 20 people, the high- resolution thermal imaging camera detected a faint blushing around the eyes of those who lied. The technique, still preliminary, could provide a simple and rapid way of scanning people being questioned at airports or border crossings, researchers say. But would it be legal? As long as no one was being arrested or detained solely on the basis of the test, there is no law against scanning someone's face with a device, said Justin Hammerstein, a civil liberties attorney in New York. You could use the device to subject someone to greater scrutiny in a physical search or background check, and it would be hard to argue that it is illegal. Barry Steinhardt of the American Civil Liberties Union said any technology that isn't 100 percent effective could lead unfairly to innocent travelers being stranded at airports. You would be introducing chaos into the situation and inevitably focusing on people who are innocent, Steinhardt said. At the University of Pennsylvania, researcher Daniel Langleben is using a magnetic resonance imaging machine, the device used to detect tumors, to identify parts of the brain that people use when they lie. In the brain, you never get something for nothing, Langleben said. The process for telling a lie is more complicated than telling the truth, resulting in more neuron activity. Even for the smoothest-talker, lying is tough work for the brain. First, the liar must hear the question and process it. Almost by instinct, a liar will first think of the true answer before devising or speaking an already devised false answer. All that thinking adds up to a lot of electrical signals shooting back and forth. Langleben says the extra thought makes some sections of the brain light up like a bulb when viewed with an MRI. MRI machines are bulky, but their potential as lie detectors could lead to the invention of smaller, more specialized versions, Langleben said. Other tests are on the market, although how well they perform is an open question. Hand-held voice stress detectors already are being sold for $300 to $600 at some department stores and on the Internet. Makers claim the devices show when a person's voice trembles under the stress of a lie. Although skeptics say there is no proof they work, police in Philadelphia, Los Angeles and Miami are using more advanced versions and say they sometimes prompt confessions. Also, the subject need not be present. Police can record a suspect's voice and check it for stress later. Not everyone is sold on it. Voices can shake because people are scared about being interrogated by police, said Thomas Jakes, president of People for Civil Rights. This technology is nothing but a way to scare people. Critics say failure on any lie detector test can have unfair consequences, regardless of what the truth may be. Mark Mallah says he was suspended and put under 24-hour surveillance after failing a routine polygraph test in 1994, when he was an FBI counterintelligence agent. He was finally cleared and reinstated 19 months later. He quit. They never produced any evidence or came forward with anything, but the polygraph still undermined my career, said Mallah, who practices law in San Francisco. Nathan Lewin, an oft-mentioned candidate for a federal judgeship and legal advisor to several Orthodox organizations, told the Forward that such a policy would provide a much-needed deterrent against suicide attacks. Under the proposal, which Lewin unveiled in the current issue of the opinion journal Sh'ma, family members would be spared if they immediately condemned the bombing and refused financial compensation for the loss of their relative. While a 20-month spate of suicide bombings has been met in the Jewish community with calls for increasingly Draconian preventive measures, Lewin appears to be the first Jewish communal leader to approve publicly of the concept of executing innocent civilians in the hopes of curbing terrorism. "If executing some suicide-bomber families saves the lives of even an equal number of potential civilian victims, the exchange is, I believe, ethically permissible," wrote Lewin, who has served as president of the International Association of Jewish Lawyers and Jurists and is a vice president of the Orthodox Union. The following is an excerpt from a column in the Israeli newspaper Haaretz, by Akiva Eldar. "Ask Clinton what he thinks about Camp David" by Akiva Eldar Haaretz, August 21, 2001 Family therapy K., a Theresienstadt survivor, was distraught to the point of tears. "What's happening to us?" she asked. "Did you hear the deputy public security minister, Gideon Ezra? I can't calm down. Now he's proposing on television to execute the families of the Palestinian suicide bombers." K. said Ezra didn't invent the system in which relatives are punished for the sins of their fathers or sons. She remembers it well from the 1940s in occupied Europe. But her Hebrew is not very good, and maybe she didn't really understand what was said. Otherwise it's impossible that the Jewish state let such things go right past its ears.But K. wasn't wrong. Here are excerpts from an interview with Ezra broadcast Sunday night on state television in the New Evening (Erev Hadash) program. And none of his colleagues in the government protested.Geula Even: "What idea do you have to chill the motivations of the suicide bomber. You said something about harming their families. What does that mean."Ezra: "I'm talking about there being a conversation between a psychologist with every one of those suicide bombers and the psychologists will check what brought them to suicide."Even:"You mean the ones who are caught."Ezra: "The ones who are caught. To learn about those who go out in the future. If, for example, it turns out from the three [in Israeli custody] that harming their family would have prevented them from going out on a suicide mission, that's a possible answer..."Even: "Just a minute, you're saying that if it turns out that by killing the father of a suicide bomber it would prevent him from going to a discotheque to blow himself up, then the parents should be eliminated?"Ezra: "Absolutely. You have to understand that we paid a price in children and elderly and babies ... the suicide bomber should know that his family will be wiped out, and that's better then him going out, and nobody will get killed and there will be peace."Historian Prof. Moshe Zimmerman of Hebrew University says the Nazis used to arrest the families of people suspected of trying to undermine the regime or harm its officials. "The method had a name - sippenhaft. They used it, for example, when they caught the conspirators against Hitler in July 1944. You know that if you act against the state, the entire family will suffer. In the occupation areas, they made wide use of the method. If someone shot a German soldier, he knew that if the assassin wasn't caught, 50 people would hang."But if Ezra is looking for help from some of his former colleagues in the Shin Bet to provide him with folklore about suicide bombers, he might end up with a better method than the family treatment plan he's suggesting. Someone at the Shin Bet no doubt noticed the sermon, broadcast on Palestinian TV, from the Sheikh Il'ijun Mosque, as preached by Sheikh Isma'il al-Adouan: "The shahid, if he meets Allah, is forgiven his first drop of blood; he's saved from the grave's confines; he sees his seat in heaven; he's saved from judgment day; he's given 72 dark-eyed women; he's an advocate for 70 members of his family."
