The Lausanne-based Dalle Molle Institute for Perceptual Artificial Intelligence said it is 95-per-cent certain the tape does not feature the voice of the long-absent terrorist leader. The review of the tape was commissioned by France-2 television and its findings were presented by the institute's Professor Herve Boulard in a special TV report shown late Thursday. He said the institute compared the voice on the tape, first aired two weeks ago on Al-Jazeera, an Arabic television network, with some 20 earlier recordings of bin laden. U.S. experts maintain the tape will likely never be fully authenticated because its poor quality defies complete analysis by even the most sophisticated voice-print technology. But U.S. experts who have heard it generally support the conclusion by U.S. law-enforcement officials that it probably is bin Laden speaking. The summons has been issued to Prince Turki al Faisal, the former head of Saudi intelligence, ordering him to respond to a compensation claim for more than $600 billion (£400 billion) brought by the families of victims of last year's September 11 terrorist attacks. The development will cast a shadow over Prince Turki's appointment which, The Telegraph has learnt, will be announced in Riyadh within the next few days, after a six-week delay. Uncertainty within the British Government over his appointment was resolved only last week. Yet Foreign Office officials yesterday still refused to confirm that Prince Turki, 57, was even a candidate. Saudi diplomats were equally reticent. The matter was still being considered an official said. The previous Saudi ambassador to Britain, Dr Ghazi Algosaibi, was recalled to Riyadh in September after widespread fury at poems and public comments by him apparently sympathising with Palestinian suicide bombers. Prince Turki, who courted bin Laden during the Soviet occupation of Afghanistan and maintained close contacts with the Taliban regime, was replaced as the Saudis' head of intelligence two weeks before the September 11 attacks, after almost 25 years in the post. Earlier this year, he said bin Laden had become one of the most violent and, I think, one of the cruellest killers in modern history. The expected appointment of the Oxford-educated prince is popular with British diplomats, who regard him as an influential figure within the Saudi royal family. However, Prince Turki's inclusion in what is likely to be a protracted American lawsuit means that he is likely to spend his posting to Britain fending off questions. His summons, issued on October 29 but not yet served, follows growing anger in the United States at what many claim as collusion between Saudi Arabia's rulers and extreme Islamic groups. Prince Turki, who has made no public comment on the lawsuit, is being ordered to respond to a federal court in Washington DC, along with two fellow Saudi princes and dozens of other individuals - including members of the bin Laden family - banks and charitable organisations. If he fails to defend himself he risks being ruled against by default. A court judgment against him could eventually lead to an order to pay compensation, and his financial assets in many countries, including Britain, would be at risk. Because the action is a civil rather than a criminal case, and because it takes place outside Britain, US lawyers say he would not be shielded by diplomatic immunity. However, Prince Turki cannot be compelled to appear in court and there is no possibility of extradition. The issue of the summons is a significant escalation of the legal actions begun in America by victims and survivors of the al-Qa'eda attacks, and comes three months after parallel cases were launched in New York and Washington courts. The first summonses have been served on at least 26 defendants in an action brought by 3,000 victims and their relatives, and a further 87 summonses have been issued but not yet served. Legal advisers are exploring how best to serve the summons on Prince Turki, who is currently in Saudi Arabia. William Riley, an Indiana lawyer involved in processing the summons, said the task would be simpler if the prince takes up his posting to Britain. We need only deliver the summons to the Saudi embassy in London, he said. Once a summons has been officially served, lawyers say, the clock starts ticking on the legal process which could lead to defendants being forced to pay compensation. Most of Prince Turki's contacts with bin Laden came during the Cold War, when Islamic resistance fighters were seen as allies of the West against communism. He has admitted to a series of meetings with bin Laden inside Afghanistan, but says that he shared intelligence information with the CIA and later attempted to negotiate the al-Qa'eda chief's arrest and extradition to Saudi Arabia. The victims' complaint to the Washington court, however, alleges that the prince, as the head of intelligence, made a deal with the Taliban during a meeting in 1998. They claim that he dropped the extradition attempt and pledged Saudi aid to the Taliban in exchange for an agreement that bin Laden would not target the Saudi government. Furthermore, Federal and state law enforcement officials acting within the City are asked to work in accordance with the policies of the Northampton Police Department . . . by not engaging in or permitting detentions without charges or [using] racial profiling in law enforcement. Also, the U.S. Attorney's Office, the Office of the Federal Bureau of Investigation, and Massachusetts State police [are to] report to the Northampton Human Rights Commission regularly and publicly the extent to and manner in which they have acted under the USA Patriot Act, new Executive Orders, or COINTELPRO-type regulations. More generally, the overt confrontation between Western civilization and Islamist barbarism that began on September 11th of 2001 has also made overt a fault line in Western civilization itself - a fault line that divides the intellectual defenders of our civilization from intellectuals whose desire is to surrender it to political or religious absolutism. This fault line was clearly limned in Julien Benda's 1927 essay Le trahison des clercs: English The treason of the intellectuals. I couldn't find a copy of Benda's essay on the Web, but there is an excellent commentary on it that repays reading. Ignore the reflexive endorsement of religious faith at the end; the source was a conservative Catholic magazine in which such gestures are obligatory. Benda's message, untainted by Catholic or Christian partisanship, is even more resonant today than it was in 1927. The first of the totalitarian genocides (the Soviet-engineered Ukrainian famine of 1922-1923, which killed around two million people) had already taken place. Hitler's Final Solution was about fifteen years in the future. Neither atrocity became general knowledge until later, but Benda in 1927 would not have been surprised; he foresaw the horrors that would result when intellectuals abetted the rise of the vast tyrannizing ideologies of the 20th century. Changes in the transport, communications, and weapons technologies of the 20th century made the death camps and the gulags possible. But it was currents in human thought that made them fact - ideas that both motivated and rationalized the thuggery of the Hitlers and Stalins of the world. Benda indicted the intellectuals of his time for abandoning the program of the Enlightenment - abdicating the search for disinterested truth and universal human values. Benda charged that in abandoning universalism in favor of racism, classism, and political particularism, intellectuals were committing treason against the humanity that looked to them for guidance - prostituting themselves to creeds that would do great ill. And what are the sequelae of this treason? Most diagnostically, mass murder and genocide. Its lesser consequences are subject to debate, equivocation, interpretation - but when we contemplate the atrocities at the Katyn Forest or the Sari nightclub there can be no doubt that we confront radical evils. Nor can we disregard the report of the perpetrators that that those evils were motivated by ideologies, nor that the ideologies were shaped and enabled and apologized for by identifiable factions among intellectuals in the West. An intellectual commits treason against humanity when he or she propagandizes for ideas which lend themselves to the use of tyrants and terrorists. In Benda's time, the principal problem was what I shall call treason of the first kind or revolutionary absolutism: intellectuals signing on to a transformative revolutionary ideology in the belief that if the right people just got enough political power, they could fix everything that was wrong with the world. The right people, of course, would be the intellectuals themselves - or, at any rate, politicians who would consent to be guided by the intellectuals. If a few kulaks or Jews had to die for the revolution, well, the greater good and all that...the important thing was that violence wielded by Smart People with the Correct Ideas would eventually make things right. The Nazi version of this disease was essentially wiped out by WWII. But the most deadly and persistent form of treason of the first kind, which both gave birth to intellectual Naziism and long outlived it, was intellectual Marxism. (It bears remembering that 'Nazi' stood for National Socialist, and that before the 1934 purge of the Strasserites the Nazi party was explicitly socialist in ideology.) The fall of the Soviet Union in 1992 broke the back of intellectual Marxism. It may be that the great slaughters of the 20th century have had at least one good effect, in teaching the West a lesson about the perils of revolutionary absolutism written in letters of human blood too large for even the most naive intellectual idealist to ignore. Treason of the first kind is no longer common. But Benda also indicted what I shall call treason of the second kind, or revolutionary relativism - the position that there are no moral claims or universal values that can trump the particularisms of particular ethnicities, political movements, or religions. In particular, relativists maintain that that the ideas of reason and human rights that emerged from the Enlightenment have no stronger claim on us than tribal prejudices. Today, the

Bush's verbal gaffes, he meant it for a laugh. But what he came to realize wasn't entirely amusing. Since the 2000 presidential campaign, Miller has been compiling his own collection of Bush- isms, which have revealed, he says, a disquieting truth about what lurks behind the cock- eyed leer of the leader of the free world. He's not a moron at all on that point, Miller and Prime Minister Jean Chrétien agree. But according to Miller, he's no friend. I did initially intend it to be a funny book. But that was before I had a chance to read through all the transcripts, Miller, an American author and a professor of culture and communication at New York University, said recently in Toronto. Bush is not an imbecile. He's not a puppet. I think that Bush is a sociopathic personality. I think he's incapable of empathy. He has an inordinate sense of his own entitlement, and he's a very skilled manipulator. And in all the snickering about his alleged idiocy, this is what a lot of people miss. Miller's judgment, that the president might suffer from a bona fide personality disorder, almost makes one long for the less menacing notion currently making the rounds: that the White House's current occupant is, in fact, simply an idiot. If only. Miller's rendering of the president is bleaker than that. In studying Bush's various adventures in oration, he started to see a pattern emerging. He has no trouble speaking off the cuff when he's speaking punitively, when he's talking about violence, when he's talking about revenge. When he struts and thumps his chest, his syntax and grammar are fine, Miller said. It's only when he leaps into the wild blue yonder of compassion, or idealism, or altruism, that he makes these hilarious mistakes. While Miller's book has been praised for its eloquence and playful use of language, it has enraged Bush supporters. Bush's ascent in the eyes of many Americans his approval rating hovers at near 80 percent was the direct result of tough talk following the Sept. 11 terrorist attacks. In those speeches, Bush stumbled not at all; his language of retribution was clear. It was a sharp contrast to the pre-9/11 George W. Bush. Even before the Supreme Court in 2001 had to intervene and rule on recounts in Florida after a contentious presidential election, a corps of journalists were salivating at the prospect: a bafflingly inarticulate man in a position of power not seen since vice- president Dan Quayle rode shotgun on George H.W. Bush's one term in office. But equating Bush's malapropisms with Quayle's inability to spell potato is a dangerous assumption, Miller says. At a public address in Nashville, Tenn., in September, Bush provided one of his most memorable stumbles. Trying to give strength to his case that Saddam Hussein had already deceived the West concerning his store of weapons, Bush was scripted to offer an old saying: Fool me once, shame on you. Fool me twice, shame on me. What came out was the following: Fool me once, shame ... shame on ... you. Long, uncomfortable pause. Fool me can't get fooled again! Played for laughs everywhere, Miller saw a darkness underlying the gaffe. There's an episode of Happy Days, where The Fonz has to say, `I'm sorry' and can't do it. Same thing, Miller said. What's revealing about this is that Bush could not say, `Shame on me' to save his life. That's a completely alien idea to him. This is a guy who is absolutely proud of his own inflexibility and rectitude. If what Miller says is true and it would take more than just observations to prove it then Bush has achieved an astounding goal. By stumbling blithely along, he has been able to push his image as just folks a normal guy who screws up just like the rest of us. This, in fact, is a central cog in his image-making machine, Miller says: Portraying the wealthy scion of one of America's most powerful families as a regular, imperfect Joe. But the depiction, Miller says, is also remarkable for what it hides imperfect, yes, but also detached, wealthy and unable to identify with the folks he's been designed to appeal to. An example, Miller says, surfaced early in his presidential tenure. I know how hard it is to put food on your family, Bush was quoted as saying. That wasn't because he's so stupid that he doesn't know how to say, `Put food on your family's table' it's because he doesn't care about people who can't put food on the table, Miller says. The slowing economy has led to jumps in homelessness across the nation, in places as disparate as Rhode Island and South Dakota. But in New York, struggling with the aftermath of terrorism, the effect has been particularly acute. On average, more than 37,000 people spend their nights in New York city shelters, the highest level on record. In 1998, city statistics show, the average was about 21,000. The number of homeless families sleeping in shelters has more than doubled over the same period, from 4,429 at the beginning of 1998 to 8,925 last month. And there are uncounted numbers of people who sleep outside. ''It's getting steadily worse out there,'' said James Inman, 54, as he finished Thanksgiving dinner at a Manhattan mission. ''All the shelters are full. It's tighter than it's ever been.'' The sluggish economy and rising rents have combined to produce higher homeless rates across the country, said Nan Roman, president of the National Alliance to End Homelessness. The group puts the number of homeless people nationwide at 1 million. In Los Angeles, police made about 200 arrests on ''Skid Row'' this month after business people called for steps to combat homelessness. In Rhode Island, rising rents were blamed for a 45 percent increase in homeless children over the last three years. Sioux Falls, S.D., is estimated to have more homeless people than the populations of three- fourths of the towns in the state. In New York, dealing with Sept. 11 has aggravated the homeless situation in unexpected ways. Anti-terror patrols have sealed off out-of-the-way places--nooks in tunnels, bridge underpinnings, downtown alleys--where homeless people once sought shelter. ''The places where homeless folks have gone for cover are starting to be walled off,'' said Linda Gibbs, city commissioner of homeless services. ''It limits their options, and it forces them into the open.'' The situation is causing tension. An advocacy group sued the city this week, alleging police are sweeping the homeless off the streets by arresting them. Police acknowledge a jump in arrests, but say that is because officers simply have more contact with the homeless lately. Solutions are elusive. The city is pegging its hopes on a strategy adopted in June that focuses on making sure enough shelter space is available and aiming to get people into permanent housing. This winter, city social workers will conduct a homeless ''population survey'' to get a handle on how many people are sleeping on streets and where. Since taking office Jan. 1, Mayor Michael Bloomberg has boosted the number of permanent housing subsidies available to those in the city shelter system to 9,250--an increase of 110 percent. The city has also explored unusual options for shelter space, some of which homeless advocates have derided. This summer, a judge blocked the mayor's plan to use a former Bronx jail as a shelter. -Caveat Lector- http://sfgate.com/news/special/pages/2002/campusfiles/ Reagan, Hoover and the UC Red Scare Seth Rosenfeld, Chronicle Staff Writer Sunday, June 9, 2002 On the gray Monday morning of Jan. 16, 1967, two senior FBI agents were ushered into the governor's Victorian mansion in Sacramento, then led up to a second-floor suite, where a flu-stricken Ronald Reagan was propped up in a bed piled with working papers. Gov. Reagan had just been elected after campaigning to restore order at UC Berkeley, where beatniks, radicals and filthy speech advocates were proof of what he called the morality and decency gap in Sacramento. Now he was damned mad at campus officials, one agent recalled, and he was asking the FBI to tell him what he was up against. Back in Washington, D.C., FBI Director J. Edgar Hoover saw Reagan's request for confidential information as a chance to finally quell the protests at Berkeley, which were sparking demonstrations at schools across the country. This presents the bureau with an opportunity to . . . thwart the ever increasing agitation by subversive elements on the campuses, he noted in a memo. Hoover had long been concerned about the University of California, the nation's largest public university and operator of top-secret federal nuclear laboratories. In 1960, he warned Congress of an international communist conspiracy plotting to control for its own evil purposes the explosive force which youth represents. But as the Cold War waned, the FBI departed from its mission of protecting national security and engaged in sprawling covert intelligence operations that involved thousands of UC students and faculty participating in legitimate debate about public policy. For years the FBI has denied engaging in such activities at the university. But a 17-year legal challenge brought by a Chronicle reporter under the Freedom of Information Act forced the FBI to release more than 200,000 pages of confidential records covering the 1940s to the 1970s. Those documents describe the sweeping nature of the FBI's activities and show they ranged far beyond the campus and into state politics. The FBI records -- in addition to other official papers and scores of interviews with current and former FBI agents and university officials -- reveal that the FBI: conspired with the head of the CIA and a senior member of the university's Board of Regents to pressure the board to harass faculty and students involved in protests, misled the White House by sending the president information the bureau knew to be false, and mounted covert public relations efforts to manipulate public opinion about campus events and embarrass university officials. Along the way, the FBI campaigned to destroy the career of UC President Clark Kerr -- even though the bureau's own investigations repeatedly found him to beloyal. At the same time, the FBI forged a close relationship with Reagan -- a more aggressive informer than previously disclosed -- catalyzing his transformation from liberal movie star to the staunch conservative who became one of the 20th century's most powerful figures. The office of Ronald Reagan declined to comment and referred questions to former U.S. Attorney General Edwin Meese III. Meese, who was Gov. Reagan's chief of staff, said Reagan had a longtime relationship with the bureau and that the FBI's assistance to the governor in handling campus unrest was strictly appropriate and lawful. Meese said that, to his knowledge, the FBI did not give political assistance to Reagan. Bill Carter, an FBI spokesman in Washington, D.C., declined to comment on the bureau's campus files. Things are done a lot differently today, he said, adding, The files speak for themselves. Cartha Deke DeLoach, who was Hoover's third in command, said the FBI gave Reagan no special help and responded properly to domestic unrest that posed a considerable threat to the country. In court papers, the bureau has maintained that its activities were lawful and intended to protect civil order and national security. But in ordering the release of the FBI's files in 1995, a federal appeals court concluded that some of the bureau's activities extended far beyond its law enforcement mandate and came to focus on political rather than law enforcement aims. This stark prospect, raised by the Nobel Prize winner who first discovered that these infective particles can cause brain illnesses, suggests eating meat may still pose a serious health risk. The prospect that a timebomb may still be ticking in our kitchens was raised by Stanley Prusiner, who revealed yesterday that experiments at the University of California in San Francisco had shown that scrapie-infected mice have unexpectedly high concentrations of prions in their muscles. 'These are just mouse models, but they raise the obvious worry that cows and sheep could be similarly affected,' said Prusiner, who received the 1997 Nobel Prize for medicine for discovering that degenerative brain diseases such as Creutzfeldt-Jakob Disease are caused by prions. Until now, scientists had assumed that only brains and spinal columns of cows and sheep contain dangerous levels of prions. But it appears that cuts of beef and lamb, which largely consist of muscle, could also be affected. 'The levels we found were a hundredfold less than those found in brains, but were still significant,' he said. 'In particular, we found that the hind legs of mice had high numbers of prions. It remains to be seen if that is mirrored in the hind legs of cattle or sheep.' Prusiner said that part of the problem could be traced to existing tests for the existence of prions in animals or humans. 'These tests chew up prion molecules in such a way that means we fail to spot them. We were destroying critical evidence of infections, perhaps up to 99 per cent of it. It is very serious.' As a result, he and his colleagues have perfected a new technique for detecting prions in samples, one that is 10,000 times more sensitive than existing tests used in Europe and America. The new test - conformation dependent immunoassay (CDI) - works on a completely different principle. Essentially, it recognises the shape of prion molecules. 'We believe that by applying the test to cattle we should significantly reduce human exposure to bovine prions,' said Dr Jiri Safar, one of Prusiner's colleagues. 'Previous attempts to quantify BSE and scrapie prions in milk or non-neural tissue, such as muscle, may have underestimated infectious titers [levels] by as much as a factor of 10,000, raising the possibility that prions could be present in sufficient quantities to pose risk to humans. The high sensitivity of this new test may profoundly alter our view of the epidemiology of prion diseases.' However, Prusiner had one reassuring message. He dismissed a study, published last week by British researcher John Collinge, which suggested that BSE was responsible for more than one type of CJD in this country. In the journal of the European Molecular Biology Organisation, Collinge suggests that a second form of the disease was also caused by prions from meat. However, Prusiner dismissed the idea. 'I simply do not read the data the way that he does. I can see no evidence of such an effect. I just don't think it is likely.' The effort began last winter when a group of Indian students at the University of Northern Colorado asked officials at nearby Eaton High School to change the school's mascot from ``Fighting Reds'' because the name was offensive. When the school refused, members of the UNC intramural basketball team, made up of Indians and whites, decided to get even. They named themselves the ``Fightin' Whites'' and began wearing T-shirts bearing the name. After getting national media attention they began selling the shirts, which also bear the slogan ``Everythang's going to be all white,'' from their Web site. More than 15,000 shirts and hats have been sold, raising at least $100,000. ``It's actually kind of an amazing thing that happened there in Colorado. Not only did they raise the level of debate but they also turned it around and raised money for Native American scholarships,'' said Charlene Teters, vice president of the American Indian Movement's National Coalition on Race in Sports and Media. ``There have been posters before that made fun of teams, but nothing has been this successful,'' said Teters, a member of the Spokane Nation. She estimates that about 3,000 professional and amateur team names are offensive. ``You have to understand that these names and symbols have a history in the same way 'boy' has a history with African Americans. That is the connection people don't get. First you take a people and commit genocide against them, then you turn them into a stereotype,'' she said. Jeff VanIwarden, a team member who helped manage the T-shirt campaign, said the amount of money available for scholarships will depend on whether an application for tax exempt status is accepted. A $10,000 endowment has already been set up for one scholarship at UNC starting next year. The money collected could have been used to help campaign against the use of Indian names as mascots, but most of the team members felt more would be gained by helping Indian students, he said. VanIwarden said he wasn't worried that the T-shirts might ``be a form of white pride.'' ``We can't regulate who does or does not buy them. Now he is at the center of a U.S. Supreme Court case that could determine whether decades of restraints on police interrogations should be discarded. The blanket requirement for a Miranda warning to all suspects that they have the right to remain silent could end up in the rubbish bin of legal history if the court concludes police were justified in aggressively questioning the gravely wounded Martinez while he screamed in agony. ``I am dying! ... What are you doing to me?'' Martinez is heard screaming on a recording of the persistent interrogation by police Sgt. Ben Chavez in Oxnard, a city of 182,000 about 60 miles northwest of Los Angeles. ``If you are going to die, tell me what happened,'' the officer said. He continued the questioning in an ambulance and an emergency room while Martinez pleaded for treatment. At times, he left the room to allow medical personnel to work, but he returned and continued pressing for answers. No Miranda warning was given. A ruling that minimizes defendants' rights would be useful to the administration, which supports Oxnard's appeal, in its questioning of terrorism suspects, experts said. The 9th U.S. Circuit Court of Appeals agreed with a federal judge that the confession was coerced and cannot be used as evidence against Martinez in his excessive-force civil case against the city. It said Chavez should have known that questioning a man who had been shot five times, was crying out for treatment and had been given no Miranda warning was a violation of his constitutional rights. Oxnard appealed to the U.S. Supreme Court and the U.S. Justice Department filed a friend- of-the-court brief along with police organizations and the conservative Criminal Justice Legal Foundation. They contend that unfettered police questioning is allowable so long as the information obtained from a suspect is not used against that person in court. Opponents of the government position say a ruling diluting the Miranda protections would be another nail in the coffin of individual rights sacrificed in the interest of rooting out terrorists. ``This is a case to be concerned about,'' said Charles Weisselberg, a University of California, Berkeley, law professor. ``To see the (U.S.) solicitor general arguing that there's no right to be free from coercive interrogation is pretty aggressive.'' On Nov. 28, 1997, Martinez, a farm worker, was riding his bicycle through a field where police were questioning a man suspected of selling drugs. The police ordered Martinez to stop. When an officer found a sheathed knife in his waistband, they scuffled and the officer's partner, perceiving that Martinez was reaching for the officer's gun, shot him five times, in the eyes, spine and legs. Chavez eventually got an acknowledgment from Martinez that he did grab for the officer's gun. But Martinez's lawyers said that statement was coerced and is inadmissible in the damage case that Martinez filed. Martinez was never charged with a crime. The Oxnard appeal argues that the Fifth Amendment protection against self-incrimination applies only at a criminal trial and the 14th Amendment guarantee of due process of law is violated only if the questioning of a suspect is so excessive that it ``shocks the conscience'' of the community. Martinez is represented by R. Samuel Paz, a frequent critic of police practices. ``I think it will turn on whether the court is going to stand up and say what it said before,'' Paz said, ``that the Fifth and Fourteenth amendments protect people, and that we do have rights that extend beyond having a coerced confession admitted into a criminal case.'' Martinez, 34, blind and paraplegic, lives in a one-room trailer in a remote rural area, tended by his father. ``It's tragic,'' said Alan E. Wisotsky, the lawyer for the city of Oxnard, ``but you can't look at it from a philanthropic standpoint. He tried to kill police officers or they thought he was trying to kill them Does the tape (of the interrogation) sound bad? Yes, the guy is in agony. But the questioning was to get at the truth.'' The Miranda warning takes its name from the U.S. Supreme Court's ruling in a 1966 case involving the use of a confession in the rape prosecution of Ernesto Miranda. ``A generation of Americans has grown up since 1966 confident that, if brought to the police station for questioning, we have the right to remain silent, that the police will warn us of that right and, above all, that they will respect its exercise,'' said a friend-of-the-court brief on behalf of Martinez by the American Civil Liberties Union and California Attorneys for Criminal Justice. ``... Bush's verbal gaffes, he meant it for a laugh. But what he came to realize wasn't entirely amusing. Since the 2000 presidential campaign, Miller has been compiling his own collection of Bush-isms, which have revealed, he says, a disquieting truth about what lurks behind the cock-eyed leer of the leader of the free world. He's not a moron at all -- on that point, Miller and Prime Minister Jean Chrétien agree. But according to Miller, he's no friend. I did initially intend it to be a funny book. But that was before I had a chance to read through all the transcripts, Miller, an American author and a professor of culture and communication at New York University, said recently in Toronto. Bush is not an imbecile. He's not a puppet. I think that Bush is a sociopathic personality. I think he's incapable of empathy. He has an inordinate sense of his own entitlement, and he's a very skilled manipulator. And in all the snickering about his alleged idiocy, this is what a lot of people miss. Miller's judgment, that the president might suffer from a bona fide personality disorder, almost makes one long for the less menacing notion currently making the rounds: that the White House's current occupant is, in fact, simply an idiot. If only. Miller's rendering of the president is bleaker than that. In studying Bush's various adventures in oration, he started to see a pattern emerging. He has no trouble speaking off the cuff when he's speaking punitively, when he's talking about violence, when he's talking about revenge. When he struts and thumps his chest, his syntax and grammar are fine, Miller said. It's only when he leaps into the wild blue yonder of compassion, or idealism, or altruism, that he makes these hilarious mistakes. While Miller's book has been praised for its eloquence and playful use of language, it has enraged Bush supporters. Bush's ascent in the eyes of many Americans -- his approval rating hovers at near 80 percent -- was the direct result of tough talk following the Sept. 11 terrorist attacks. In those speeches, Bush stumbled not at all; his language of retribution was clear. It was a sharp contrast to the pre-9/11 George W. Bush. Even before the Supreme Court in 2001 had to intervene and rule on recounts in Florida after a contentious presidential election, a corps of journalists were salivating at the prospect: a bafflingly inarticulate man in a position of power not seen since vice-president Dan Quayle rode shotgun on George H.W. Bush's one term in office. But equating Bush's malapropisms with Quayle's inability to spell potato is a dangerous assumption, Miller says. At a public address in Nashville, Tenn., in September, Bush provided one of his most memorable stumbles. Trying to give strength to his case that Saddam Hussein had already deceived the West concerning his store of weapons, Bush was scripted to offer an old saying: Fool me once, shame on you. Smiths book ³HAARP: The Ultimate Weapon Of The Conspiracy², is that I did not read it four years ago, in 1998, when it first came out. Where was I? Where was IT? I had made-do with the well written but necessarily short article in Popular Science Magazine, by Mark Farmer, since 1995. A few references and strings on the internet, but nothing truly definitive: Mr. Smiths book is, if anything, definitive, and nothing has been spared as far as background information, and supporting documentation is concerned. It is easy to see that a lot of time and effort has gone into Mr. Smiths research, and that is a good foundation for any book. It is also easy to see that Jerry E. Smith possesses a fluidity of language, a candor, and a congeniality that combine to form a powerful identity as the reader accomplishes this most enjoyable foray through intellect. There is a sense of humor manifest too, in Jerrys writings, and some occassional, well considered touchstones of commentary that anchor the reader and give true pause. Click click click the pieces fall into place... This book covers in great depth a program of the United States Government, which is being explained away to the taxpayers as Science, but is in fact not just a weapon, but perhaps the greatest weapons system yet, capable of doings never before imagined. The stonewalling , dissembling, and outright lying by government officials ever since HAARPs inception is well documented here, and as the book progresses the picture becomes more than realistic, it becomes alarming in the extreme. When it is considered too that a lot of the science used in the HAARP project has been hoarded and suppressed by the United States government for nearly a Century (!), the sinister motives behind it are glaringly bright. The de-popularization of the inventor by the press owned by rich men, and all the other shennanigans necessary to hook the patents, its all here, in great detail. One thing the book will also show you in no uncertain terms, is how the people in your government, America, really are. What kind of animals run you in the name of goodness and religion and whatever else they can sucker you into believing. You are the enemy. Read this book. You will see it as clearly as you see your own reflection in a mirror. HAARP is the grand finale of the take over of America, done in broad daylight, surreptiously and insidiously, a bit at a time, without a shot. It is the culmination of great experimentation and Huge expenditures of American Taxpayers dollars, uniting all the intelligence and law enforcement agencys together, for what can only be called ³Super Surveillance² or perhaps ³Super Control², or even ³Occupying Force². But in the hands of Steven Spielberg, those stories become a major TV event. At least, that's what the folks at cable's Sci Fi Channel are hoping. Beginning on Monday at 9 p.m., the cable network premieres Taken, a 20-hour, 10-episode miniseries about UFO sightings, extraterrestrials, and alien abductions. Spielberg is the executive producer. The miniseries follows three families over the course of 60 years. It begins during World War II, when U.S. bomber pilots flying over France reported what may have been the first contemporary sightings of unidentified flying objects. The action also centers on Roswell, N.M., where, legend has it, a UFO crashed in 1947. In fact, Taken's storyline is based primarily on legends that have emerged regarding the subject of extraterrestrials. It's a modern mythology, said Leslie Bohem (pronounced Bo-heem), the executive producer who wrote the series. If you say all of this is true, that's amazing. If it's not true, it's even more incredible. More incredible, Bohem added, because for thousands of years, people have been telling similar versions of the same story. Bohem said he was drawn to the project because of its subject matter and its scale. Taken was four years in the making and cost roughly $40 million. At 20 hours, it is the longest miniseries ever to air on TV. But with the project spanning nearly six decades, and four generations of families, Taken's size also proved daunting. Actors who figure prominently in the early episodes soon move offscreen once their characters' descendants come into view. Filmmaker Tobe Hooper (Poltergeist), who directed Taken's premiere episode, said that during filming, he shot almost 300 screen tests for future roles in the series. It was one of those situations where if you had examined it and asked questions before you went into it, you may have found it overwhelming, the director added, chuckling. So it was better to just put the parachute on and jump. If it opens, it opens. Size isn't Taken's only distinction. The Sci Fi Channel will air the first five installments this week-- one two-hour episode Monday through Friday at 9 p.m.--and five more installments next week, Monday through Friday, as well. It's an unusual scheduling move, but Sci Fi President Bonnie Hammer said it's worth the risk. To dilute this as a weekly series over ten weeks would take away some of it specialness, she added. It's an experiment, but we really believe that high risk equals potentially high rewards. Clearly, the reward Hammer is looking for is ratings--big enough, once and for all, to put the oft-neglected cable network on the map. Unfortunately, many people over the years have believed that the Sci Fi Channel is not necessarily for them, Hammer said. Even if they enjoy science fiction, they don't equate themselves with being science fiction aficionados. Sci Fi has tasted success in the past. In 2000, the cable network's first miniseries, Frank Herbert's Dune, drew its largest audience to date, averaging approximately 4.5 million viewers. With Spielberg's name attached to Taken, Hammer said she hopes the miniseries will reach an even larger audience, creating an awareness that we haven't had before about the bigness and the quality of what we do. And quality is the word most often tossed around when speaking of Taken. Hooper said that each installment of the special effects-laden series looks more like a feature film than a typical TV show. He added that the visual style of each episode also reflects the decade in which it takes place. For example, the first show has a sepia-toned look, the second highlights the Technicolor style of the 1950s, and the third has more of a 1960s black-and-white TV look. Despite all of its technical wizardry, Hooper said the strength of the series still comes from its character-driven storylines. The illegal trade in olive trees has flourished as Israeli contractors, supported by armed guards, clear Palestinian agricultural land where an 80-mile electronic fence is being built to seal off the West Bank. Thousands of olive trees have been dug up to make way for the 150-ft wide barrier and security zone. Its route usually passes inside Palestinian territory, not along the old pre-1967 border, and thousands of Palestinian farmers say their livelihood is being taken away. Sale of the olive trees emerged after the owner of a contracting company offered two reporters from a popular Israeli newspaper, Yedioth Ahronoth, 100 large olive trees for £150 each. The reporters found one enormous tree, said to be 600 years old, on sale at an Israeli plant nursery for £3,500. They said the trade was conducted with the complicity of an official in the civil administration, the Israeli military government in the occupied territories. Olive trees are extremely hardy, can live for hundreds of years and will often stand transplanting. Gnarled old specimens which are claimed, with some exaggeration, to have been alive at the time of Jesus are much sought after for gardens of the rich or city parks. The Defence Ministry, which is in charge of the security fence, said it had launched an investigation. "The ministry pays contractors for uprooting and replanting and, in their contract, there is no clause that allows for trade in the trees. If there is such a trade, it is a criminal activity," it said. Some contracts require the olive trees to be relocated to areas suggested by their owners outside the Israeli-declared security zone. But Yael Stein, researcher for B'tselem, an Israeli human rights organisation, said: "We have never seen any relocation. The contractors cannot just sell the trees. That is theft." -Caveat Lector- From http://www.washingtonpost.com/wp-dyn/articles/A61647-2002Dec1.html washingtonpost.com Antiwar Effort Gains Momentum Growing Peace Movement's Ranks Include Some Unlikely Allies By Evelyn Nieves Washington Post Staff Writer Monday, December 2, 2002; Page A01 AMHERST, Mass. -- The idea was hatched on a bright day in August, when Daphne Reed was celebrating her daughter's and granddaughter's birthdays, and the talk around the living room sofa turned to war.Reed began worrying that her 25-year-old grandson, who spent four years in the Coast Guard, might be called to serve if the United States were to invade Iraq. Her family also wondered why the United States was threatening to invade Iraq even before United Nations weapons inspections began. And Reed fretted over the particular suffering that would befall Iraqi women; their sons and husbands would be killed, she said, and the women would be left in the rubble to fend off contaminated water and starvation. I said that all mothers should automatically be against war, Reed said. It was against their nature to be violent instead of nurturing. Maybe, she said, it was time to start a movement -- Mothers Against War. Reed's response is just a tiny part of a growing peace movement that has been gaining momentum and raises the possibility that there could be much more dissent if U.S. bombs begin falling on Baghdad. The retired Hampshire College drama teacher e-mailed about 15 parents in her address book. Reed reached people such as Elaine Kenseth, whose five children include a son she adopted from the killing fields of Cambodia. Aileen O'Donnell, a veteran of the women's movement. Joanne and Roger Lind, whose son was a Vietnam War conscientious objector. And Elizabeth Verrill, who had never been involved in political causes. Before long, Mothers Against War had 50 core members, and thousands of supporters around the country and the world. Most members of Mothers Against War are grandmothers in their seventies whose lives are already full. Yet they spend hours a day on the Internet, reading and spreading information on Iraq and the United States and planning for marches, e-mail campaigns and teach-ins. Having lived through the Vietnam antiwar movement, which took years to build, the Mothers Against War are buoyed to find themselves part of a fast-growing movement of people from every walk of life, from every political stripe. The extraordinary array of groups questioning the Bush administration's rationale for an invasion of Iraq includes longtime radical groups such as the Workers World Party, but also groups not known for taking stands against the government. There is a labor movement against war, led by organizers of the largest unions in the country; a religious movement against the war, which includes leaders of virtually every mainstream denomination; a veterans movement against the war, led by those who fought Iraq in the Persian Gulf a decade ago; business leaders against the war, led by corporate leaders; an antiwar movement led by relatives of victims of the Sept. 11, 2001, attacks; and immigrant groups against the war. There are also black and Latino organizations, hundreds of campus antiwar groups and scores of groups of ordinary citizens meeting in community centers and church basements from Baltimore to Seattle. It has reached a point where United for Peace, a Web site started by the San Francisco- based human rights organization Global Exchange for groups to list events commemorating the Sept. 11 anniversary, has morphed into a national network coordinating events for more than 70 peace groups nationwide. We're taking the . . . Web site and rebuilding it as a one-stop shopping for the antiwar movement, said Andrea Buffa, who co-chairs the new network. It's a campaign of all different kinds of groups, from the National Council of Churches to the International Socialists organization; I just got a call from the Raging Grannies of Palo Alto, who want to join. We're bringing groups together to develop a consensus statement and a calendar of coordinated antiwar events. Next Test: Dec. 10 Rallies After large rallies in Washington and San Francisco on Oct. 26, the next big day to test the antiwar movement's might is Dec. 10, International Human Rights Day. Hundreds of groups plan events, rallies and civil disobedience to capture the nation's attention, including demonstrations in Lafayette Park across from the White House and at a military recruitment center in downtown Washington. Otherwise, antiwar groups, which tend to rely on the Internet to receive and spread information, operate largely without the attention of the media or Capitol Hill. Yet many of those speaking out against an attack on Iraq represent large numbers of Americans, including John J. Sweeney, president of the AFL-CIO (with 13 million members); the National Council of Churches (which represents 36 Protestant and Orthodox denominations,

When the man talks about strategery, or how he's been mis-underestimated, or foreign-handed foreign policy, or putting food on your family he appears to be stupid. Yet he's outsmarted the Democrats at nearly every turn, so he does have some intelligence, even if he isn't particularly educated (There are blacks in Brazil? Who's Leonardo DiCaprio?). Recently I ran across Mark Crispin Miller's book about Bush's ever- growing Blob of malapropisms, Dyslexicon: Observations on a National Disorder. Although Miller is obviously a liberal, he tries to be fair with Bush. He does not believe him to be an imbecile, or a puppet. He believes Bush is a sociopathic personality...incapable of empathy. On that point I believe Miller is completely wrong: the Clintons appear to be psychopathic, not George Bush. But Miller does points out something quite disturbing about Bush: he's only tongue-tied when he's trying to speak normally. When he's angry or punitive, or talking about vengeance, his gaffes disappear. The best example of an angry Bush is when he snapped at a reporter who was speaking French in front of him. He spoke clearly, quickly, and forcefully. His retort was actually pretty witty. On the other hand, there was the inarticulate Bush in Nashville, when he tried to say, Fool me once, shame on you; fool me twice, shame on me, and it came out, Fool me once...shame...shame on...you...fool me! Can't get fooled again! He has no trouble speaking off the cuff when he's speaking punitively, when he's talking about violence, when he's talking about revenge, Miller said. When he struts and thumps his chest, his syntax and grammar are fine. In that sense Bush reminds me of stutterers, who stutter only when trying to talk normally. When they sing, their stutter disappears. The reason for this is because they're using a different part of their brain when they sing instead of talk. Something similar appears to be happening with Bush. When he tries to talk normally, he becomes inarticulate. But when he's angry, he's using a different part of his brain, and his foot-in-mouth disease disappears. This is a little disturbing, since it suggests that Bush's brain works better when he's vindictive. And he certainly does appear to be vindictive, considering the fact that one of the reasons he wants to invade Iraq is because he thinks Saddam Hussein tried to kill my dad. That's not only vindictive, it's childish and petty. This vindictiveness, this desire for vengeance, may explain how he's successfully made fools of the Democrats, since they did bring his father down and humiliated him. Dubya may not be able to say strategy, but his brain, when angry, got revved up enough to help outsmart the Democrats and deliver Congress to the Republicans. Bush appears to have some kind of brain disorder, or some kind of minimal brain damage. Was it due to his decades of heavy drinking? I don't know, but that possibility certainly exists. If we're dealing with a man whose brain works best when contemplating revenge and violence, this may also explain his attempt to start WWIII, although I'm sure he thinks he's trying to prevent it instead of start it. Does he feel his best, his most competent, when plotting war and destruction? This is one thing I will say: it is a grave mistake to just play Bush for laughs, in light of what he's leading the US into.
