Set up as part of the Good Friday Agreement that established the currently suspended Northern Ireland Assembly, the tribunal was intended to draw a line under perhaps the most pivotal event in recent Irish history and help Irish Republican Sinn Fein takes its place in the Stormont-based power-sharing structures put in place by the 1998 Agreement. After three years of hearings, numerous statements have been taken from eyewitnesses, victims, journalists, priests, politicians, forensic scientists and soldiers. These confirm that the British Army had fired indiscriminately into a crowd of largely peaceful demonstrators, many of whom had been running away and all of whom were clearly unarmed. In total, 13 people died immediately and another later on. Thirteen people were injured. The tribunal has also heard of shots fired at a 10-year-old boy; at photographer Fulvio Grimaldi, who took many of the most well-known photographs of the day; and at Bernadette McAliskey, then a leader of the Northern Ireland Civil Rights Association (NICRA), the march organisers. Evidence to the inquiry has fatally undermined what little was left of the official British version of eventsthat soldiers of the First Battalion of the Parachute Regiment (1 Para) were involved in a fire-fight with members of the Irish Republican Army (IRA). Several witnesses testified to hearing gunfire and explosions prior to 1 Para opening fire immediately upon spilling from their Saracen armoured cars, but all of these can be attributed to confusion over the timing of bursts of firing, confusion with previous firing of plastic bullets, and confusion with previous firing by 1 Para themselves. Only one gunman appears to have pulled a pistol from his pocket in the crowd, and this mans identity is controversialwith suggestions that agents provocateurs were active in the crowd. An anonymous witness X, who claimed in 1972 to have fired at soldiers with a carbine, has now denied doing so. Forensic evidence claiming that those shot had lead residue, indicating they had recently handled weaponry, was discredited. The tests used could show positive results from car exhaust fumes, and, in any case, the bodies were both close to weaponry, having been shot, and were handled by soldiers who had been firing. Forensic scientist John Martin told the inquiry that this evidence had been available to the 1972 Widgery Inquiry, but it had been ignored in order to whitewash the army for the killings. Evidence was also heard that a nail bomb was planted on one of the victims. Eyewitness reports from people who saw IRA members on the day confirmed that they took no part in events. One reported that Martin McGuinness of Sinn Feinnow Northern Irelands education minister, and then an IRA activistwas warning local gunmen to stay away. A civil rights organiser said that both the then-official IRA and the breakaway Provisional IRA had agreed not to become involved on the day and this was confirmed by a Sunday Times journalist. In September 2002, the Saville Inquiry moved from Derry to London, England, to hear evidence from soldiers, army brass, civil servants, a psychological operations (psy-ops) operative and politicians, most of whom claimed their lives would be in danger if they gave evidence in Derry. All the army witnesses have had the option of retaining public anonymity. Three of the most significant witnesses were Soldier 027, a paratrooper; General Robert Ford, the commander of land forces in Northern Ireland; Major General Andrew MacLennan; and Lord Carrington, the then British defence secretary. Soldier 027 is currently in a witness protection programme, having received death threats after it became known he was willing to give evidence. He told the tribunal that he joined the paratroopers at the age of 19 and quickly adapted to the violent atmosphere. Recruits were told to act as if they were up against a well-equipped army. Witness 027 gave a graphic description of the pressures on the soldiers in Belfasts urban corridors of hatred, and their response. One took to bank robbing, later becoming a mercenary. Others became rich from the cash offered by desperate people whose houses were being ransacked. Witness 027 described a mock execution in which the victim collapsed and died from a heart attack. The night before Bloody Sunday, 027 described how groups of paratroopers, encouraged by a lieutenant, boasted about how they expected to get kills the next day. He described driving from Belfast to

The prime minister's remarks follow a call by one of his own cabinet for a ban on immigration by secular Jews, exposing a deep divide in the government between those who say an influx from the former Soviet Union threatens Israel's religious identity and those who increasingly fear the high Arab birthrate. The ultra-orthodox health minister, Nissim Dahan, revived debate on the issue by declaring that secular Jews and those who do not qualify as Jewish under religious law, which is more stringent in its definition than government legislation, should not be allowed to settle in Israel. We prefer a Jew overseas to a gentile in Israel, he said. But Mr Dahan was quickly shot down by the prime minister, who said: It should be possible for anyone who wants to become a Jew to do so. Israel's establishment is split on the issue. At the heart of the disagreement is the decade-long wave of immigration in which about 1 million Russians and citizens of the former Soviet republics have come to Israel under the grandfather clause of the Law of Return, which permits anyone with a Jewish grandparent to obtain Israeli citizenship. The clause was introduced in 1970 as a response to the Nazi definition of a Jew as anyone with a Jewish grandparent. Orthodox rabbis say that up to 70% of the arrivals in recent years do not qualify as Jewish under religious law, which requires an individual's mother to have been Jewish. The government estimates that 25% of all Russian immigrants are not Jewish according to religious law and need to convert. Most do not, partly because the process is laborious and partly because the Russian community tends to be secular. The interior minister and leader of the Shas party, Eli Yishai, says such figures threaten the existence of Israel as a Jewish state. By the end of the year 2010 the state of Israel will lose its Jewish identity, he said. A secular state will bring ... hundreds of thousands of goyim [gentiles] who will build hundreds of churches and will open more stores that sell pork. In every city we will see Christmas trees. The leftwing Meretz party reinforced the point by bringing a Christmas tree to the launch of its election campaign among Russian voters yesterday because it is part of the immigrants' tradition. Mr Yishai and Israel's chief rabbis, Yisrael Meir Lau and Eliyahu Bakshi-Doron, want the grandfather clause repealed and the right of return limited to those who are Jews as defined by religious law. But Mr Sharon sees a more important demographic process at work. The higher Arab birthrate means that Jews will be outnumbered in Israel and the areas it now governs within decades. Arabs already account for 20% of Israeli citizens. Immigration has fallen to its lowest level since the end of the cold war and Mr Sharon is keen to revive it, even if that opens the gates to people of questionable Jewish ancestry. The government's view is that while the first generation of each wave of immigration may have difficulty embracing Israel and Jewishness, their sons and daughters frequently become enthusiastic Zionists. In the present climate, they are also often very rightwing. For political and security reasons, Mr Sharon is not about to alienate Russian immigrants by questioning their right to be in Israel. For a start the Russians, as all immigrants from the former Soviet Union are known in Israel, have the voting power to decide who governs. The latest opinion polls show that almost all Russian voters have swung behind Mr Sharon because of his hard line in dealing with the Palestinians. But while the Russians are rightwing on security and economic issues, they view religious conservatives with suspicion and complain of maltreatment at the hands of the orthodox. Many are unable to marry because only religious weddings are permitted under Israeli law and the chief rabbis refuse to recognise them as Jewish. The defence ministry calls up young Russian immigrants to serve in the army while the interior ministry denies them rights because they are not deemed Jewish. Some, suspected of lying about being Jewish have been subjected to humiliating DNA tests. The Russian community was particularly outraged when, after a suicide bombing at a Tel Aviv disco last year killed 20 young people, rabbis objected to the burial of three Russian-born teenagers in Jewish cemeteries because their mothers were not Jewish.

RANGEL WASHINGTON President Bush and his administration have declared a war against terrorism that may soon involve sending thousands of American troops into combat in Iraq. I voted against the Congressional resolution giving the president authority to carry out this war an engagement that would dwarf our military efforts to find Osama bin Laden and bring him to justice. But as a combat veteran of the Korean conflict, I believe that if we are going to send our children to war, the governing principle must be that of shared sacrifice. Throughout much of our history, Americans have been asked to shoulder the burden of war equally. That's why I will ask Congress next week to consider and support legislation I will introduce to resume the military draft. Carrying out the administration's policy toward Iraq will require long-term sacrifices by the American people, particularly those who have sons and daughters in the military. Yet the Congress that voted overwhelmingly to allow the use of force in Iraq includes only one member who has a child in the enlisted ranks of the military just a few more have children who are officers. I believe that if those calling for war knew that their children were likely to be required to serve and to be placed in harm's way there would be more caution and a greater willingness to work with the international community in dealing with Iraq. A renewed draft will help bring a greater appreciation of the consequences of decisions to go to war. Service in our nation's armed forces is no longer a common experience. A disproportionate number of the poor and members of minority groups make up the enlisted ranks of the military, while the most privileged Americans are underrepresented or absent. We need to return to the tradition of the citizen soldier with alternative national service required for those who cannot serve because of physical limitations or reasons of conscience. There is no doubt that going to war against Iraq will severely strain military resources already burdened by a growing number of obligations. There are daunting challenges facing the 1.4 million men and women in active military service and those in our National Guard and Reserve. The Pentagon has said that up to 250,000 troops may be mobilized for the invasion of Iraq. An additional 265,000 members of the National Guard and Reserve, roughly as many as were called up during the Persian Gulf War in 1991, may also be activated. Already, we have long-term troop commitments in Europe and the Pacific, with an estimated 116,000 troops in Europe, 90,000 in the Pacific (nearly 40,000 in Japan and 38,000 in Korea) and additional troop commitments to operations in Afghanistan, Bosnia, Kosovo and elsewhere. There are also military trainers in countries across the world, including the Philippines, Colombia and Yemen. We can expect the evolving global war on terrorism to drain our military resources even more, stretching them to the limit. The administration has yet to address the question of whether our military is of sufficient strength and size to meet present and future commitments. Those who would lead us into war have the obligation to support an all-out mobilization of Americans for the war effort, including mandatory national service that asks something of us all. Charles B. Scientists found that eating large amounts of monosodium glutamate (MSG), used to flavour oriental and processed foods, can injure the retina and lead to vision loss. Rats fed diets high in MSG in Japan developed thinner retinas and began to go blind. Glutamate is an amino acid which acts as a neurotransmitter, a chemical that sends signals between nerve cells. Previous research has already shown that it causes nerve damage when injected directly into the eye. But the Japanese study at Hirosaki University was the first to show that eye damage can be caused by eating food containing MSG. Rats were fed three different diets for six months, containing either high or moderate amounts of MSG, or none. In animals on the high MSG diet, some retinal nerve layers thinned by as much as 75 per cent. Tests to measure retinal response to light showed that the rats' vision was impaired. Those on the moderate diet also suffered damage, but to a lesser extent. The findings, published in the journal Experimental Eye Research, also showed high concentrations of MSG in the vitreous fluid which bathes the retina. MSG bound to molecules on retinal cells and destroyed them, causing secondary reactions that reduced the ability of the remaining cells to relay electrical signals. Hiroshi Ohguro, who led the research, acknowledged that large amounts of MSG were used, New Scientist magazine reported. Rats in the highest group were fed diets consisting of 20 per cent MSG. Lesser amounts should be OK, said Ohguro, but the precise borderline amount is still unknown. Professor Peng-Tee Khaw, a glaucoma expert at Moorfields Eye Hospital in London, said the amount of MSG in the highest diet was a lot, lot higher than you'd eat. But he added: If you're a sodium glutamate junkie then you could potentially run into problems with your retina. Loiko Special to The Times December 30 2002 BAGHDAD -- Engineer Qusai Jabbar has a word of advice for Americans who think Iraqi President Saddam Hussein is so unpopular that ousting his regime will be a cakewalk: Remember Stalin. Russia lived under a bloody tyrant for a long time, Jabbar said. This tyrant killed millions of his own people and sent millions ... to Siberia. But when the big war came, his people rallied around him and fought like the possessed. Just as Russians struggled against Nazi Germany's World War II attack regardless of their feelings toward Soviet dictator Stalin, virtually all Iraqis will fiercely resist any U.S.-led invasion, Jabbar predicts. You don't need to be in love with Saddam to defend your country to the last, he said. Americans think they will come here and rule us. They don't know what they are coming into. If they get food from someone, it will be poisoned. If they turn around with their back to us, we will stick a knife in it. Snipers will be looking for them from every rooftop. In Iraq today, talk among artists and intellectuals revolves around United Nations sanctions, U.N. weapons inspectors and what is widely seen as the prelude to war. Public anger is fueled by the sanctions, which are viewed as unfair and inhumane, and by memories of the bombing that Baghdad endured during the 1991 Persian Gulf War, when a U.S.-led effort drove out Iraqi forces that had taken Kuwait. Iraqis do not necessarily see their country as the aggressor in that invasion. You don't know the history of the conflict. Kuwait was stealing our oil, cheating on us all the time, complained Amal Khoderi, 65, an amiable and energetic patron of the arts in Baghdad. We appealed to the world community many times to stop it, but nothing was done. At the busy open-air Rashid Street book market, where men squat to peruse books in languages including English and Russian, bookseller Hussein Ali, 55, bemoans what sanctions have done to his life. A retired high school biology teacher with five children, Ali says he draws a pension worth just $4 a month. Buying and selling books brings in about $50 a month, which is nearly enough for his family to live on, he says. Sanctions are killing us slowly, Ali said. The war will kill us fast. Abdul Khalak, a novelist who sports a Saddam Hussein-type mustache, shared his views at a cafe frequented by writers and students. A color portrait of Hussein hung on the wall, in this case with the beaming strongman holding not his usual gun but a cup of coffee. Some of the customers were smoking traditional narghiles, or water pipes. Khalak said the U.N. inspectors' work reminds him of a most boring Indian movie which goes around in circles and never ends. You want to stand up and leave the movie theater, he said. Right now, our problem is that we can't. We have to watch it to the end. And the end is bitterly predictable: The U.S. may attack us any second with no respect for what the inspectors find or do not find. Broad willingness to rally around the government in the face of any U.S.-led invasion comes partly from a widespread belief that Washington is not being honest about its motives, said Wamidh Nadhmi, a political analyst who teaches at Baghdad University. What Americans really care for is oil -- and help to Israel, he said. They are not concerned with the fate of human rights and freedoms in Iraq. War seems almost inevitable to many Iraqis. One day, when Americans maybe understand us better, they will see that we are not animals eating human flesh, said Khoderi, who occasionally stuck small, even pieces of dry wood into her fireplace to cut the winter chill. Thousands of years of civilization can't be discarded and downtrodden just like this. But I am afraid that Americans -- I mean those Americans who are prepared to give orders to bomb us out of existence -- don't have an understanding of history and the meaning of it. They don't care. Khoderi was speaking in a house overlooking the Tigris River in old Baghdad that now serves as an art salon, museum, shop and center for music recitals. A two-story brick-and-wood structure on a gray and dusty street, it boasts arched ornamental ceilings, a walled-in garden with palm trees and flowers, and hundreds of craft items ranging from drawings to carpets and elaborate calligraphy tapestries. Agatha Christie used to stay in the house when she visited Baghdad, Khoderi said. During the Gulf War, when the United States bombed a bridge just a hundred yards from her home, the attack also destroyed half the house, which she inherited from her father. The officer has been relieved of his command and faces further discipline. The controversy surrounding Lt. Col. Steve Butler's letter to the editor, in which he affirmed that Bush did nothing to warn the American people because he needed this war on terrorism, received scant coverage in the media. Universally ignored by the press, however, was that the officer was not merely expressing a personal opinion. He was in a position to have direct knowledge of contacts between the US military and some of the hijackers in the period before the terrorist attacks that destroyed the World Trade Center and damaged the Pentagon. Lieutenant Colonel Butler, who wrote in a letter to the editor of the Monterey County Herald charging that Bush knew about the impending attacks, was vice chancellor for student affairs at the Defense Language Institute in Monterey, California a US military facility that one or more of the hijackers reportedly attended during the 1990s. In his May 26 letter to the newspaper, Butler responded to Bush supporters, who had written the paper opposing the congressional investigation into the September 11 events. He wrote: Of course President Bush knew about the impending attacks on America. He did nothing to warn the American people because he needed this war on terrorism. His daddy had Saddam and he needed Osama. His presidency was going nowhere. He wasn't elected by the American people, but placed in the Oval Office by a conservative supreme court. The economy was sliding into the usual Republican pits and he needed something on which to hang his presidency This guy is a joke. What is sleazy and contemptible is the President of the United States not telling the American people what he knows for political gain. The letter provoked immediate retaliation against the 24-year Air Force veteran. Butler was transferred from the Monterey installation and threatened with court martial under Article 88 of the military code, which prohibits officers from publicly using contemptuous words against the president and other officials. Last week the Air Force announced it had concluded its investigation of the case and suggested Butler would likely face nonjudicial punishment, such as a fine or a letter of reprimand, rather than a stiffer sentence. If he refuses this punishment, however, Butler, who is ready to retire, could still face a court martial. The issue is a particularly sensitive one for the Pentagon and the Bush administration. While many people believe that the Bush administration viewed September 11 as a priceless opportunity to implement an ultra-reactionary program of militarism and repression, Butler is different. His military assignment brought him into contact with at least one of the alleged hijackers. Shortly after September 11, several US news outlets reported that Saeed AlghamdiÑnamed as taking part in the hijacking of United Airlines Flight 93, which crashed in western PennsylvaniaÑhad taken courses at the Defense Language Institute, the US military's primary foreign language facility, where Butler was a leading officer overseeing students (essentially, dean of students). Alghamdi, a 41-year-old Saudi national, was one of several alleged hijackers, including accused ringleader Mohamed Atta, who reportedly trained at US military facilities, according to a series of articles published between September 15 and 17 in the Washington Post, Newsweek magazine, the New York Times and several other newspapers. On September 15, Newsweek reported: U.S. military sources have given the FBI information that suggests five of the alleged hijackers of the planes used in Tuesday's terror attacks received training at secure U.S. military installations in the 1990s. The magazine said that Saeed Alghamdi was among three who had taken flight training at the Navy Air Station in Pensacola, FloridaÑknown as the cradle of US Navy aviationÑwhich also administers training of foreign aviation students for the Navy. The magazine, citing a high-ranking Pentagon official as its source, reported that two othersÑboth former Saudi air force pilots who had come to the USÑalso attended such facilities. One received tactical training at the Air War College in Montgomery, Alabama and the other language training at the Lackland Air Force Base in San Antonio, Texas. Over the next few days, more detailed information appeared in several other newspapers. The British strategic plan for world conquest and the military perspective which it is based upon both predate World War One, and both probably existed long before that. The earliest known statement of this plan for world conquest was expressed by imperial strategist Halford Mackinder, who outlined the central global strategic problem in 1904 in a letter to the British Royal Geographical Society. The letter was entitled, The Geographical Pivot of History. The most pertinent part of this letter is quoted later on, and requires only a minimum of reading between the lines. The most recent significant restatement of this plan for world conquest was made by Zbigniew Brzezinski, who asserted that world domination would require the conquest of the center of the Eurasian landmass. They also believed that if they did not seize the Eurasian interior, whoever was in possession of it would have the global strategic edge, and would thus likely ultimately go on to conquer the world. Heres why they formed this military perspective. Britain was a naval power, and therefore, as a rule of thumb, they could apply military force with relative ease near the shores of the oceans anywhere on the globe. That was the good news. The bad news was that the further from the coast their military objective was, the harder it was to apply force to it. The invading British armies were tethered to their fleets, because their armies needed the re-supply and the firepower support of their navy. Look at a map of the world. You will see that the area furthest from any ocean is the deep interior of the Eurasian land mass. The British reasoned that if they could conquer the Eurasian interior, they would then be able to apply force from this region against the neighboring countries while the British fleet would attack as usual against their coastal regions. Thus Russia, China, India and all of Europe would be forever under British military dominance, and thereby be eliminated as competitors in the struggle for world conquest. They reasoned that the remainder of the globe was a far lesser military challenge, which could be managed with relative military ease by the British fleet, and thus easily accessible coastal regions of the remainder of the world were not the focus of their military plans as was the absolutely vital Eurasian interior. One of the agenda items of the British Empire is the culling of most of the people on the planet Earth. They also intend that the mass of the remaining population will be reduced to peasant social status, and kept in perpetual ignorance so that any revolt against their overlords will be impossible. By these means they intend to establish a global empire which will rule the world for all time without any possibility of being overthrown, either by any competing empires, which will all have been eliminated, or by the peasants, who will be held in perpetual bondage and therefore likewise unable to rise up against the oligarchs. Bush ends the year with a genuine nuclear crisis on his hands. He has been assiduously trying to foment one with Iraq, dropping bombs on the country and expletives on its leader. But North Korea, which is not just suspected of working on the bomb but of having at least two, has muscled Saddam Hussein off the front pages and made our crusade against Baghdad seem crass: We're starting a war not just for oil or for Ariel Sharon but because we can win it. North Korea is a different story. It has a million men under arms. It has a built-in hostage situation at hand in the presence of 37,000 U.S. soldiers who guard South Korea. Kim Jong Il, the Communist leader of North Korea, almost makes Saddam Hussein look like Rotarian of the Year. While Hussein is welcoming U.N. arms inspectors, Kim is throwing them out. He has dismantled the international surveillance equipment installed by a treaty in 1994; he has announced he is going to make all the weapons-grade plutonium he wants. He is, in short, behaving like the radioactive lunatic he is. And what is George W. Bush, defender of the free world, scourge of terrorists, doing about all this? As of this moment, nothing. As far as we can see, he seems to feel that not speaking to the North Koreans is the solution. Isolation and marginalization will bring these rogues to heel? A leader who will starve his own people to feed his military machine, whose father invaded his neighbor, who shows no acquaintance with reality, will be cowed by a snub from Washington? The president has asked North Korea's neighbors to warn Kim Jong Il of the consequences of his horrendous behavior. Up to now, the Japanese have reported themselves as scared to death. Russia and China seem to have a million other things to do. The incoming chairman of the Senate Foreign Relations Committee, Richard Lugar (R-Ind.), says we should talk and talk and talk to the outlaws. His is a lone voice. Defense Secretary Donald Rumsfeld exhibited a reflex swagger response. The North Koreans better watch out. They mustn't think for a minute we couldn't wage war against them. Just in time for Christmas, he brought our war list up to three -- the one against al Qaeda, which we seem to have forgotten, the one brewing in Iraq -- and now Pyongyang? We should perhaps remember that President Bush has never liked talking to Koreans. His first overseas visitor was the estimable Kim Dae Jung, whom Bush snubbed. Bush, as he was eager to demonstrate, was not a fan. Kim's sin? He was instituting a sunshine policy with the North, ending a half-century of estrangement. Bush, who looked upon North Korea as the most potent argument for his obsession to build a national missile defense, saw Kim, a Nobel Peace Prize winner, as nothing but trouble. He sent him home humiliated and empty-handed. Kim's successor, Roh Moo Hyun, may be even worse. He is a passionate advocate of the sunshine policy, and he seeks a more mature relationship with the United States -- bad news for Bush. This ugly international set-to occurs just when the president has scored his most dazzling domestic political triumph. The hullabaloo over Trent Lott, the prospective leader of the Senate, was caused by Lott's letting the cat out of the bag on the subject of the Republicans' covert Southern strategy. Lott told a birthday party for Strom Thurmond what everyone has always known: The strategy was based on race. Republicans were mortified. Then Bush apprentice Karl Rove stepped in and saved the day. Bush and Rove engineered Lott's resignation and the substitution of glamorous Bill Frist of Tennessee, literally a medicine man, who spends his off-time flying his own plane to Africa to minister to AIDS patients. Bush issued a sharp criticism of Lott's remarks and nourished the Frist boomlet into a surge, all the while insisting through his spokesman that he did not think Lott should resign. Republicans are delighted. In an assembly largely given over to small minds and big egos, Frist's aura as a healer and his proclivity for rendering first aid on Capitol Hill make him a romantic figure. It's like getting Lord Byron on your condo board. The finesse of the operation was universally applauded. The qualities displayed -- the regard for the other guy's sensibilities, the willingness to forgo credit, are ones that can be successful in foreign policy negotiations. Bush could never send Jimmy Carter or Bill Clinton to represent him in the deadly and proliferating tension in North Korea -- he blames them for coddling Pyongyang. But he might send Karl Rove. In 1994, the prospect of U.S. sanctions over North Korea's nuclear weapons program almost triggered a war. The North Koreans expelled inspectors from the International Atomic Energy Agency and threatened to begin production of plutonium. Military experts believed the combined forces of the United States and South Korea could defeat North Korea (of course, we've heard that one before), but at great cost, especially to South Korea. Conflict wasavoided when former U.S. President Jimmy Carter went to Pyongyang to broker a compromise. President Carter explains, It was the policy of the United States to reject any direct talks with North Korean leaders. Responding to a standing invitation from North Korean President Kim Il Sung and with the approval of President Bill Clinton, I went to Pyongyang and helped to secure an agreement that North Korea would cease its nuclear program at Yongbyon and permit I.A.E.A. inspectors to return to the site to assure that the spent fuel was not reprocessed. In return, the United States and our allies subsequently assured the North Koreans that there would be no nuclear threat to them, that a supply of fuel oil would be provided to replace the power lost by terminating the Yongbyon nuclear program and that two modern nuclear plants would also be provided, with their fuel supplies to be monitored by international inspectors. Under the son's tender stewardship an estimated 2 million North Koreans starved to death. Perusal of this archive reveals the North Koreans were never cooperative with the inspectors, and the United States, the United Nations, and South Koreawere fully aware of this. Building of the light-water nuclear reactors was delayed. And in 1998, North Korea tested a long-range ballistic missile. However, South Korean President Kim Dae Jung, elected in 1998,began a Sunshine Policy to lessen tensions and build reconciliation between North and South Korea. In June 2000 the North and South Korean leaders held a historic three-day summit in Pyongyang, the first such contact in 50 years. They signed a pact in which they agreed to work towardreunification. They also agreed to allow reunions of families separated during the Korean War and to pursue a balanced development of their national economies, and build mutual trust by accelerating exchanges in the social, cultural, sports, health, and environmental sectors. In December 2000, SouthKorea's Kim Dae Jungwas presented with the Nobel Peace Prize in recognition of his efforts to establish relations with Communist North Korea. Although it was well understood that North Korea remained dangerous, the steps toward reconciliation were making real progress and reducing tensions. The Clinton Administration believed that after years of food shortages and economic decline,North Korea sawcooperation with the outside world as the best way to bring prosperity without giving up power like the communists of eastern Europe. I suggest there is logic to the reckoning of time and space, a logic of numbers based upon my number references. And one of the Bible's extremely important numbers is 126, because 1,260 days is 'time, times and half a time' and is a 'Time Law' period. The Order of the Illuminati formed on May 1st 1774 (not 1776) and counting to two full years after December 22nd 2012 that is the 'horrific' December 22nd 2014, is 756 years /Pi at 240.6422 years. And 756 is 6 times 126, a reference number for the Order of the Illuminati, that is Burning Torch, for this organization are the 'Light Bearers' of the Adversary. Counting Israel Down There seems to me to be circumstantial evidence that the new State of Israel has been numbered for destruction. That's what sells papers, pumps ratings and keeps the conglomerate cash registers ringing. But doesn't our media have a moral responsibility to inform the public about potentially serious disasters just a sand dune away? Except for last month's all-too-brief CNN report, followed by an equally brief Associated Press release, apparently not. We're only weeks away from sending our troops into the poisonous caldron of Desert Storm II, where casualties could be as catastrophic as the last time our soldiers stood tall in that unforgiving desert and suffered at least 160,000 disabled and dying WIA (Wounded in Action) and 10,000 KIABGN (Killed in Action by Government Neglect). But the injuries were for the most part self-inflicted, caused by U.S. military incompetence rather than the sort of horror-filled missiles and shells our soldiers might well run into this time around if and when we find Saddam's doomsday weapons the hard way. Concerned members of outfits such as Soldiers For The Truth and the National Gulf War Resource Center have done everything but torch themselves into crispy critters to get this story front and center. SFTT's Robert McMahon has contacted almost every major news outlet in America, pleading for coverage. Maybe some parents and spouses would like to know that Iraq's Republican Guard won't be the most insidious enemy their loved ones will be facing, he wrote. The insidious enemy McMahon refers to is in part the Iraqi battlefield itself, a death pit of spent radiation and bio-chem weaponry served up with a lethal cocktail of local bugs, deadly fumes and poisons that still haven't been fully identified after a decade of medical research. And then there's the enemy within, the far-from-adequate bio-chem protection and detection gear earmarked for our grunts. According to a Pentagon report, about 130,000 troops who were downwind when U.S. Army engineers destroyed a weapons depot were exposed to low levels of sarin. Now epidemiologist Dr. Robert Haley has published a footlocker full of studies suggesting there might actually be 200,000 Gulf War vets with illnesses linked to brain damage resulting from exposure to sarin-like toxins. And many vets and scientists believe other sarin exposures occurred in January 1991 when allied bombs destroyed Iraqi ammo dumps. A recent U.S. General Accounting Office report states serious problems still persist regarding the protective masks, suits and detection gear. And a December 2002 Army report states that more than half of its protective masks and nearly all of its chemical-weapons alarms are either completely broken or not fully operational. A Pentagon spokeswoman has counterattacked, insisting the Pentagon has substantially improved individual protective garments, gas masks and chemical detectors since the Gulf War. But a line sergeant I'd trust with my life says, The only improvement I've seen since the Gulf War is now that we have the M-40 Protective Mask instead of the M-17A1, we can change our filters without committing suicide. Why won't the media or Congress touch this story when we could be only weeks away from destroying the lives of another generation of American heroes? Is it the prevailing attitude that war is a nasty business, but our all-volunteer force signed up for it? Or is it just that no one who could make a difference cares about blue-collar bio-chem fodder mainly from metropolitan slums or small-town America? Maybe the media are displaying such a total lack of interest in whether our GI Joes and Janes will make it through Saddam's nightmare simply because most haven't served and can't identify with a fighting force made up of kids who come from poor families with nada political pull in an America that's fast becoming too much like England, circa 1600 - a land of serfs and the privileged who sit above the salt. Kids who are primarily from the wrong side of the railroad tracks where the used pickup trucks are parked, who didn't go to Yale, Stanford or the other elite schools in between. The same kids who've filled body bags and been screwed over by Veterans Affairs since the Greatest Generation members were given their due during and after World War II. And nothing's going to change until the draft calls up each and every one of America's boys and girls to defend Old Glory. That works just fine.The Iraqis used chemical weapons against the Kurds when the Kurds had sided with Iran, which was also using chemical weapons against the Iraqis. There is even some question, according to an Army War College study, whether the Kurds in that well-publicized attack were killed by the Iraqis or the Iranians. Both armies were in the vicinity, and both were using chemical weapons â as, by the way, we, the British and the French used them in World War I. I don't recall anyone calling Woodrow Wilson or Gen. John Pershing a war criminal.Nevertheless, what Iraq really needs is an air-defense system. In that part of the world, the outcome of the war depends on control of the skies. No tank â not even our Abrams, which is the finest in the world â has any defenses at all against an aircraft. Therefore, to move troops and tanks, you have to control the skies. The technological superiority of the United States and Israel in aircraft and supporting systems is what makes them the 800-pound gorillas in conventional war.Offensive air capability has far outrun conventional air-defense systems, and you can bet your family car that in Russia, China, India and Pakistan, to name just a few, scientists and engineers are working to achieve a breakthrough in air defenses. If such a breakthrough is ever achieved, then the balance of power will readjust itself, and the outcomes of wars will become more iffy. Holhut American Reporter Correspondent Dummerston, Vt. DUMMERSTON, Vt. - The capitalists are so hungry for profits that they will sell us the rope to hang them with. This apocryphal quote, attributed to Lenin, springs to mind as I watch the Bush administration continue its preparations for a U.S. invasion of Iraq. Buried within Iraq's 12,000-page weapons declaration that was presented earlier this month to the United Nations is information that the Bush administration found so embarrassing, it edited out 8,000 pages before it presented the report to the 10 non- permanent members of the UN Security Council. What is the Bush administration trying to hide? Perhaps it is the list of U.S. companies that helped to arm Iraq. The German newspaper Die Tageszeitung recently published a list of 24 major U.S. companies named in the Iraqi report that illegally aided that nation's nuclear, chemical and biological weapons programs in the 1980s. Some of the familiar names on the list include Hewlett Packard, Honeywell, Du Pont, Rockwell, Eastman Kodak, Bechtel and Unisys. Only Germany (which had 80 firms aiding Iraq, some as recently as last year), had more business ties to Iraq than the U.S. In addition, Die Tageszeitung reported that the U.S. government itself offered plenty of assistance to Saddam Hussein's weapons programs. The Departments of Energy, Defense, Commerce and Agriculture all covertly assisted Iraq's weapons programs in the 1980s. Even the Livermore, Los Alamos and Sandia nuclear weapons laboratories pitched in by training Iraqi nuclear scientists and giving them non-fissile material for construction of a nuclear bomb. To see the Bush administration accuse Iraq of deception in the UN dossier while censoring the same report to protect U.S. corporations and the government itself from scrutiny in arming Iraq is merely the latest example of President Bush's brazen hypocrisy in trying to ram a phony war down our throats. Seeing U.S. companies arming potential enemies for fun and profit is nothing new. In the years leading up to World War II, several major corporations aided the fascist cause up to and, in some cases, well after Pearl Harbor. Henry Ford supported Adolf Hitler and lent the Nazis money from the early 1920s until the start of the war. The House of Morgan fronted Italian dictator Benito Mussolini $100 million to keep his government from going bankrupt and many other American banks lent money to Hitler and Mussolini. Standard Oil (Esso then, Exxon now) and Texaco both sold gasoline and other petroleum products to Francisco Franco's army in Spain and to the German and Italian military forces up to and after Pearl Harbor. Esso was a member of the same industrial cartel as I.G. Farben and shared patents with the Germans for making high octane aviation fuel and synthetic rubber. Other corporations that were members of Nazi cartels included Alcoa, General Electric, General Motors and Du Pont. GM's Opel subsidiary in Germany built the planes and tanks for the Panzer divisions all the while GM dragged its heels at home building equipment for the U.S. military. Pratt Whitney, Curtiss-Wright and Douglas Aircraft all sold aircraft parts to Hitler. Curtiss- Wright salesmen demonstrated the then-secret technique of dive bombing to the Germans in order sell its planes. The histories of the Good War tend to gloss over this stuff, but all of this was documented by the late muckraking journalist George Seldes in his 1943 book, Facts and Fascism. And, if the revelations in the UN dossier are true, nothing much has changed in the decades since World War II. Given the track record of American capitalism, there's no reason not to doubt otherwise. Marine Corps Major General Smedley Butler laid it out back in 1935 when he wrote that war is a racket. It always has been. It is possibly the oldest, easily the most profitable, surely the most vicious. It is the only one in which the profits are reckoned in dollars and the losses in lives. It was only after he retired from the Marines that Butler said he realized that he had spent the bulk of his 33 years in the Corps as a high-class muscle man for Big Business, for Wall Street and the bankers as a racketeer, a gangster for capitalism in carrying out military operations on their behalf in China, the Philippines, Mexico, Cuba, the Dominican Republic, Nicaragua and Haiti. In looking back on his experience as a gangster for capitalism, Butler said in a 1933 speech that he could have given Al Capone a few hints. The best he could do was operate his racket in three districts. I operated on three continents. And the racket continues. As long as the economy continues to grow, we imagine, the world will become a more congenial place in which to live. There is no basis for this belief. If we take into account such factors as pollution and the depletion of natural capital, we see that the quality of life peaked in the UK in 1974 and in the US in 1968, and has been falling ever since. We are going backwards. The reason should not be hard to grasp. Our economic system depends upon never-ending growth, yet we live in a world with finite resources. Our expectation of progress is, as a result, a delusion. This is the great heresy of our times, the fundamental truth which cannot be spoken. It is dismissed as furiously by those who possess power today - governments, business, the media - as the discovery that the earth orbits the sun was denounced by the late medieval church. Speak this truth in public and you are dismissed as a crank, a prig, a lunatic. Capitalism is a millenarian cult, raised to the status of a world religion. Like communism, it is built upon the myth of endless exploitation. Just as Christians imagine that their God will deliver them from death, capitalists believe that theirs will deliver them from finity. The world's resources, they assert, have been granted eternal life. The briefest reflection will show that this cannot be true. The laws of thermodynamics impose inherent limits upon biological production. Even the repayment of debt, the pre-requisite of capitalism, is mathematically possible only in the short-term. As Heinrich Haussmann has shown, a single pfennig invested at 5% compounded interest in the year AD 0 would, by 1990, have reaped a volume of gold 134bn times the weight of the planet. Capitalism seeks a value of production commensurate with the repayment of debt. Now, despite the endless denials, it is clear that the wall towards which we are accelerating is not very far away. Within five or 10 years, the global consumption of oil is likely to outstrip supply. Every year, up to 75bn tonnes of topsoil are washed into the sea as a result of unsustainable farming, which equates to the loss of around 9m hectares of productive land. As a result, we can maintain current levels of food production only with the application of phosphate, but phosphate reserves are likely to be exhausted within 80 years. Forty per cent of the world's food is produced with the help of irrigation; some of the key aquifers are already running dry as a result of overuse. One reason why we fail to understand a concept as simple as finity is that our religion was founded upon the use of other people's resources: the gold, rubber and timber of Latin America; the spices, cotton and dyes of the East Indies; the labour and land of Africa. The frontier of exploitation seemed, to the early colonists, infinitely expandable. Now that geographical expansion has reached its limits, capitalism has moved its frontier from space to time: seizing resources from an infinite future. An entire industry has been built upon the denial of ecological constraints. Every national newspaper in Britain lamented the disappointing volume of sales before Christmas. Sky News devoted much of its Christmas Eve coverage to live reports from Brent Cross, relaying the terrifying intelligence that we were facing the worst Christmas for shopping since 2000. The survival of humanity has been displaced in the newspapers by the quarterly results of companies selling tableware and knickers. Partly because they have been brainwashed by the corporate media, partly because of the scale of the moral challenge with which finity confronts them, many people respond to the heresy with unmediated savagery. Last week this column discussed the competition for global grain supplies between humans and livestock. One correspondent, a man named David Roucek, wrote to inform me that the problem is the result of people breeding indiscriminately ... When a woman has displayed evidence that she totally disregards the welfare of her offspring by continuing to breed children she cannot support, she has committed a crime and must be punished. The punishment? She must be sterilised to prevent her from perpetrating her crimes upon more innocent children. As many of you know, this morning saw the publication of an Op-Ed piece in the Jew York Times by liberal Congressman Charles Rangel, in which he calls for a reinstatement of a military draft which is blind to both the color and socioeconomic status of potential draftees. Well I speak for all Caucasian millionaire war hawk Republicans with no relatives pathetic enough to be slumming it in the military when I say that I am categorically and inalterably opposed to such a dangerous and repugnantly Populistic move. Now inasmuch as I strive to create the illusion that I collaborate with my political enemies, I called Congressman Rangel this morning, and I told him outright how I feel. I said, Now listen Unky Remus (that's my little nickname for him) - I am NOT for this little Reverse Affirmative Action draft of yours. I am for an army of lower-class teens whose dreams of a better life instill in them a compulsion to march into napalm grenades all for the benefit of Ivy League princes such as myself whose lives must be protected if this country is to continue its proud tradition of inbred plutocratic rule. Well, the Congressman disagreed with me, and that's still his pre-war right. But as President, I want to assure all affluent Americans that there's not a chance in hell they're going to see their blue-eyed, blond-haired trust fund babies march off to die in a biochemical war just so some colored Harlem crybaby can work out his racial blood lust in the name of shared sacrifice and the citizen soldier. Your reviewer (Edward Mortimer, "Republic of Fear," NYR, September 27) challenged us on this. Since it is a matter of some importance, we would like to offer support for our view. Essentially there are two instances under scrutiny. The first attack allegedly occurred at Halabjah in north-central Iraq. All accounts of this incident agree that the victims' mouths and extremities were blue. This is consonant with the use of a blood agent. Iraq never used blood agents throughout the war; Iran did. The U.S. State Department said at the time of the Hallabjah attack that both Iran and Iraq had used gas in this instance. Hence, we concluded it was the Iranians' gas that killed the Kurds. The second alleged gas attack by the Iraqis against the Kurds occurred at Amadiyyah (in the far northern region of Iraq) after the war had ended. This one is extremely problematical since no gassing victims were ever produced. The only evidence that gas was used is the eye-witness testimony of the Kurds who fled to Turkey, collected by staffers of the U.S. Senate. We showed this testimony to experts in the military who told us it was worthless. The symptoms described by the Kurds do not conform to any known chemical or combination of chemicals. Lacking any gassing victims, and given the fact that the testimony does not seem credible we were unwilling to say that in fact the attacks had occurred. At the same time, throughout the study we cited instances of Iraqi-instigated chemical attacks against Iranian military units. There is no doubt that these occurred; indeed the Iraqis have stated on occasion that they feel justified in using chemicals tactically under certain conditions. However, they deny using chemicals as a weapon of mass destruction, that is against civilians. What our study concludes is that those who claim they are doing so need to come up with some more convincing proof. On an another matter, your reviewer claimed that we did not predict the Iraqi invasion of Kuwait. He quotes us (correctly) as saying that (after the war with Iran) "Iraq has neither the will nor the resources to go to war with anybody." However, we qualified that statement, by saying, if we (that is the United States) impose economic sanctions on the Iraqis, it then is likely that they will lash out against our interests in the Gulf. This part of the prediction your reviewer left out, and it's important since, as you know, the U.S. Congress did impose sanctions and almost immediately after the Iraqis invaded Kuwait. While Tyco (TYC.N) said the errors did not represent significant or systemic fraud, the Bermuda-based conglomerate admitted previous management used aggressive bookkeeping to boost results. The results also confirmed some of the suspicions that have been dogging Tyco since 1999. Tyco's stock is down about 74 percent this year. Tyco said the company kept shoddy records and had inadequate corporate governance policies during the reign of indicted former chairman Dennis Kozlowski. In fact, Kozlowski's personal assistant authorized restricted stock awards and investigators found internal memos using terms such as ``financial engineering'' in discussions on how to meet profit goals. To correct the accounting errors, Tyco said it would take pretax charges totaling $382 million in the 2002 fiscal year, which ended Sept. 30. Of that amount, more than half stemmed from Tyco's ADT burglar alarm business, which recognized income too soon from fees it charged a network of independent dealers who sell and install security systems. Tyco CEO Edward Breen, chief financial officer David FitzPatrick and outside auditor PriceWaterhouseCoopers signed off on the company's fiscal 2002 financial statements, according to the annual report. Shares of Tyco rose to $15.95 in Instinet trade on Monday from a closing price of $15.35. AGGRESSIVE ACCOUNTING Aggressive accounting is not necessarily improper. But the Tyco investigation concluded former management was not neutral in its treatment of accounting policies. It sought out techniques that would boost profits while shying away from those that would reduce them, the report said. Specifically, the report said prior management manipulated its accounting for acquisitions to boost its financial results. This long-running criticism of the conglomerate was central to an earlier probe by the Securities and Exchange Commission which ended in July 2000 with the body taking no action. The SEC began another investigation into Tyco's accounting earlier this year. No results have been reported. As part of Tyco's internal accounting investigation, Tyco reviewed 15 acquisitions that were valued at about $30 billion at the suggestion of the SEC. Tyco said it completed more than 700 acquisitions between 1999 and 2001. Tyco boosted earnings in the companies it was acquiring by artificially reducing revenue or increasing expenses in the quarter immediately before the deal closed. The effect was that earnings were enhanced after the acquisition. One example showed that Tyco understated by $235 million the value of equity and employee stock options it issued to acquire medical product maker Mallinckrodt Inc. in 2000. This meant a $5.6 million overstatement in fiscal 2001 earnings because of the related goodwill. ``There were also instances where senior management exerted pressure and provided incentives which had the purpose and effect of encouraging unit and segment officers to achieve higher earnings, including in some cases by their choice of accounting treatments,'' the Tyco report stated. Tyco said $185.9 million of the $382.2 million in errors for fiscal 2002 were a result of miscalculation of reimbursements to dealers of its ADT burglar alarms. Earlier this year, Tyco hired lawyer David Boies, who prosecuted the Justice Department's antitrust case against Microsoft Corp. (MSFT.O) during the Clinton administration, to conduct an internal investigation. Boies and an army of forensic accountants stepped in as New York City prosecutors investigated Tyco's former chairman, Kozlowski, and his top lieutenant, ex-finance chief Mark Swartz. The men are accused of orchestrating a corruption scheme that netted them more than $600 million through unauthorized compensation and fraudulent stock transactions. Ron Paul (R-TX) December 31, 2002 As 2002 draws to a close, the prospects for peace seem bleak in the world's troubled Middle East region. Afghanistan remains in chaos, despite the ouster of the Taliban regime by American forces. Israel and the occupied West Bank territories suffer terrible incidents of violence almost daily, forcing the cancellation of Christmas celebrations in Bethlehem. Although the administration has not yet ordered a full-scale military mobilization into Iraq, war hawks in the Pentagon and Defense department assure us that such an attack is imminent. Yet even in the midst of this Middle East turmoil, an unsettling new threat has arisen in North Korea. The authoritarian Kim Jong-il regime recently announced that it would move forward with a nuclear weapons program, poisoning its already hostile diplomatic relationship with Washington. The Koreans allegedly opened seals on thousands of irradiated fuel rods, and removed UN monitoring cameras at a nuclear reactor that was earlier shut down by treaty. Some military observers believe the North Koreans can produce four or five nuclear weapons in the next six months. Defense Secretary Rumsfeld quickly responded to the North Koreans by declaring that the United States can fight simultaneous wars with Iraq and North Korea if necessary. But can we be certain this is true, especially after the demoralizing reductions in our military strength during the Clinton years? Does this mean we will stretch our military forces even thinner, to fight three or five or ten conflicts, if necessary to play world policeman in the new American empire? The seriousness of the North Korean threat is evidenced by strong reactions from France, Britain, Japan, Russia, and even China. In fact, a recent poll showed that an overwhelming number of Americans view North Korea as more of a threat than Iraq. How tragic that after 50 years of Korean occupation by American troops, our citizens feel more threatened by that nation than ever. Thousands of Americans lost their lives in the Korean war, and thousands more have risked their lives serving in the desolate DMZ that separates North and South Korea. Yet all we can show for half a century of military and political entanglement in Korea is today's heightened nuclear tensions. Even the South Koreans, whose very lives our soldiers protect, have grown weary of American demonization of the North, showing a desire for more openness and negotiations between the two countries. In fact, the recently elected South Korean president won votes by displaying some anti-American sentiment. After a horrific fifteen years in Vietnam, we removed our troops completely from the region. Today, our nation enjoys friendly diplomatic and trade relations with that country, and we've been able to heal some of the pain experienced by both our GIs and the Vietnamese people. Somehow, we seem unable to apply the same lesson to Korea. The good news is that public support for an invasion of Iraq has diminished, and the situation in Korea will only raise more questions about the wisdom of a second Gulf war. If the argument for invading Iraq is based on the threat it poses to American national security, a much stronger argument can be made for invading North Korea. Many Americans now believe Saddam Hussein can be neutralized without sending U.S troops into Baghdad. With tens of thousands of young American soldiers already active in Afghanistan, and hundreds of thousands ready to deploy in Iraq, the possibility of a third conflict in Korea may be too much for even the loudest pro-war voices in Washington to sell to the American public. Each will give the government greater access to Internet data. One relates to a new federal network-monitoring center, described in the government's September draft of its National Strategy to Secure Cyberspace. The other is the Orwellian sounding Information Awareness Office, which will be engaged in a project aimed at "Total Information Awareness." Both are cause for concern.. It is well known that terrorists used - and, apparently, still use - the Internet because if its potential for anonymity when communicating worldwide. In addition, the government has noted terrorists' (or simply hackers') denial of service attacks as a potential threat to our national infrastructure. The government's response to the reality that the Internet can be used to aid terrorism, is to attempt to use it in counterterrorism and terrorism prevention. The idea is to amass data and to identify patterns that will stop terrorists before they act. Though the Internet can provide weapons to our enemies, the logic goes, it can also provides tools to our government to detect and fight them. Even without the new initiatives, some Internet counterterrorism is already occurring. FBI agents can seek court orders to view a suspect's email. And with the USA Patriot Act, Internet Service Providers are being asked, for example, to supply law enforcement with the names of their subscribers. However, the two new proposals, when fully implemented, may go significantly further. That's troubling, for three major reasons. First, the new proposals may cause widespread invasions of privacy on the Internet. Second, they may also allow the government to make an end run around the Fourth Amendment's protection against unreasonable searches and seizures. Third, they may do so entirely in vain: It remains an open question whether a massive database of information on Americans can really preempt terrorist attacks, and there is good reason to think it cannot. The National Strategy to Secure Cyberspace and Its CNOC First, let's look at the current draft of the National Strategy to Secure Cyberspace. Authored by the President's Critical Infrastructure Protection Board. It is meant to forge public/private cooperation to protect national computer networks from everything from malicious viruses to terrorist attacks. The ultimate plan will presumably require Congressional approval. The current draft recommends that Internet Service Providers (ISPs) and information technology security-related companies, among others, establish a Cyberspace Network Operations Center (CNOC). The Internet has thousands of ISPs - from little mom and pop independents, to large conglomerates like AOL and Microsoft. Thus, it's somewhat unclear how this would be done. The Strategy says that the CNOC, whether physical or virtual, would "share information and ensure coordination to support the health and reliability of Internet operations in the United States." The CNOC "would not be a government entity and would be managed by the private sector, the Federal government should explore ways in which it could cooperate with the [CNOC]." (Emphasis added). Recent news reports suggest, however, that the draft will soon be amended so that the government - not the private sector - would indeed operate the CNOC. Reports also suggest that the Administration may soon ask ISPs to provide the federal government directly with access to a wide array of data, with the purpose of preventing a terrorist cyber-attack. The goal - monitoring networks in order to prevent future cyber attacks - seems sensible and laudable. But the problem is that a government-run CNOC may allow the government to track individual usage of the World Wide Web, with a potential cost to individual privacy. When Does Snooping Become a Fourth-Amendment-Protected Search? Legally, the point at which broad snooping by the government becomes an individualized search (in this case, a wiretap) to which the Fourth Amendment applies is unclear. This area of law, unfortunately, remains a gray area. Currently, when the federal government wants to monitor email, using an Internet wiretap device known as "Carnivore," it must obtain a court order. Some commentators view the CNOC as a mega Carnivore: As a result of the CNOC, the government will have access to live feeds on a much larger scale. But this time, the government may take the position that the search is so broad, no court order is necessary. More than one in five American adults could be classified as obese in 2001, up almost 6 percent from the year before. And more than one in four Americans engage in bouts of binge drinking - defined as five or more drinks at one sitting with the goal of getting drunk - up 35 percent from 1995. I guess you could say we're fat and drunk, said Timothy Naimi, a researcher at the U.S. Centers for Disease Control and Prevention in Atlanta, summarizing a pair of studies based on a huge telephone survey of more than 200,000 adults. We're a society that is somewhat taken with excesses, Naimi said. The studies' publication in the Journal of the American Medical Association was timed by the journal to coincide with the revelry associated with New Year's Eve. U.S. driving fatalities more than double on New Year's Day as celebrants take to the roads. According to the National Highway Traffic Safety Administration, an average of 393 people died in traffic accidents after midnight on New Year's Day over the past three years, more than half of them alcohol-related. That compares to the daily average of about 115 traffic deaths - roughly 42,000 a year - 40 percent of them blamed on alcohol. Bingeing - whether on alcohol or food - is a potentially fatal health problem, CDC researchers said. Abuse of alcohol kills roughly 100,000 Americans a year, the third-leading cause of preventable deaths after smoking and physical inactivity. Binge drinking accounted for roughly half those 100,000 deaths, Naimi said. Obesity is another killer, and its prevalence among U.S. adults nearly doubled in the past decade to 21 percent of adults, the CDC researchers said.
