-Caveat Lector- http://www.drudgereport.com/flasha.htm Mon Apr 02 2001 02:02:46 ET REPORT: U.S. PLANE ISSUED 'MAYDAY' AFTER CHINESE FIGHTER JETS SIGNALED THEY WOULD OPEN FIRE TAIPEI, April 2 -- KYODO -- A U.S. surveillance plane made an emergency landing in China on Sunday because two intercepting Chinese fighter jets signaled they would likely open fire, high-placed Taiwan military intelligence sources were quoted as saying Monday. The sources said they listened in on radio contact between the U.S. Navy aircraft -- an EP-3 Aries II surveillance plane -- and the Chinese jets, the ETT television network reported on its Web site. The dialogue shows that the Chinese pilots indicated that they were "extremely likely" to open fire, causing the U.S. aircraft to send a mayday signal to prevent an attack, the sources were quoted as saying. When the U.S. plane prepared for an emergency landing on the Chinese island of Hainan, it was clipped by one of the Chinese jets. The Chinese jet crashed into the South China Sea and its pilot remains missing. All 24 aboard the U.S. plane were reported unharmed. Washington said that the collision occurred in international airspace. While China is blaming the U.S. for the collision, the Taiwanese sources said it was the Chinese who caused the collision when they zoomed in on the surveillance plane in a bid to intercept it. The sources said initially the crew aboard one of the Chinese jets was elated when the U.S. plane went down, but that such euphoria quickly evaporated when they heard that the other Chinese fighter had crashed. Taiwan's Defense Ministry originally kept a low profile in connection with the incident, saying in a short statement Sunday night that it was on top of the situation. But on Monday, Administrative Vice Defense Minister Kao Yang called the incident "beyond comprehension," arguing that any country's ground control is able to track and control the movements of its aircraft. Speaking during questioning in the legislature, Kao refused to comment on whether the incident was likely to cause tension in Sino-U.S. ties. But he said if both sides took a hard-line stance, the resulting standoff would likely boost Taiwan's prospects for obtaining advanced weaponry from the United States. He said it was difficult to say whether U.S. arms sales to Taiwan would be positively or negatively affected in the event of an amicable resolution of the collision. Washington will decide in the coming weeks which items on Taiwan's shopping list -- including four destroyers equipped with the state-of-the-art Aegis antimissile radar system -- will get the go-ahead. "Officials said the FBI will add more agents and other investigative resources in an attempt to jump-start the probe," the paper's Bob Drogin reports. The intimidation of the witness occurred last week when FBI agents warned the witness -- face to face -- that he was in violation of his CIA confidentiality oath and could be charged with "risking national security." According to congressional sources, investigators for Sen. Chuck Grassley, R-Iowa, who heads a Senate Judiciary subcommittee with FBI oversight, have promised protection to former CIA agent Gene Cullen -- if his bona fides check out. [A spokeswoman for Grassley says a vote by the full committee would be required to grant immunity; the process of checking Cullen's story is in the early stages.] Questions have been raised throughout official Washington about the nature of the threats made against the whistleblower and if FBI Director Louis Freeh was directly aware of the intimidation. "I don't know how Waco, Texas could possibly be a threat to 'national security,'" one alarmed congressional chairman told the DRUDGE REPORT. "Cullen was 'politely' reminded that he signed confidentiality papers when he was hired at the CIA," says one source. Cullen has told investigators that he was visited by agents after he granted an interview to the DALLAS MORNING NEWS two weeks ago. Cullen told the paper that he learned from Delta Force commandos that up to 10 members of the secret Army unit were "present, up front and close" in helping the FBI in the final assault on the Branch Davidian compound. The development caused panic and confusion at the top levels of the Justice Department and the FBI over the holiday weekend, leaving one top official scrambling for details. The National Security Council is conducting a legal and technical review of the new Clinton plan, a final report is scheduled to be made public in September. NEW YORK TIMES reporter John Markoff has been shown a draft, according to publishing sources, and was busy on Tuesday afternoon preparing a story. In some government circles, the proposed system has been nicknamed "Hillary." The plan calls for the development of a "sophisticated software system to monitor activities on non-military government networks" and a separate system to "track all transactions used in the banking, telecommunications and transportation industries." The system is intended to alert law enforcement officials to computer attacks that might cripple governmental or the nation's economy. But it could also become a massive government utility used for surveillance of citizens, critics contend, with great potential for misuse. Of course, I believe that we need to develop peaceful trading policies with other countries..but not at the expense of our own people. On this point, we have serious philosophical differences. I believe that everyone--both labor and the business sector must pursue policies that further the common good--by that I mean, they should pursue economic policies that further the best interests of their own country. We could learn from the Japanese on this point. The Japanese business class does not impoverish their own workers in order to make a quick buck like we will do. They are profoundly patriotic. They're not interested in undercutting the economic well-being of their own people. Nor do they craft trade policies that are in the worst interests of their own fellow citizens. As a result, they don't have the kind of rancorous class divisions we have here... Of course, the analogy falls apart when you consider that they are a homogeneous society...without the racial/ethnic/religious/ divisions.. but their professional elites (the most privileged members of their system) do not seek to impoverish their own citizens. Examples: Nike, Boeing, General Electric, General Motors,...a long list of manufacturers, food producers, etc. From my own personal experience in my former community of Mayfield, Kentucky...three manufacturing industries were closed up and moved overseas (Dillon Manufacturing, Mary-Nell and a boot company whose name I've forgotten). That was a disastrous policy...but those technology transfers originated in the Bush administration, an administration that has had an interest in promoting closer ties with China. Unless you want to argue that President Bush was a traitor to the country as well. Presidential accomplishments? As a Democratic President, he hasn't done much. I would agree. I agree with all you have said about American corporations, that is, the large corporations, most of which are multinational. Corporations run the government, they vote with their money to get special acts to benefit themselves. Perhaps the real criminals are the CEOs, presidents and board of directors who sit on many different companies and use the stockholders money to advance their own private bank accounts by stock buybacks, political contributions, contributions to colleges, trusts, and other tax free "benevolent" organisations. The Japanese do have the advantage of being almost one race. Their laws are based more on what is right for the country rather than what is right for the minorities. Japan does have a small minority of Chinese and Koreans living there, but they are not given any special privileges as are minorities in this country. The absolute nastiness of this sort of stuff is that Drudge and his like know that it doesn't matter if the story is true or not. The story will stick in the public mind and no one will pay much attention to the refutation--if and when it comes. This is the total corruption of journalism and does not relate to "news." It is the very core of character assassination--whether it has to do with Richard Jewel or Bill Clinton or whoever. And this group is suspect for being titillated by this kind of garbage. Let Drudge wait until the DNA test comes through. Only then is there a story.or no story at all. The name of Drudge's story is "The Humiliation of the U.S. President."
