REPORT: U.S. PLANE ISSUED 'MAYDAY' AFTER CHINESE FIGHTER JETS
SIGNALED THEY WOULD OPEN FIRE


TAIPEI, April 2 -- KYODO -- A U.S. surveillance plane made an
emergency landing in China on Sunday because two intercepting
Chinese fighter jets signaled they would likely open fire,
high-placed Taiwan military intelligence sources were quoted as
saying Monday.

The sources said they listened in on radio contact between the
U.S. Navy aircraft -- an EP-3 Aries II surveillance plane -- and
the Chinese jets, the ETT television network reported on its Web
site.

The dialogue shows that the Chinese pilots indicated that they
were "extremely likely" to open fire, causing the U.S. aircraft
to send a mayday signal to prevent an attack, the sources were
quoted as saying.

When the U.S. plane prepared for an emergency landing on the
Chinese island of Hainan, it was clipped by one of the Chinese
jets.

The Chinese jet crashed into the South China Sea and its pilot
remains missing. All 24 aboard the U.S. plane were reported
unharmed. Washington said that the collision occurred in
international airspace.

While China is blaming the U.S. for the collision, the Taiwanese
sources said it was the Chinese who caused the collision when
they zoomed in on the surveillance plane in a bid to intercept
it.

The sources said initially the crew aboard one of the Chinese
jets was elated when the U.S. plane went down, but that such
euphoria quickly evaporated when they heard that the other
Chinese fighter had crashed.

Taiwan's Defense Ministry originally kept a low profile in
connection with the incident, saying in a short statement Sunday
night that it was on top of the situation.

But on Monday, Administrative Vice Defense Minister Kao Yang
called the incident "beyond comprehension," arguing that any
country's ground control is able to track and control the
movements of its aircraft.

Speaking during questioning in the legislature, Kao refused to
comment on whether the incident was likely to cause tension in
Sino-U.S. ties.

But he said if both sides took a hard-line stance, the resulting
standoff would likely boost Taiwan's prospects for obtaining
advanced weaponry from the United States.

He said it was difficult to say whether U.S. arms sales to Taiwan
would be positively or negatively affected in the event of an
amicable resolution of the collision.

Washington will decide in the coming weeks which items on
Taiwan's shopping list -- including four destroyers equipped with
the state-of-the-art Aegis antimissile radar system -- will get
the go-ahead.

China is adamantly opposed to the Aegis deal since the destroyers
would greatly improve Taiwan's ability to fend off incoming
Chinese missiles.

Russia, PRC to act jointly to ensure world security-source.

BEIJING, December 7 (Itar-Tass) - A high-level source in the Russian
delegation, who made preparations for Russian President Boris Yeltsin's
trip to the capital of the People's Republic of China (PRC), told
Itar-Tass
on Tuesday that, following an informal meeting between President Yeltsin
and Jiang Zemin, Chairman of the PRC, opening here on December 9, Russia
and China intend to act jointly in the efforts to ensure security and
stability in the world.

The source emphasised that "the leaders of Russia and China are brought
together by an exceptionally warm personal relationship". The source
drew
attention to the fact that the Yeltsin-Jiang meeting will be the Chinese
leader's first rendezvous with the top leader of a foreign state on
Chinese
soil. Until now, Russian and Chinese leaders have had seven meetings,
with
one of them being informal.

MOSCOW, December 6 (Itar-Tass) - Russian President Boris Yeltsin and
Chinese President Jiang Zemin will have three or four meetings in

Yeltsin will arrive in Beijing in the first half of the day on December

and will fly back home in the afternoon of December 10.

Yeltsin and Jiang will have "an opportunity to have a semi- official and
completely unofficial conversation".

They will discuss ways to enhance coordination between the two countries
in
the interests of security, the source said.

Yeltsin and Jiang plan to discuss "what adequate measures Moscow and
Beijing can take in connection with the current international situation
which worries both countries."

Sharlene Wilson -- the talkradio and underground video sensation
who tells an incredible tale of using coke with Bill Clinton --

reported on Saturday!

Arkansas Governor Mike Huckabee has commuted Wilson's 31-year
sentence for delivery of a controlled substance after having
served nearly seven years behind bars -- spanning the entire
Clinton White House years.

The 45-year old AM and shortwave star has spent endless hours
doing radio interviews from the solitude of her jail cell, and
has also appeared in underground videos telling her amazing story
of doing coke with Bill Clinton.

In 1994, Wilson told the London SUNDAY TELEGRAPH that she
supplied coke to Clinton during his first gubernatorial term, and
said:

"Bill was so messed up that night, he slid down the wall into a
garbage can."

Wilson's incredible story even made its way to the United States
Supreme Court over the search and seizure procedure used by
Arkansas police during her arrest.

Wilson was prosecuted by her ex-boyfriend Dan Harmon, who was
later convicted himself of five felony charges of racketeering,
extortion and drug conspiracy.

PAPER: FBI BLOWS CHINA-NUKE PROBE; WILL START FROM SCRATCH, INTERVIEW 500
POTENTIAL SUSPECTS

A three-year FBI investigation of an alleged Chinese spying at Los Alamos
National Laboratory has been so mismanaged that the bureau plans to restart
the high-profile probe from scratch -- examining more than 500 potential
suspects at scores of sites across the country, the LOS ANGELES TIMES is
reporting in Thursday runs.

"Officials said the FBI will add more agents and other investigative
resources in an attempt to jump-start the probe," the paper's Bob Drogin
reports.

FBI Director Freeh appeared Wednesday in closed-door briefings on The Hill.

Drogin reports: "One official who attended a briefing said the original
allegation -- that a Chinese spy had penetrated Los Alamos and stolen W-88
secrets for Beijing -- has effectively evaporated."

"I think they're basically saying: 'Perhaps this never happened,'" the
official tells the paper.

"It's like a deer caught in the headlights," the official said of the FBI.
"They don't know whether to go forward or backward."

The "FBI wasn't initially aware that so many people in so many places had
access to W-88 secrets" says the TIMES.

NBC BLASTED FOR UPCOMING Y2K SCARE FILM

WASHINGTON -- The NBC-TV Network has been hit with stinging criticism over
plans to air Y2K -- a two-hour suspense thriller about a trouble-shooter
trying to save the world from catastrophic computer disaster -- just weeks
before New Year's Eve 1999!

"This is one of the most irresponsible things to ever come out of Hollywood!"
charged a lawmaker on the Senate Special Committee on the Year 2000
Technology Problem.

"Why is NBC doing this? There are going to end up scaring people into a
complete panic. Shame, shame, shame on them!"

On Wednesday NBC announced plans to air Y2K on November 21, in what is being
described as a "Sweeps Event."

"As the millenium dawns in North America, most of the Eastern Seaboard
suffers a major power outage," NBC said in a press release. "But the worst is
yet to come. Nick [a complex systems failure expert consulting the government
played by actor Ken Olin] must stay ahead of the unpredictable Y2K bug as it
spreads across the United States threatening everyone, including his own
family on the West Coast."

In NBC's Y2K, the computer bug causes widespread ATM failures -- a plot twist
that has one U.S. Senator concerned about real-life bank runs!

"After people see this movie, they could get the idea in their head and rush
to the bank to get money out -- this could trigger cash problems," said the
Senator, who asked not to be identified.

In NBC's Y2K -- a nuclear power plant even threatens to go into meltdown.

Of course the British press goes headline-wild on Thursday after
singermotherproduceractress Diana Ross was arrested at London's Heathrow
airport over allegations that she had assaulted a woman security officer who
she said touched her breast while frisking her.

"It was the worst experience of my life. I travel a lot, all over the world,
but I've never had this kind of treatment before. My face is swollen I've
cried so much," Ross tells the MIRROR.

"They wouldn't touch a man's penis, would they?"

"I've never been inside a police station before. When I arrived they actually
said to me that if any other people were brought into custody they would have
to put me in a cell. I really started to cry then. I told them I was
frightened and I didn't know what to do. I was taken there without any
support and they said to me I could make a call to my family and to my lawyer
- but I don't even know a lawyer in London."

Ross continues: "They gave me tea. The first cup was hot and burned my
tongue. But I was so, so miserable. My face has swollen up because I cried so
much."

A spokesman for Heathrow Airport security told reporters: "The vast majority
of the 60 million passengers who pass through Heathrow understand the airport
security procedures. We are required by law to hand search any passenger who
activates the metal detector alarms. Occasionally, high- profile celebrities
take offence at this procedure."

A former CIA agent who claims knowledge of a Delta Force
shoot-out at Waco has been promised protection by investigators
for a Senate committee after threats were made on the former
agent and his son by federal law enforcement officers.

The intimidation of the witness occurred last week when FBI
agents warned the witness -- face to face -- that he was in
violation of his CIA confidentiality oath and could be charged
with "risking national security."

According to congressional sources, investigators for Sen. Chuck
Grassley, R-Iowa, who heads a Senate Judiciary subcommittee with
FBI oversight, have promised protection to former CIA agent Gene
Cullen -- if his bona fides check out.

[A spokeswoman for Grassley says a vote by the full committee
would be required to grant immunity; the process of checking
Cullen's story is in the early stages.]

Questions have been raised throughout official Washington about
the nature of the threats made against the whistleblower and if
FBI Director Louis Freeh was directly aware of the intimidation.

"I don't know how Waco, Texas could possibly be a threat to
'national security,'" one alarmed congressional chairman told the
DRUDGE REPORT.

"Cullen was 'politely' reminded that he signed confidentiality
papers when he was hired at the CIA," says one source.

Cullen has told investigators that he was visited by agents after
he granted an interview to the DALLAS MORNING NEWS two weeks ago.

Cullen told the paper that he learned from Delta Force commandos
that up to 10 members of the secret Army unit were "present, up
front and close" in helping the FBI in the final assault on the
Branch Davidian compound.

But the DRUDGE REPORT has learned that Cullen did not tell the
paper everything he knew.

In the interview with the NEWS, Cullen stopped short of stating
that Delta Force members admitted to him that they were involved
in combat at Waco

GOVERNMENT INFORMANT: DELTA FORCE INVOLVED IN WACO SHOOT-OUT

WASHINGTON -- A former government officer has told investigators
that members of the secret Army unit Delta Force said they
participated in a shoot-out during the final assault on the
Branch Davidian compound in Waco, the DRUDGE REPORT has learned.

The witness, according to congressional sources, has already
named names

-- and will soon offer his account under oath!

The development caused panic and confusion at the top levels of
the Justice Department and the FBI over the holiday weekend,
leaving one top official scrambling for details.

FBI Director Freeh has demanded a full briefing, one agency
source divulged late Monday.

Meanwhile, congressional investigators are growing convinced that
infrared film taken by an FBI surveillance aircraft at 9,000 feet
on the final day of the Waco standoff does appear to show U.S.
armed forces firing into the church compound.

"We are looking at the footage frame-by-frame... most of us have
grown convinced that it does show snipers unloading from the rear
of a tank," an investigator for the House Government Reform
Committee told the DRUDGE REPORT.

Former FBI agent Richard Schwein, a supervisor at Waco, said
charges of government gunfire were "absolutely false."

"False, absolutely false," he said on FOX NEWS SUNDAY. "No FBI
agent fired any rounds from their weapons at Waco. There were no
Delta Forces or special operations soldiers in an operational
capacity at Waco.

"And everyone on our side, and the FBI's side, were in armored
vehicles,

so I don't know how you'd have films of anybody firing into the
back of the building. No one was on foot, because we had no body
armor that would stop the rounds they were firing."

WAIVER WONDER

Use of active military personnel against civilians without
presidential decree is a violation of federal law.

Late last month White House spokesman Joe Lockhart first told
reporters that he had no information on the waiver issue.

WHITE HOUSE PROPOSES MASSIVE COMPUTER MONITORING SYSTEM; WILL
TRACK BANKING, TELECOMMUNICATIONS AND OTHER NETWORKS

The Clinton administration has developed a plan for an extensive
computer monitoring system, overseen by the FBI, that will track
banking, telecommunications and other industries, it will be
reported on Wednesday.

The National Security Council is conducting a legal and technical
review of the new Clinton plan, a final report is scheduled to be
made public in September.

NEW YORK TIMES reporter John Markoff has been shown a draft,
according to publishing sources, and was busy on Tuesday
afternoon preparing a story.

In some government circles, the proposed system has been
nicknamed "Hillary."

The plan calls for the development of a "sophisticated software
system to monitor activities on non-military government networks"

First off, he is not my hero. He wasn't my first choice.  I wanted someone
who would address the collapse of American manufacturing and stop our
slide into globalism.  Clinton is really a product of the DNC, a group
that has a strong corporate/globalist orientation interested in pushing
through NAFTA and GATT, two trade measures I opposed.  So, I'm not
happy with him.

I'm an economic nationalist.  Since you seem to be free with the term,
"traitor," I think it is just short of treasonous for American
corporations to continue using slave labor around the world, close down
plants in America, open up operations in hellholes around the world, then
bring their shoddy, slave-labor products back into the US to sell them at
inflated prices.  That is irresponsible and in my book,
because
they are undercutting the economic well-being of working families here in
the United States.  This policy of globalization has been pushed by both
political parties (Republicans champion it as well as Democrats).  Clinton
is just continuing the policies of his predecessors (going back to
Nixon--a Republican president--who championed an open door policy to
China.)

Of course, I believe that we need to develop peaceful trading policies
with other countries..but not at the expense of our own people.
On this point, we have serious philosophical differences.  I believe that
everyone--both labor and the business sector must pursue policies that
further the common good--by that I mean, they should pursue economic
policies that further the best interests of their own country.  We could
learn from the Japanese on this point.  The Japanese business class does
not impoverish their own
workers in order to make a quick buck like we will do.  They are
profoundly patriotic.  They're not interested in undercutting the economic
well-being of their own people.  Nor do they craft trade policies
that are in the worst interests of their own fellow citizens.  As a
result, they don't have the kind of rancorous class divisions we have
here...
Of course, the analogy falls apart when you consider that they are a
homogeneous society...without the racial/ethnic/religious/ divisions..
but their professional elites (the most privileged members of their
system) do not seek to impoverish their own citizens.

Examples: Nike, Boeing, General Electric, General Motors,...a long list of
manufacturers, food producers, etc.

From my own personal experience in my former community of Mayfield,
Kentucky...three manufacturing
industries were closed up and moved overseas (Dillon Manufacturing,
Mary-Nell and a boot company whose name I've forgotten).

Be specific. The sale of missile technology to the Chinese? I agree with
you.  That was a disastrous policy...but those technology transfers
originated in the Bush administration, an administration that has had an
interest in promoting closer ties with China.  So, all Clinton has been
doing is carrying out the foreign policy measures of his Republican
predecessors...

Personally, I think it is a mistake to share technology with the Chinese.
But since both the Republican and Democratic administrations have approved
these sales...they were reviewed by the NSA and the State Department as
not posing a threat to the security of the United States...I don't think
it can be considered a "treasonous" act.  Unless you want to argue that
President Bush was a traitor to the country as well.

Presidential accomplishments?  As a Democratic President, he hasn't done
much.  I would agree.  In fact, he has more or less kept the nation on the
same foreign policy course that the Republican party has wanted.  Both
Republicans and Democrats want a stable world order with Wall Street and
London banks at the helm. (a policy which involves giving lip service to
domestic problems here at home, while they carry out the bidding of their
corporate masters..)  Since the policy of globalization continues
forward..Republicans are happy because it means an expansion of business
abroad.  Labor unions are pretty much kept in check... The minority
community is pacified with token representation...and there is some
token appearance of political representation for the nation's working
people.

Maybe your particular political agenda isn't advanced (whatever that might
be), but for the most part, he has managed to keep up the illusion that
the nation isn't falling to pieces...that we can continue to run these
trade deficits without wrecking the economy...and that working people will
remain passive.  So far, the formula has

The way you defend Clinton, you leave the impression that you respect/like him
as President in many of your former posts.  Democrats/Republicans are the
same, they both voted for NAFTA and GATT.  Both parties receive money (bribes)

for "fast-track" authority on MAI... that issue isn't dead yet.

I agree with all you have said about American corporations, that is, the large
corporations, most of which are multinational.  Corporations run the
government, they vote with their money to get special acts to benefit
themselves.  Perhaps the real criminals are the CEOs, presidents and board of
directors who sit on many different companies and use the stockholders money
to advance their own private bank accounts by stock buybacks, political
contributions, contributions to colleges, trusts, and other tax free
"benevolent" organisations.
 The Japanese do have the advantage of being almost one race.  Their laws
are based more on what is right for the country rather than what is right for
the minorities.  Japan does have a small minority of Chinese and Koreans
living there, but they are not given any special privileges as are minorities
in this country.  I base these observations on my living in Japan from 1974 -
1978, things may have changed some since then.

  I agree with your thought, unfortunatly that is the way the media has worked
since the founding of the country.  You may recall the one President in the
1800s
(Warren Harding?) who had an son out of wed lock.  The newspapers and
political oposition hounded the President who was up for reelection as I
recall from my history with a number of things any of which was equivilant to
the current political climate.  One of the more humorous was the newspaper
cartoons which showed a boy chanting:
"Ma, Ma, Where's my Pa?  After the President won reelection, it was leaked out
from the White House "He went to the White House Ha, Ha, Ha.

   Warren Harding does not fit with the rest of the story, though it was
claimed that he had a child out of wedlock. Harding was president in
1921-3 and died in office. I consider him one of the best presidents of
the 20th century.
   The president you seem to be referring to was Grover Cleveland
1885-1889 and 1893-1897.

Harding was elected in 1920, I believe...but your correct in your
statement that there was discussion of an illegitimate child...along with
a lot of OTHER shenanigans...

The 19th century political scene was pretty wild and woolly, makes what
we see today look pretty tame...

The really bitter battle that took place in the 1800's, which may be the
one you're thinking of, involved I believe Tyler (but don't hold me to
it, it could have been some other president) who was accused of being
married to two women at the same time, with two sets of children...

I don't think it was ever proven that the allegations were untrue...

Yeah, that cartoon was drawn regarding the supposedly bigamous
president...it was run by the opposition during the reelection campaign,
and showed the kid asking "Ma, Ma, where's my Pa?" with the answer shown
"He's gone to the White House, ha, ha, ha!"...

The absolute nastiness of this sort of stuff is that Drudge and his
like know that it doesn't matter if the story is true or not. The
story will stick in the public mind and no one will pay much
attention to the refutation--if and when it comes.

This is the total corruption of journalism and does not relate to
"news." It is the very core of character assassination--whether it
has to do with Richard Jewel or Bill Clinton or whoever.

And this group is suspect for being titillated by this kind of
garbage. Let Drudge wait until the DNA test comes through. Only then
is there a story.or no story at all.

The name of Drudge's story is "The Humiliation of the U.S.
President."  No one deserves to be treated this way in the press.
Even Larry Flynt knows better.

NEW YORK TIMES EXPLOSION: ILLEGAL CHINESE CAMPAIGN
MONEY WAS USED TO GET U.S. TECH

After a two-year investigation of Chinese political
contributions to the 1996 election, federal
authorities have unearthed new evidence that Beijing's
efforts were part of a broader campaign to obtain
access to American high technology, the NEW YORK TIMES
is set to report in Tuesday editions, a prerelease was
obtained by the DRUDGE REPORT late Monday afternoon.

TIMES hotshots Jeff Gerth, David Johnston and Don Van
Natta blow hard in a planned Page One Exclusive that
will jolt Washington on the eve of the historic
impeachment vote: "Investigators and officials said
their new view of China's motivations was based on
inference and evidence that includes bank records,
intercepted telephone calls and statements by
witnesses."

"Gerth is completely unloading," one publishing source
tells the DRUDGE REPORT. "Huang, Trie, Liu."

One of most intriguing new pieces of evidence the
TIMES is set to report on involves Charlie Trie, who
served on a presidential commission on Asian trade
policy.

"Trie is said to have met in Beijing with Chinese
contacts and asked for $1 million that could be used
for political activities in the United States."

There is also new information about John Huang, a
former Commerce Department official who became a
leading fundraiser for the Democratic Party.

"Huang worked as a banker in Los Angeles before
joining the Clinton Administration. Huang was
overheard by government surveillance discussing
political donations with a Chinese official at the Los
Angeles consulate. Details of his conversation could
not be learned. Huang subsequently joined the Commerce
Department as a mid-level trade official. [There]
Huang obtained at least one secret government report
on exports of military-related technology to China,
which he kept in his office safe."
