Telecommunications security expert in Germany, Manfred Fink, tells
ZDNet exactly what individuals and companies have to fear from covert
surveillance

ZDNet:How long have you known about Echelon?

Fink: Experts have known for years that we are systematically being
monitored. It's the first time, however, that the problem is being
perceived as a reality, now that the European Parliament and Deutscher
Bundestag -- German Parliament -- are getting involved.

What reasons lie behind the secrecy surrounding Echelon?

Fink: There are two reasons: on the one side, prosecutors have no
interest in having their entire operation laid out in the open. There
is no disclaimer. One simply doesn't say anything.

On the other side, any... German officials with the power to say
something has until now remained quiet in order to prevent putting any
inter-governmental projects at risk. The government didn't want to
jeopardise the NATO alliance. But both France and England have their
own spy satellites, as does China. This... weighs greatly upon EU
partnerships.

What kind of costs are associated with Echelon's activities?

Fink: The budget granted for these kinds of operations amount to
billions of dollars a year. Estimates as to how many people work for
the National Security Agency (NSA) vary between 140,000 and 170,000.
They of course employ only top people, the best mathematicians, used in
unimaginable hacking/calculus centres.

Hardware isn't an issue there either. Though secret services of this
sort have their own chip factories, it is only with "normal hardware"
and parallel switching from one to another that they obtain their
efficiency.  The real problem lies in the software. The text
recognition programmes used on office computers are simple waste
products of military programming. Imagine your phone socket has been
tapped with a control device. This means that each time you use that
line your call is monitored. But the real spying only comes into play
once a particular "hit-word" has been pronounced. The quantity of data
would simply be too large to cope with otherwise. As long as the system
is used in the fight against terrorism and frail regimes no one has a
problem with it. It is only criticised when it is used for industrial
espionage.

What makes a person a target? Who is likely to be spied on?

Fink: There is a lot of abuse in the relationships between European
allies. Ordinary individuals are unlikely to be a target, but companies
will be. The size of the firm being targeted is relatively unimportant,
but international companies will be monitored no matter what.

Whether you own a small company of just 20 employees, have a specific
product that only you offer worldwide or have only one competitor who
sits in the US, you are bound to be of interest.

Is there anyway of knowing you are being monitored?

Fink: No.

To whom do you recommend the installation of high-tech security?

I recommend that all companies set up solid security. One must ask the
question: "Would it be serious if they got hold of a third of the
information in this communication?" Whoever replies "Yes" should make a
security decision.

If the secret services have such efficient hacking machines, does it
make any sense at all to use cryptography?

Fink: Information is perishable. If it takes months or years to obtain
it, it often loses its value. This is the absolute starting point for
defence: setting the threshold so high that the circumstances no longer
require the information to be obtained.

Is it true that the radiation generated by monitors can be picked up
and reproduced from as far as a hundred metres away?

Fink: Yes, whether it is a Word document with twelve point text font,
an Excel spreadsheet or a CAD-image, you can pick it up via the
monitor's radiation. Equipment to do this is available for DM250,000
(8,000).

To prevent this you can either shield your monitor and hard drive or
isolate entire rooms. This is how it is done in large calculus
centres.  Another method is to overwrite the emissions with a jamming
signal so that the receiver will see nothing but a snow flurry on the
screen.

Mobile phones must be easy to monitor. Is this true?

Fink: Mobile phones are actually better than we think. The air
interface to base station is quite safe unless you happen to be
standing opposite a news station. The rest runs on directional radio
and public networks.  These are indeed relatively easy to pick up.

Rumours from the US secret services claim there is a transantlantic
fibreglass cable that picks up and retrieves data. Is this a modern
fairy-tale or is it true?

Fink: No. In fact it's an entire underwater station held by cables made
of copper. Other than that, it's correct. I have seen photos of it and
these were no fakes.

Sealand has in fact received defacto recognition from several
countries prior to 1988, including Germany (Who sent a diplomat to
negotiate directly with Prince Roy in 1978) and England, who's Home
Office openly stated that Sealand was not part of the UK up until June
5, 2000.

In 1990 (two years after the 1988 extension of territorial waters)
there was another incident in which warning shots were fired and
charges were filed in Britain against members of the Sealand security
staff. The charges were summarily dropped based upon the 1968 court
decision and a statement from the British Home Office to the police
that Sealand was not UK territory.

Several departments of the British Government continue to maintain
that Sealand is independent from the UK. Prince Roy's pension based on
his decorated WWII service to the British military is paid to him only
while he resides in the UK. He is not eligible for payment during the
times when he is in residence in Sealand based on the pension
department's decision that it is not part of England. The British
department of Health and Social security even wrote a letter to the
Prince's son Michael that states "A ruling has now been given by our
solicitors branch that you are not liable to pay contributions for
periods when resident on Sealand." None of these official policies
have changed to date - even after the recent HavenCo press storm.

If Sealand was sovereign in 1988, as many international law experts
maintain, then an extension of Britain's territorial waters is
completely irrelevant. Even if one only grants terra-nullis status to
Sealand in 1988, Sealand does not automatically become part of Britain
through an extension of territorial waters - the treaties that allow
for these extensions do not allow claim to additional physical
territory. An extension of British waters does not effect Sealand's
status in any way.

Myself and many reporters contacted the British Home Office numerous
times between 1988 and 2000 and were informed without exception that
Sealand was not British territory, and that UK laws did not apply
there. When the media attention for HavenCo hit on June 5th, 2000,
during the first half of the day British officials were saying that
Sealand was not part of Britain, but later in the day they reversed
themselves and started claiming that it was no longer independent
based on the 1988 extension of waters. This claim would not have been
legally valid even if it had been made in 1988, but to make it now,
after 12 years of a demonstrable pattern of continued recognition of
Sealand's independence, is completely ridiculous.

Based on the above evidence, your statement that "Since then London
has extended its territorial claim, which means Sealand -- recognized,
I believe, by no country in the world -- is no more independent than a
rowboat anchored 10 feet out in the Thames." would seem to be
pejorative, inaccurate, and ill-considered. You have a far reaching
and well respected voice. You should, therefore, check the facts and
consult the experts before you speak you mind in a public forum.

Not me.  I think it was Paul Bradley if I recall.  Not that it
matters.  The alt.cypherpunks newsgroup still seems to be around, and
gets zero traffic.  USENET tends to be pretty noisy, so I'm not sure
it would've helped even if it had gained popularity.  USENET software
tends to be a little better at filtering junk.  I used to read
cypherpunks at the mail2news USENET gateway at hks.net, that was
convenient, but it's long dead now.

I tend to think the list junk isn't a big problem.  Procmail or any
other half-decent filtering software can get filter out the recursive
list subscription attempts with occasional tweaking.

There were, and maybe still are a few filtered versions of
cypherpunks, which strip out the junk for people who can't be bothered
to deal with filtering software.

LOVE MADE VISIBLE

 "Who is responsible for this?" the pastor asked.  "I can't believe
that no one has taken care of it.  I have been getting phone calls for two
days.  I didn't know what to tell them."
 For longer than anyone can remember the old Gospel Church atop the
hill in Reddington Valley served as a beacon for those who were lost.  Not
just spiritually but even as a landmark for giving directions.
 "Turn down Main Street and head toward the brightest star in the sky.
You can't miss it," a traveler would hear.
 You see, on top of the old church steeple was a big bright star.  It
was all one piece and lighted by a huge light bulb.  They actually had
placed it up there as part of a Christmas display and never took it down.
 But two days ago the bulb burned out.
 The entire town was lost without it.  It seemed that the locals were
all turned about at night.  The confusion started when someone passing
through happened to stop the mayor to ask for directions.
 "I looked up and pointed to the star.  It wasn't there.  Thinking I
was facing the wrong way, I turned around looking for it but couldn't find
it," he said.  "I think that guy is still riding around town."
 Soon the phone started ringing at the old Gospel Church.  People
wanted to know what happened.  The problem was even the Pastor didn't know.
That star was just always there.  He had no idea who kept it lit or where
the light bulbs were.  That is, until the phone rang late that afternoon.
 "Pastor, I'm hoping you can help us," the man said.  "This is Police
Chief Robertson.  We just got back from the Delaney house.  We found old
Jim Delaney dead.  It seems he's been dead about two days."
 "I'm sorry.  I must tell you that I'm not familiar with the man," the
Pastor said.
 "No one seems to be," the Chief replied.  "There are no known
relatives or friends available."
 "Well, if it's a burial service you are looking for, I'd be pleased to
do it," said the Pastor.
 "That would be great.  But there is something else.  I'd like for you
to come by in about an hour if you can.  The house is up the dirt road on
Bishop's Hill across the valley from your church."
 "I'll be there," he replied.
 The Pastor arrived just as Chief Robertson pulled in.  "What is it you
wanted me to see, Chief?"
 "Come inside.  I think you'll need this stuff."
 As they entered the home you could see stacks of unopened mail along
with various books scattered about.
 "Over here, Pastor.  I believe this is for you."
 There on the mantle of the fireplace was a box with a small white
envelope attached.  It said "From the star keeper to The Gospel Church".
The note inside it read:

   To whom it may concern:
 Back in 1950 my beautiful wife Mildred became
   ill.  We could not afford to place her in a home so for
   her remaining months on this earth, I took care of
   her.  Before her illness
