[datameet] Direct Benefit Transfer Data

Hi,

I have been trying to obtain the DBT failure and distribution data for all
the schemes in India. Have been filing RTIs to get it, did manage to get
data for all the schemes under Ministry of Health and Family Welfare. This
is the repo where I am planning to add as much data I can obtain.

The readme file has some instructions to look at the data and also a sample
RTI application to file the same requests with other ministries.

The customs department shutdown the imported and exported goods information
along with goods values and goods revenues.

It seems they are continuously publishing the revenue details only for the
current day at https://www.icegate.gov.in/jsp/DailyReport.jsp

The best way to get this data is to file an RTI asking for the required
data to be supplied through a DVD. If you need further assistance, please

Some departments publish this information. But you can always go to a
ministry and inspect them.

I advise caution in publishing this data as a dump, considering RTIs do
have a lot of personal requests by some individuals like identity card
details and other issues.

[datameet] Right to Information Amendment Bill

The Right To Information Act of 2005 has ushered our democracy into one
where every individual can demand transparency and accountability. For over
a decade it helped revolutionize governance from village to the prime
minister's office. It made several government departments make records
public by default under the section  4 of the act.

The open data movement in India has always been beneficial of the act and
it's provisions in promoting transparency in the digital age. The current
government has introduced an RTI amendment bill to reduce the independence
of the Chief Information Commissioners. The bill has already been passed in
the Lok Sabha and is being introduced in Rajya Sabha soon for consideration
and passing. While there are different reasons being provided by the
government to do this, none of them require the bill to be passed without
public consultation or discussions by the parliamentary standing
committees.

Please raise your voice demanding not to amend this bill by calling your
Members of Parliament from Rajya Sabha. Since the bill is being promoted by
the ruling coalition, it would be better to primarily reach them out and
ask them to have public consultation and larger consultation through
parliamentary committees.

the morning and after 6 p.m in the evening)

Without the right RTI framework and independence of Information

The election commission gives all this pdfs in CDs to political parties
under law. The lack of availability of voter lists makes it hard for people

[datameet] Draft National Statistics policy proposes major changes

The draft national statistics policy is proposing major changes to how
India will collect and decimate statistics. The government is proposing a
Indian Statistical Service to take over control in states, as states maybe
reporting wrong statistics.

This brings up the issue of centre state relation on data collection and
sharing.

They have a proposal to classify all data under NDSAP and publish it
accordingly.

The policy defines something called core data, similar to what is found in
Andhra Pradesh core.ap.gov.in

While some of things look good on paper, these are few drastic measures
good or bad. You can send in your comments on the draft before May 31st to
the Ministry.

Indian railways takes safety very seriously. They track every accident and
do a detailed investigation, people are held accountable for this including
firing of employees for negligence from line man level to divisional
managers.

All of this investigations status used to be public until a while ago, but
the best way to get this data again is file an RTI asking for details on
investigations or the files of accidents.

For the scrapping the websites, shoot me a mail with the links and I can
help with it.

Raw data is stored in a very unstructured fashion across departments at
each district level. The open data team gets them from individual
departments, processes them and uploads it after cleaning and aggregating
to avoid noise.

For databases where data is standardized, they are working on to share them
through APIs over next couple of months. It has been just one year for the
policy being implemented, it's gonna take some time to get more granular
data.

[datameet] GeoHYD: Mapping Hyderabad Public Transport in Realtime Using Open Data

Do Din (http://2017.do-din.org/) is a two day community driven urban
techno-arts event anchored by Hyderabad Urban Lab. This year it will be on
Dec 23 and 24 at Vidyaranya High School. Geo Hyderabad is hosting this
pre-event meetup to track Hyderabad Public Transport Real-time using Open
Data.

With one phase of Hyderabad Metro launching, we now have three modes of
Public Transport in Hyderabad. In this meetup we are going to look at
building a Multi-Modal Real-Time Transit Trip Planner for TSRTC city buses
and MMTS, Hyderabad Metro. A sample video of what of we are going to build

More points which can be presented during the pre-budget meeting.

1. The Economic Survey of 2016-17 briefly recognizes the importance of data
standards in e-governance. “National Centre for e-Governance Standards and
Technology” (NeST) has been tasked with the responsibility of technical
support to notify new e-governance standards. We request these standards be
promoted by default in IT procurement and building of e-governance projects
under Digital India program. We recommend capacity building inside various
government departments be increased with training on the emerging
e-governance and data standards.  Storage of data using e-governance
standards brings interoperability and increases efficiency in IT management.

2. As part of the IT procurement the data storage and ownership of data is
not always with the Government departments responsible for it, but data
rights maybe stored and owned by private players who may not archive this
data post the end of tenure of the IT project. Often the reason for this is
lack of storage space or server capacity within government departments. We
recommend IT grants be given to every government department to archive and
maintain data for long-term use.

3. Ministry of Commerce has constituted a Task Force on Artificial
Intelligence for Economic Transformation this year. We would like to bring
attention to the need for various open data sets in different sectors for
innovation in the space of Artificial Intelligence. The availability of
open data has helped fuel innovation in various parts of the world, Google
Maps was a direct result of NASA opening LANDSAT satellite imagery in
public domain.

4. There is a vast amount of non-personal Government data in the public
domain which is continuously collected to perform various scientific and
administrative tasks within the Government. Lot of private startups and
companies are unable to realize the full potential use for these data-sets
due to lack of licenses for data sharing, copyright limitations of
government owned data. We request relaxation of copyright on government
owned data by issuing data licenses for certain specific use cases in
public interest.

5. Various state governments are increasingly adopting the National Data
Sharing and Accessibility Policy (NDSAP) within their respective states to
promote government transparency and also Innovation. Sikkim, Telangana,
Tamilnadu and Orissa have adopted data policies part of their governance.
Telangana is promoting innovation in data further, to help bring data
skills and create jobs part of various data policies. We find the lack of
interest by various state governments to adopt NDSAP or any data policy is
due to lack of funds to promote the space and weak capacity in government
departments. To help NDSAP or data specific policy be adopted by all major
states, the ministry can provide incentives in the form of project specific
grants under Digital India for each state to build a State Data Portal on
the lines of data.gov.in

6. Cyber Security and Privacy are more important now than ever with India
transitioning into a Digital Economy and the Supreme Court's decision on
Fundamental Right to Privacy. With a Data Protection Bill expected to be
enacted in the next financial year, we recommend the government to increase
capacity in the space of data protection in various government departments
and follow the National Data Sharing Policy in classifying data-sets into
various categories of open data,  sensitive personal data to manage data
publication effectively.

The Delhi high court is inviting feedback through a google form regarding
how anyone can report on going court proceedings by tomorrow. While you may
consider this not related to data yet. This could be start of conversations
related to Indian courts publishing court transcripts and records to the
general public in near future.

Keeping that in mind I request you to send your feedback through the google
form requesting for more transparency in judiciary. While how the media
reports might fall under fake news category, It is your call to suggest
measures regarding that to the court.

Thank you for sharing this within the group. I read this on the day it
appeared in Ken and shared with the group. I largely agree with your
article, but have to say you might be unaware of the existence of certain
databases. There is lot of data out there and is actually not really that
bad. For example:

1. EXIM data was being published by customs authorities until Nov 26th,
2016. https://factordaily.com/customs-stops-trade-data/ They shut it down
because of few businesses complaining to the PMO and commerce ministry
along with customs dept.

There are business which were effected by this move, but they still have
the old data.

2. The example of real-time data of buses and trains not available is a bit
of a myth. Within datameet there were multiple API's and datasets shared
related to this data. Few apps like ixigo, travel yatri actually use
real-time railway data published by railways. But accessing them might not
be straight forward. ixigo for example used break encrypted railway data to
profit from it, they don't it anymore.

3. You can buy information from MCA on companies data. This data exists in
an open standard called XBRL. Open Corporates a startup actually lists
worlds company data including that of India

While you stress that it is important data which can be used by businesses
to improve efficiency in trade and other sectors. I would like to highlight
that govt. is not obligated to release this information for private parties
to profit but rather to increase transparency and accountability of
everyone. As much as I want this data too, we cannot demand it with wrong
reasons. Indian Railways and BMTC are planning to sell real-time data,
which I think is their right to do so. They want to do it earn revenue,
every department has different incentives to open or close data.

It is not really that straight forward to ask them to open all the data.
But we can ask them what all can they open and how can they implement NDSAP
in the right way. Stating this, I request you to write more on open data in
the future.

Kibera in Nairobi, Kenya, was a blank spot on the map until November 2009,
when young Kiberans created the first free and open digital map of their
own community.

Map Kibera has now grown into a complete interactive community information
project. Map Kibera uses tools which we call “Voice” - because they are all
about amplifying the voice of the community.

Map Kibera Trust’s mission is to increase influence and representation of
marginalized communities through the creative use of digital tools for
action. Since 2009, when they launched our work by empowering youth
residents of the Kibera community to create the first digital map of
Kibera, Map Kibera Trust has continued efforts to transform a marginalized
settlement which was previously a blank spot on the map into an
increasingly visible and vibrant community. Now a full citizen information
and media project, they use tools like mapping, SMS, blogging and video.

Zacharia Muindi (Zack) from Map Kibera will speak about the project and his
experiences of putting Kibera on the map by engaging with the community.

There various direct and indirect taxes. Customs taxes could have been
estimated through the exports and imports data which is now shutdown. We
can technically demand each tax authority metadata of taxes collected for
each transaction. They are tracking this data anyway.

comments on report of expert committee constituted to improve standards
around statistical disclosure before May 1st.

In the past few years, there has been a steep rise in data collection and
analysis in government departments for statistical reasons. With Digital
India and Aadhaar it has grown exponentially and cases of personal
information being published is on the rise.

Datameet was also involved in couple of incidents where personal and
sensitive information was being published as open data.

If I am not wrong the Aadhaar Act specifically says you are not supposed to
store this data. I would recommend you get a very good lawyer before you
even think about this. Unless the query is how to send this data to API's,
which I don't think would be the case. There is a jail term for upto 3
years for any crime under the Aadhaar Act.

Also you are asking the questions in the wrong forum. Please revert your
questions to folks at the India Stack forums or mailing lists.

The RTI documents are over 150 odd pages. I will need scan and send them.

The main issue not company names individually but along with the trade
data. There complaints were basically privacy and loss of commercial
advantages over others. I am meeting nisha over the issue over next two
days.

Regarding the hackpad, I am yet to compile all the points from the RTI
documents. So I will start it accordingly over the weekend.

Indian Railways National Train Enquiry System has stopped using captcha on
their website for unkown reasons and also ixigo which used to decrypt
encrypted railway data is now using the main NTES website API's to provide
real-time information.

NTES has also included a new TrainOnMap page with locations of all railway
stations. http://enquiry.indianrail.gov.in/ntes/trainOnMap.jsp

Gonna document some of this data and API's over the day. Folks are welcome
to crawl real-time data.

The Indian customs trade data which used be published at
https://icegate.gov.in/DailyList/DL has been shut in *public interest* by
Ministry of Finance.

So I applied for access to DISE raw data through the schoolreportcards.in
portal, this is the response I got

I don't understand, its already open and can be crawled. Also during ODC'14
they said if you want data we can even send you CD's.

[datameet] Google accessing health data without consent

Google is in talks with Karnataka government to access health data by
helping officials collect it. As much as the idea sounds wonderful, it is
bad without the right laws in India to cover privacy, data consent and
consumer protection in digital systems.

[datameet] RBI RTI Negative List

The RBI announced a department wise negative list under the section 8 of
the RTI act. This is the first time I am seeing such a negative list by any
department in the government acknowledging in some capacity of the data
they may collect.

I don't agree with lot of the items part of the list, specially algorithms
that can't be disclosed. As much as I hate to suggest this, can we ask
other institutions to also publish negative lists? No one knows what

for comments. It has been recently notified.

Ministry team in their public consultation.

It is unfortunate to see nothing changed. Most of our concerns about having
continuos supply of information, having limited warranty and not having any
exemptions defined through license have been ignored.

The continuity of data is important, Indian Railways intends to sell its
data and has failed to even implement NDSAP. The customs department has
recently stopped publishing an important raw trade dataset without any
notification or reason, this data was being published since 2010 before
NDSAP came into force and was being used by many businesses.

It needs to be noted we anticipated some of the issues which will arise
around the license and the same thing in regards to exemptions occurred
during the sikkim open data portal launch, they accidentally released
sensitive data.

I am concerned with the current implementation and disregard for the
community and the whole process of public consultation.

DGCA has schedules and any outlier incidents. I am not sure they monitor
delays.

Airports charge yearly parking fee to airlines, who in turn factor these
delays while planning for each year. Probably nobody except air traffic
controllers would be tracking this in India.

The actual issue is of data inclusion and that of the idea behind the
standard itself. The initial ISO was formed to rank global cities across a
various range of parameters and they did rank them. BIS in its part is
right to follow the global standards, but it is not that state forward.

If you look into the indicators for transport, there are none for
walkability, no zebra crossings, sidewalks, signals nothing. Now Indian
cities in their race to become the number 1 city in India need not focus on
walking at all, this is the exclusion which the standard might/will bring
if not already present.

Again with respect to sanitation and crime, I am going to quote Mr.
Bezawada Wilson here. All the new toilets which are coming are dry toilets
not connected to the sewage systems, now human waste being generated is
being cleared by other humans who die in this process. NCRB doesn't record
these deaths and govt. doesn't recognize this as a problem. Similarly
though optional, the smart cities standards pose a grave threat in its
current form and are advised not to be approved at all.

I will share a hackpad with most of these comments with better suggestions
at-least to improve it to whatever extent to be sent to BIS. If you have
suggestions to improve, please do share here.

The BMTC data was primarily sourced from their portal www.mybmtc.com

The data of timetables need to be either soured from agency or collected by
volunteers on the field when a bus arrives.

An RTI other basic routes list or timetables can help. But the data might
not exist in the first place to share. They might not store it depending on
how they operate. But I recommend go to any bus depot and talk to depot
manager than going to office of the agency.

The best way to start all the process is by probably mapping bus stops on
openstreetmap.
