I've mirrored this release to the FreeDOS Files Archive at Ibiblio.
I've put the previous "shareware but free" version under this path:
https://www.ibiblio.org/pub/micro/pc-stuff/freedos/files/devel/c/pacific/shareware-free/

..and I put the newer "freeware" version under this path:
https://www.ibiblio.org/pub/micro/pc-stuff/freedos/files/devel/c/pacific/freeware/

I also updated the timestamps on the directories and files to reflect
their actual dates. The readme.txt in shareware-free is an email sent
on 17 Jun 1998, so I updated that file timestamp to that date, and
updated the shareware-free directory timestamp to the newest file
there (Dec 12 1998). And I updated the freeware/pacific.exe (and the
freeware directory itself) to 20040215, the date from the Web Archive
URL.

I didn't realize they had re-released as freeware (although I should
have, see below). I'll look at it and mirror that too.

Also in the same folder you pointed to is the readme file:
https://www.ibiblio.org/pub/micro/pc-stuff/freedos/files/devel/c/pacific/readme.txt

This file is a copy of an email where Clyde Smith-Stubbs waived any
registration fee. From that file:

>Permission is hereby granted to use Pacific C for the FreeDOS project or

so to summarize: nobody has cared about Pacific C or it's licensing
for the last 20+ years.

Two reasons.

1. Borland's freeware release of Turbo C 2.01 and later Turbo C++ 1.01,
which had better C runtimes.

2. OpenWatcom, which had pretty much everything Borland did, and wasn't
just freeware (though it needed a beefier host computer).
