It is very distressing and deeply anguishing to see the very alarming state
of the roads in Ribandar. Our roads were already in dire straits when I saw
them last two months ago and was hoping that the sad state of affairs would
improve. But contrary to hopes and high expectations, the situation has
just worsened with the people having to commute on these treacherous roads.
Ribandar looks like a war battered zone.



The digging of our roads in Ribandar has been going on for the last three
years. Even for the blind eyes, the works are all shoddy and being done in
a very haphazard manner, endangering the life and well being of the locals.



With the monsoons fast approaching, it is a matter of grave concern as to what
the residents would have to endure if immediate remedial measures are not
taken.



Let us all make a  very personal appeal to Goa Chief Minister Dr Pramod
Sawant and our Chief Secretary Punit Goel to please swiftly intervene and
alleviate the misery looming large on the  residents of Ribandar.

People say vote for good candidate and that is a sacred duty  not to waste
your right. The parties force the choice on voters and  slavishly  must
abide with decision.
ALLEGIANCE ,loyalty to the party will be the compulsion. Voters are
ignorant about reasons for selection   never made public  but left to guess
with your personal and intimate knowledge about the integrity  character
that will not matter.How  to choose the lesser  evil is what expert
prescribe from amongst the rotten apples.But NOTA  is the only option to
protect your dignity, but is of no consequence  with its limitations.Voters are
but pawns on the chess board of politics either to vote or abstain.The
multiplicity  of parties and candidates are creating a confusion in the
minds of voters.Besides allurements fuel the choice.Some say receive a part
of what they make and make your own choice.Either it is treachery or wisdom
of deceit or both.An effective suggestion is to vote for  a new face , a
new party to drive the point  of preferring a unknown devil to a  known
Saint ,immersed neck deep into corrupt ways for personal agradisement of
great magnitude .Only a change always is way forward to crush the hegemony
of parties and perpetual aspirants   who have  made and aspire to
perpetuate  it as lucrative profession and career
Voters must put an decisive  end to this circle  of continuity  called

Our Chief Minister Dr. Pramod Sawant needs to be commended for promptly
raising with the Central government the long-standing issue of Dual
Citizenship, highlighting the grievances and hardships being faced by those
opting for Portuguese Passports and while applying for OCI and about those
Goans whose birth is registered in Portugal.

It would be also appropriate for the Goa Government to ensure that the
powers of the Foreigners Regional Registration Officer (FRRO) Goa are
restored. For the last few years, the office of the FFRO Goa has been
stripped of all powers and has been acting as a mere post-office for the
FRRO Mumbai.

The FRRO implemented by the Government plays a crucial role in ensuring the
safety and security of people visiting India and provides a central point
of contact for registering foreigners and issuing registration certificates
required for various activities. Goa is an important tourist state and
therefore the FRRO in Goa must be able to carry out all the necessary
functions just like Mumbai.

Everything now is being managed by FFRO Mumbai with even those applying for
OCI having to travel personally to Mumbai for the appointment. Goa having a
sizeable number diaspora overseas with Goans spread across the world, the
office of FRRO Goa should be restored as a fully functioning hub to deal
with affairs of those needing their services.

Let us hope that the Goa Government will act diligently and swiftly so that
our FRRO becomes empowered and fully operational to enable Goans to get
their work done without unnecessary inconvenience, delay and expense.

Pleased to set the records right in view of certain doubts in some minds on the 
subject based on facts with regards to origin of Goa Day (Cecil is right with 
his comments).  The very first Goa Day was celebrated in Kuwait in October 1995 
 by GOAN WELFARE SOCIETY – KUWAIT (GWS-Kuwait) with the large patronage of the 
Konkani speaking community in Kuwait. Dilip Chico’s one-man Band was flown in 
to perform for the Day and the event was a great success with over 3,000 in 
attendance.

GWS-Kuwait celebrated Goa Day in Kuwait since 1995 every year with Food 
Festival, Drawing contest, Singing Contest to preserve Goan Culture, Goan 
Cultural Program with local talents/artists.  Goan Stars were also specially 
brought for the function to add flavor. The month of October was chosen for the 
convenience of the Goan Community settled in Kuwait.  It was held year after 
year but stopped lately  in compliance with  the local laws prohibiting such 
activities in Kuwait.  GWS – Kuwait had an ambitious plan to promote Goan 
culture among Goans leaving in Kuwait and way back home to establish a Goan NRI 
City with like minds with all the basic facilities like, school, library, 
ground, health facility, etc. The undersigned Managed the affairs of GWS with a 
strong team of 12 members as President/associate to make room for New Blood 
after the liberation of Kuwait in 1991until retirement in June 2010.

There is no doubt that Rene Barreto came up with the idea, thereafter, to 
transform it to World Goa Day to celebrate the same in August every year which 
idea was well supported by GWS-Kuwait to united Goans worldwide.

Goan Welfare Society – Kuwait (GWS) deeply mourns the passing away of our dear 
Patron Member,  Mr. Sam Alphonso, after having lived his life to the fullest, 
on January 12, 2020. He dedicated his humane and charitable services to the 
Goan Community). He instituted Scholarships for Goan top rankers in Kuwait 
Schools as well as in Goa every year  since the foundation of GWS in Kuwait 
after the Liberation of Kuwait.  He also volunteered and paid the school fees 
of needy/deserving students in Kuwait up to the Grade 12.  He was also 
instrumental in paying the airfares of destitute maids in Kuwait for their safe 
repatriation back home. He was instrumental in supporting Goan causes at all 
times reaching the needy.

Mr. Sam Alphonso ventured into business in Kuwait “Al Thuwainy Trading and 
Contracting Co” one of the leading Contractors and a reputed name in the 
Government Sector engaged in million of Kuwaiti Dinar contracts.  He was one of 
the Indian leading and successful businessmen in Kuwait since the early 
seventies.  Mr. Alphonso always reached to the poor/destitute in his career at 
all times by way of donations to the Churches, Schools in India always 
supporting the destitute and downtrodden.  He recruited Goans and other Indian 
workforce creating job opportunities on contracts secured by the Company 
helping the needy and deserving.

With the support of GWS – Kuwait  and other Indian Organizations in Kuwait, he 
was instrumental in helping Don Bosco Fathers to establish Don Bosco High 
School in Salmiya - Kuwait   the leading Catholic Educational institution in 
Kuwait.

Whenever he was called upon by GWS-Kuwait for assistance, he never failed to 
come forward and support the noble causes of Goa and Goans.  He was well 
supported by his surviving Wife, Mrs. Mabel Alphonso, and the family  and 
attended  the GWS - Kuwait functions held in  Kuwait as Patron of the 
Organization and shared his vision particularly to serve those in need.

While he was approached, at the time of Phase II expansion of the Hotel Goan 
Heritage, to invest in Gulf Goans Hotels Company Ltd (Hotel Goan Heritage), 
during the recession in Kuwait and existing Shareholders could ill afford the 
increase in capital of the Company, with a brief presentation, at once came 
forward to invest any amount falling short to support the cause, but for the 
policy matters was restricted to the Company.  He was very supportive and 
protective of the small investors contributing his noble ideas to protect the 
interest of small investors who put in their hard-earned money in the noble 
cause of Goa and Goans. His contribution was unique and commendable. MAY HIS 
SOUL REST IN PEACE  MAY HIS FAMILY HAVE THE STRENGHT TO BEAR THE LOSS.

This is to inform the Shareholders, well wishers of Gulf Goans Hotels Co., Ltd 
(Hotel Goan Heritage an Unit of GGHC  a project of dedicated Goans from Kuwait) 
the sad and sudden demise of our beloved CMD who served the organization with 
love, dedication with all his honesty and sincerity for over 2 decades. He was 
invited to the Board of Gulf Goans to follow the footsteps of his predecessor, 
late Flavio Pimenta who pioneered the project from the formative stage.  He was 
instrumental in paying handsome dividends to the Shareholders during his tenure 
besides saving a lot to the GGHC without any selfish interest.  He had to step 
down in Sept 2015 due to his age.  He served The Commercial Bank of Kuwait for 
over 4 decades and retired after serving as Manager of Foreign Exchange and 
International Settlements, one of the leading Goans in the Bank.  He was 
invited to share his Managerial experience and protect the interest of the 
Shareholders at all times. He was a dedicated Member of Goan Welfare Society – 
Kuwait involved to protect the interest of Goans in Kuwait specially the 
destitute.  He was one of the few who had the pleasure to celebrate his Golden 
Jubilee.   May the Departed Soul Rest in Peace and May Good Lord give the 
courage to his beloved wife, children and grandchildren.  Funeral announcement 
to follow.

[Goanet] Portuguese Education in Goa

Hey Roland!While I do endorse your views and opinion expressed, I wish to share 
my own experiences being portuguese educated having born much before the 
invasion/liberation of Goa followed by Indian system of Education.The system of 
education in Goa was unique.  The teachers were well qualified and graduated 
with special training in imparting quality education.  The Portuguese 
Government School Teachers had to be trained and qualified professionals.  It 
was not instructions (instrucao) alone but quality education.  Today what we 
have is only the instructions with lack of proper education.  One can well 
recall how the teacher would impart the quality education including how to 
behave in the class, keep the class room clean at all times (civic sense), 
respect the elders, how to cross the roads.  Great importance was given to 
proverbs pasted all around the classroom and students were drilled to ensure 
that they put it into practice. The education was all round.  A student of 
Segundo Grao was equipped to take up the job of a Clerk with efficiency and 
quality service.  Some of today's Graduates from the Colleges cannot even draft 
simple job applications. Priority was given to writing (caligrafia) and 
drawing.  Evaluation was done based on written and oral exams.  Even the 
private tutors were fully equipped to impart quality education to make all

While I absolutely agree with what the WSJ is saying, there is a separation of 
the effect of Portuguese education when you talk about Goa.

Whatever newspapers or VM says, from my own experience I know that ?Portuguese 
education in Goa was of the highest quality. This from an individual (myself) 
who had no connection with any Goa education.

You can fault the Portuguese with not making it easily accessible not only in 
terms of cost but also in terms of social classes but definitely not in terms 
of quality. Not that the British in India were perfect in this respect but they 
were that much better.?

What I am saying is that the British India educated gentleman or professional 
was no better equipped for a good future life than was his Portuguese Goa 
counterpart.?

Now coming to modern day Portugal yes, the rate of educated youth is the lowest 
in Europe but that is due as much to the inherently lower value assigned to 
education which in turn was fed by economic opportunity in menial labor 
available to them in the rest of that continent.

In Goa two forces met and blessed the people. The high ideal of education 
inherent in the Goan people and the high quality of education when available. I 
would have liked a third blessing to have come into play - that of easy access 
- but alas for the wishes of mice and men, to twist a famous phrase.

In India today, quality is absolutely lacking except in elite academia and and 
access too is so highly competitive that it is virtually unavailable in many 
urban centers and even more rural outbacks. Suicide is an acceptable risk that 
parents take. That never happened in Portuguese Goa, though it might be not all 
totally fair to compare different ages as VM has done.

Dear Sr. Alfredo (Chacha)Indeed! you are right in pointing out missing to make 
a mention of the massive evacuation of Indian Community in Kuwait, done by Air 
India (Maharaja) under the dynamic leadership of a fellow Goan MD, Michael 
Mascarenhas with whom the writer interacted couple of times while in Kuwait to 
improve the Kuwait-Goa sector direct flight.  Air India did create history in 
the Evacuation process.I failed to mention a few names who rendered whole 
hearted contribution to Goan Welfare Society - Kuwait (GWS) like Manuel 
Fernandes and Domnic Araujo from Santa Cruz.  Manuel was an instrument in 
negotiation to resolve the impasse in hijacked records of GWS.  One cannot 
forget the endless support of late Domnic Fernandes and his wife Helen in 
organization of the functions with love and dedication. I may have still failed 
to recall some other names at this juncture.  What's important is the service 
and not personal glorification in line with my principles.The writer has full 
confidence in fellow Goans in Toronto who can earn laurels to Goa and Goans 
should they work together hand in hand with open minds and hearts.Together we

have Realtors, Investment Experts, Technical brains among us in Toronto which
talents need to be channelized for the cause of Goa and Goans.  WE can work for 
our own place and build an
empire for Goans in Toronto with lots of facilities and help to the needy Goans
migrating to this land besides socializing and preservagtion of our rich
cultural heritage. What is important is that our new generation of Goans must
know our rich heritage and culture.  It
could also generate employment and boost up the business for our fellow Goans.  
Serpents will be there and are there as  in the case with all the communities 
of the
world, having worked with 120 nationalities, but need to be tackled with tack
and talent.  The purpose of sharing the
information is purely to create an awareness and insight to the Leaders in
G.O.A and Can-orient so that they can have their own vision exploring the
facilities and using all the Goan talents preserving our rich Goan Cultural
Heritage.  It’s only a wake up call and
the writer ready to volunteer services for such noble causes of Goa and Goans –

in Kuwait if indeed it has occured, must be one such exception.



Toronto sadly has been the rule. There have often been unification rumors of
CanOrient and G.O.A.but nought has come of them. One of the reasons has been
that in Toronto, CanO has been low profile but has gone on to establish a
clubhouse where members socialize. GOA has nothing. But to be fair to the
latter they were once known (not any more) for events that were broadly
patronized by the community. CanO never had this.



If both these organizations ponder about what they have in common rather than
what keeps them apart, unity is feasible. But that big ugly specter of Ego must
be put down first.?



I don't see that happening but I, like others, will celebrate if it does.

 Goan, was instrumental in
mobilizing forces to raise funds which go forgotten.  

 

Working behind the scene like minded Goans
were contacted and brought in to head the new organization. The Goan Welfare
Society was born in January that year just before about six months of the
fateful Invasion of Kuwait by Iraq sideling the key promoter bringing in
awareness of the ulterior motives behind the scene of V. D’Souza who dug his
own grave for his fraudulent dealing else would have been unchallenged Hero of
Goans in Kuwait.  

 

It was in early 80’s the issue of
Gulf Goans Hotels Company Ltd was investigated as to why the project cannot see
the light of the day. Lot of selfless sacrifices had to be made to make the
dream a reality.  One of the fellow Goans
late Flavio Pimenta, the very first Chairman and Managing Director, hailing
from Divar retired, voluntarily, from his lucrative job with Getty Oil Company 
and
came down to take over the reigns of the Company in fulfilment of the dream of
Goans in Kuwait. It was on December 18, 1987 that Hotel Goan Heritage was
Christened.  The name originates from a
small book written my Late Shri Enio Pimenta who was a lion in the Goa Assembly
than “Goan Heritage” which caught the eye of this writer being closely
associated in Goan politics prior to moving to Kuwait to see the greener
pasture. The firs CMD left for Heavely abode leaving behind the Heritage and
the Goan aristocracy which reflects on the Monument built “Hotel Goan 
Heritage”.  It was the art work and sweat of this man
duly supported by the team of Directors.  It has successfully completed Silver 
Jubilee
and payed handsome dividends to the Shareholders.  The Board of Directors of 
the Company worked
selflessly to ensure the success of the project some of them are no more.  
Noteworthy to mention that almost all the
Directors were from various backgrounds with good Management and Operational  
skills in different fields or walks of life which
has proved with the results. It’s, indeed a matter of Pride to mention that
Hotel Goan Heritage was declared as the best project ever financed by the
Economic Development Corporation – Govt of Goa Daman and Diu.  EDC was always 
on the forefront to finance
any future project promoted by Gulf Goans Hotels Company Ltd. Such is the track
record of the Board of Directors and the Company for the last 25 years.   

 

There is no doubt that there are
serpents in all the communities in the world. 
There were a handful of serpents with ulterior motives.  The majority had the 
will and enthusiasm to
accomplish the mission.  The Board duly
constituted to manage the affairs of the Company worked hand in hand as a
family. Hotel Goan Heritage is the monument which stands on the shores of
Calangute overseeing the Arabian Sea with 80% of its employees are Goans.  
Service with a smile has been the Motto from
day one and Goan Hospitality.  There is
no doubt jealousy and ego we faced boldly and courageous by keeping such
characters at bay. No doubt, we are fighting the battles but truth, honesty,
sincerity still prevails tomorrow is unknown as they say past is history,
present is mystery and future unknown. 
It should be understood that Honesty – Sincerity – Truthfulness and 
Trustworthiness
are the only real keys for success. We made it to happen.  If we can do it why 
not the Goan Diaspora

Hey Bosco!  Would appreciate if you will kindly do the needful -  Thanks and 
best regards.Indeed! very good news and an excellent move to unite Goans in 
Toronto under one roof.  I for one endorse the idea.  Wish I can attend the 
meet but I am not a member yet.  Always strongly believed that no matter where 
we are and what we belong i.e North - South - East - West of Goa,  are we not 
Goans  Why should there be a partisan attitude and have complexes in us.  
Let us concentrate on our roots.  Had been instrumental in my journey to bring 
all Associations in Kuwait under one banner organizing a Goa Day which was a 
great success despite of the restrictions under the law of the land.  Long live 
Goa and Goans wherever we are.  God Bless the initiators of such a move and 
wish every success. Together we can really work wonders and we can make it 
happen to give back our land and our people what we obtained or inherited with

It's with deep sorrow and pain that I wish to convey  that Sr. Flavio Pimenta 
is no more.  May his Soul Rest in Peace and may his beloved wife and surviving 
Son and Daughter have the courage to bear the sad and untimely loss.  He 
breathed his last on last Saturday noon. The funeral is scheduled for Monday.  
This Great Personality left his lucrative job in Kuwait (Getty Oil Company)  in 
mid 70's and returned home (Goa) to give back what he could to his beloved land 
where he was born.  He lead Gulf Goans Hotels Company (Hotel Goan Heritage - 
Calangute) in his capacity as Chairman  Managing Director for several years 
from its very inception of the Company way back in 1977 to its glory.  He 
voluntarily retired as Chairman after long service to the Community to make way 
for new blood.   He did pass through turbulent times and had to make great 
sacrifices for the love of Goa and Goans by contibuting to the economic 
development and creating employment to fellow Goans.  A man of great vision and 
Chief Architect of Hotel Goan Heritage, a successful project of Goans based in 
Kuwait.  The project completed 25 years of success on 18th December 2012 with 
over 300% returns on the investment to its Shareholders.   A successful venture 
owned by Goans from Kuwait  and managed by a Board of Directors.  Indeed, a 
Noble man of Vision, good knowledge, a mentor, source of inspiration, a fighter 
of true cause.  He stood like a rock at difficult times and always faced 
challenges in his life for the noble causes.  One can speak in volumes of a man 
who made selfless sacrifices for the cause of Goa and Goans.  He passed out 
peacefully.  He was always proud of his accomplished mission and contributed 
emensely until his last breath.  Please do inform others you know or known to 
him.

Hi Gabe! With reference to your post below particularly with reference to PIO / 
OCI  This will entitle them to stay in India for 15 years or 30 years
respectively without any need for a visa. The PIO and OCI cards are
renewable.  to the best of my knowledge and belief  OCI is valid for lifelong 
as per the stamp fixed on the passport whereas you have quoted that it's valid 
for 30 years.  Secondly, the Indian mission here in Canada informs the holders 
of OCI that they should transfer the Visa from old passport to new passport.  
When this writer contacted the Indian mission in Canada, they were not sure but 
stated that it is advisable.  The writer also contacted the Immigration Office 
in Bombay to clarify the matter and it has been clearly told that so long as 
one carries the old passport is good enough to enter India repeat to carry old 
expired passport with the Lifelong Visa stamped along with the New Foreign 
Passport  is a must.  The transfer of the Visa Stamp from old passport to new 
foreign passport is done at a cost of Dollars 25/- presently.  This is 
confusing to the minds of the fellow OCI holders abroad.  Will u please check  
with our NRI Commissioner and revert back on this issue so that minds are

   LONDON: Union Home Ministry has advised Indian missions abroad to extend
long-term visas to Goans settled abroad, NRI Commissioner Eduardo Faleiro
has said.
 
Inaugurating a two-day global Goans Convention at the Indian Gymkhana near
Osterley here, Faleiro said he had taken up the issue with the Union home
minister after receiving several complaints from Goans holding foreign
passports that some of our Embassaies and High commissions abroad issue them
tourist visas, lasting three to six months.
 
Faleiro, a former Union Minister of State for External Affairs, said that
the Union Home Minister agreed that the procedure being followed is not
correct and that Goans settled abroad must be given long-terms visas or X
(extendable) viasas.
 
The minister informed me that his Ministry is advising the Missions
concerned as well as the Foreigners Regional Registration Office, Goa to
ensure that long term visas are issued to them and these visas are extended
from time to time, Faleiro.
 
He advised all Non-Resident Goans holding foreign passports to apply at the
earliest for a PIO (Person of Indian Origin) or OCI (Overseas Citizen of
India) card.
 
This will entitle them to stay in India for 15 years or 30 years
respectively without any need for a visa. The PIO and OCI cards are

Indeed very well expressed.  I do admire your guts and salute you.   We Goans 
must beware of the the Mafia which has amassed huge wealth by looting the

East entertain part of the mafia for their own glorification or inferiority

The GWS is very much active and nothing will stop its
activities.  The time for the expelled members to defend
themselves is over, as they are already expelled after due care to preserve the
amity and unity besides exercising all the restrains to go Public.  If they
make good the losses and accept their guilt, the Managing Committee, could
then review their cases.  The members of the Managing
Committee do not have any personal vendetta on a single member expelled.

Till then matter stands status quo.

 

Whatever, action was taken at the AGM, which had to be postponed several times 
with a hope to find an amicable solution using all the tools possible, where 
you (Aleluia Fernandes)
were present, was in accordance with the GWS constitution and operating
Guidelines.  The  Special Recovery Committee Report read at the AGM  is amply 
clear.

 

Any stray talk or writings by the expelled members does not mean anything at
all to the Managing Committee, who are firm on their unanimous decisions.  The
matter is clearly explained and is self explanatory and does not need any 
further discussion.

 

The ex members of GWS, are free to have any number of meetings, and no one is
going to stop them, unless they do it unlawfully and mis-represent fraudulently
the Goan Welfare Society - Kuwait.  I am sure everyone is well aware of
the consequences of mis-representing a legal entity.

 Membership Files and Register of Members and other important 
records which are important for smooth functioning of an organization. 
 
6-  At one of the AGM, a member had requested to submit the detailed 
breakdown of the Membership to ascertain the commitment and liabilities of GWS 
towards its members and make appropriate provisions for settlement of claims 
from time to time.
 
7-  Let it be clearly known, to one and all, that no bank account can be 
held in the name of GWS in Kuwait and hence the only option, right from 
inception, was to hold GWS funds in individual names.  The Managing Committee, 
through duly approved Resolutions, from time to time, appoint three members, 
generally the President, Treasurer and General Secretary, who are responsible 
for maintaining,  the GWS Funds in their joint names.  In addition, a duly 
signed undertaking is obtained from the signatories to the GWS accounts stating 
that these are the funds of GWS and that they or their heirs have no claims 
over these Funds.  This practice has been going on for the last 20 years, and 
it is the most suitable solution which has not only the approval of the 
Managing Committee but of all the General Body Members.  Similarly, GWS Funds 
are held jointly, in three individuals names, in Goa as well, as is done in 
Kuwait, to avoid funds being subjected to Income Tax and other deduction
 s, on interest earned by virtue  of being Resident Accounts.  It may be noted 
that for the Income Tax purposes, GWS becomes a Resident Body and is liable to 
pay income tax just as in the cases of individuals.  Thus far, the Funds of GWS 
have been enjoying the privileges of Non-Resident External (NRE) Accounts 
thereby safeguarding every naya paisa earned by way of interest.  Had the 
members of GWS not been diligent in their ways of handling the Funds, most of 
the Funds would have gone towards payments of Income Taxes. The disgruntled 
elements among our community cannot bear to see the growing Funds in the names 
of any three duly authorized individuals hence they align with non-members and 
try to poison the minds of others, who really are not members of GWS.  It 
should be clearly understood that the GWS Funds belong solely to the members 
who have contributed towards the building of the funds and no outsider has a 
right to question GWS on this matter.
 
8-  The people who talk about GWS and its management do so clearly out of 
frustration as they are failures in their own life and cannot bear to see well 
meaning Goans do good for the community.  Simply put, they do not know how to 
live and let others live.
 
9-  During the last 20 years, GWS has done yeoman service to the Goan 
community, particularly, lending a helping hand towards bearing repatriation 
cost of destitute domestic workers, representing accident victims for filing 
Insurance Claims on their behalf,  assisting in transportation of mortal 
remains of deceased persons, settling claims of death benefits, obtaining 
Workman’s compensation, assisting in rehabilitation of displaced persons, 
taking up legal and social matters with the Embassy of India in Kuwait, who in 
turn take up the matters with the appropriate authorities here through 
diplomatic channels, affording relief by way of payment of school fees of 
children whose parents fall in the low income bracket, granting of scholarships 
to top rankers in Kuwait and Goa.
 
10-   It must be noted that every Goan who stayed here during the occupation 
and those who came to Kuwait soon after Liberation, helped fellow Goans to come 
back and take up their previous jobs.  It was a very simple exercise to be 
precise, the Employers were not aware of the contacts or addresses of the 
people who worked for them before the ill-fated Invasion, so they were on the 
lookout for the contacts, which were provided to them by those who had resumed 
work at that time.  Nobody really claimed credit for doing this yeoman service 
to fellow Goans but did it in silence with honour and dignity. To be very frank 
even non-Goans have provided information and contacts of Goans who were known 
to them.  These were not really new appointments.  The fresh recruitments were 
done much later when business in Kuwait started flourishing.  Taking credit for 
such service is indeed cheap to say the least.  
 
The prime reason, for the expulsion of the members named herein are as 
follows:- 
 
During the tenure of the Managing Committee under the President ship of, Carmo 
Santos, from 2004 - 2007, a lot of mismanagement had taken place, whereby the 
image of GWS was badly affected.  All the same, a few of the then Managing 
Committee Members, who were eager to set things right, took the initiative to 
hold a General Body Meeting in April 2007 and at that AGM, Chaired by Carmo 
Santos, a new Managing Committee was duly elected, in which, Wilson Coelho, was 
elected as the President of GWS, which extended from, 2007 up to 2010.   Carmo

you also take responsibility for the consequences that emanate from the case,

that you have no objection to being named as an accomplice in the cases, which

The Annual General Body Meeting of the Goan Welfare Society – Kuwait,  was held 
at the Carlton Tower Hotel in Kuwait City on 18th June 2010 from 11.00 am. 
Until 1.30 p.m.  Due to the crisis faced by GWS, there was a poor attendance 
however, all those members who attended were appreciative of the initiative 
taken by the Managing Committee to find a suitable solution to the existing 
crisis.
 
The Meeting was called to order, by the President, Mr. Wilson Coelho, at 11.45 
a.m.  In his welcome address Mr. Coelho explained the reason for the situation 
and held the ex-General Secretary, Gasper Almeida, responsible for the 
situation that has come about.  He urged all those present to bear with the 
situation and to feel free to express themselves and voice their opinions and 
suggestions, for the continuance of the spirit of cooperation and social 
bearings among Goans.
Thereafter, the President conducted the business in accordance with the Agenda. 
 The General Secretary, Mrs. Sharon De Souza, read out the Minutes of the last 
AGM which were unanimously adopted by the General Body.  It was followed by the 
Annual Activities Report for the term ending May 31, 2010, which was very 
elaborate and precise.
 
In an explanatory note, the President explained the conditions under which GWS 
is  functioning and had a word of praise for the Goan Community at large, who 
always stood by GWS, in every social cause and issue taken up by them.
 
In his Annual Financial Report, for the Year Ending 31 May 2010, the Treasurer, 
Rabindra Pimenta, presented the financial status of GWS and went on to explain 
that no additional funds could be generated due to the prevailing situation.  
However, he was proud that GWS is on sound footing.  The financial progress of 
GWS has been hampered, mainly, due to the un-resolved financial crisis, for 
which, Ex- President, Carmos Santos is a part.
 
The issues related to taking action against the erring members, was taken up 
and the President, named four of those members who were responsible for the 
crisis and who were placed under suspension (Ex-President Carmo Santos, 
Ex-General Secretary Gasper Almeida, Ex-Member Suresh Naik and Ex-Member 
Caetano Pinheiro).  Their issue was placed before the General Body to decide on 
their fate.  The General Body decided to terminate their membership and a 
Resolution to that effect was passed, with an overwhelming majority.  The 
Membership of the four members named in the Resolution (Ex-President Carmo 
Santos, Ex-General Secretary Gasper Almeida, Ex-Members of the Managing 
Committee Suresh Naik and Caetano Pinheiro), stands terminated with the passing 
of this Resolution.
 
An issue regarding the Membership was raised and the matter was discussed and 
debated.  Finally, a decision was taken that the members who have re-registered 
within the time limit, will enjoy the privileges of being full-fledged members 
of GWS.  Those that failed to register, have yet another chance to register 
themselves, by approaching the Managing Committee of GWS with full proof of 
their membership status.  In the process of re-registration, the Managing 
Committee has discovered that there have been some manipulations in the 
Membership Cards which were issued by the ex-General Secretary, Gasper Almeida, 
and the same needs to be scrutinized and corrected, with proof of Receipt of 
fees paid and details on the Membership Forms.
  
A resolution contemplating to do away with the Death Benefit Scheme, and refund 
the amounts paid, of genuine members, whose desire to get their Members fees 
refunded, were passed unanimously, however, those members who have 
re-registered and desire to seek refund of their membership fees paid,  were 
welcome to approach the Managing Committee with their details, including 
Membership Cards.
 
In another Resolution,  which was unanimously passed, GWS has decided to 
distribute the funds held in their Accounts,  towards accredited charitable 
Institutions, namely, Goa America Heart Foundation (GAHF) and St. Xaviers 
Center (XIRS) located in Porvorim, with a condition that the GWS name is 
prominently displayed as donors and to abide by the terms and conditions 
mutually agreed upon in writing, a document which is to be registered at the 
time of transfer of funds. 
 
The members of GWS were invited to put forward proposals for further donations 
to charitable institutions,  on need based cases for due consideration.  Also 
the members were informed about the 20th Anniversary of GWS  and the 
celebration is planned  for September-2010 for Members and their specail guests.

The GWS Annual scholarship Awards for top ranking Goan students, enrolled in 
Indian Schools in Kuwait during the academic year 2009 -2010, will be awarded 
to three students who secure the highest aggregate marks in Standard XII, one 
in each stream – Science (PCB), Science (PCM) and Commerce, at the examinations 
conducted by the CBSE Board in March 2010.
 
A part from, another two awards will be awarded to students of Standard X who 
secure the highest and second highest aggregate marks at the examination

Goan Welfare Society Announces Scholarship
 
The GWS Annual scholarship Awards for top ranking Goan students, will be 
awarded to students of Standard X who secure the highest and second highest 
aggregate marks at the examination conducted in Goa- April 2010.
 
The GWS awards are donated by Mr.   Mrs. Sam Alphonso – Patron member of the 
Goan Welfare Society.
 
Only Students of Goan origin are eligible to apply for the awards.. All those 
who qualify for the awards are requested to submit their application along with 
photocopies of marks sheet certified by their school authorities, copies of 
their passport, copies of their birth certificate and that of their parents, in 
proof of their origin addressed to Alex Wilson Coelho, President of Goan 
Welfare Society, P.O.Box 1335 Safat 13014 – Kuwait within two weeks from the 
date of declaration of the results 2010. The application may be sent by post or

We hereby request all the Members of the Goan Welfare Society – Kuwait 
to cooperate with us to get the records of Membership updated. Please be 
advised that the Managing Committee of Goan Welfare Society is no longer 
in possession of their own original records. The Ex-General Secretary is 
holding all the records and has refused to hand over the same to the 
duly elected Managing Committee, despite several reminders.  After 
exercising maximum tolerance not to go public on the issue, we are left 
with no choice but to take this step.


Those of you who are Members are hereby kindly requested to approach the 
Managing Committee, with your GWS Identity Cards, for fresh registration 
of members.  Alternatively, please  send in your details by email to:

Identity Card, latest by -  10th June 2010 to enable the Managing

.The Ministry of Overseas Indian Affairs, Government of India, has 
been, since 2004, organizing a three-week orientation programme, called “Know 
India Programme (KIP)” for the diaspora youth with a view to promote awareness 
among them on different facets of life in India and the progress made by the 
country in various fields such as economic, industrial, education, Science  
Technology, Communication  Information Technology, culture, etc.It is a 
three-week internship programme undertaken in partnership with State 
Governments.  Upto 40 participants could be covered under each programme.  So 
far, 14 such KIPs have ben held in different States.  
 
2. The next three KIPs are scheduled to take place as per the follows:

3. The guidelines/conditions for participation in the above three 
programmes are given below :
 
(a)   The programme is open to youth of Indian origin in the age group of 
18-26 years as on the first day of the month in which the programme is expected 
to start. It is open to Persons of Indian Origin (PIOs) from all over the 
world. 
 
(b)   The candidates should either be studying in the under-graduate level 
or should have completed under-graduation or equivalent.
 
(c)They should be able to converse in English. [They should have 
studied English as a subject at the High School level or as medium of 
instruction for under-graduate courses]
 
(e)  They should not have participated in any previous Know India Programme 
or Internship Programme for Diaspora Youth.
 
(f)  They are not permitted to leave the programme mid-way, and are 
expected to follow the entire programme as a group and stay at places 
designated/selected for this purpose.
 
(g)Each of the three programmes will be of three-weeks’ duration. Exact 
dates would be conveyed on finalization of the respective programmes. 
 
(h)The participants will have to pay for their international travel 
costs from their respective country to Delhi and back.  An amount equivalent to 
90% of the total cost of air ticket by the lowest economy/excursion class will 
be reimbursed to them, which can be claimed from the Embassy on production of 
receipt.
 
(i) The organizers will arrange/provide boarding/lodging in State guest 
houses or budget hotels, travel within India, and a per diem allowance of Rs. 
100 per day.
 
4. Interested candidates may send completed applications for the 
programme to the Embassy of India, Kuwait {Attn: Shri K. Narsing Rao, 
Counsellor} to reach latest by the respective due dates mentioned in para 2 
above. Incomplete and unsigned applications, or forms not accompanied by

[Goanet] Direct Indian Airlines Flights and deteriorating services to Kwait/Goa/Kuwait Sector

A delegation of Goan Welfare Society comprising of President and Treasurer 
along with the President of Goan Overseas Association met with the outgoing 
Indian Airlines Manager, Mr Surender  Kumar and the incoming Manager, Mr. 
Rambabu, and presented a memorandum for their evaluation and due consideration.
 
The pressing issues were discussed at length, mainly concerning: 1- Leaving the 
checked-in baggage behind due to overload/overbooking and the inconvenience 
caused to the passengers. 2-  Rescheduling of the Thursday  early morning 
flight to Friday early morning, to suit the weekend travelers.  3- Arrangements 
for providing connection on Saturday flight via BOM, by checking the baggage in 
Goa direct to Kuwait, so as to avoid the hassles of carrying the baggage and 
rechecking the same in Mumbai. 4- Parking of the Aircraft in Kuwait far away 
from the Aero Bridge, resulting in inconvenience to passengers.  5- 
Deteriorating services and limitations of the beverages served on board.  6- 
Discrimination towards passengers who buy the tickets in India, by way of 
lowering baggage allowances on return flights as compared to passengers who buy 
their tickets in Kuwait.  7. Air fares charged to Goa sector as compared to 
Chenai/Kochin etc.  8- Request for change in aircrafts so as to provide
  better facilities to passengers mainly with regard to in flight entertainment 
services, etc.
 
The delegation impressed upon the Management of Indian Airlines/Air India to 
find remedial solutions to the issues  raised to improve the services towards 
the passengers flying to and from Kuwait/Goa/Kuwait on their direct and 
indirect flights.  In the course of the discussion both the Managers were 
impressed by the manner in which the grievances were presented and assured the 
delegation that all possible help and support will be extended to ensure that 
the issues raised will be taken at the highest level to streamline and improve 
the services for the benefit of passengers.
 
The delegation feels assured that the Managers have taken cognizance and are 
seriously looking into the genuine issues raised.  We do hope things will turn 
out to be better for both the sides i.e the Airlines and the passengers, in the 
mutual interest of promoting business on this sector, in the near future.
 
We urge our fellow Goans to patronize our National Carriers, and at the same, 
if faced with any problems or situations that needs improvements, to be bring 
the same to our notice so that we in turn can present the same to the 
management for the betterment of our Goan community.
 
A copy of this Memorandum has also been presented to the H'ble NRI 
Commissioner, Shri Eduardo Faleio and other Authorities in India

Engaging the Diaspora: The
Way Forward

 

   The 8th
edition of
the flagship event of the Ministry of Overseas Indian Affairs (MOIA), Government
of India Pravasi Bharatiya Divas (PBD) Convention
would be held at the Vigyan Bhawan, New
  Delhi from January 7- 9, 2010.  The Convention is being organized by MOIA, in
partnership with the Government of NCT of Delhi.  The Confederation of Indian 
Industry (CII)
would be the institutional partner.

 

  The 8th
PBD has been structured this time around to provide delegates an
opportunity to interact with:

 

1.   Cabinet Ministers from India on matters of interest and
concern to them.

2.   PIO Ministers/dignitaries from other countries on
the expectations and aspirations of the overseas Indian community from the land
of their ancestors and how they could work towards strengthening the
relationship between India
and the country of their residence.

3.   Chief Ministers on issues their States need to
attend on priority and facilities and incentives available in their States for
the overseas Indian community.

 

The convention will have four concurrent sessions
on:

2.

3. 
Thousands of Firefiles : Diaspora Philanthropy

  PBD-2010
will also see the launching of an annual lecture series under the overarching
theme of ‘India
and its Diaspora: Everlasting Bonds of Togetherness’.

 

  Also
on the cards are seminars on ‘Nano-Technology’ and ‘property-related issues’ of
NRIs/PIOs and a Golf Tournament,

 

  The
convention will be inaugurated by the Prime Minister of India on 8th
January 2010.  The President of India
will deliver the valedictory address on 9th January 2010 and would
confer Pravasi Bharatiya Samman Awards for 2010.

 

  These
conventions provide the largest platform to PIOs and NRIs for exchange of views
and networking on matters of common interest.

Greetings
to the organizers of Global Goans Convention to be held at Oman on November 5th 
and 6th
2009, from the Goan Welfare Society
(GWS)– Kuwait.

GWS in coordination with the World Alliance
of  Goan Associations  (Coordinators of World Goa Day) wish to
present a memorandum enlisting various issues concerning the Goan Diaspora
spread world wide together with suitable solutions in the best interest of Goa
and Goans:-

 

1. 
Need for
registered/recognized Body in Goa: -Global Goan Convention is, indeed, a good
forum to interact with Goan Diaspora far and wide not only to revive our rich
and cultural heritage but also help to keep a very close link with the
motherland for its economic prosperity.  In this regard, it is necessary
to register a Body in Goa comprising of
Retirees linked with Goan Diaspora  duly recognized by the Office of the
Commissioner of  NRI Affairs in order to
function and carry out the task assigned to them by the Goan Diaspora.

 

2. 
Visa
requirement for Persons of Goan Origin: -
Several issues of vital importance have been raised at the various
Global Goan Conventions in the past without any positive results.  One such 
issue is that of Persons of Goan
origin holding Pakistani Passports where appeal 
was made to ease their plight to obtain Visit Visas in order to enable
them to visit India.  We regret that the issue is still in its
infancy and nothing concrete has transpired. 
Is there a solution to this effect forthcoming? 

 

 

  Likewise persons of Goan
origin born in Pakistan
even though holding Canadian, American, European etc. Nationalities, the
process to obtain the Visit Visas to India are faced with similar
problems as mentioned above.  

 

3. 
 Recognition of  Indian Degrees Abroad: - The
issue of recognition of Graduation Degrees conferred on successful
students by Indian Universities  with
regard to the prevailing system of 
10+2+3 are not recognized globally and the status still continues to be
the same despite of taking up the matter 
at previous Global Goan Conventions. 
We regret to once again bring up the matter because prospective job seekers
abroad are faced with immense hardships and denial of  due credit  with respect 
to their
qualifications.  The international
standard requires that the Graduation Degree should be of total four years
whereas Indian Degrees being of three years fall short of one year.  This 
anomaly needs to be corrected or
International Standard should match with our system of Education

 

4. 
Recognition
of Goa University
Engineering Degrees:- As regards
Engineering Degrees conferred  by Goa
  University
are still not recognized despite being told that the matter was taken up and
settled.  In Kuwait, the Society of Engineers
still do not accept the Goa University Engineering Degrees.

 

5. 
Centre for
Training in Goa:- Skilled and Semi-Skilled man power together
with the domestic helpers should be trained in the field of their profession
before taking up jobs in the Gulf.  In
order to achieve this goal it was proposed to set up a Centre in Goa to impart 
training but no results are seen.  The only partial training that is imparted,
to our knowledge, is spoken Arabic

 

6. 
Diploma/Professional Studies in Kuwait:-
In one of our of earlier Memoranda, up gradation of the Educational system in
the Middle East in order to facilitate the students to complete higher
education as per the Indian system was made but regrettably the matter is still
lingering on.  The highest education in
the Middle East for which the local
Governments have given sanction is upto the STD XII (under graduate).  There is 
a need for imparting Diploma
education in the professional streams similar to those courses conducted by Fr
Agnel Ashram / Don Bosco in India.  This matter needs to be addressed to the
local authorities in the Middle East so that
those Indian Institutions who wish to conduct such courses may be facilitated.

 

7. 
Football Ground/IAC :-Indian Arts Circle i.e  premises owned and built by 
Indian Diaspora
in the Gulf Country where Indian Community leaders come together to invest in
such social causes to foster amity among the Indian Community, the Embassy in
such a region should coordinate with the local Authorities to obtain necessary  
grant of land on lease (ownership is not
permitted).

 

Similarly open
space for the purpose of utilizing as Football Grounds should be authorised by
the local authorities through the intervention of the Embassy.  With the 
growing use of vacant land for the
purpose of commercial and residential purposes, the grounds that earlier were
used unhindered for the purpose of conducting Football games and other
activities are no longer available. 

 

8.

As the summer season approaches, passengers intending to travel to Goa, 
directly from Kuwait, will be glad to hear the good news, that Jet Airways will 
commence operation from Kuwait to Goa via Mumbai, on daily basis, with effect 
from 29th March, 2009. All the flights will be departing from Kuwait at 2100 
hours and arrive Goa at 0730 hours.  Customs clearance facilities are available 
at Dabolim airport, on arrival.  The fares will be very competitive and, as 
such, a great advantage to the Goans, who have been looking forward to such 
opportunities, since long.  This good news is communicated to the Goan Welfare 
Society, by the officials.
 
It is also learnt through reliable sources, that Air Arabia, will commence 
direct flights from Kuwait to Goa via Sharjah, with effect from 19th April, 
2009.  The new schedule of flight operations will be out soon.  This again is a 
big advantage for passengers travelling to Goa, as the fares are going to get 
cheaper and travel convenient.

Source of information - Indian Embassy - Kuwait  
 
1.Contact Consular Section (Tel: 2530600 extn. 271 / 244) with a copy each 
of the (a) Passport of the deceased, (b) Dearth Report issued by the hospital 
authorities and (c) Civil Identity Card of the person intimating the death to 
the Embassy.
2.The Embassy will issue an authority letter in favour of the informer, for 
collection of death certificate, passport, police report etc., for local 
authorities.
3.In case of police case, to approach police station to collect clearance 
from the police authorities.
4.To approach death and birth registration office of the area in which the 
deceased died, for obtaining the death certificate.
5.To approach death  birth registration office, Maidan Hawalli behind 
Police Station, either for collecting the death certificate or endorsing the 
death certificate issued by death and birth registration office of other 
governorate.
6.Death certificate issued by birth and death registration office and 
endorsed by Main office of birth and death registration office (Maidan 
Hawalli),  is required to be attested by Ministry of Foreign Affairs, Consular 
Section, located at Shuwaikh, next to Kuwait News Agency Building.
7.The death certificate issued by birth and death registration office is 
required to be translated into English by any authorized translator in Kuwait.
8.Death registration in the Embassy of India, Kuwait – for registration of 
death the following documents are required:
(a)  Passport of the deceased with 2 copies.
(b)  Death certificate, duly attested by Ministry of Foreign Affairs, Kuwait, 
with 2 copies.
(c)  Translation of death certificate with 2 copies.
(d)  Police report with 2 copies (in case of accidental death).
9.To approach any airlines and obtain airway / ticket bill with confirmed

Farwaniya mortuary or where the body is kept for transfer of dead body to Sabah 
Hospital (ii) for incharge of coffin box (iii) for Indian Embassy, Kuwait.
11. Approach the Embassy with the doctor’s slip alongwith a copy of airway bill.
12. After sealing the coffin box doctor will issue embalming certificate in 
Arabic, which is to be translated into English and hand over to the concerned 
representative of the airlines.
To approach three hours before the flight time to Sabah Hospital reception for 
requisition of ambulance and release of coffin box.

The Goan Welfare Society – Kuwiat, in coordination with the Lions Club of 
Loutolim, organized the Awards presentation ceremony, on the 4th of October, 
2008, in the premises of the Loyola High School, Margao-Goa, to felicitate and 
honour, the two top ranking students from Goa, who presented their credentials, 
in response to the announcements published in the news media, for the 
prestigious GWS Awards.  The Awards include, Certificates of Merit and Cash 
Packets.  The GWS Awards, have been generously offered by, Mr  Mrs Sam 
Alphonso, Patron Members of the Goan Welfare Society.
 
The Awards were presented to Master Nikhil Krishna Sahakari, a student of A.J. 
de Almeida High School, Ponda, who secured 92.67 per cent marks; and Miss 
Yamuna Promod Naik, a student of St. Mary’s Convent High School, Mapusa, who 
secured 92.33 percent marks, at the SSC Examination, conducted by the Goa Board 
of Secondary and Higher Secondary Education, Panaji-Goa.
 
Mr.Xavier Furtado, CMD of Holiday Inn Resorts, who was the Chief Guest at the 
Elocution Competition for Junior Orator of Goa, organised by Lions Club of 
Loutulim, gave away the Awards, on behalf of the Goan Welfare Society – Kuwait,

CONDOLENCE MESSAGE
 
We are deeply saddened by the sudden demise of our dear friend, late Domnic 
Fernandes, ex employee of Kuwait Airways, Kuwait, who passed away today, in 
Mumbai.
 
Domnic, was a Life Member of the Goan Welfare Society, and served in the 
Managing Committee for over 10 years, until 2004.  Through his commitment and 
dedication, he has served the society with distinction and has contributed a 
lot towards the progress and well being of the society.  His contributions will 
always be remembered by the members of the Goan Welfare Society – Kuwait.
 
The Managing Committee and the members of the Goan Welfare Society, deeply 
mourn the sad demise of Domnic and convey heartfelt sympathies to the bereaved 
family; wife Helen, sons and grand children of the deceased, and pray God 
grants eternal rest to the soul of the departed, in his heavenly abode.

Further to the publication on the  local dailies, a Notice is hereby given that 
an Extra Ordinary General Body Meeting will be held on 29th August 2008 at 
Carlton Towers from 11:00 am onwards, due to the prevailing situation which 
needs to be addressed by the General Body to find appropriate solutions.
 
At this Meeting the Managing Committee proposes to present the pending 
unsettled accounts which were handed over to the present Committee by the 
ex-President Carmo Santos on 20th April 2007 which are inconclusive.
 
The present Managing Committee has exercised all options to recover the 
unsettled amounts to the tune of about KD 3000/- shown as outstanding in the 
statement of accounts from 2004 to 2007 but could not succeed due to improper 
records.
 
The Records of the Society which are in the custody of ex-General Secretary, 
Gasper Almeida continue to be in his custody despite of written notices and 
verbal requests to hand over the same to the newly elected General Secretary, 
Mrs. Sharon De Sousa. Till date the records continue to be illegally held by 
ex-General Secretary.
 
In addition to addressing the above concerns, the following Agenda will also be 
discussed: 
 
To find suitable solutions to discipline members who resort to un-ethical 
behavior. 
 
To review the proposed amendments to the Constitution, presented by the 
Managing Committee, for adoption after due consideration.
 
All members are requested to be present and participate in the deliberation and

Dear President/Secretary,
 
The Ministry of Overseas Indian Affairs, Government of 
India has announced the Scholarship Programme for Diaspora Children (SPDC - 
2009) for the children of PIOs/NRIs to pursue undergraduate programmes for 
Professional and General courses in Higher and Technical Institutions in India. 
 100 scholarships are being offered for Undergraduate courses in disciplines 
including Engineering/Architecture/ Technology, Humanities/ Liberal Arts, 
Commerce, Management - BBA/BBM, Journalism, Hotel Management, 
Agriculture/Animal Husbandry, Sciences, Law etc. The Educational Consultants 
India Limited (Ed.CIL), a Government of India Enterprise, has been designated 
as the Nodal Agency for implementation of the SPDC.  The announcement details, 
guidelines and the application form can be downloaded from the Ed.CIL websites 
{www.edcil.co.in; and www.educationindia4u.nic.in}.
 
Under this Scheme, scholarship will be provided to 100 
selected students under the following criteria: Non-Resident Indians (NRIs) - 
50 and Persons of Indian Origin (PIOs) – 50 with the proviso that in case of 
non-availability of suitable PIO candidates, the unfilled slots could be 
offered to NRI candidates. 
 
The broad guidelines of the SPDC are as follows:
 
i) Children of Overseas Indians from 40 countries covering 
Africa, Asia, Gulf and the Caribbean will be covered under the SPDC Scheme;
 
ii)   Minimum age limit is 17 years and maximum age limit is 21 
years. Applicants born on or after October 1, 1988 and before October 1, 1992 
are eligible. Children of NRIs/PIOs with at least three years of education in 
the listed foreign countries during the last six years and must have passed the 
qualifying examination inclusive of 11th and 12th standard or equivalent will 
be covered under the SPDC scheme; 
 
iii)  The scholarship will be in terms of partial financial 
assistance to the extent of 75% of the total Institutional Economic Cost 
(tuition fees, hostel fee and other institutional charges, etc) subject to a 
maximum of US$ 3600 per annum. NRI candidates would be eligible for the grant 
of scholarship only if their total monthly family income does not exceed an 
amount equivalent to US$ 2,250; 
 
iv)  Eligibility for scholarships will be based on the basis of 
qualifyingmarks of 60% in Class XII and score in the entrance test to be 
managed by EDCIL.  Candidates who have scored 60% aggregate marks in their 
XIIth grade will be eligible to appear in the entrance test. Students who  are 
appearing for XIIth grade examination this year will also be eligible to appear 
in the test, but their selection will be subject to their fulfilling the 
eligibility criteria of 60% marks in XII;
 
v)   The scholarships will be offered on merit on the basis of a 
Common Written Examination to be held in Kuwait on Sunday, October 26, 2008.

I take this opportunity to extend my Hearty Congratulations! to the organizers 
GNAT for the job well done.  There will always be short falls to point out as 
no one is perfect in such a mighty Organization.  The Organizers deserve the 
credit for what they have done and achieved.  There can never be 100% results.  
It takes years to build but destruction can be done in seconds.  There will 
always be constructive and destructive criticism.  The Organizers must be 
strong and determined to carry on such herculean task for the noble cause of 
Goa and Goans. It was, indeed, a very hard task for the Organizers who deserve 
all the praise and due credit for their accomplishment.  Being an organizer of 
Events as the President of Goan Welfare Society - Kuwait for several years 
where one is restricted in various ways and assisting evacuation of Goans 
during the occupation of Kuwait by Iraq in difficult times,  one is fully aware 
how hard it is to organize and an Event specially of that magn
 itude.  The workshop in particular was a novel idea and it could benefit for 
many of our Goans to open up their eyes for their better tomorrow.  The only 
shortfall was the poor response according to my eye.  The Sons of the soil 
failed to take the advantage of the same.  The organizers must work in 
coordination with all the Goan Clubs/Associations/Village Clubs etc so as to 
make it reach to every son of the soil.  My hats off to Dr. Kevin Saldanha, 
wife Mrs Saldanha with whom I had the chance to interact for a short while but 
seen them in action.  One could see each and every worker on their toes 
assisting them to the fullest.  I do not recall all the names but certainly 
cannot forget Bosco D'Mello in the lime light playing silently his active roll 
so also Francis (President) and his wife, if not mistaken, Clera.  My hats off 
to Mando Mogui specially flown from Goa, the Goan culture and art lovers for 
their superb performance capturing the hearts of all.
 
May God Bless them all for having linked the Hearts, Minds and Souls of Goans 
in Canada apart from the visiting dignitaries.

thereafter). Frankly speaking, I have been thinking  why not all such like 
minds as yours come together and form a full force to give Goa exactly what 
it rightfully needs.  Accountability must be the key.  We need people of 
honesty and integrity and above all devoted with courage and determination 
to march forward withstanding all the odds that come on the way.  Such an 
organization must be supported by the true sons of the soil in Goa and 
abroad with all their strength in terms of vision, intellect, finance, 
capabilities etc etc  WE must have the powerful force with a strong 
electorate convincing power and a strong benevolent Leader to lead.  Who can 
lead us? It is a pity that straight forward and upright personalities do not 
stand to gain or win over the Mafia.  It is high time that all clean like 
minds be drawn from each and every NGO or Party like yours to build an 
Unique Part with a difference under one banner and start the herculean task 
to WIN WIN nothing but WIN to develop one above Singapore.  Why not? Who say

GWS May Ball 2008 - A Grand Event
In a display of sheer elegance and poise a large no of couples  singles 
attended the 15th May Queen Ball 08 organised by the Goan Welfare Society - 
Kuwait at the Grand Istiquilal Ball Room, Ramada Kuwait Hotel, Riggae, Kuwait, 
on the night of 8th May 2008.
The audiences were treated to some unmatched spectacular music from the two 
popular bands - The Bandwagon  Deep Impact. The band from Goa Bandwagon 
stole the show with a rendition of their specially selected popular musical 
extravaganza. Kuwait's band Deep Impact performed equally well and earned 
tremendous applause from the revelers.
At the onset of the grand celebration the President of the Goan Welfare Society 
Mr. Alex Wilson Coelho, welcomed the guests and expressed happiness at the 
manner in which everyone contributed towards the making of such a big event. He 
also lauded the efforts of the members of the committee and volunteers who 
strived to organize the May Ball 2008. Likewise he appreciated the Sponsors and 
guests who attended the function and urged them to enjoy the luxury that was 
being offered to them during the function.
 The chief Guest of the function Shri. V.K. Mahajan, First Secretary Education 
at the Embassy of India who spoke on the occasion highlighted the various 
contributions of Goans with particular reference to the wonderful work of the 
Goan Welfare Society in bringing together all the Goans and raising issues 
pertaining to Goan interest, repatriating the destitute maids, charities, 
donations etc. He termed the Goans as a vibrant community and praised the 
society for preserving the Goan cultural identity in foreign countries. 
Good will messages from H.E the Ambassador of India to Kuwait Shri. M. 
Ganapathi, the Chief minister of Goa, Shri Digambar Kamat, The Commissioner for 
NRI Affairs, Shri Eduardo Faleiro also lauded the efforts of the members of the 
Goan Welfare Society in promoting Goan culture  heritage beyond the periphery 
of Goa.
The may Queen Pageant was organized very diligently and the contestants were 
given enough time and opportunity to put on their best performances while 
exhibiting their beauty and brains. All the contestants played their part very 
well  after the final round the winners were selected by a panel of eminent 
judges.
Ms. Michelle Dias was crowned GWS May Queen 2008  was showered with loads of 
valuable prizes.  The main being a return air ticket  KWI-LHR-KWI plus UK 250 
pounds for expenses, a Pioneer Home theatre, Designer bag, ipod, L'Oreal beauty 
hamper, gift vouchers and several other handy household goods. The first 
runners up Miss Nelicia Braganza walked away with an air ticket KWI-DEL-KWI, 
Olympus Digital Camera, ipod, Samsonite bag, L'Oreal beauty Hamper etc. The 2nd 
Runners up Ms. Stacy Lobo won a Sony Ericsson mobile, LG DVD player, L'Oreal 
beauty hamper, Samsonite bag, etc. The 3rd Runners-up Ms.Merlyn Coelho was 
showered with a DVD player, L'Oreal Beauty hamper, samsonite bag, gift 
vouchers, etc. So also the fourth runners-up Ms. Stephanie Ena Pereira won a 
DVD player, L'Oreal beauty vouchers, etc. Best Dressed contestant Ms. Queenie 
Fernandes also won valuable prizes. 
 Apart from the main event there were prizes for other lucky winners in Novelty 
Dance which were won by Mr. Casmiro Gomes and Ms.Espy Gomes, Mr. Agnelo Pinto 
and Ms. Paloma D'Sa. The 5 selected escorts Relin, Faizal, Melwin, Naveen, and 
Edwin were also showered with gifts for being in the select groups. 
The event was sponsored mainly by Kuwait Engineering Industries, Mughal Mahal 
Restaurant, Western Union money transfer, Architectural Interiors Co.,

Dear All, Indeed, Mrs. Fernandes is doing a fine job. Have been a silent 
admirer of such good works for the cause of Goa and Goans.One would like to 
share the knowledge and experience that has been gained over a period of time 
being involved silently insuch activities.  The flight should be routed at 
least through two destinations in the Gulf e.g  Goa/Dubai/Kuwait to make it 
economically viable to the airlines at the same time to benefit Goan NRIs.  
There is no doubt, that Kuwait has already three flights direct to Goa from 
Kuwait by IC.  It should be noted that different carriers bring in competition 
which benefits the traveller.   While Air India and IC were flying to Goa there 
was competition. GWS had worked hard for the Air India flight at that time via 
Dubai to make it economically viable at the same time to bring in competitive 
fares wherein a Goan pax fromKuwait stood to save KD40/- per pax.  Co-ordinated 
efforts can definetly reach to positive results beneficial to bo
 th theparties.  We should take the example of Madras/Kerala.  We,Goans, form a 
sizeable community in Kuwait.  Understand Air India Express has plans to fly 
Kuwait/Mangalore.  Should this flight go via Goa it wil  surely be more

The Ministry of Overseas Indian Affairs, Government of 
India has announced the Scholarship Programme for Diaspora Children (SPDC - 
2008) for the children of PIOs/NRIs to pursue undergraduate programmes for 
Professional and General courses in Higher and Technical Institutions in India. 
 100 scholarships are being offered for Undergraduate courses in disciplines 
including Engineering/Architecture/ Technology, Humanities/ Liberal Arts, 
Commerce, Management - BBA/BBM, Journalism, Hotel Management, 
Agriculture/Animal Husbandry, Sciences, Law etc. The Educational Consultants 
India Limited (Ed.CIL), a Government of India Enterprise, has been designated 
as the Nodal Agency for implementation of the SPDC.  The announcement details, 
guidelines and the application form can be downloaded from the Ed.CIL websites 
{www.edcil.co.in; and www.educationindia4u.nic.in}.
 
Under this Scheme, scholarship will be provided to 100 
selected students under the following criteria: Non-Resident Indians (NRIs) - 
50 and Persons of Indian Origin (PIOs) – 50 with the proviso that in case of 
non-availability of suitable PIO candidates, the unfilled slots could be 
offered to NRI candidates. 
 
The broad guidelines of the SPDC are as follows:
 
i)Children of Overseas Indians from 40 countries covering 
Africa, Asia, Gulf and the Caribbean will be covered under the SPDC Scheme;
 
ii)  Minimum age limit is 17 years and maximum age limit is 21 
years. Applicants born on or after October 1, 1987 and before October 1, 1991 
are eligible. Children of NRIs/PIOs with at least three years of education in 
the listed foreign countries during the last six years and must have passed the 
qualifying examination inclusive of 11th and 12th standard or equivalent will 
be covered under the SPDC scheme; 
 
iii)The scholarship will be in terms of partial financial 
assistance to the extent of 75% of the total Institutional Economic Cost 
(tuition fees, hostel fee and other institutional charges, etc) subject to a 
maximum of US$ 3600 per annum. NRI candidates would be eligible for the grant 
of scholarship only if their total monthly family income does not exceed an 
amount equivalent to US$ 1,500; 
 
iv)Eligibility for scholarships will be based on the basis of 
qualifyingmarks of 60% in Class XII and score in the entrance test to be 
managed by EDCIL.  Candidates who have scored 60% aggregate marks in their 
XIIth grade will be eligible to appear in the entrance test. Students who  are 
appearing for XIIth grade examination this year will also be eligible to appear 
in the test, but their selection will be subject to their fulfilling the 
eligibility criteria of 60% marks in XII;
 
v)  The scholarships will be offered on merit on the basis of a 
Common Written Examination to be held in Kuwait on Sunday, May 18, 2008. The 
Common Entrance Test will be of objective type of two hour duration comprising 
English language proficiency, Reasoning Ability/Quantitative Aptitude and 
General Awareness.  The examination will be conducted in Kuwait by the Embassy.

  The Government of India has fixed, inter-alia, the following criteria 
for Emigration Check
   Not Required (ECNR) status:
1.  Persons staying abroad for more than three years from the date of entry 
(period of short visits to India to be excluded) 
2.  Persons holding secondary school certificate (10th class pass), 
recognized vocational training or higher degrees (Degrees should be attested by 
the Ministry of External Affairs, New Delhi) 
3.  On the basis of ECNR Status of the Spouse (original passport of spouse 
to be submitted along with application) 
4.  All Children upto the age of 18 years of age provided they are 
accompanied by one or both parents. ECNR at the time of re-issue of passport at 
the age of 18 years will be given, if eligible.
Eligible Indian nationals willing to avail this service are required to fill 
Miscellaneous Services Form (Application Form No.3), bring one recent passport 
size photograph, original passport and a photocopy of passport along with 
supporting documents duly attested by the Ministry of Foreign Affairs, 
Government of India. The fee for this service is KD 3.200. The application form

 are faced with innumerous problems due to lack 
of proper insurance coverage.  The matter needs to be studied and a suitable 
Insurance Scheme be devised for the benefit of such persons who may be subject 
to permanent disability, loss of limbs, terminal illness, death etc.  Please 
advise if there is any Insurance Scheme to cover the above cases, if not,  it 
is suggested that needful is done.
 
 
 
 
 
10-  Employment Agency:- 
 
The employment Agency in Goa has to devise ways and means to gain the 
confidence of prospective candidates seeking employment abroad and as far as 
possible assist them in whatever way possible to avoid private agencies 
controlling the job market in the Middle East.  Whenever such vacancies arise 
there should be proper publicity so as to benefit maximum number of job 
seekers.  Such information should be made available to the Heads of Goan 
Associations in the Middle East.
 
11-  Up gradation of Indian Educational Institutions in the Middle East:-
 
The Indian Educational Institutions are granted licenses to impart education up 
to STD XII.  Under the circumstances students who are desirous to continue 
their higher education have to seek admission elsewhere.  It would be in the 
interest of NRIs to have the Educational System upgraded at least to Graduation 
level if not higher.  As far as technical education is concerned there are no 
such facilities available in the Middle East even though there are Institutions 
who are desirous of imparting technical education such as electrician, welding, 
air conditioning, carpentry, tailoring, computer, plumbing etc. which could 
result in gainful employment in the country of their residence.  Proper 
approach should be made at the highest Government level for approval and 
implementation of the same.
 
12-  Direct Flights to Goa and Air Fares:-
 
The number of flights operating between Kuwait and Goa is reduced from three to 
two after the merger of the Indian Airlines and Air India.  The abrupt 
cancellation of Air India direct flight has caused inconvenience to Goa bound 
pax.  Apart  from this there is monopoly in controlling the fares which is not 
in the interest of pax  majority of them being of low income group.  Even 
though Air India and Indian Airlines have merged, they do not honor each others 
tickets for travel.  This has to be taken up and a suitable solution to be 
arrived at for the benefit of the pax.  
 
Other carriers namely Emirates, Gulf Air, Kuwait Airways, Qatar Airways who 
have shown keen interest in flying to Goa from the various points in the Gulf 
but somehow they are not able to get the routes due to the control exercised by 
Indian Airlines and Air India who are the national carriers of India.  Since 
there is open sky policy in place, there should not be any hitch in granting 
permission to these Airlines.  By opening the skies for more and more airlines 
the fares will be competitive, the flow of pax will be boosted and tourism 
round the year will flourish for short weekends trips.  Civil Aviation 
authorities should be considerate towards the demands of other carriers.
 
 
 
 
 
 
13-  Visa Issues for Goans holding Pakistani Nationality:-
 
Goans applying for visit visas to India are facing hardships and long delays in 
obtaining the visas even though they have traveled to India several times.  The 
process should be simplified where persons of Goan Origin applying for such 
visit visas. Should there be a need for guarantees Goans with Indian 
Nationality should be authorized to vouch or to sign any document to expedite 
the issue of visit visa particularly in such cases where one of the spouse is a 
Goan holding valid Indian Passport.
 
The issues raised above are of vital importance and are mainly those that were 
discussed at the Seminar.  Please study the matter pertaining to each issue and 
advise us suitably in order to convey to the Community at large in line with 
the assurances given to them during your visit.
 
14-  NRI City in Goa – Allocation of Land and Infrastructure
 
It has been our burning desire to build an NRI City in Goa with the help of the 
Government of Goa.  The proposed city to be self content by way of a Clinic, 
Supermarket, Library, Gymnasium, Park, Kindergarten School, etc. It will create 
gainful employment to several people besides practicing trade like plumbing, 
electrical, car/scooter maintenance garage, etc. The proposed city will have 
uniformity in various ways and maintain Goan architecture.  The allotment of 
the plots to be basically to those needy Goans belonging to low and middle 
income groups. We had made several approaches in the past but to no avail.  The 
project to be managed by dedicated and honest Gulf retirees by forming a 
Cooperative Society.  .

Memorandum:-
 
With reference to the NRI (Goans) Seminar held on November 6, 2007 as a part of 
your visit to Kuwait in order to evaluate the issues related to the NRIs, we 
are pleased to forward a memorandum various issues raised by those affected:-
 
1-  Indian Degrees (Graduation) conferred on successful students by Indian 
Universities not recognized Internationally to avail full benefits.
 
The system of Education in India requires 10 + 2 + 3 to complete the Degree in 
any of the faculties in India (Science/Arts/Commerce etc.).  As per the 
International criteria a student complete four years of  graduation course to 
obtain a Degree.  As a result of this anomaly students holding Indian 
graduation Degrees are unable to get full benefits of their educational 
qualifications due to non recognition of International Educational 
requirements.  Therefore it is pertinent to find ways and means to be match the 
International standards.
 
2-  Goa University Degrees in Engineering:
 
The matter of recognition of Goa University Degrees in Engineering are still 
not being recognized by Kuwait Society of Engineers as of date.  Although it 
was explained to the ordiance present at the seminar that two weeks ago India 
had become a member of Washington Accord as a result of which all Engineering 
Degrees would be  automatically accredited by Society of Engineers worldwide.  
There is no change in the status of recognition.
 
3-  Attestation of Degrees and other documents in Goa:-
 
Please advise who is the authority in Goa who is empowered to attest the 
Educational Degrees and such other related documents, including Driving 
License, so as to guide those in need of such information.
 
4-  ECNR requirements for Domestic and Unskilled Workers:-
 
At present we have a problem in the Middle East where even though Indians found 
employment, job contracts, residence permit etc after having arrived at their 
destination through official means. We are unable to understand why the Indian 
Missions abroad refuses to process the applications for ECNR for subsequent 
visits before the completion of three years continuous stay in that country.  
Why should a national be penalized despite having left the country without any 
hassles and having all the requirements in hand.This situation should 
be taken up with the concerned authorities so as to ease the burden of such 
destitute persons.
 
 
5-  Registration of Births in India of Children born in Kuwait/Middle East:-
 
Those NRI Goans who want to register the Birth of their children in Goa are not 
entertained by the concerned authorities. The reasons for this are not 
explained either.  The registration process may be simplified and advised so 
that we can guide the Community with the formalities to be complied.
 
6-  Non availability of Birth records in Goa:-
 
Whenever NRI Goans need their Birth records and the Registrar of Births is 
approached they are unable to trace the records due to improper maintenance of 
such important records.  Since these records are of vital importance please 
look into this matter to find a suitable solution.
 
7-  Protection of the properties of NRIs affected by the Tenancy Laws:-
 
What are the relief benefits for NRI Goans whose properties are subject to 
Tenancy Laws and what are the ways and means that are available for protection 
of their ownership Rights.  Many of the NRIs here are eager to know how to 
protect their ownership Rights against Agricultural Tenancy, Residential 
Tenancy, occupation of Evacuee Properties/Houses, Commercial (Shops/offices) 
Tenancy/Lease, etc.  The proposed Bill/Law, for Summary Trial of cases, is a 
welcome proposal, but how is it going to afford relief to those NRI’s whose 
properties are held under the Protection from Eviction of Tenants, Evacuees, 
Leases, etc.  It is requested to provide the provisions under which NRIs can 
seek protection of their Rights in each of the said cases.
 
8-  Domicile waiver:-
 
Students who  pursue their studies in Goa after passing out STD X in the Middle 
Eastern countries, do not fulfill the Domicile requirement which is of five 
years thereby disqualifying them from seeking admission in professional courses 
(Medical/Engineering/ITI etc.).  Therefore, it would be  in the interest of
NRI Goans to waive or lower it to a maximum of two years.

GOANS CELEBRATE GOA DAY – 2007
 
Goa Day 2007 was celebrated in a grand style at the Indian Community School 
Auditorium in Salmiya – Kuwait  on November  9, 2007, after a lapse of  two 
years and yet it was hailed as  an unique event.  It was largely attended and 
the venue was packed to capacity, with some of the people having to go back to 
their dismay.
  Even though the start up time was announced as 10.00 a.m. Goa Day activities 
commenced at 11.30 a.m  with a big bang, led by musician Socorro and his Jolly 
Boys leading the Presidents of the 14 Participating Clubs along with President 
of Goan Welfare Society to the stage set up in the Auditorium.
 The inaugural ceremony was a treat to watch when the Presidents of each 
participating Clubs contributed by way of solving a jigsaw puzzle, to put 
together all the parts of Goa (Talukas) on a specially designed board to depict 
the Map of Goa.Thereafter the President of the Goan Welfare Society, Wilson 
Coelho, officially declared the Goa Day 2007, opened to a thunderous applause 
from the mammoth crowd.
 In the traditional manner a prayer and singing of  the hymn St. Francis 
Xavier, invoked the contributions of all those present to recognize the 
countless blessing that have been showered on the Goan community, over the 
years by the Patron Saint of Goa, for the success of Goa Day.
 A colorful Souvenir, published to mark the occasion, was released by the 
President of  the Goan Welfare Society, in the presence of the Presidents of 
participating Clubs/Organizations. Similarly, the VCD entitled “Dukham” 
produced by Querobina Carvalho – comedy queen of the Konkani Stage, was 
inaugurated at the hands of the President of GWS.
 The Konkani songs singing competition, which is designed at encouraging 
Konkani, had a good response with participation of 35 school going children in 
various categories.  The competition was conducted by Cajetan Pereira, Head of 
the GWS Cultural Cell, in accordance with a set rules and regulations of the 
competition.  The three independent judges,  Francis de Verna, Querobina 
Carvalho and Adolf Fernandes, who were entrusted to choose the best three of 
each of the 3 categories and they did a wonderful job.  
 Our distinguished guests, Fr. Tony D’Souza – Director and Fr. Lionel Braganza, 
Principal both of Don Bosco school, who attended the singing competition were 
all praise for the excellent manner in which the competition was conducted and 
impetus given to Konkani.
 The curtains were raised for the next event, when Julio and  McCloud, took 
over to take over the task of providing the best to the rocking people who came 
to rejoice at the sound of  music produced by ‘Deep Impact’ and ‘2 Sharp’.  
They made sure that the people got the best from both the Bands and ensured the 
best was given to the rejoicing crowd.
 
Later in the day, the Cultural Program was staged with renowned professional 
artists and amateur artistes of Konkani stage, who gave their best performance 
to a capacity crowd who enjoyed every moment of the Program hosted by Cajetan 
de Savordem and Ms. Janet Fernandes.  The performance that stood out in the 
Cultural Program is that of Sanny de Quepem, who rendered a song “ EKVOTH 
MUNCHEAKULACHO” which convey the essence of Unity among human kind, more so 
among the Goans.  All the other artistes were vociferous in their performance 
which was well acclaimed by the audience.
 The Chief Guest for the Goa Day, His Excellency, Ambassador of India to 
Kuwait, Shri M. Ganapati, was impressed in the manner in which the Goa Day was 
organized. He appreciated the unity that was displayed and stated that this was 
one occasion where he witnessed one of the largest attendance among the Indian 
Community, assembled under one banner.  He was all praise for the Goans and was 
happy that Indians are in the forefront in socio-economic development of India. 
 In his speech, Shri Eduardo Faleiro, NRI Commissioner and Ex-External Affairs 
Minister, who was a guest of Honor at the function expressed his happiness  for 
having attended such a glamorous occasion.  He commended the Konkani stage 
artistes, for their wonderful performance and praised their talent, being away 
from their motherland.  He defined the purpose of his visit and expressed 
satisfaction at the way the Goans organize themselves and hold activities such 
as Goa Day. He presented a Memento – book on Kaleidoscopic Goa, a cultural 
Atlas and pictures of Velha Goa, the traditional hand painting Azuleijos, a 
collection of Mario Miranda - a renowned Goan Cartoonist.
 This Mega Event was sponsored by Western Union and others, who recognize the 
services and good nature of Goans who live in Kuwait.  
 A day long event which will be long remembered by Goans in Kuwait, having 
witnessed the happenings at Goa day 2007 and for having made it a point to be a 
part of this grand celebration, went home totally satisfied.

Seminar on NRI Goan Issues - A Report
 
The NRI delegation from Goa, headed by Honorable Commissioner for NRI Affairs, 
Government of Goa , Shri Eduardo Faleiro, attended along with other members of 
the visiting delegation, Vice Admiral John C. D'Silva, Chairman, Overseas 
Employment Agency of Goa, Shri Ullas D. Kamat, Director of NRI Affairs and Ms. 
Sabina Martins, President of the 'Bailancho Saad' organization of Goa, the 
Seminar on NRI Goan issues, which was held at Carlton Towers Hotel on 6th 
November, 2007 between 7.00 pm to 9.00 pm. H.E. the Ambassador of India to 
Kuwait, M. Ganapathi, and other dignitaries from the Embassy of India, Kuwait 
also graced the occasion by their distinguished presence amidts a fairly large 
gathering of Goans. The proceeding of the Seminar were conducted by Mr. Wilson 
Coelho, President of the Goan Welfare Society - Kuwait, on behalf of the 
organising committee, comprising of other Goan Clubs/organizations.  He 
introduced each of the dignitaties on the dais and highlighted their crede
 ntials.
 
Shri Eduardo Faleiro, Commissioner for NRI Affairs, Goa, spoke of the 
achievements of the Commission, from the time of its establishment and till 
date. He also highlighted the various NRI Issues that were addressed from time 
to time for the benefit of the NRI Goans and the results that emerged 
consequent to the work of the Commission. He urged the Goans present at this 
seminar to present their issues, preferable in writing, so that he could study 
the same and take appropriate steps for redressal of the isssues raised, on his 
return to Goa.
 
H.E. the Ambassador of India, M. Ganapathi, in his address welcomed Shri 
Faleiro and the delegation to Kuwait and stated that Shri Faleiro, whom he knew 
well when the later was a Union Minister in the Government of India, for 
several years. He went on to state that Shri Faleiro was a committed leader and 
was passionate about serving his people with utmost devotion and dedication and 
that the Goans were fortunate to have such a leader at the helm of affairs to 
address the NRI Goan issues. He praised the manner in which he was welcomed and 
was pleased at the way the seminar was conducted. Stressing on the need to stay 
united, while in a foreign country, he said much could be achieved unitedly and 
encouraged all Goans to forge unity at all times.
 
The Director of NRI Affairs, Goa, Shri Ullas D. Kamat, presented a detailed 
report of activities taken up by the Commissioner's office and their 
achievements. He also distributed Report of the Global Goans Covention held 
between 3-5 January, 2007 in Goa along with a CD on Goan music entitled 'DAIZ', 
a collection of authentic Goan music. In his address he has welcomed all NRI 
Goans to send their issues to the Commissioner's office and assured that he 
would personally ensure that each of the issues will get due attention from his 
end.
 
Mr. John C. D'Silva, Chairman of the Overseas Employment Agency of Goa, spoke 
about the purpose of establishing this Agency for the benefit of Goan Youth who 
seek jobs abroad. He said that the Agency also conducts training and gives 
guidance in line with their policy. He contented that Goans abroad, who are in 
a position to help fellow Goans back home, in finding suitable jobs should 
recommend the Employment Agency of Goa and that from his side he would provide 
the required candidates, wherever possible.
 
Thereafter, Ms. Sabina Martins, President of 'Bailancho Saad', spoke about the 
purpose of her visit to Kuwait and explained how her organisation works for the 
protection of the rights of women worldwide. She highlighted the work 
undertaken by their organization for the alleviation of the hardships faced by 
women due to various social causes. She has appealed to Goon organizations to 
help her in her cause by registering as volunteers.
Several questions on varied Goon issues were put forward to the Commissioner of 
NRI Affairs and he has assured that he would look into each case and try to 
find suitable solutions and communicate with them the status after taking up 
the matters with the concerned authorities. Towards the end there was a musical 
performance by Aggie - The One Man Band, backed up by sound system provided by 
Rupert D'Costa, together they entertained the delegates while refreshments and 
snacks were served.

GOA DAY 2007
The Goan Welfare Society, in association with other Goan Clubs/Organisations, 
has finalised plans for presenting the traditional GOA DAY 2007, on 9th 
November, 2007, at the Indian Community (Senior) School Auditorium, Salmiya, 
Kuwait, from 10.00 am onwards. Goa Day 2007, in keeping with the rich 
traditions set forth over the last several years, promises a variety of 
cultural entertainments in an ambience reminiscent of the festivities and 
fun-fair, we so often see in Goa. 
 
To keep you on your toes all day long we have the DEEP IMPACT - a band which 
has come a long way in fulfilling the aspirations of music lovers, with 
renditions of superb musical scores, matched by none. That's not all, to 
provide you a spice of authentic Goan Music, we count on 2 SHARP - the two 
men band, which has taken music lovers by surprise in recent times. In addition 
to all this, one can be sure to find Goan Food with fancy decorations and 
delicious Goan specialties dished out to provide the desired Goan meal that we 
all long for while away from our beloved motherland. Don't miss out on the 
Games of skill stalls, which is seen as a must at every Goan feast and fair 
back home.
 
As the day goes by and evening sets in, be assured of a unique Konkani Cultural

The GWS Annual Scholarship Awards for top ranking Goan students, enrolled in 
Indian Schools in Kuwait during the academic year 2006-2007, will be awarded 
to three students who secure the highest aggregate marks in Standard XII , 
one in each Stream – Science (PCB), Science (PCM) and Commerce, at the 
Examinations conducted by CBSE Board in April 2007.  Apart from this, 
another two Awards will be awarded to students of Standard X who secure the 
highest and second highest aggregate marks at the Examination conducted by 
the CBSE Board in April 2007.  The GWS Awards are donated by Mr.  Mrs. Sam 
Alphonso, Patron Member of the Goan Welfare Society – Kuwait.


Only students of Goan origin are eligible to apply for the Awards under each 
of the said five categories.  All those who qualify for the Awards are 
requested to submit their applications along with photocopies of mark sheets 
certified by their school authorities, copies of their Passport, copies of 
their Birth Certificate and that of their parents, in proof of their origin, 
addressed to Mr. Alex Wilson Coelho, President of the Goan Welfare Society,  
P. O. Box 1335 Safat, 13014 Safat – Kuwait, within two weeks from the date 
of declaration of the CBSE results 2007.  The applications may be sent by 
post or hand delivered to any of the New GWS Managing Committee Member as

Case of Minguel Fernandes – Accident Victim

In an unfortunate incident Mr. Minguel Fernades, met with an ill fated 
accident while returning home from duty.


The matter was brought to the notice of the Managing Committee of the Goan 
Welfare Socitey- Kuwait by one of the community members.  On hearing of the 
ill fated incident the President of GWS personally moved to get first hand 
information of the accident and to find ways and means to afford relief to 
the distressed victim.  He visited the Victim at Al Adan  Hospital.  In the 
course of the investigation, the President met with Mr Minguel Fernandes and 
his brother Mr.Alex Fernandes and assured them all possible help and 
assistance to pursue their case with the concerned authorities in accordance 
with the local law.  All possible measures have been taken to ensure the 
safety and well being of the victim as also filing claims for financial 
compensation to which the victim is entitled in accordance with the Law 
governing accidents resulting in death or permanent disability.  Mr. Minguel 
and his brother Alex are fully convinced that their case is in safe hands 
and there is nothing to worry about it.


It may be noted that as a gesture of goodwill and to serve as immediate 
relief, the staff of his company contributed generously to Mr. Minguel 
Fernandes besides Company assisting him to seek admission in Apollo 
Hospital, Margao-Goa at Company’s cost.  His case, for adequate claims and 
compensation, under the Insurance Law is being pursued by a duly appointed 
Lawyer associated with the Embassy of India and is closely being monitored 
by GWS, hence there is nothing to worry about it.  The Law will take its own 
course and the victim will be duly awarded his dues.  Right now the victim 
is safely back home and is under treatment.  The reports coming from Goa are 
positive.

At the Annual General Body Meeting held recently, the Members of the Goan 
Welfare Society- Kuwait, elected 14 members to constitute the Managing 
Committee for the term 2007-08. In a peculiar turn of events, one of the 
elected members resigned immediately thereafter, citing personal reasons for 
his decision. 1- Mr. Alex Wilson Coelho heads the committee as the duly 
elected President. The other committee Members are: 2- Mr. Sydney Furtado, 
Vice-President; 3- Ms. Sharon De Souza, General Secretary, 4- Mario Rebello,

[Goanet] An Accomplished Career!

The Members of the Goan Welfare Society - Kuwait, organized a farewell party
in honour of their former President, Mr. Tony Cordeiro, who has decided to
leave Kuwait for good, after having lived here for 39 long years. During the
interactive session, all the members expressed their good feelings towards
Mr.  Mrs Cordeiro and showered praises on them for all the good work they
have done for the benefit of Goans in Kuwait. It should be noted that Mr
Cordeiro has been one of the key Promoters  Director on Board of Gulf Goans
Hotels Co. Ltd - Hotel Goan Heritage one of the monuments of Kuwait Goans.
Together we can accomplish laurels.

A memento was presented to Mr. Cordeiro, in recognization of his invaluable
services to the Goan community, being a dedicated member of the Goan Welfare
Society -Kuwait, from 1990 - 2006. It may be recalled that he served in
various positions in the committee, from time to time, and always did his
best to ensure that the Society developed into a major force to reckon with.

Those who spoke on the occasion were, Mr. Julio Cardozo, Mr. Wilson Coelho,
Mr. Cajetan Pereira, Ms Muriel Alphonso, Mr. Menino Duarte and Mr Rabindra
Pimenta. Each one of the speakers recounted the contribution of Mr. Tony
Cordeiro and highlighted his achievements, during his tenure as the
President of the Goan Welfare Society from 2000 - 2003 and also as a Social
Worker taking up Goan issues, endearing himself to the Goan community. In
his emotional speech, Mr. Tony Cordeiro, expressed grateful thanks to all
the members present, for honouring him and his wife on the occasion and
showering him with praises and appreciating his life time service to the
Goan community. He also spoke briefly on the sacrifices and hardships he had
to go through while discharging his duties for the benefit of the Goan
community.

In an informal conversation with Mr. Rabindra Pimenta, during the
interactive session, Mr. Tony Cordeiro, had the following message to convey
to fellow Goans. The extracts of the Tete-a-Tete, are as follows:-

1 - Interestingly, you have spent major part of your prime life in Kuwait,
could you share your experience with the younger generation of Goans?  In a
very composed manner, Mr Cordeiro stated, I came to Kuwait at a tender age
of 22 years. The environment then was family oriented and there was a lot of
unity and togetherness, not only among the Goans but all around. Families
and friends got together very often for birthday, anniversary celebrations,
etc. I remember, we had a family Group of around 15 to 20 families who got
together once a month. The events were well organised, with games for both
children and adults. Picnics were also a common feature and again a great
entertainment. Most importantly, I do not remember having any disagreements
or misunderstandings. The message to the young generation of Goans is to get
the older generation of Goans involved in their
activities and make them feel needed and loved.

2- You are known to be very active in social service for a long time,could
you give a brief account of the various social activities that you were
involved in? And also name the Organisations/Associations you were involved
with and what were your achievements?  Mr. Cordeiro's reply; My first
involvement was with Kuwait Goans, of which I was the President for a short
time before invasion. Also I was the President of Saligao Sports Club, while
still a member of the Goan Welfare Society. At the helm of these
organisations, I have always maintained dignity and urged for self respect
in all dealings.

3- You have been in the Travel business as Manager of reputed Airlines,
could you share your travel experiences and your memorable visits to places
of interest worldwide? Mr. Cordeiro replies: I have travelled to various
parts of the world,  apart from Goa, my most memorable trip has been to
Spain, where the sites are breathtaking, the beaches are beautiful and their
cultural heritage is amazing.

4- Your most recent spate of community service was with the Goan Welfare
Society, could you highlight a few of your achievements as the President of
the GWS? Mr. Cordeiro contented: During my tenure as President of GWS, the
achievements were not mine alone, but of the whole committee. The democratic
process was excellent and nothing was undertaken by me alone but with the
consent and views of the whole committee, which is the most important aspect
for success. My request to the GWS committee to organize a campaign to
collect funds for a Goan child with life threatening heart disease was so
successful, that the child today is still alive.

5- What is your advise to the present managing committee of the Goan Welfare
Society - Kuwait? In reply Mr. Cordeiro stated: My advice to the present
GWS committee is to work with unity and harmony as one body. Any discord
should be solved within the committee and through due democratic process.

SWISS NRIs UPSET OVER NEW LAW

India is exploring ways to resolve an issue arising from a new Swiss law 
that insists on non-resident Indians (NRIs) presenting their original birth 
and marriage certificates issued in India to register the birth of their 
children born in this country.



Visiting Overseas Indian Affairs Minister Vayalar Ravi assured Indian 
community representatives during a meeting here that the government would 
consult state chief ministers to find a solution to the matter.



I have to discuss with the prime minister and other ministries concerned to 
find a solution to the problem. I will also consult state chief ministers to 
see how we can solve this issue, Ravi told NRI representatives in 
Switzerland.



The Supreme Court of India has issued an order to make birth registrations 
compulsory. But presenting past documents would be almost impossible, he 
said replying to concerns of the diaspora. The NRIs pointed out that the new 
Swiss law insists on the original marriage and birth certificates of Indian 
parents being shown to record their child's birth here and in applying for 
Swiss nationality.



Embassy officials said that for most of the Indian diaspora presenting 
original marriage certificates would be a problem as India did not have a 
proper system to issue marriage certificates.



The government has to take up the matter with the Swiss government through 
proper channels, said Amitava Tripathi, the Indian ambassador to 
Switzerland.



The new Swiss law has restricted foreigners, including Indians, from using 
their Schengen visa to enter other European Union countries, the NRIs 
pointed out. The Swiss government has entered into an agreement with other 
EU countries under which Schengen visa holders can enter into other 
countries such as Germany and Austria. But now they say Indians should take 
a separate visa for it.



At the interactive meeting Ravi also explained the facilities of the 
Overseas Citizenship of India (OCI) cards and People of Indian Origin (PIO) 
cards. To complaints about the delay in issuing PIO or OCI cards, Ravi said 
that he would take up the matter with the home ministry to expedite its 
clearance.

INDIAN NRI STUDENTS TO BE GIVEN EQUAL RIGHTS

Non-resident Indian (NRI) students studying in India will soon be given 
equal rights, including in fees and opportunities, as other students, 
visiting Overseas Indian Affairs Minister Vayalar Ravi said while on a visit 
to Vienna.

The Indian government is concerned about the high fees that educational 
institutions are charging NRI students, Ravi told representatives of Indian 
communities in Vienna.


Pointing out that the Supreme Court of India had directed private 
educational institutions to reserve 15 percent seats for NRI students and 
permitted them to decide the fees to be charged from them, Ravi said:

The state governments feel that NRIs can afford it. But the government will 
hold discussions with the managements of educational institutions and 
persuade them to be more realistic towards NRIs. Our efforts towards 
establishing a university for PIOS (Persons of Indian Origin) is going on 
the fast track. There is some bureaucratic delay. It will soon become a 
reality, said Ravi, in Vienna on a two-day visit.



On a six-day European tour to three countries, he urged the 20,000-strong 
Indian community in Austria to support their parent country's developmental 
programs.

Dear George,

This is just  to bring in some of the facts to light, with regards to the 
subject.

The Managing Committee of Goan Welfare Society - Kuwait in their early 
meeting deliberations after the Liberation of Kuwait came out with this 
novel idea to bring in the entire Goan Community under one banner by 
inviting all the Goan Clubs/Organizaitons/Village Associations etc to bring 
about amity among the Goan fraternity.  The experience of Invasion of Kuwait 
by Iraq was indeed a lesson for us Kuwait Goans to learn.  It was also with 
an intention to join forces to redress our grievances together at various 
levels in Goa with one Voice.  It was unanimously decided to invite all the 
Organizations for a joint meeting to float the novel idea and to fix a day 
to rejoice and bring in sweet memories of Goa and Goan life style.  The 
response was unbelievable.  Every son of the soil felt the deep warmth and 
experienced the feeling of being in Goa home away from home.

We had invited special guest stars from Goa namely Dilip Chico and Eudes.  
Dilip was very much reluctant to accept the invitation at first, not knowing 
where he is heading to.  When the genuine colors of GWS were portrayed, the 
invitation was at once accepted, without a second thought.  This was done to 
add the fresh Goan flavor besides to show those brothers and sisters who had 
no opportunity to see our rich Goan Heritage.  Dilip Chico went on record to 
say that he never in his life, has ever seen such a unity among the Goans 
abroad being impressed by the presentation of the cultural programme, 
including the Mando led by one of our Senior retired Goan banker.

Goa Day was well publicized both in the local press and in Goa besides media 
like Goanet - GoaWorld etc etc.  The Managing Committee was instrumental to 
take every possible care to ensure that no one would take the credit for 
himself/herself for the success of it  to avoid sowing any seeds of divide 
among the sons of the soil but rather see that due credit goes to every son 
of the soil who contributed towards it.  WE strongly believed at that point 
in time to call a spade a spade no matter what.  The efforts were 
conjunctive and not individualistic.  The cooperation from all quarters was 
simply amazing.  Unity was the hallmark.  Our great son Basilio Magno was 
inspired and instrumental to compose a very special song devoted to Goa Day 
whcih was sung for the subsequent events. One must give due credit where it 
is due for sure.  It is for sure that at some point in time Rene Barreto was 
also inspired by this novel idea to bring about the Goans Worldwise hence 
the inovative idea came forward from him World Goa Day to bring about 
amity - love- fraternity - harmony among Goans worldwide.

GoaWorld leby by Ulysis/Gasper hand done a good job to publicise GWS 
write-ups and open a special web page.  Ulysis is a cool guy non interfering 
and non controversial son of the soil, a man of few words but a man of 
action unbias which has been admired silently.  Guess every 
reporter/journalist be that way to maintain the integrity and honesty in 
reporting.  It all depends on the educaiton, culture and background of a 
person that makes a gentleman.

All said and done, Rene Barreto has been doing a fine job having a lot of 
time at his disposal upon his retirement.  His very idea of having links 
among Goans covering all the regions worldwide is simply great.  Wish like 
minded Goans Goans come together and make this dream a reality not only to 
build Goa a model place on earth to live, but to presere our rich heritage 
left behind by our forefathers.  WE can streghten politically, economically, 
culturally etc provided we are acountable to the last paise to the 
organization to which one belongs and keep away a few anti-social, self 
centered, prejudiced elements whose intentions are but to destroy our unity 
fabricating/scandalizing those going ahead and working for noble causes of 
Goa and Goans.  They cannot do any good nor they can see any good being 
done.  Guess these elements are there in evry nook and corner being part of 
humanity as per my experience and not among Goans alone.

Long live Goa and Goans -  May World Goa Day live for posterity

In response to the calls/requests on the subject incident, a delegation 
visited Mr. R. K. Dewat, Manager - Indian Airlines, to voice the woes of the 
Goan Community.  Mr. Dewat gave a sympathetic ear to the issue besides other 
issues regarding the baggage and service in the air.  Mr. Dewat explained as 
follows:-

1- At the very onset he tendered sincere apologies on behalf of Indian 
Airlines wherein he has put in over 30 years of service and has been always 
considerate to the welfare of the passengers (pax) throughout his career.  
It was pointed out that the stray incidents that occurred were beyond the 
control of the ground staff.   Due to inclement weather conditions at that 
point in time, and due to operational reasons and safety of the pax, the Air 
Command requested for extra fuel to be loaded on the aircraft.  This 
resulted in last moment restrictions on baggage and / or pax off-load. The 
Airlines, in such circumstances, usually off-load cargo or baggage but do 
not deny passengers their right to travel on that flight as it would put 
them and their families to a lot of inconvenience and anxiety.  It was 
brought to his notice that such incidents also occurred in the past.  He has 
assured that, in the future, all such incidents will be avoided at all costs 
now that they have more aircrafts at their disposal.

2- With regards to inflight service, he promised to take up the matter with 
the appropriate authorities and assured improvement in the near future.

3- With regards to the flight schedule,  he informed that it is his active 
consideration to introduce a third flight on a convenient day and time.

4- With regards to the baggage allowance it has been explained that they are 
forced to restrict the baggage when the pax load is high and that during 
lean season they are lenient with the baggage allowing the pax to take in 
excess.  He stated that the Airport staff has been given the instructions to 
be lenient to the destitute Pax.

5- As regards fares too, it is not that the fares have gone up but due to 
the unprecedented rise in oil prices, the taxes have increases as is the 
case with all Airlines.

6- Attention was drawn to the free shipment of human remains on humanitarian 
grounds.

Mr. Dewat assured his full support and cooperation at all times and 
requested to bear with him on the incidents that occurred which were beyond 
his control.
