Brice, It is a table. The first column is the penny weight, 1d 2d 3d ... the second column is the length of the nail, the quote mark is the inch identifier. So, in your line below, 1 means it is one inch long. the third column is the wire gauge, so is a reference to the diameter of the nail.

An initial cold fill might be a function of the distance the machine is from the source of hot water. Most of the control labels I see are stenciled directly onto the painted panel so to be mislabeled the wiring behind the switch must be wrong. This is of course possible but not probable.
