If you have one spokesman, even if he's lying to you, you can focus on what he's saying and ask yourself, "Now wait a minute--did that actually make *sense?" The Oligarchy wants us to be confused. As John Brunner has one of his characters in *The Shockwave Runner* exclaim, "Don't give me any more information! I've got more information now than I can cope with, so shut up! Do you hear me? Shut up!" The ESPN example does not seem to me to be one which bears on the question. Of course sports and entertainment do distract from attaining a clear understanding of a given situation since they would distract from concentration on the subject. However, the discussion pertained to multiple spokesmen. Your later argument that if you have one spokesman who is lying you can focus on him and perhaps learn the truth in that manner has some merit. However, it seems to me that most people tend to believe what they are told and do not question it unless they are told several things by several different sources. In that case they must then think about these disagreements and thus may come to discern the truth. Isn't getting everyone to agree on the same story the first thing that people do when they are trying to fool someone? Getting the story straight is a lot easier if you have only one spokesman. If you have several, one might mention something differently than another and cause people to wonder why. Or, each additional person disseminating information increases the chances of one slipping and letting something out. For instance, At the place where I work a white(Danie Du Plessis,white male with 2 young children aged about 8 and 10) has been retrenched. there are plenty jobs in the company which he is very competent to fill, but he is the wrong colour. He goes off into a labour market in which there are quotas against whites and about 500 000 jobs have been lost since the ANC came into power. Also about 134 000 people have been murdered since tha ANC came to power, 350 000 women (officially--unofficial figures much higher) raped and Aids is running rampant. Some groups have done very well(see article below) and for many rural blacks, the government has done many useful things and among blacks there is a mood of optimism. However a multi racial countries economics tend to be based on zero sum gains and the whites(and to a large degree) indians are suffering a sense of alienation and although not expressed quite like this a sense of persecution. At the moment whites are retreating into shell, building the walls higher and hoping they are not the next crime or unemployment statistic. The reason for this is quite simple: the middle class has benefited since the ANC took power, while the working class believes it is worse off than it was under apartheid. But he admitted he didn't expect it to cause worldwide damage, a police statement said. Chen Ing-hau, 24, looked nervous and was speechless when he was mobbed by reporters after being summoned for police questioning on his involvement in a case that caused at least 600,000 computer meltdowns. The Chernobyl virus -- known in Taiwan as the CIH, for Chen's initials -- had even pressed the Chinese People's Liberation Army to study antivirus programs to prevent it from invading its computers, the police statement said. Chen created the virus last April when he was still a student of computer engineering at the Institute of Technology. Chen has since graduated and has been undergoing Taiwan's mandatory two-year military service. Chen had spent long hours playing computer games since entering college and was a frequent victim of computer viruses when downloading video games and other software from the Internet, the police statement said. -Caveat Lector- Police Chief Says Drug Money Corrupts Guerrillas AP 30-APR-99 WASHINGTON (AP) -- Colombia's powerful guerrilla movement is no longer motivated by leftist ideology after having been corrupted by involvement in narcotics activities yielding an estimated $500 million a year, Colombia's top police officer said today. National Police director Gen. Rosso Jose Serrano, here for meetings with administration and congressional leaders, said the links of the guerrillas to narcotraffickers has cost them support both at home and internationally. "The guerrillas have lost their ideology," Serrano said through a translator. "Narcotrafficking is corrupting. It has even corrupted the guerrillas." Serrano, who is highly regarded here as an effective and honest counternarcotics warrior, spoke to a small group of senators and reporters. He said the guerrillas help the drug cartels and earn large sums by protecting airstrips and drug laboratories and by shooting down military and police aircraft. For some units, kidnaping is the major source of revenue, he said, estimating that guerrillas were responsible for 80 percent of the 2,200 kidnappings recorded in Colombia last year. Serrano expressed concern about growing links between the Russian and Colombian mafias and also about the lack of international enforcement for trafficking in the chemical precursors needed to refine cocaine and heroin. "Many countries which produce precursors don't control their destinations," he said. The prime sources for precursors, he said, are Latin America, the United States and Europe. Serrano said that two weeks ago, a shipment of potassium earmarked for cocaine traffickers was seized in the port city of Cartagena. He said there was enough potassium to help produce 60 tons of cocaine. He said the arrival of U.S. Black Hawk helicopters should enable Colombia to eradicate opium poppy production in three years. But, he said, there is little cause for optimism that the drug scourge on the international level can be eased. "The situation looks bleak as we start the millennium," Serrano said, predicting major advances in synthetic drugs as opposed to those derived from narcotics plants. By Scott Peterson, Staff writer of The Christian Science Monitor A soldier's boots are often treated with sacred regard, once they carry a warrior safely through combat. But for one US soldier, who volunteered for his Gulf War tour, Mark Panzera, his boots were the first sign that something was very wrong. He was an Army mechanic in the 144th Service and Supply Company of New Jersey, which in 1991 prepared US tanks and Bradley Fighting Vehicles that had been hit by "friendly fire" for shipment home. This front-line equipment had been inadvertently hit by American gunners shooting radioactive depleted-uranium (DU) bullets at what they thought were Iraqi tanks. For weeks after the mistake, the 144th worked at a salvage site in Saudi Arabia, getting into every corner of every vehicle to recycle equipment, wearing T-shirts and shorts, eating on and sleeping beside the vehicles. Suddenly one morning, Mr. Panzera recalls, before his team began work, two experts arrived looking like astronauts, wearing hooded masks and suits - and carrying radiation detectors. Before the two unexpected visitors approached the vehicles, they first ran their instruments over the awestruck mechanics. Their clothes were contaminated, but Panzera's boots especially set the detectors crackling. The dust left over from the impact of DU bullets hitting the tanks had clung to the cleanup crew. "'You're hot,' they told us, and I asked: 'What do you mean?' " Panzera remembers. "I was angry. Nobody tells you nothing, and the next day you are contaminated." Later, Panzera received an official letter confirming his exposure to DU radiation. He has been seeking government compensation for what he says is DU-related illness. Mixed messages from the top By the Pentagon's own admission, its policy toward use of DU weapons has been inconsistent. Several military and independent reports describe the potential danger of DU particles trapped inside the body, though most deem the overall risk to be "acceptable." Strict federal and military rules govern every aspect of DU use and decontamination. But the Pentagon today calls its own regulations - based on US Nuclear Regulatory Commission (NRC) guidelines, which require masks and suits when dealing with DU contamination - "total overkill." In 1993, a report from the US General Accounting Office, the government's investigative arm, found that Army officials "believe that DU protective means can be ignored during battle." Then, in 1995, all four branches of the US military approved a multimedia DU training kit. In January 1998 it was endorsed as "impressive" by the deputy secretary of defense, John Hamre. The kit, obtained by the Monitor through the Freedom of Information Act, said "the greatest threat is during open-air, live-fire testing. We can call combat a great big open-air, live-fire test." An area hit by DU "remains contaminated, and will not decontaminate itself." The kit was never issued, and it is now under review. "They [the NRC] have their own standards. The military's [standards] are under review," says Bernard Rostker, the Pentagon's special assistant for Gulf War illnesses. He first raised doubts publicly only last August. He said the "extremely restrictive" NRC rules are "poorly suited" to war, and "need to be rewritten." Reasons for backing DU Critics say the Pentagon has reasons for its apparent downgrading of DU dangers: The bullet pierces enemy armor like no other, it's cheap, and any confirmed link with health problems could trigger a flood of compensation and reparations claims. And the cost of cleaning up DU residue in the Gulf would be prohibitive, as well. The price tag for removing 152,000 pounds of DU in the now-closed, 500-acre Jefferson Proving Ground in Indiana has been estimated to be $4 billion to $5 billion. -Caveat Lector- From The Nation- Every now and then it really happens. A "military spokesman" emerges to prove that Joseph Heller was a realist, and Catch-22 a work of reportorial integrity. Right in the middle of the "Military Analysis" column in the New York Times: Indeed, Pentagon and NATO officials have even mused that the complete expulsion of Albanians from Kosovo would give the alliance a big military advantage. "There would be Serb troops primarily left, and we would be able to attack them with more precision and more concentration," a Pentagon spokesman, Kenneth H. Bacon, said recently. Even the name of the spokesman seemed right somehow: Pork-barreled to the roots of his tight and curly tail, the porcine propagandist squeals the inadvertent truth. Throw all the pesky civilians out to make a new life on the rubbish-tips of neighboring lands (it was this same Bacon who instructed us earlier that the mass expulsion had been foreseen and, so to speak, factored in), and we can have our ultimate wargasm--a free-fire zone and a clear field of bombardment. What's the frequency, Kenneth? In a Catch-22 scenario, as well as in the abjectly real world, this would also help insure that the Kosovar refugees had nowhere to go home to. This objective collusion, between the aims of Milosevic and the aims of NATO, is what renders null the current debate between the remnants of the American "peace movement." On one wing are those who say that NATO is doing the right thing by taking an antifascist position at last. On another are those who speak smugly about how all this bombing has upset the Serbian democrats. Such people also describe the bombing as an "aggression" and cleverly ask why we don't bomb to save the Kurds or the Timorese. The other day at a "peace" event in Cambridge, I was solemnly handed a "target" symbol of the kind worn as a fashion statement in Belgrade these days. I threw it away at once. Those who wear such symbols are the self-pitying and not-so-reluctant supporters of a national-socialist demagogue--people who have never said a word about the aggressions and massacres in Bosnia and Kosovo. It was noticeable, at the recent funeral of the murdered Belgrade editor Slavko Curuvija, that none of the mourners displayed this false-populist logo. They were the serious opposition, who understand that the main enemy is at home. One who attended the ceremony told me that the silence, even between friends, was terrifying. "If we could not talk about the fact that he was murdered by the police death-squads, then what could we talk about?" A principled peace movement in this country should at least attempt to contact the few genuine Serbian internationalists, ask them what they think and inquire how they can be helped. I try at least once a week to hold a conversation with either Srdja Popovic or Dusan Makavejev, both of whom have long and honorable records as Serb antifascists. Popovic was the human rights champion of the former Yugoslavia and acted as defense counsel for the leaders of various national minorities, including the Kosovar Albanians. Makavejev, a brilliant film director, is still remembered for his WR: Mysteries of the Organism, one of the defining movies of the seventies and a cultural achievement that earned him a jail sentence until it became clear that the motion picture was also the country's chief cultural export. Popovic says openly that NATO should cross the Hungarian border in strength and remove the Milosevic regime as a precondition for a settlement. He feels terribly torn about the bombing of Belgrade and other cities, because he favors the military defeat of his own government but finds it uncomfortable to take such a position from a place of exile. Clearly unkeen on the actual bombardment, he still fears that if it stopped, the Serbian leadership would claim, and perhaps win, a victory. The worst possible outcome--foreshadowed in the Bacon scenario--is one where the Albanian civilians are dispersed and the Serbian civilians get punished for it. Milosevic would then have confirmed his membership in that exclusive club--founded by Saddam Hussein and ornamented by Manuel Noriega--of despots who can switch between demonization and strategic value. Makavejev used to demand, while actually living in Belgrade, that NATO destroy the Serbian positions that were torturing the people of Sarajevo. (His reward was to be denounced as a Jew, which he said was no insult to a Serb like himself.) But he is entirely against the present bombing and also speaks scornfully of the ineptitude of NATO propaganda. "None of the Serbian democrats--not even the Orthodox bishop in Kosovo who favors coexistence with Albanians--was even invited to the Rambouillet conference. The Montenegrin leadership was also excluded completely. Now Clinton says that Milosevic can pick up the phone anytime and call. This is to treat everyone as if they were puppets." The politicians in effect preyed on labor through the agency of the Labor Barons, and collected their share of the extra-legal tax levied on the workers, in return for having robbed them of their Constitutional rights and sold them out. To the befuddled workers these malefactions were misrepresented as championing labor's "rights". When industry provides jobs that pay the workers salaries, the "take" runs into the hundreds of millions and possibly bil. lions of dollars; and when business depression deprives workers of jobs and incomes, the politicians can still dip their hands into the pockets of the public, worker and non-worker, through the Treasury and taxes. At the back of the politician, taking the bulk of the spoils, are the real overlords of Labor, the banking element. With their remote control of Labor through Labor Barons, they are in a position to call strikes and manipulate wages to suit their purposes, whether they be crushing a competitor, slowing production so that surplus can be dissipated by industry freed of the need of paying wages, or numerous other malevolent purposes. The ultimate disruption and disintegration of national economy and security which this program implies is exactly the effect that, like Bismarck, the Rockefeller-Standard Oil and the Roosevelt-Delano Dynasty allies seek in their plan to attain an American dictatorship and monarchy. It is questionable whether in all history a nation has been more completely flim-flammed than in the matter of the supporters and objectives of President Franklin Delano Roosevelt. By the crudest type of deception, that depends for its effectiveness solely upon the uncritical gullibility, the defective memory and pathetic dullness of the average citizen, the public have been led to believe that Roosevelt was an enemy of the very people whose creature he was, who financed his campaigns and controlled him in office. Some of the ablest perverters of public 0pinion, otherwise known as publicity men, headed by Louis Howe and Charles Michelson engineered this deception. The public have been led to believe that William Randolph Hearst, the Du Ponts and the Rockefellers were F. D. R.'s worst enemies. But it was they who aided the Dynasty and made him President to serve their purposes and do their bidding. Some of the facts can be gained from an examination of campaign contributions. Contributions to clean up 'the debt of the Democratic National Committee including $345,250 owed to John Raskob, a Du Pont associate were: $39,500 by Pierre S. Du Pont in 1931 and 1932; $125,000 by Raskob in 1932. To F. D. R.'s 1932 election campaign there was contributed by: William Randolph Hearst, $30,000; Edward S. Harkness, of Standard Oil Company, $12,000; John J. Raskob, $23,000; Bernard M. Baruch, of the Ryan-Rockefeller-Morgan group, $45,000; Francis P. Garvan, representing the Brady interests, $15,000; and indirectly the Association Against the Prohibition Amendment supported Roosevelt with sums up to S100,000 contributed by Lammot Du Pont; Pierre S. Du Pont, Vincent Astor and William H. Woodin, $35,000 each; Cyrus and Harold F. McCormick contributed $5,000 and Eleanor Patterson, $2,000. William Randolph Hearst's motive in supporting Roosevelt was a matter of urgent personal necessity. Hearst had repeatedly earned the enmity of Rockefeller. In the late 1920's Hearst and Brisbane had expanded their real estate holdings tremendously, financing them through S. W. Straus and Company which they are reputed to have controlled. When the American Bank and Mortgage Company, a competing real estate mortgage house affiliated with the RockefellerMorgan interests, collapsed directly after the 1929 panic, Hearst and Brisbane saw an opportunity to boost S. W. Straus and Company and their bonds. They ran a running campaign which on one day demanded criminal prosecution of the crude frauds perpetrated by the American Bond and Mortgage Company, and on the following day called on the public to buy, as the safest type of investment, S. W. Straus and Company bonds. "Never A Loss In Fifty Years" was the slogan of the Straus Company that they hammered away in their columns. Intensive publicity of the type that Hearst and Brisbane hurled against the American Bond and Mortgage crowd easily might have led to criminal prosecution. To avert that eventuality, the interests involved had to do something to smash Hearst and Brisbane. The readiest way to accomplish the destruction, in view of their extended and highly mortgaged realty holdings, was to smash the real estate market throughout the country. And the quickest way was to force foreclosure of the highest quality real estate, business property in New York City. That was an important function of the Rockefeller Center. Rockefeller's Radio City differs in its legal status from any real estate in the country. By Bill No. 296, the 72nd Congress, rushed through in the last hour of the session by Rockefeller's principal agent in Congress, Senator Robert F. Wagner, Rockefeller Center was made a free-port, the only free-port in the United States. This means that merchants on the west side of Fifth Avenue and Fiftieth Street, in Rockefeller Center, could import merchandise from abroad and display it for sale without paying duty. This law implies discrimination against every other port in the country, which is prohibited by the Constitution. It also implies discrimination against all other property holders. For it enabled Rockefeller Center to lure tenants from other buildings with the inducement that it would require less capital to engage in the import business because the property was a freeport. To make matters worse, the ground on which the Center is built is tax-exempt because it belongs to Columbia University, and its rentals can be corres. pondingly lower. The vacancies resulting from the wholesale exodus of tenants into Radio City from other properties in New York City was equivalent in its effect to "short selling" real estate, and it sharply depressed the property values in New York City. Movie advertisement, 1919 It is the only multimillion dollar business in America that has taught more than three generations how to smoke, make love, and believe in happy endings. Worshiping it as art or cloaking it in a gossamer mantle of nostalgia has become a semi-competitive pastime. But the American film industry was nurtured under the tenets of capitalism and spurred by the profit motive. The fantasies it presented on the screen were no more improbable than the struggles, victories and disappointments that took place behind the screen and remarkably, the beginnings were humble and almost haphazard. Thomas Alva Edison, the tyrannical tinkerer of Menlo Park, (whose own affectionate image held by the public would later be aided by two film portrayals; one by Mickey Rooney and the other by Spencer Tracy) produced in 1889, the kinetoscope. This device was a cabinet inside of which was machinery capable of showing some fifty feet of film. By dropping a coin into a slot and looking through a tiny hole, the viewer could see either a man sneezing, a girl dancing, a boxing match, a horse eating hay, or a number of other simple presentations. Each vignette took less than a minute. The great dream factory began as a penny peep show. Edison's interest soon drifted to other projects, and he failed to expend the $150 needed to acquire foreign patent protection. This oversight would come back to haunt Edison and his future associates. Not only did foreign manufacturers duplicate the popular kinetoscope, but their subsequent patents became the basis for a growing number of American competitors who used European imports to challenge Edison's later attempts to monopolize the movie industry. The contenders seized upon Greek and Latin sources to name their devices. Anything suggesting life, action, vision, record, or motion was used, and the result was that muto-scopes, bio-scopes, and bio-graphs competed with kinetoscopes for wall space in penny arcades. The arcade owners quickly realized that these machines were their most profitable attraction, and they quickly absorbed all that could be produced. The cabinets, however, were in short supply as were the cameras used to manufacture the pictures. To fill the demand for films, Edison had constructed the world's first movie studio in West Orange, New Jersey. This small peculiar building was dubbed the "Black Maria" and it rotated on a track in order to follow the sunlight. Edison, in turn, was dependent upon Kodak (a nonsense word made up by George Eastman as his company's trademark) which had only recently superimposed film on celluloid and as a result now dominated the world market. These limitations on potential profits could be overcome if the projectors could be freed from the cabinets and the images thrown upon a large, single screen. Scores of patrons could then be charged to view the image cast by a single machine and profits would soar. The breakthrough came in 1895 when projection machines were developed almost simultaneously and independently on both sides of the Atlantic. The premier showings of this technological breakthrough were greeted with wild enthusiam, and the unexpected reaction of some early viewers was startling. Scenes of waves breaking against the shore caused a few to become seasick. In Paris, the Lumiere brothers projected a train coming toward the camera. As the locomotive grew larger, members of the audience fled in panic. The Edison Company's Vitascope premiered to such accolades as "tremendous," "sensational," and "enormous." Now the arcade owners became exhibitors. At first, they merely curtained off sections of their arcades, making them suitable for viewing. A few of the more visionary provided chairs for the patrons. The popularity of the ,'movies" was phenomenal. Vacant shops were engulfed by platoons of would-be entrepreneurs who converted them into storeshows. The fare offered was basically what had been viewed in the old kinetoscopes. (The Lumiere cabinet had been called the cinematograph, giving Europe its label for motion pictures.) Audiences would pay to see anything that moved and as a result anyone could successfully produce films. Anyone, that is, who could get his hands on a camera. Edison, who believed that only his own patents were legal, regarded all other film producers as thieves or outlaws, and he began the almost endless litigations that still erupt with amusing regularity in the film industry. WSWS : News Analysis : Europe : The Balkan Crisis Yugoslavia war intensifies political tensions in Spain By Vicky Short 1 May 1999 The right-wing Spanish government has enthusiastically joined in the present NATO bombing of Yugoslavia. Spain has so far sent six F18 fighter-bombers to Yugoslavia, and made available one KC-130 Hercules for in-flight refuelling, manned by a total of 180 military personnel. Another C-212 plane is on standby at the Vicenza base in Italy. Two more F18s and a Hercules are stationed at Torrejón and Zaragoza bases and have been placed at the disposal of the Alliance. Spain also contributes the frigate Victoria and the tanker Marqués de la Ensenada to NATO's Mediterranean fleet and the frigate Estremadura to the European fleet. The first military action of the Spanish F18s was to bomb fuel depots in the airport of Podgorica (Montenegro) and military shelters near Belgrade. There are already 1,100 Spanish soldiers in Bosnia-Herzegovina and a further 400 military personnel have been dispatched to Albania, accompanied by an amphibious warship. Military conscription still operates in Spain. The Spanish government of José María Aznar has authorised the deployment by the US of up to 40 KC-135 planes from the base at Morón de la Frontera (Seville). The authorisation extends to over-flying, landing and resting of crews in Torrejón (near Madrid) and Rota (Cadiz). Last month, the majority of the Spanish parliamentary groups gave their full backing to the government and the Secretary General of NATO, Javier Solana, for the decision to bomb Yugoslavia. This was ratified in parliament on April 15 by a full vote in Congress. The parties voting in support of the war were: Aznar's Popular Party (PP), Socialist Party (PSOE), Convergencia I Unió (CiU--Catalan regionalists), Coalición Canaria (Canary Island regionalists) and Nueva Izquierda (a split from the PSOE), as well as some smaller parties. The only exceptions were Izquierda Unida (IU--United Left) and Bloque Nacionalista Galego, who voted against. But both have a very small number of deputies. Spain's government is led by the right-wing Popular Party in alliance with the Basque and Catalan nationalists. It came to power in 1996 as a direct result of the pro-capitalist and anti-working class policies carried out by the PSOE (Socialist Workers Party of Spain) government, under the leadership of Felipe Gonzalez, during the previous 14 years. The bellicose stance of the present government is fully endorsed by the PSOE. But how could it be otherwise--two of its main leaders are directly involved in preparing and conducting the war, with their party's full support. Javier Solana is NATO Secretary General and Felipe Gonzalez is special envoy for Yugoslavia for both the European Union and the Organisation for Security and Co-operation in Europe (OSCE). Both of them joined the PSOE in 1964. In the early 1980s, while in opposition, they took part in countless demonstrations opposing Spain joining NATO and demanding the removal of American military bases from Spain. Once the PSOE entered government in 1982 they reneged on this stand and five years later ratified Spain's membership of NATO. Today Solana can boast of being the man who "pushed the red button" in the first NATO attack on a sovereign country in its 50 years history. Izquierda Unida is an amalgam of left, regionalist and radical groups led by the Communist Party, and is the only party strongly opposing the bombing. IU called on the Minister of Defence to order the immediate return of the Spanish pilots, to whom it appealed to become war objectors. Their opposition to NATO, however, is based on an uncritical defence of Serbian nationalism. There are big divisions within the United Left. IU federations in Madrid, Asturias and Valencia have criticised the party's support for Milosevic. Julián Fernández, an IU delegate from Navarre, attacked the official stance of the organisation, stating: "NATO's actions can be criticised, but we must make it clear that it is the criminal actions of Milosevic that are responsible for the situation. Another guest on the show and the mother of the victim, Scott Amedure, said Amedure told them he had slept with the guest, Jonathan Schmitz, after the taping. Amedure's family is suing the show and its distributor, Warner Bros., a unit of Time Warner, for $50 million, contending that Schmitz was mentally ill and was lured onto the show believing he would meet a woman, and became enraged when his "secret admirer" turned out to be Amedure. Three days after the taping, Schmitz, who has said he is heterosexual, killed Amedure with a shotgun. Schmitz was found guilty of murder in 1996, but his conviction was thrown out on appeal. His retrial is set for Aug. 19. Lawyers for the show said that Schmitz was told his secret admirer could be a man or woman and that the show was not to blame for Amedure's death. In a videotaped deposition, Amedure's mother, Patricia Graves, said she had not taken her son seriously when he said that he and Schmitz had "had an affair." Defense lawyers also played a tape of the deposition by Ronnie Perez, a guest on the same episode. Perez said Amedure told him in a phone conversation after the taping, "I slept with Jon." The diary of Albert Gallatin's son James for August 8, 1814, describes the British sentiment at the opening of the peace negotiations during the War of 1812: The British Commissioners, as a base of discussion re the treatydemanded that the Indian tribes should have the whole of the North-Western Territory. This comprises the States of Michigan, Wisconsin and Illinois, four-fifths of Indiana and the third of Ohio. That an Indian sovereignty should be constituted under the guarantee of Great Britain: This is to protect Canada. Father mildly suggested that there were more than a hundred thousand American citizens settled in these States and territories. The answer was: 'They must look after themselves. (13) Though the "Indian sovereignty" demand was never realized, there was later created a huge undeveloped area further West, interfacing with Canada and buffering Canada from the spread of American politics and economics. Gifford Pinchot's British Empire Conservation movement was born in the British East India Company and the analogous British merchant adventures in Canada itself, and in South Africa. When the philosophical and operational roots of the movement are thus located, it will come as no shock to learn that Pinchot and the other pioneers of Conservation went on to sponsor the project for race purification ("eugenics") and the Adolf Hitler movement. In November 1897, Cecil Spring-Rice advised U.S. Assistant Navy Secretary Theodore Roosevelt that it would be safe to stage a war with Cubaand thus draw the United States into a junior partnership status with the British Empire. At that moment, the British Empire was preparing for a bloody expansion in South Africa, and was looking for some near-term backing from the Americans against Britain's new Imperial rival, Germany. Cecil Rhodes, whose covetous will was quoted above, had financed and directed an abortive uprising against the Dutch-led South African Republic in 1895. In 1899 the British would be fighting a full-scale war against the Boers, the Dutch settlers, for control of the gold and diamond mines at the strategic tip of the African continent; they were also nervously looking over their shoulder to see if Germany would support the Dutch. Cecil Rhodes personified the new era in British Empire political economy. From 1888, Rhodes was the chairman of the Rothschild-backed DeBeers Consolidated Mines, which had incorporated the Kimberly diamond mine; this was perhaps the largest corporation in the world. The British government of Lord Salisbury then granted Rhodes a charter in 1889 for the British South Africa Company, modeled on the old East India Company. Some of the territory under the new company's control, extending up to the Zambesi River, soon became known as Rhodesia. The charters of the British South Africa Company and the DeBeers Company conferred virtually limitless powers on Rhodes and his imperial cohorts, powers to annex territories within or outside Africa, to raise armies, and to get and spend any monies necessary for the maintenance of government over their fiefdoms. The concept was identical with the East India Company's experience in India earlier in the nineteenth century: the ownership of countries or continents by a few private individuals. When the British won the Boer War and conquered all of South Africa in 1902, the British High Commissioner, Alfred Milner, faced the continuing problem of a non-British voting majority among the settlers. His solution was to make life there attractive to potential British immigrants of the "better sort," by importing Chinese indentured servantsslaves to do the unpleasant work in the mines. Eventually the cheap labor of native black Africans became the mainstay of South Africa's wealth production. It is crucial for Americans to understand that the project for raw materials extraction as the sole or main source of wealth of a vast territory is colonialism, whether the products come from mines or plantations. "Conservation" as a concept is derived from this colonial system, because it is not intended that a skilled labor force advance into ever-new modes of production, using ever-new resource bases. Yugoslavia: Economic Recovery Plans Require Vast Sums By Robert Lyle The economic costs of the Kosovo crisis are getting intense scrutiny in Washington by Yugoslavia's neighbors and the world's financial leaders. No one yet is even considering what the costs will be of rebuilding Yugoslavia and resettling hundreds of thousands of refugees once the bombing is ended and peace has been restored. For now, the International Monetary Fund (IMF) and the World Bank are attempting to put some numbers to the costs for the neighboring countries who are handling the refugees, seeing their trade dramatically reduced and tourist income vanish. The difficulty, say bank and fund officials, is trying to get a handle on a very fluid situation to which there is no end in sight. The European Union's Commissioner for Economic, Monetary and Financial Affairs, Yves-Thibault de Silguy, says he's heard estimates as high as $30 billion. He told a press conference in Washington: "It will be a high cost -- by comparison with Bosnia-Herzegovina which was five billion dollars. It will be higher - probably very much higher. How much, I don't know. I said to you I have heard figures past $30 billion, but there is no evidence, just a figure to say it will be perhaps 10, perhaps 20, perhaps 25, perhaps $30 billion. Nobody knows at this stage. " The World Bank and the IMF did a quick study on estimates of costs to Kosovo's neighbors assuming the fighting ended soon. That estimate approached $2 billion and World Bank President James Wolfensohn said it was clearly only an early guess. A report on the study said that if the conflict drags on through the rest of the year, the humanitarian costs alone of dealing with as many as 750,000 refugees could easily exceed $300 million. If the conflict ends quickly, the study suggested that in addition to $139 million in emergency humanitarian aid, the countries of the region would need $668 million in balance of payments help just to keep their economies going. In all, it said, even on the optimistic side, the costs could easily exceed 2.5 percent of the region's GDP. Officials from most of Kosovo's neighbors -- Albania, Romania, Bulgaria, Macedonia, Croatia and Hungary -- participated in a special meeting in Washington Tuesday night, called by the IMF, the World Bank and the United Nations, in an attempt to put some real figures to the needs of these nations. The results of that meeting are to be revealed later today Wednesday. De Silguy says the needs of each country are so different that the only way to fully evaluate the situation is to send missions to each country for a complete on-the-ground review. That's what the European Commission is doing, he says, as part of its aid program. The EU has provided 800 million euros in humanitarian assistance and is providing additional balance of payments support in coordination with the IMF of 20 million euros for Albania. A proposed 60 million euro balance of payments package for Bosnia is currently before the EU Council of Ministers, says de Silguy, and packages of 100 million euros for Bulgaria and 200 million euros for Romania are being worked on within the EU. Another way to help the countries which are on the front line of the Kosovo crisis, says de Silguy, is by buying more of their products: De Silguy said: "Economic recovery driven exclusively by internal factors should allow the European Community to absorb more exports from countries on the front line of the crisis." The finance ministers and central bank governors of the group of seven major industrial nations said Monday they would support efforts coordinated by the bank and fund to deal with the serious economic effects of the conflict. Alexander Hamilton's advocacy of a Central Bank...ie, the First Bank of the United States. Laissez-faire is an ideal, not something that has ever been even approximately acheived. Well, not exactly from the "Get Go". There were a few years before the Constitution was ratified when the US was under the Articles of Confederation. This was a purposely weak confederation. There were over a dozen "presidents" during this time. Their main function was moderating congressional debates, etc. However, there were some problems, especially with money. It may have been a purposeful conspiracy to keep the system from working or there may have been some real problems. At any rate that was the real driving force for federation (originally the Constitutional Convention wasn't - they were only supposed to change a few things in the Articles). Charles Schumer, who earned his gun control stripes authoring the Brady Bill, has set his sights on cyberspace with legislation to rein in the sale of guns on the Internet. Schumer said Tuesday that Internet sites hawking everything from AK-47 rifles to pre-1899 Derringers allow virtually anyone to buy guns with the click of a computer button. Internet sales are growing as laws regulating over-the-counter weapon sales tighten, he said. "This blows a hole in the heart of the Brady Bill," Schumer said. "The firepower available on the Internet is chilling." Under current law, guns sold across state lines must be shipped from the seller to a licensed dealer, who performs a mandated background check on the buyer. The laws apply to individuals selling guns, as well as dealers. Web loophole But Schumer, a Brooklyn Democrat, said that Web sites dealing in weapons generally allow the seller posting the ad to connect directly, and discreetly, with a potential buyer. If they chose, they can easily bypass the background check, Schumer said. Schumer's bill would require that all Web sites specializing in gun sales be licensed with the Bureau of Alcohol, Tobacco and Firearms. It would also make it illegal to post any gun sale ad that would allow the buyer and seller to complete the transaction without the involvement of a licensed dealer. Bill Powers, spokesman for the National Rifle Association, said Schumer failed to show that anyone had actually purchased guns illegally on the Internet. "This is the same old 'let me stand up every week and get a headline' Charles Schumer," Powers said. "There's no evidence it's a problem except Charles Schumer saying it is." No numbers Schumer admitted he had no specific numbers to back up his claims of illegal Internet sales. "By their very nature these transactions are secret," he said. Kristen Rand, of the Washington D.C.-based Violence Policy Center, said the area was still too new for any definitive statistics. "It's total common sense though," Rand said. "If the loophole exists, there is someone using it." Schumer pointed to the recent decision by online auction site eBay to discontinue gun sales, admitting on its Web site that it could not be properly monitored. No different from classifieds? One of the operators at the New Hampshire-based Guns America Web site, Paul Helinski, said the site's ads were no different from classified postings in a newspaper or magazine. But some acute observers are noting that press reports on similar horrendous school shootings have made scant mention of the role of guns in subduing youthful killers. o In the October 1997 shooting spree at a Pearl, Miss., high school, which left two students dead, an assistant principal retrieved a gun from his car and physically immobilized the shooter for about five minutes before police arrived. o Out of some 687 articles which appeared in the first month after the attack, only 16 stories mentioned the assistant principal -- and only a little more than half of those reported that he used a gun to stop the attack. o A school-related shooting in Edinboro, Penn., which left one teacher dead, was stopped only after the owner of a nearby restaurant pointed a shotgun at the shooter and held him at bay until the police arrived 11 minutes later. o While at least 596 new stories discussed this crime in the following month, only 35 mentioned the restaurant owner -- but few of those described how he used a gun to stop the violence. The New York Daily News reported that the restaurateur "persuaded" the killer to surrender, while the Atlanta Journal wrote that he "chased (the gunman) down and held him until police came." Defenders of legal ownership of firearms conclude that the media ignores stories which involve the defensive use of guns -- and which studies estimate are five times more common than criminal gun uses. Observers note that there are many cases in which citizens with permitted concealed handguns have stopped both shootings and bombings in public places. In addition, smoking has been demonstrated to increase the activity of Luvox by roughly 25 percent. We still don't know what Eric Harris was being treated for. We don't know if he was on any other medications. We don't know if he smoked, and if so, *what* he smoked (i.e., tobacco or marijuana). Above all, we don't know if he was still taking Luvox. What we *do* know is that this is a very powerful medication, which is used to severe psychiatric conditions which can easily shade over into psychosis. In my own personal experience with an affected family member, unless the medication is used in the context of regular mental-health counseling, and unless family members are involved in the counseling as well, there is no assurance that the medication will have the intended effect. Indeed, it can have quite unpredicted and even unpredictable effects unless used under close supervision...and Eric Harris does not strike me as the kind of person to take kindly to close supervision. Helix Water District, which is listed as No. 1 on California's fluoridation priority list, by unanimous vote of their Board of Directors on April 7, formalized their intent to not accept any funding from any source for the purpose of fluoridation. El Cajon Mayor Mark Lewis introduced his motion for a supportive resolution and reminded dissenting Council Members Todd Keegan and Dick Ramos that the main thrust of Helix's position is that their central mission and focus is to deliver the purest water economically possible to its customers. Period. End of statement. The El Cajon resolution joins similar action prohibiting fluoridation enacted in San Diego county in the last month by the City of La Mesa; Helix, Lakeside and Riverview water districts; and an ordinance by Escondido, listed as No. 4 on the State's fluoridation priority list. The northern California city of Santa Cruz (No. 12 on the list) led the way on March 2, with citizens voting in favor of the ballot initiative to prohibit the addition of any substance to the water that is intended to treat people rather than improve the drinkability of water. The cities of San Diego (No. 18) and Sunnyvale (No. 81) have long-standing laws to prohibit fluoridation, which also conflict with a 1995 unfunded State law that calls for all public water suppliers with more than 10,000 connections to fluoridate as the funds become available. Citizens of Canada awoke to a similarly refreshing no-nonsense view of fluoridation when they read articles published in the Toronto Star on April 25, and the Calgary Herald and Globe and Mail on April 28. All three newspapers detailed the outspoken statements by Dr. Hardy Limeback, long recognized and frequently cited as a leading advocate of fluoride. Dr. Limeback, Ph.D, DDS operates his own dental clinic, and is previous Head of Preventive Dentistry at the University of Toronto, a consultant to the Canadian Dental Association, and the organizer of a special conference on fluoride supplements held in Toronto in November 1997. Limeback's statements appear to be a continuation of the conclusions reached by the conference, which was attended by representatives of all of Canada's various dental health professional associations and agencies. The purpose of the conference was to arrive at an appropriate nationwide policy for recommending fluoride supplements for children, given the extremely high incidence of visible signs of fluoride over-exposure (dental fluorosis in 30-to-65% of all Canadian children). Both the conference and Limeback's personal opinion concluded that any reduction in dental caries was due to fluoride's topical effect rather than as a result of swallowing fluoride, and recommended that if a child used fluoride toothpaste that no additional exposure was necessary even in a non fluoridated community; however, both the conference and Limeback continued to support water fluoridation for the purpose of bathing the teeth with fluoride while drinking. In an interview with Michael Downey of the Toronto Star, Limeback now rejects that conclusion, ``We are now spending more money treating dental fluorosis than we would spend treating cavities if we were not fluoridated. Children under three should never use fluoridated toothpaste or drink fluoridated water. And baby formula must never be made up using Toronto tap water. Never. We tried to get (fluoride supplements) banned for children but (the dentists) wouldn't even look at the evidence we presented,'' said Limeback. Limeback's concerns do not stop with the effects of over-exposure on the teeth. He concedes that fluoride may be destroying our bones, our teeth and our overall health. ``We absolutely know about the tragic consequences of higher levels of fluoride, and we know it builds up over time.'' Limeback is currently studying fluoride buildup in the body. ``What we're finding indicates a trend: Torontonians have double the fluoride levels in their hip bones compared to Montreal, where water is not fluoridated.'' To the proponents of fluoridation that state, ``There is no proof that fluoride causes brittle bones or cancer'' at current concentrations, Limeback responds, ``These people haven't done any studies to find out what effect fluoride accumulation will have at current levels. -Caveat Lector- From http://www.zmag.org/germandocs.htm IMPORTANT INTERNAL DOCUMENTS FROM GERMANY'S FOREIGN OFFICE REGARDING PRE-BOMBARDMENT GENOCIDE IN KOSOVO As in the case of the Clinton Administration, the present regime in Germany, specifically Joschka Fischer's Foreign Office, has justified its intervention in Kosovo by pointing to a "humanitarian catastrophe," "genocide" and "ethnic cleansing" occurring there, especially in the months immediately preceding the NATO attack. The following internal documents from Fischer's ministry and from various regional Administrative Courts in Germany spanning the year before the start of NATO's air attacks, attest that criteria of ethnic cleansing and genocide were not met. The Foreign Office documents were responses to the courts' needs in deciding the status of Kosovo-Albanian refugees in Germany. Although one might in these cases suppose a bias in favor of downplaying a humanitarian catastrophe in order to limit refugees, it nevertheless remains highly significant that the Foreign Office, in contrast to its public assertion of ethnic cleansing and genocide in justifying NATO intervention, privately continued to deny their existence as Yugoslav policy in this crucial period. And this continued to be their assessment even in March of this year. Thus these documents tend to show that stopping genocide was not the reason the German government, and by implication NATO, intervened in Kosovo, and that genocide (as understood in German and international law) in Kosovo did not precede NATO bombardment, at least not from early 1998 through March, 1999, but is a product of it. Report of the Foreign Office March 15, 1999 (Az: 514-516,80/33841) to the Administrative Court, Mainz: "As laid out in the status report of November 18, 1998, the KLA has resumed its positions after the partial withdrawal of the (Serbian) security forces in October 1998, so it once again controls broad areas in the zone of conflict. Before the beginning of spring 1999 there were still clashes between the KLA and security forces, although these have not until now reached the intensity of the battles of spring and summer 1998." Rising to their own defense By Ray Moseley Tribune Foreign Correspondent April 25, 1999 CONTINUING COVERAGE Keep up with updated coverage on the conflict in Yugoslavia. LONDON--The Kosovo conflict may be a European war, but it is no surprise that about four-fifths of the aircraft involved in the airstrikes on Yugoslavia come from the U.S., and all of the cruise missiles -- including those fired by the British submarine HMS Splendid -- are American. And, if ground troops go in, there are no cigars for guessing which country will supply the biggest number of forces. Or for guessing, when it's all over, whose taxpayers will pick up the lion's share of the costs. Most of the 45 years of the Cold War, and the near-decade of Balkans collapse that has followed, have unfolded against a chorus of complaints from Congress and others that Europe does not pull its weight in the common task of trans-Atlantic security. The United States supplies the manpower and the sophisticated weapons and pays the bills, and Europe reaps the benefits -- or so the argument goes. Any suggestion that Kosovo is about to cause that to change is bound to elicit a we've-heard-it-before skepticism in the U.S.; the Europeans sometimes talk a good game, but they are hopeless at getting their act together and can't break their dependence on the U.S. when the chips are down. But this time, experts say, the Europeans really do mean it, and that should become apparent at the NATO 50th anniversary summit in Washington, which ends Sunday. They said a strong statement in support of a European defense initiative would be one of the main results of the summit. "There are reasons to be skeptical," said Dana Allin, an American analyst at the International Institute for Strategic Studies in London. "But the prospects are more serious now than I've ever seen them. The Americans and Europeans understand better than ever before that it is in their interest to have Europe take a bigger role." Allin and other experts point out that Europe already had begun taking steps toward a greater sharing of the burden before the Kosovo conflict erupted, and they say Kosovo has merely given impetus to that. Not many people noticed, but British Prime Minister Tony Blair and French President Jacques Chirac took the lead in this matter in December when they met at the Brittany port of St. Malo and launched what they called the European Security and Defense Initiative. The basic idea was to transform European military forces so they could perform many of the tasks that now only the Americans can handle, and if need be to mount credible military operations on their own. An essential part of the plan is a more unified European defense industry. These are no small goals. The U.S. has military assets the Europeans do not possess -- strategic reconnaissance from high-flying spy planes and satellites, command-and-control facilities, intelligence capabilities, the ability to transport troops and equipment on a large scale -- that are extremely costly and would take time for Europe to build. Francois Heisbourg, chairman of the Geneva Center for Security Policy, estimates the task will take at least 10 years. "The problem in Europe now is that monies are being horribly misallocated," he said. "Too much goes into bloated force structures geared to territorial defense, which made more sense during the Cold War than it does now." Money should be reallocated, Heisbourg said, to enable European nations to project force abroad -- as Kosovo demonstrates -- rather than focusing on defense. He noted that Britain and France have begun work on developing their own cruise missile, but said it would not be ready for another three years. "That most of the aircraft used in the Kosovo operation are American doesn't make sense," he said. "Europe should proportionately have more stuff in there; it's too lopsided for anybody's good. The Americans are impatient, but why shouldn't they be?" Om K - The secret hand behind ENFOPOL ENFOPOL 1995 ENFOPOL 98 ENFOPOL 19 THE ENFOPOL 98 AFFAIR Duncan Campbell 29.04.99 Euro police press on ... and America's guiding hand is revealed THE LATEST VERSION of the ENFOPOL 98 interception plan has just been leaked in London. It reveals that although the name of the key document has been changed, European Commission officials still want to make tapping the Internet official European policy by the end of May. They are pressing on, despite strong domestic opposition in Germany and Austria and recent condemnation by the European Parliament. The new document is called ENFOPOL 19. It was obtained this week by Caspar Bowden of the London-based Foundation for Information Policy Research . ENFOPOL 19 was written at a police officials' meeting in Brussels on 11 March, and was issued by the German presidency on 15 March. According to the British government, "the German Presidency has indicated that it hopes to seek agreement to the draft Council Resolution at the Justice and Home Affairs Council in May". The Council will meet on 27-28 May. ENFOPOL 19 still concerns "interception of telecommunications in relation to new technologies". But instead of detailing massive new requirements for tapping the Internet and other new communications systems, the police group is now pretending that it is not a new policy at all. Referring to the first European tapping plan of 1995, ENFOPOL 19 says that "the requirements of law enforcement agencies ... are applicable both to existing and new communications technologies, for example satellite telecommunications and Internet telecommunications". Thus, it claims, the "technical terms" in the 1995 plan "are to be interpreted as applying to ... in the case of the Internet, the static and dynamic IP address, credit card number and E-mail address". In fact, the 1995 policy says nothing about credit card numbers being used to tap telecommunications. The new document points out that when tapping the Internet, it is not necessary to ask for the details of the sender and the recipient, because these are included in every "datagram" or IP packet. So new regulations for the Internet may not be needed. But this is a deceptive manoeuvre. Successive redrafts of ENFOPOL 98 reveal that the original, highly controversial plan exposed by Telepolis has been broken up into at least five parts, which are now being handled separately: Plans for tapping Iridium and other satellite-based personal communications systems have been separated and are being discussed at a high level in the Commission; Part of ENFOPOL 98 which set out new requirements for personal data about subscribers will be included in "other Council Resolutions to be adopted"; Another resolution will require Internet Service Providers to set up high security interception interfaces inside their premises. These "interception interfaces" would have to be installed in a high security zone to which only security cleared and vetted employees could have access. This is not included in ENFOPOL 19; ENFOPOL 19 also suggests that some tapping systems could operate through a "virtual interface". This would mean installing special software at Internet access points, controlled remotely by government security agencies. A fourth new policy concerning cryptography is now being dealt with separately. The police group now plan that the old and new resolutions will be put into a monitoring "manual", together with detailed instructions on intercepting the Internet. This will include "technical descriptions" which have been taken out of the original ENFOPOL 98 . If this manoeuvre succeeds, then ENFOPOL 98 will escape scrutiny by being smuggled through in parts, while the European Parliament is dissolved (because of the June Euro-elections). But the biggest secret about ENFOPOL 98 has never been told, until now. The controversial document wasn't written by European governments or the European Commission. Both ENFOPOL 98 and Europe's 1995 monitoring policy were written by a US-dominated group of security and law enforcement agency experts, called ILETS. This group does not include any industry or human rights and privacy law advisers. Over the last six years, ILETS has single-handedly forced governments and international standards bodies to build in their "requirements" to laws, networks and new communications systems. Their activities have never been reported to national Parliaments, the European Parliament or even the US Congress. Fifty kilometres south of Washington DC, on the swampy western boundaries of the Potomac river is Quantico, Virginia. Here, on a large military reservation, is the FBI's training academy and research and development centre. Members of the public have no access to the high security site. Between 1990 and 1992, the FBI had tried repeatedly to get the US Congress to pass new laws for telephone tapping. The agency was worried that new digital telephone systems did not allow them easy access to track and intercept their targets. Their goal was to turn every type of modern communications systems into a national and, ultimately, global surveillance network which would give them "real time, full time" access to those whom they wanted to watch. The FBI experts ignored the costs imposed by their demands. They wanted manufacturers and network operators to provide systems at their own expense. Nor were they interested in the checks and balances of laws intended to control monitoring and protect privacy. Lawyers were not invited. Civil society would have to pay its own costs. Seen in retrospect, the title "seminar" is a black joke. Faced with the roadblocks in Congress, early in 1993 the FBI tried a new approach. They invited US allies to come to Quantico. Law enforcement and security agency representatives met there, calling themselves the "International Law Enforcement Telecommunications Seminar". Seen in retrospect, the title "seminar" is a black joke. Acting in secret and without parliamentary knowledge or government supervision, the FBI through ILETS has since 1993 steered government and communications industry policy across the world. In the shadows behind the FBI stood the NSA (National Security Agency), whose global surveillance operations could only benefit if, around the world, users were systematically to be denied telecommunications privacy in the information age. The countries who came to Quantico in 1993 were traditional US intelligence allies like Canada, the UK and Australia. There was also a core Euro group interested in developing extended surveillance systems - Germany, France, the Netherlands, Sweden (and the UK). Other representatives came from Norway, Denmark, Spain and even Hong Kong. The FBI tabled a document called "Law Enforcement Requirements for the Surveillance of Electronic Communications", written in July 1992. In June 1993, EU ministers meeting in Copenhagen agreed to poll member states on the issues raised by the FBI and by ILETS. After discussions in Europe later in 1993, ILETS met in Bonn early in 1994. By now Austria, Belgium, Finland, Portugal and Spain had joined the 19 member group. "International User Requirements" At their Bonn meeting, ILETS agreed joint policy in a document called "International Requirements for Interception". This said that "law enforcement representatives and government telecommunications experts from a number of countries that attended an international workshop on interception and advanced telecommunications technologies identified the need for this document". It was their "common requirements". Attached to the two page ILETS policy paper was a detailed, four page set of monitoring requirements an d a glossary. This list of "International User Requirements" was identified as "IUR 1.0" or "IUR95". The ILETS meeting in Bonn also instigated two new policies. ILETS wanted international standards bodies such as the ITU (International Telecommunications Union) and ISO (International Standards Organisation) to build in tapping requirements to new system specifications. ILETS also wanted governments to agree on monitoring across international boundaries, so that one agency could intercept communications in another country. In March 1994, the Dutch government proposed that Europe adopt IUR 1.0. But ministers were not told that the document had been written by ILETS. Instead, it was identified as an ENFOPOL document, eventually being called ENFOPOL 90. (ENFOPOL is a standard European Commission classification for documents concerned with Law Enforcement/Police matters.) European Ministers never discussed ENFOPOL 90. It was agreed by a "written procedure", by exchange of telexes. It remained completely secret for nearly two years, and was not published in the Official Journal of European policy until November 1996. Meanwhile, European telecommunications operators

Russia Thursday ordered its military to draw up plans for the development and use of tactical nuclear weapons in what may be a response to NATO's heightened profile, and at the same time began a new diplomatic initiative to end the war in Yugoslavia. The nuclear order was given at a highly secretive meeting in Moscow between President Boris Yeltsin and the advisory Security Council, according to a Russian news agency quoting Security Council Secretary Vladimir Putin. Tactical nuclear weapons are smaller than strategic weapons and are intended for battlefield use. State Department and Pentagon officials said they were still studying the report and had no immediate comment. At the same time, Russian Balkan envoy Viktor Chernomyrdin set out for a round of meetings in Western European capitals carrying what he said were new proposals to end the war in Yugoslavia. Analysts said the proposals called for NATO to first halt its air strikes, something the alliance has refused to do. Mr. Yeltsin also met in Moscow with U.N. Secretary-General Kofi Annan to discuss that plan and other ideas to end the fighting. Reuters news agency said Mr. Yeltsin signed three documents including one on tactical arms during his Security Council meeting, which was held in such secrecy that even the chief of the Strategic Rocket Forces left the room. Russia's RIA news agency, monitored by Reuters, quoted Mr. Putin as saying the presidential decrees "covered the development of the nuclear weapons complex and a concept for developing and using non-strategic nuclear weapons." Mr. Putin specifically ruled out any link between the council meeting and the alliance's bombing of Yugoslavia, Reuters said. But it said defense experts noted that Russia was eager to respond to NATO's Yugoslav campaign and to last weekend's summit in Washington. At the summit, the members adopted a document on strategy that reaffirmed NATO's intention to maintain a "credible nuclear posture [with] flexibility and survivability" and for the first time extended the alliance's mandate to areas outside the geographic territory of its members. "Don't take [Mr. Yeltsin's decree] seriously," a Russian arms expert told Reuters. "It's a game, so the West gets upset." Defense experts told Reuters that Russia's army has about 10,000 to 12,000 tactical nuclear weapons already, but they are largely in storage. The Russian rationale has been to keep them for perceived threats from the south and east rather than from the west. On the diplomatic front, Mr. Chernomyrdin traveled Thursday to Germany and Italy to outline his proposals for a Kosovo peace settlement. He was due in Belgrade Friday for talks with Yugoslav President Slobodan Milosevic. "It's too early to speak about a breakthrough in the Yugoslav settlement, but there is a certain progress," he said in Berlin after a meeting with Chancellor Gerhard Schroeder. Mr. Chernomyrdin's plan provides for Mr. Milosevic to pull his forces out of Kosovo and allow the deployment of an international peacekeeping force that would be under U.N. control and have substantial Russian participation. NATO would have to halt its bombing of Yugoslavia before the Serbian pullback began, the former Russian prime minister said. At his Moscow meeting with Mr. Annan, Mr. Yeltsin warned that "the stakes are very high now not only for the Balkans and Europe, but for the entire world," according to wire service reports. "Either law and order will be restored, or lawlessness and the unlimited force of one country will rule the world," he was quoted as saying in what appeared to be a reference to the United States. Russia has been treading a delicate line since the bombing of Yugoslavia began, torn between the need for Western help with its economic crisis and the sympathy of its people for the Serbs, with whom they share a Slavic background and Orthodox Christian religion. On the one hand, Moscow has delivered repeated assurances to American and NATO leaders that it does not intend to be drawn into the war. Yet it has taken several highly visible steps to show support for Yugoslavia, beginning with a pledge to send a fleet to the Adriatic Sea to shadow NATO vessels operating in the area. In the end, just one ship was sent. Russian leaders exploded in anger when NATO proposed a military blockade to stop all oil deliveries to Yugoslavia last week and vowed to defy any such action. Moscow sold the nation about 12,000 barrels of oil a day before the air war began. "We will continue delivering oil in keeping with our international commitments," Foreign Minister Igor Ivanov said last Saturday. And Mr. Chernomyrdin was quoted as saying nations embroiled in the oil dispute

The telecoms race Americas ATT is continuing to expand its cable reach. Barely had it completed its $55 billion purchase of the second-biggest cable firm, TCI, giving it cable coverage of a quarter of America, than the telecoms giant leapt in with a $58 billion bid for the fourth-biggest, MediaOne, which last month agreed a $48 billion merger with Comcast. The Federal Republic of Yugoslavia (FRY) today instituted proceedings before the International Court of Justice (ICJ) against (separately and in the following order) the United States of America, the United Kingdom, France, Germany, Italy, the Netherlands, Belgium, Canada, Portugal and Spain, accusing these States of bombing Yugoslav territory in violation of their obligation not to use force against another State. In its Applications, Yugoslavia maintains that the above-mentioned States have committed "acts by which [they] have violated [their] international obligation[s] not to use force against another State, not to intervene in [that State's] internal affairs" and "not to violate [its] sovereignty"; "the obligation to protect the civilian population and civilian objects in wartime, [and] to protect the environment; the obligation relating to free navigation on international rivers"; the obligation "regarding the fundamental rights and freedoms; and the obligation[s] not to use prohibited weapons [and] not to deliberately inflict conditions of life calculated to cause the physical destruction of a national group". Yugoslavia has requested the Court to adjudge and declare inter alia that the ten States against which it has instituted proceedings are "responsible for the violation of the above[-mentioned] international obligations", that they are "obliged to stop immediately" that violation and that they are "obliged to provide compensation for the damage done". According to Yugoslavia, the above-mentioned States, "together with the Governments of other Member States of NATO, took part in the acts of use of force against the FRY". Yugoslavia asserts that both military and civilian targets have come under attack during the bombings, causing many casualties ("about 1,000 civilians, including 19 children, were killed and more than 4,500 sustained serious injuries"), enormous damage to schools, hospitals, radio and television stations, cultural monuments and places of worship, the destruction of a large number of bridges, roads and railway lines, as well as oil refineries and chemical plants, resulting in serious health and environmental damage. As the legal basis for its claims, Yugoslavia cites the obligations not to use force against another State and not to intervene in its internal affairs, the provisions of the Geneva Convention of 1949 and of the Additional Protocol No. 1 of 1977 on the Protection of Civilians and Civilian Objects in Time of War, the 1948 Convention on Free Navigation on the Danube, the International Covenant on Civil and Political Rights, the 1966 International Covenant on Economic, Social and Cultural Rights, and the Convention on the Prevention and Punishment of the Crime of Genocide. Yugoslavia further points out that the activities of the States involved are "contrary to Article 53, paragraph 1, of the Charter of the United Nations". Yugoslavia also filed today, in each of the cases, a request for interim measures of protection (provisional measures), asking the Court to order the States involved to "cease immediately [their] acts of use of force" and to "refrain from any act of threat or use of force against the Federal Republic of Yugoslavia". It maintains that if the proposed measures are not adopted, there will be "new losses of human life, further physical and mental harm inflicted on the population of the FRY, further destruction of civilian targets, heavy environmental pollution and further physical destruction of the people of Yugoslavia". At a meeting held today, the Court decided that hearings on provisional measures would open on Monday 10 May 1999 at 10.00 a.m. They are expected to last two days. Vice-President Weeramantry will exercise the functions of the presidency in all ten cases, President Schwebel being a national of one of the Parties. This will be my only Columbine H.S. related Posting to this list. I just wanted to explain my opinions developed over the past few years of School Killings. Perhaps someone in Politics or law enforcement on this list is of some influence to help Stop the killing! I don't buy that guns, violent movies, bad music, video games, the Goth culture, Marilyn Manson, etc caused these kids to do those unspeakable crimes.Certainly the general cultural background has some influence in lowering natural human inhibitions against unspeakable and horrific acts. However in Europe they have the same cultural elements, but without the level of violent outburst that we have here in the U.S. So I asked my associates and friends if they would have done the same murderous things in their generations. All of us grew up with guns, listened to driving evil Heavy Metal music in High School, we never abruptly did such acts as we see now. Sure there were rotten kids among us, but their descents into criminal acts were more gradual, a stolen candy bar at the store, a drug arrest there, possession of stolen merchandise, then a bank holdup, and then time in Prison. All predictable for intervention by authorities before the lethal developments. In contrast todays School killings appear more abrupt, violent and thus unpredictable. I even spoke to my parent's generation, they had guns as children on the farm and during the Great Depression, they had never seen anything like today either. There IS a common denominator, something that wasn't around when we were young. I feel that the particular element is psychiatric anti-depressant drugs. Several years ago I visited a friend who worked as a Union Steward in a large metropolitan U.S. Post Office employing hundreds of people. Privately he described to me the 'cases' the he had to process on a daily basis. He told me personally about fellow employees showing up at work with guns and their literally 'going postal' with the guns along with various other violent act tirades. What seemed to be a common denominator for those at the time, were the use of prescription psychiatric drugs. Certainly like today's School killer children, there also existed other disturbing factors. We felt that the pharmaceutical industry was engaged in a coverup. Billions of dollars ride on these drugs. Many famous people use these drugs from George Stephenopoulous to Monica Lewinsky. The use of these is very prevalent even at our workplaces. I remember a few years ago a friend came up to my office cubicle and started telling a 'Prozac Joke'. I am African-American and when he finished it, a deadly silence came over the whole office area. We looked around and it was as if we had told a Rascist, a Sexist, or Anti-Jewish Joke or something, you could hear a pin drop. It dawned upon us that our fellow office workers did not like what we were saying, as they were probably taking medication. We became chilled at the pervasiveness, even in workplaces with extremely intelligent engineers. We are a drugged society. Some of us discussed this pervasiveness later, thinking that this will be the civil rights agenda of the next decades, ie... a laws to protect employees from discrimination because of the use of various psychiatric medications. What could numb a normal person to the natural senses of human compassion, caring and concern that I believe exists in all humans? Drugs. Harris was recruited as part of a telephone canvass and did well at a preliminary interview, but he was nixed after a meeting at his home April 15 -- just days before he went on a wild rampage -- after his parents "divulged a medical factor." X X X X X If you look back and research all of the School Killings of the past few years, you will find that nearly all of the perpetrators took prescription psychiatric medications, from Jonesboro, Arkansas to Springfield, Oregon. To me this is a single predictor that when coupled with the other variables could be used to isolate other Child killers. However, the companies that make these drugs have considerable political power and would resist efforts to expose these medications. That is my strongest belief toward a solution to these tragedies. That said, what I say next is even less credible, but yet should also be investigated: Now if you think in the conspirational mindset, one could take this one step further. Arizona Supreme Court Study: Proposition 200 Has Saved the State Millions When the voters of Arizona overwhelmingly passed Proposition 200 in November of 1996, United States Senator John Kyl stood in the well of the Senate and told his colleagues that his constituents had been "duped." By December of that year, Arizona's state legislature had passed bills which essentially gutted the measure. A signature drive got the measure placed back on the ballot, however, effectively blocking the state's government from overturning the will of the voters until another election had been held. In November of 1998, Arizona voters once again approved the measure which forbids the incarceration of first and second- time non-violent drug offenders, and provides funding for treatment, allowing judges to divert other offenders, whose primary problems are linked to substance abuse, into treatment rather than jail. This week, the Arizona Supreme Court released a study of the impact of Proposition 200 which provides solid evidence that the people of Arizona knew very well what they were doing when they went to the polls -- twice. According to the study, diverting first and second time drug possessors to treatment and drug education courses saved the state over $2.5 million in its first year of operation. "And those numbers are conservative" says Sam Vagenas, director of "The People Have Spoken," the group that put the initiative back on the ballot in 1998. "The study only calculated the savings from first and second time drug possessors, who make up about 25% of the people diverted to treatment under the law. What it didn't count was the savings from diverting other non-violent offenders into treatment." Proposition 200 provided for a $4 million fund for drug treatment, with that money coming out of taxes on the sale of alcoholic beverages. "One of the important lessons that we've learned here in Arizona is that treatment itself de-incarcerates," Vagenas told The Week Online. "Judges, who see the impact of the drug laws, and who don't have to face elections, are predisposed to send someone to treatment rather than prison where appropriate, assuming that there's a treatment slot available." Proposition 200's impact in this regard was felt immediately. When it was passed in 1996, there were more than 200 people sitting in Arizona jails because there were no treatment beds available. Opponents of the new law argue that the report does not truly reflect the impact of the new policy. Broderick Lotstein, a special assistant Maricopa County Attorney, told the Arizona Daily Star that the report's findings were "silly. No judge will send a first-time offender to

The evidence was undeniable. Why can't we do the same? This is admittedly not LTL technology. No. This is MTL. (I just made that up.) By Patrick Richter 30 April 1999 The arrogant attitude of Washington towards the Russian government during the bombardment of Serbia marks a turn in relations with Russia and gives cause to assess the real character of the liberal reforms which have been carried out there since 1991. These policies were aimed at completely destroying the Russian economy as a potential competitor and turning the country into a market and source for cheap raw materials. With the many big collective corporations bought by Western businesses--above all in the food, chemical and pharmaceutical industries--productive plants were closed while the retail networks were retained as an outlet for Western products. Following the financial crisis last summer, apart from the chocolate factory "Red October", no larger profit-making "Russian" factories have survived. Coal and steel companies are subsidised by the government and the contracts for the arms industry have dropped dramatically. Only the raw materials industry is able to yield a profit. The type of future perspectives regarding foreign investment, in which so much hope is still invested by the Central European countries, has been summed up by the American banker and industrialist Thomas Wainwright: "Where should they [the foreign investors] go with their money? Who would they produce for? The international market is in a depression and foreign competitors would reject products manufactured in Russia with all sorts of protectionist measures." Steel and aluminium are already now being threatened by such anti-dumping measures. Last August's financial crisis burst the bubble of the overblown Russian credit market, which on the one hand expressed the boundless and naive illusions in a capitalist upturn but which was also consciously inflated in order to increase Russia's dependence on the West. The credit policies of the IMF since 1991 served the purpose of strengthening particular layers in Russia whose job was to carry out such a policy. Its chief supporters were chosen amongst the most corrupt and ruthless economic and political climbers who, under the leadership of President Boris Yeltsin, could bring the most profitable parts of the economy under their control--the finance and oil sector--and then build up very influential media empires. At the height of their power these men were reputed to control over 90 percent of the economy and were known as the so-called oligarchs: Boris Berezovsky (who built his empire with LogoWAS, the Lada distribution network; owns newspapers, television stations and shares in oil companies and the Russian airline Aeroflot), Vladimir Potanin (of Oneximbank; one of the richest men in Russia, according to Forbes, with $1.6 billion), Alexander Smolensky (SBS-Agrobank), Vladimir Gussinsky (Mostbank group), Vladimir Vinogradov (Inkombank), Vagit Alekperov (Lukoil) and Michael Chodorovsky (Yukos-Oil), to name just a few of the most important ones. Their elevation came relatively easily. During perestroika the mathematics graduates and young members of the Communist Party's youth organisation founded private banks with party money, or just took over privatised parts of the national banking system. In the unstable situation in the first years after 1991 they were given cheap state credits which they could use to speculate during a period of hyperinflation. On this basis they were able to rack up their first millions of dollars. In the following period, the oligarchs gradually acquired shares in industry through their banks--nearly always at underrated market value--above all in the raw materials sector. In 1995 the head of privatisation at the time, Anatoli Chubais, enabled them to carry out their biggest coup with the help of the so-called "shares against credit" privatisation program, which privatised the most profitable key industries. In the name of a few of the oligarchs, Oneximbank head Potanin organised a loan of $2 billion in exchange for shares of the Berezovsky company due to be privatised. This is how Berezovsky and Smolensky gained the majority of shares of Russia's seventh biggest oil company, Sibneft. After the privatisation program had been carried out, this handful of super-rich controlled the lion's share in the companies. They continued to receive help from the state right up to the financial crisis. The short-term government loans with which the state financially met the demands of its private national and foreign creditors came onto the market through the above mentioned banks. Up until the crisis, state provision and free loans constituted the bank's main source of income and strengthened the position of the oligarchs. In a study dealing with the lives and intentions of this layer, Maxim Boyko, Andrei Shleifer and Robert Vishny established that they "have absolutely no
