Excellent point Mark. But I find it terribly difficult for people to protect our children from "homosexuals", call them perverse and so forth. He went through one African country in a flowing dashiki (or maybe somebody's nightgown), and showed up in Colombia a few days later without his jacket, without his tie, looking in the newspaper photographs as if he had slept late in his clothes and hadn't taken time for a shave and a shower. The Arkansas Supreme Court is threatening to take away his law license because he lied about Monica Lewinsky in the Paula Jones lawsuit. You have to feel a little sympathy for a studly guy having a hard time keeping his molls straight (and separated). Haven't we all been there? But to a layman, untrained in how to find the loopholes that lawyers put there to make the law a profitable crap-shoot for tort artists, the disbarment case against the president looks airtight. The American Bar Association has what it calls (do not laugh, please) "standards" that lawyers are required to live up to. Standard No. 6.11 states plainly that disbarment is "generally appropriate when a lawyer, with the intent to deceive the court, makes a false statement, submits a false document or improperly withholds material information, and causes serious or potentially serious injury to a party, or causes a significant or potentially significant adverse effect on the legal proceeding." And it's not just the bar association. Only two years ago, the Arkansas Supreme Court upheld its board of law examiners who had denied a license to someone who had merely been "less than candid" on his application for membership in the bar. The justices said "there simply is no place in the law for a man or woman who cannot or will not tell the truth." Nevertheless, the Arkansas legal establishment, manipulated skillfully by Henry Woods, the 82-year-old senior federal judge in Arkansas whose hands are still sticky from a career as the plunderer-in-chief of Arkansas politics, may have cooked the outcome of the proceedings to a drearily familiar recipe. The case against Bill Clinton will be heard by state Circuit Court Judge Leon Johnson, appointed earlier this year by the governor to fill out the term, which expires Dec. 31, of a judge bounced from the bench by the Arkansas Supreme Court when he got caught stealing from a client. If Judge Johnson is unable to conclude the proceedings by New Year's Day, the case falls to his elected successor, a Democrat who was once appointed by Gov. Bill Clinton to the state commission on law-enforcement training standards. You might think this is bad news for Mr. Clinton law enforcement standards and all that but if you think that you don't understand Guatemala. The bill of particulars will be so inclusive, so expansive, so humiliating for the defendant that the Arkansas Supreme Court would feel churlish indeed to reverse the circuit judge's opinion. I called my old friend Justice Jim Johnson, late of the Arkansas Supreme Court himself, a onetime Democratic nominee for governor who has won and lost more statewide races than any man in Arkansas politics, to ask whether this was too harsh, too cynical, too satirical. History books tell us this is because Emperor Hirohito was all along a powerless pacifist, unable to influence Japan's political and military leaders, some of whom were hung for the crimes they committed in his name. A new biography of Hirohito out this month demolishes this myth of the passive constitutional monarch. Instead, argues historian Herbert Bix in Hirohito and the Making of Modern Japan, Hirohito was a full and active participant in the planning and prosecution of the war. He personally delayed the inevitable surrender for months essentially to protect his own skin and his divine imperial rule, while hundreds of thousands of Japanese citizens and soldiers died. Afterward, he lied about his role and sacrificed his chief lieutenants to the hangman. And, Bix writes, he did so with the full knowledge and encouragement of MacArthur, who used Hirohito to smooth the progress of the occupation and to shore up Japan as an ally in the Cold War that provided key military bases in the western Pacific. "This book is a major embarrassment to the U.S.," says Japan scholar Chalmers Johnson. "It shows the degree to which we were willing to dissimulate in order to make Japan into a satellite of the U.S." The book's argument about Hirohito is less revisionist history than a pathbreaking study of the diaries, letters, and Japanese scholarship that have gradually become available following Hirohito's death in 1989. And it prompts a major reconsideration of both what happened during the war and why Japan cannot face the past. Divine right. "I go to some lengths in the book to say that Hirohito was not an evil man," says Bix, a historian at Hitotsubashi University in Tokyo. Instead, he was a man of average intelligence and abilities, with no moral backbone, who received extensive military training and was carefully educated to believe the modern myth that he ruled by divine right. He was in name and fact the supreme commander of Japanese military forceswell briefed on all military activities from the bombing of Pearl Harbor to the atrocities committed by Japanese troops in Nanjing, and willing and able to intervene and issue orders. I have to agree with June here that what makes a biography good is accuracy. I have this book and there is a lot left out about this man. He was not a kind a gentler type of man. Crowley started Satanism and then followers followed and that is how Satanism got so widespread then other satanists learned on how to become etc. I go to a Conspiracy kind of book store here, and they have like 2 ledges just on him. The man was dangerous and is responsible for starting this all. There is too much evidence that has been printed and shown over the years. Just like they said LaVey was just a fake. He was never a fake. He took up where Crowley left off. He was his successor. I tell my children that virginity and chastity are sexual orientations to. If it were just a case of teaching open-mindedness then I think those ideas would be taught in school as well. I was brought up to believe that people were educated to make their own choices. Sex - interesting! You do not need to know anything about it to enjoy it. His findings, which have been verified by four independent experts, is embarrassing for the Ministry of Defence (MoD) and American Defence Department, which have consistently refused to test Gulf war veterans for DU. Durakovic will tell the European Association of Nuclear Medicine that tests on 17 veterans have shown DU in the urine and bones of 70% of them. Depleted uranium does not occur naturally. It is the by-product of the industrial processing of waste from nuclear reactors and is better known as weapons-grade uranium. It is used to strengthen the tips of shells to ensure that they pierce armour. Durakovic, who left America because he was told his life was in danger if he continued his research, has concluded that troops inhaled the tiny uranium particles after American and British forces fired more than 700,000 DU shells during the conflict. The finding begins to explain for the first time why medical orderlies and mechanics are the principal victims of Gulf war syndrome. British Army engineers who removed tanks hit by DU shells from the battlefield and medical personnel who cut off the clothes of Iraqi casualties in field hospitals have been disproportionately affected. Once inside the body, DU causes a slow death from cancers, irreversible kidney damage or wastage from immune deficiency disorders. In the UK, where more than 400 veterans are estimated to have died from "Gulf war syndrome", at least 50 of those victims came from Reme (Royal Electrical and Mechanical Engineers) units. A "gentleman" calling himself Andrew D Basiago, just called my home phone and yelled and screamed at me to get his works off of my web site. This gentelman had contacted me in July to ask that I remove "all works written by me." in the ctrl archives. I refused. The ctrl archives are unedited and shall stay that way. The "works" were posts from other lists and are public. He has stated that he feels that the posts are damaging his reputation and ability to earn a living and other complaints. His posts are found in many places. He was completely screaming at the top of his lungs, stated he was going to take me to court. I said, "Go, ahead." And told him No, the archives are unedited. He said things like this is way beyond court, Do not make me come up to Noti and other threats. He also accused me of being a CIA-plant on the" left." The true extent and nature of this organized campaign of extermination and terror leveled against Bosnian Muslims and Albanians by the Belgrade regime of Slobodan Milosevic is beyond human imagination. After reading hundreds of confirmed reports such as the above, one loses the ability to imagine the extent and methodical nature of the "ethnic cleansing" campaign. Yet the GOP congressional leadership, and especially the extreme right-wing, has been adamantly opposed to confronting the Milosevic regime's ten year campaign of "ethnic cleansing," and has proposed legislation that would in effect strengthen the ability of the Belgrade regime to carry out its atrocities with impunity. When one looks closely at the words and acts of the GOP congressional leaders and their allies in relationship to the genocide in the Balkans, even more disturbing questions arise. Since the NATO campaign began on March 24, the GOP congressional leadership and especially a group of extreme right-wingers have been calling the NATO operation "Clinton's War" and was openly hoping it would fail and end up in disaster. The House refused to endorse the operation by a 213-213 vote. Reps. Dan Burton,Tom Campbell, and Bob Barr filed a lawsuit attempting to stop U.S. participation cold, a suit that had it won, would have destroyed the NATO effort and led to a complete victory by Milosevic and a final blood bath against Kosovars, along with the destruction of NATO. And despite the principled and knowledgable position of some GOP senators, included John McCain, John Warner, and Richard Lugar, the Senate leadership was continually sniping at the effort and openly chagrined when it succeeded. JV: A couple of years ago, I put together a proposal for a "reality" TV special on conspiracies. A fairly successful TV producer shopped it around to most of the major networks. The top story on the show was going to be Echelon. No one was interested. RS: I will say this: what is being reported about Echelon is but the tip of the iceberg. I have heard some of the most astounding allegations of where the technology to monitor and control people is: the most bizarre sounding have been proven true to my satisfaction. I believe we are reaching a point where science fiction may become obsolete, since there will soon be nothing fiction about it, at least technologically speaking. What was once a dream of a hi-tech future is a hi-tech now...what was once called science fiction will be termed a business plan. GB: One example that springs to mind is the use of psychics to remotely control or influence unwitting subjects, as well as to control computers or other devices. As long ago as 1980 this was written about as a reality in the Military Review, a sort of digest for strategic planners in the armed forces. FT: Are revelations such as Echelon, the ongoing Waco inquiries and the Gulf War Syndrome probes evidence that it's becoming harder for governments to keep secrets in an increasingly information-led age? KT: Obviously the concentration of resources to spy and conceal is far more advanced than the ability of independent scholars to know about it, analyse it and tell others. That's the whole point behind Echelon. RS: Perhaps I am being overly cynical, but the lesson that governmental power is eroding is a false one. Look again at the Waco "news" reports. Much of what is even known of the "truth" still has not been revealed. Further, what has been revealed has mainly been due to leaks of the Texas National Guard. Who runs the Texas National Guard? The state's governor, George W. Bush is, coincidentally, running for President. His chief rival is Al Gore, the current Vice-President, who coincidentally certainly would be politically damaged by any scandal uncovered in the Waco siege. I guess what I'm saying is that even when "conspiracies" are revealed to the masses, odds are there is a conspiracy behind the revelation. There is little virtue behind any acknowledgement of truth by those with power, merely convenience. GB: Bureaucracy being what it is, I hesitate to speculate whether the directors of these organisations and their friends in the private sector have the full picture either. They all lie to each other too. The general public and most news reporters are like bottom feeders, waiting for the castoffs from the vessels above. Sometimes something is thrown overboard by accident, and we get a little piece of the puzzle. By its nature though, the way that important information is disseminated is so disjointed, it takes a very long time to start putting things together, and most people are greatly distracted by what is right in front of them at the time. This is the beauty of a "free press" - using people's natural laziness to work to your advantage. RS: A very important point. One question I get a lot is, "Wouldn't you love to be in that room with the documents that really tell who killed JFK, or what crashed in Roswell?" I've come to the conclusion there is no such room. In fact, my guess is that those in the higher echelon of power are even less sure of reality

Well, Prudy, SAYING something about a young person and having oral sex with them are not the same thing. And of course things will be said, jokes made, etc. as it always is. It has always been done by both sides. That is the nature of politics in this country. Remember Barbara Walters disbelief that Amy Carter could have even a vague concept of nuclear proliferation? My own kids grasped the concept that young and I have no doubt it had been discussed in the Carter family but it became a source of doubt. It is also roughly a month before the National Transportation Safety Board (NTSB) is scheduled to announce the conclusions of its four-year investigation into the cause of the crash. The government's investigation of the TWA 800 crash, considered the largest and most expensive in commercial air disaster history, has been controversial from the start. In the days following, nearly 100 of more than 700 eyewitnesses interviewed by the FBI described seeing a streak of light move from the Earth leading to an explosion, which seemed to suggest a missile had struck the Boeing 747. Initially, law enforcement officials also strongly believed a criminal act -- either a bomb or a missile -- was the likeliest explanation for the catastrophic explosion, which severed the plane's front end, including the cockpit, from the rest of the fuselage. But now, government officials from the FBI, CIA and, privately, the NTSB, say they are fairly convinced no such thing occurred. All that investigators will say they know for sure is that the plane's center fuel tank blew up. To date, no single source of ignition for that explosion has been identified, although investigators say they have closed in on several possibilities. So why have government officials dismissed the missile theory? How could so many eyewitnesses be wrong? Largely because of the absence of any physical evidence supporting the theory and the unreliability of memory, current and former officials say. But ABCNEWS.com's examination of the main arguments and evidence used by various government agencies to dismiss the missile theory reveals a degree of conjecture, along with disagreements about key eyewitness accounts. Compelling Eyewitness Accounts The most compelling case for the missile theory is made by the 755 FBI records of eyewitness interviews, which were recorded on standardized FBI "FD-302" forms typically used by the bureau in court. Recently posted on the Internet and given little notice by the press, the FBI records seem to tell a dramatic story of a missile striking the plane. Ninety-six of the eyewitnesses -- from boats, from the Long Island shore, and from a nearby jet and helicopter -- described seeing a streak of light or what appeared to be a flare moving up from the Earth and eventually leading to an explosion over the Atlantic, according to the FBI reports. One eyewitness, for instance, described "what he thought was a shooting star traveling west to east, coming form the south shore, over Fire Island," an FBI agent wrote. The "object he observed was more like a bottle-rocket with a dull orange glow to it" and he "further stated that the glow moved faster than an aircraft." Yet another witness on Long Island's south shore said she observed "what appeared to be a 'contrail' which appeared to be coming from an object which was flying toward the plane which she had been watching," according to another FBI record. Robin Harper, who is also a Green member of the Scottish Parliament, calls Ellen Greve dangerous and has issued his warning after a number of student suicides at the university. Ms Greve, an Australian also known as Jasmuheen, will lecture on her belief in "Breatharianism" on 5 April. She claims not to have eaten since 1993. Last year, Verity Linn, 49, a Scottish disciple of the "live on light" doctrine, died after apparently not drinking or eating for at least eight days. Ms Linn was the third person to have died after following the teachings of Breatharianism. Mr Harper, who has a degree in pastoral care, accused Ms Greve of preying on vulnerable and impressionable students. "She is a very dangerous woman and I am very worried about her visit," he said. "It is a strange decision to let her come and talk and it is fraught with difficulties. People have said this is an issue of free speech but that won't stop me standing outside and trying to warn people off." Mr Harper said he was not empowered to ban the lecture. "But I will ensure that student body will be there to stand outside and warn people off. "With 20,000 students at Edinburgh, there has to be one or two that might be taken in by her powers of persuasion." During her visit, Ms Greve is also expected to pay her respects at the Highland grave of Ms Linn, who lived at Findhorn on the Moray coast for 10 years before her death last year. The Findhorn Foundation, the respected educational and spiritual establishment of which Ms Linn was a member, said it was angered by her visit. During a European tour last year, Ms Greve was questioned about Ms Linn's death and challenged her critics for not instead focusing on the thousands of people who died each year from obesity. She said Ms Linn "did not follow my guidelines. She did not act responsibly". Ms Greve claims to be able to live on air and light alone. However, an attempt last year to test her capabilities ended in near disaster. The controlled experiment, held under tight security, ended after four days amid fears for Ms Greve's rapidly deteriorating health. She blamed the failure of the experiment on the stressful circumstances under which it was conducted rather than on her lack of food and water.

It won't help the chaotic country and it could backfire on the US By Joan Smith 3 September 2000 I suppose there are bigger hypocrites than Bill Clinton, but their names escape me for the moment. The US President made a flying visit to Colombia last week, after assuring the population in a video broadcast that the US has no military objective in their country. I'm sorry? Wasn't he about to hand over $1.3bn some £900m in mostly military aid to Colombia's President Andres Pastrana? Well, yes, but you would barely know it from Mr Clinton's trademark blend of personal anecdote and stomach-churning sentimentality. He insisted he was merely providing assist- ance in a campaign against drugs led by the Colombian government, before going on to salute ordinary people who are marching for peace, for justice, for the quiet miracle of a normal life. The compliment was not whole-heartedly returned. Bomb-making equipment was found in Cartagena, the Caribbean port where Mr Clinton spent precisely eight hours, well away from the capital, Bogota, and the southern provinces which the government has ceded to drug traffickers and left-wing guerrillas. Even so, Mr Clinton's brief presence required protection from no fewer than 5,000 soldiers and police, 350 US Secret Service agents, helicopter gunships and several navy patrol boats. Six people, including three children, died in guerrilla attacks apparently prompted by the visit, and eight soldiers were injured. Protesters marched in Bogota, signalling that Mr Clinton's assurance that he wanted to make life better for people had not been universally believed. With very good reason. The Colombian military, whose involvement with paramilitary death squads is admitted even by its own government, is about to receive 60 helicopters and training for two special army battalions. At present, they do not have enough helicopter pilots or hangars, but their job will be to protect police as they attempt to destroy coca plantations. This is not a task for which Colombians have shown much aptitude; in the decade since fumigation of coca crops began, according to one recent calculation, annual production has risen by more than 750 per cent. Since there is no meaningful distinction between members of drugs cartels and the two main guerrilla groups, the US military is taking sides in a long- running civil war which is set to become, Mr Clinton's harshest critics say, another Vietnam. The comparison is fuelled by the fact that the chief architect of Plan Colombia, as it is called, is the US's drugs tsar Barry McCaffrey, a decorated Vietnam veteran whose own record in the immediate aftermath of the Gulf War has come under hostile scrutiny. (In March 1991, General McCaffrey ordered an attack on retreating Iraqi soldiers which turned, in his words, into "one of the most astounding scenes of destruction I have ever participated in". Eye-witnesses have questioned whether the Iraqis began shooting first, as McCaffrey claimed.) * Another close parallel is the Reagan administration's military aid to the government of El Salvador and the opposition Contras in Nicaragua. Mr Clinton may be a Democrat but, like Mr Reagan, he has invoked national security in waiving human-rights conditions attached to military aid by Congress an admission that the war on drugs is more important than anything else, including murder. According to Human Rights Watch, there is "detailed, compelling and abundant evidence" of the Colombian army's connections with paramilitary death squads; half of its 18 brigades have been linked to these groups, including those operating in areas which are about to get US assistance. Mr Clinton visited a law centre in Cartagena last week and posed in a silly hat for photographers before scuttling back to Washington. The US intervention leaves ordinary Colombians, who face a human-rights crisis of "alarming proportions" according to Amnesty International, acutely vulnerable in a civil war which is almost certainly about to intensify. The Colombian military is as incompetent as it is brutal; two weeks ago, an army patrol mistook a party of schoolchildren for rebels, opened fire and killed six. Mr Clinton has not said what the US government will do if its military advisers are attacked in rebel- controlled areas. But the spectre of US involvement in a protracted jungle war in South America is belatedly setting off alarm bells in Washington. Why should Mr Clinton take any notice? The Supreme Court Scam © 2000 WorldNetDaily.com For the past year, Republicans have been trying to explain to us small-government advocates why we should vote for George W. Bush. But since Mr. Bush has no plans to reduce government or improve our lives in any significant way, Republicans have had only one argument: he isn't Al Gore. ("You don't want Al Gore in the White House, do you?") But after seeing the Republican convention -- with its theme, "big government can be compassionate government" -- it turns out that George Bush is Al Gore after all. Since George Bush loves big government as much as Al Gore does, Republicans have had to find another reason for us to choose Bush over Gore. So they remind us that the next President may select as many as three or four new Supreme Court judges. "Do you want Al Gore choosing those judges?" they ask. The Supreme Court is a favorite Republican whipping boy. They blame the court for many of today's ills -- hoping we'll ignore the role of the big-spending Reagan and Bush administrations and the pork-obsessed, over-regulating, power-hungry Republican Congress. They neglect to mention that Republican presidents appointed seven of the nine judges on the court they love so much to hate. They expect us to jump at the chance to vote for a president who will undoubtedly appoint more judges like Anthony Kennedy, Sandra Day O'Connor, and David Souter. And they ignore the fact that even their favorite judges -- Clarence Thomas and Antonin Scalia -- often ignore the plain meaning of the Constitution in an effort to impose their own values on America. Picking a Supreme Court judge. We have bad Supreme Court judges because bad presidents have chosen them. And the court won't be improved by electing another big-government president -- whether his name is Al Gore or George Bush. Every modern Supreme Court justice decides constitutional questions by referring to something other than the plain language of the Constitution. They invoke "original intent," a "living Constitution," "penumbras," "the greater good," or the "compelling interest" of government. In so doing, they demonstrate that they're unqualified to sit on the Supreme Court. What should be the proper qualifications of a Supreme Court judge? Should the president apply a litmus test in choosing nominees? Yes, he should. If I become president, I will ask six simple questions of any potential judge. The First Amendment says, Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press, or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances. And yet, when Congress or a legislature makes a law censoring the Internet, restricting political advocacy, prohibiting cigarette advertising on TV, or barring hate speech, the judges don't strike it down automatically. They deliberate to determine whether the government has a "compelling interest" in regulating speech or the press. But the First Amendment says, "Congress shall make no law. ..." It doesn't speak of the government's "compelling interest" or provide for any exceptions or qualifications. It says very simply, "Congress shall make no law. ..." No law. So the first question I would pose to any potential Supreme Court judge is: 1. Can you read? If the prospect can pass a reading test, we can move on to the second question: 2. What do the words "Congress shall make no law" mean? The Second Amendment says: A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed. Again, no exceptions or qualifications are given. So my next question is: 3. What do the words "shall not be infringed" mean? And on from there: 4. Do the thousands of gun laws now on the books infringe in any way whatsoever on the "right of the people to keep and bear arms"? The Ninth Amendment says: The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people. Nowhere in the Constitution is the government given the power to take away your right to privacy, your right to defend yourself, your right to keep your property, your right to choose your own retirement program, or in fact any other right. So my next question is: 5. What rights do the people no longer have, and where in the Constitution were those rights taken from the people? The 10th Amendment says: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people. My final question will be: 6. Where in the Constitution was it delegated to the United States government the power to interfere in education, health care, law enforcement, welfare, charity, corporate welfare, or any of the many other areas that form a part of today's overbearing,

Joe Lieberman, Gores running mate, has suggested its unpatriotic of Bush and Cheney to raise the issue of military readiness notwithstanding the fact that even those within the military openly talk about the issue with growing frustration. Consider a set of documents obtained by Insight that show Air Force readiness is shockingly down in two major categories: overall combat and combat commands stateside. According to the documents, used recently at the Pentagon in closed-door briefings that include rank-and-file airmen, overall readiness for the Air Force is down 24 percent from 91 percent in January 1996 to 67 percent in June 2000. Equally discouraging for top brass is that, for air combat command stateside, active readiness is down a whopping 42 percent, from 86 percent in January 1996 to a disturbing 44 percent in June 2000. Moreover, according to the documents obtained by Insight, the average age of the total Air Force fleet is about 23.5 years, while for fighters the average age is about 19 years. "These numbers show you we are in trouble," says a high- ranking Air Force officer who reviewed the briefing papers. Russian politicians are angrily accusing Washington of "blackmail" for its threat to discourage Americans from travelling to Russia unless the Kremlin frees Edmond Pope from a Moscow jail. On the weekend, parliamentary speaker Gennady Seleznyov warned the United States not to interfere in the charges against Mr. Pope. "If Pope's guilt is proven, then he will have to answer before the law," he said. In an echo of Cold War tactics, some Russian analysts say the Kremlin could try to swap Mr. Pope for convicted spy Aldrich Ames. Mr. Ames is a former Central Intelligence Agency officer who is serving a life prison term in the United States for passing secrets to the former Soviet Union's secret service from 1985 to 1993. The controversy also is casting a shadow over a planned meeting between Russian President Vladimir Putin and U.S. President Bill Clinton during a United Nations summit in New York later this week. It coincides with another surge in anti-Western rhetoric from Russian politicians and military leaders, many of whom claim that a Western submarine caused the sinking of a Russian nuclear submarine and the deaths of 118 crewmen last month. The spy dispute began in April when Russia's Federal Security Services (FSB), the successor to the Soviet KGB, arrested Mr. Pope on espionage charges. They accused him of covertly meeting Russian scientists and trying to buy secret torpedo technology. Mr. Pope, 54, is a businessman and retired U.S. naval intelligence officer who travelled often to Russia and had created two private companies to acquire Russian marine technologies for commercial uses in the West. After almost five months in the infamous Lefortovo Prison, where political prisoners and foreign spies are traditionally kept, Mr. Pope is said to be weak and in deteriorating health. His wife, who visited him last week, said he has lost 30 pounds and is not getting proper treatment for a thyroid condition and a rare form of bone cancer that is in remission but needs constant monitoring. He faces a 20-year prison term if he is convicted on the espionage charges. No trial date has been set, although the FSB says it has completed its investigation. The United States has repeatedly proclaimed Mr. Pope's innocence, and more than 140 members of Congress have demanded his release from prison. In an unusual pressure tactic, Washington escalated its campaign by threatening to issue a formal warning about travel to Russia. It would discourage Americans from visiting Russia, damaging tourism and investment. Washington argues that the jailing of Mr. Pope demonstrates that other Americans might not be safe in Russia. "We're examining the implications of this [case] for other Americans, business people who might travel to Russia, and we are looking at the consular information that we provide," U.S. State Department spokesman Richard Boucher told reporters. The Russian government has reacted with outrage to the U.S. threat, calling it an "especially worrying" development. "Attempts to put pressure on the investigating and judicial bodies do not add to the prestige of the United States," the Russian Foreign Ministry said in a terse statement. But for seven visitors seeking to impose a precision and predictability on political life that even those working in its midst cannot discern, Vice President Al Gore has already beaten Gov. George W. Bush of Texas -- sort of. Those seven political scientists, among the more than 2,000 who gathered here this weekend for the 96th annual meeting of the American Political Science Association, have precise mathematical formulas that, if taken at face value, mean that the candidates, their handlers and the press should take the next nine weeks off. Then, the day after Election Day, everyone could look up to see whether Mr. Gore's winning percentage of the two-party vote was the 52.8 forecast by James E. Campbell of the State University of New York at Buffalo, the 60.3 expected by Thomas M. Holbrook of the University of Wisconsin, Milwaukee, or something between. The political scientists presented their formulas at a panel on Thursday. The predictions of six of the formulas depend heavily on the health of the economy, by one measure or another, and on presidential popularity or the candidates' standings in Labor Day polls. The seventh, offered by Helmut Norpoth of the State University of New York at Stony Brook, depends on how the nominee of the incumbent party did in the New Hampshire primary. Mr. Norpoth's formula, which allows a forecast as soon as the incumbent party's nominee is clear (in March this year), gave Mr. Gore 55 percent. At one level, the formulas reflect the continuing tendency of political science to seek numerical precision by relating disparate facts: comparing roll call votes with House re-election rates, for example, or determining the frequency of pork-barrel spending by senators of different parties. In recent decades, one trend in political science as a discipline has been a struggle to seem as precise as physics, with equations as the tool. But at another level, these formulas reflect an underlying advantage for the Gore campaign, an economics-based edge that these students of past elections say it will take major efforts by one or both campaigns to overcome. Alan Abramowitz of Emory University said the data reflected the assumption that presidential elections are "largely a reflection on the performance of the incumbent president and the state of the economy." But his formula and some of the others also include a discount when a party is seeking to hold the White House for a third term or more. That is one reason why despite President Clinton's high poll ratings and a booming economy, Mr. Abramowitz's forecast was toward the lower end of the range, expecting Mr. Gore to get 53.2 percent. Mr. Holbrook said his formula and the others assumed that "both candidates will run pretty good campaigns." In 1988, he acknowledged, Governor Bush's father outperformed the predictions because his opponent, Gov. Michael S. Dukakis of Massachusetts, ran a poor general election campaign. Mr. Campbell, the lone acknowledged Republican on the panel, said that in past elections "glitches and gaffes" had accounted for no more than one or two percentage points. "Most of us are predicting that the fundamentals will shift the campaign so that it's pretty remote" that Mr. Bush will win, he said. Elsewhere at the meeting, the panelists' colleagues were treating the election as something still worth studying. One group listened while producers of television commercials discounted their own importance. Ray Strother, a Democratic media consultant, said that political advertisements often "don't work anymore." Noting that they are shown much more frequently than they were 30 years ago, he asked, "If ads are better, why do we have to show them three times more often to make them work?" At another session, three Rutgers University political scientists examined the press coverage of Elizabeth Dole's campaign for the Republican nomination. Caroline Heldman, Susan J. Carroll and Stephanie Olson argued that "the repeated references to Bob Dole in article after article may have subtly undermined her independent stature as a presidential candidate in the minds of voters." But the forecasters, taking comfort in their unanimity of expected result, were sticking by what the panel's chairman, James C. Garand of Louisiana State University, admitted some colleagues sneered at as "recreational political science." It was rainy and foggy. We had a bunch of children with us and were planning to picnic on the summit, which was obscured from view. Imagine our surprise when we discovered who had arrived there first -- US Cellular Corp., with a 180-foot-tall cellphone antenna tower. The otherworldly forest of high-tech geegaws was footed firmly in concrete blocks, otherwise we might have been tempted to cut it down. The story of what happened to Mount Kearsarge is quite astonishing, and it is one that is being repeated all around the country. The cellphone industry has wired most urban areas and the nation's most-traveled highways so that Muffy always can reach husband, Ralph, in his Jeep Explorer and remind him to bring home that fresh arugula for supper. Now the industry is adding 50,000 new sites to "fill in" the uncovered tracts, which is why cellphone towers are becoming a common sight in state parks and wilderness areas. Mountaintops all over New England are fair game. In Massachusetts, the Department of Environmental Management has leased out 15 of its summit fire towers for cellular transmissions. On Mount Mansfield, Vermont's highest peak, a summit trail has been closed for several years because of excessive microwave radiation from a communications tower. When it comes to siting one of these ungainly monsters, underhanded behavior is the order of the day. The Society for the Protection of New Hampshire Forests deeded the Kearsarge mountaintop to the state "upon the express condition that the state will maintain said tract as a forestry and recreation reservation for public use and benefit." But in 1997, in the proverbial dead of night, New Hampshire's Department of Resources and Economic Development let US Cellular throw up its gargantuan tower. One state bureaucrat counseled that the tower be built without "a general public notice and notification." Soon after the tower went up, 1,000 local residents petitioned Gore administration wannabe Governor Jeanne Shaheen for its removal. She blew them off. Concord Monitor columnist John Skow, who lives near Kearsarge, calls the tower "a huge, glittering one-finger salute from business greedsters and our own state officials." (An un-gelded columnist at a serious American newspaper? That's a story in itself) Two citizens groups and the SPNHF itself have filed lawsuits seeking to tear down the tower. They've lost in lower courts, and the impeachment-depleted New Hampshire Supreme Court is in no condition to hear their appeals. Prodded by the Federal Communications Commission, the telecom industry last year agreed to inform the Appalachian Trail Conference when it planned to site a tower within a mile of the historic Georgia-to-Maine hiking path. But at least seven such towers have been sited, and only one was reported to the ATC. "There is a legal document requiring notification, but the industry associations are not getting the word out," says David Reus of the ATC. Thanks to the Republican Congress and the telecom-friendly Clinton Administration, cell tower opponents hardly have a leg on which to stand. The Telecommunications Act of 1996 says local authorities can review, but not reject, cellphone tower proposals -- quite a dandy present for the wireless industry. So far, attempts to strengthen local autonomy in tower siting have failed. Vermont Senator Patrick Leahy and Representative James Jeffords proposed legislation in Congress that died. The Massachusetts Legislature passed a similar bill that was not enacted. A proposed moratorium on the development of Mount Kearsarge languishes in the New Hampshire Legislature. The broad anti-community wording of the Telecom Act has provided a field day for lawyers, and suits opposing cell towers have sprung up in almost every jurisdiction in America. But no precedent-setting case has yet made its way to the Supreme Court. Meanwhile, the towers keep going up. Smith, Chief Technology Officer, Privacy Foundation August 30, 2000 The Privacy Foundation has discovered that it is possible to add "Web bugs" to Microsoft Word documents. A "Web bug" could allow an author to track where a document is being read and how often. In addition, the author can watch how a "bugged" document is passed from one person to another or from one organization to another. Some possible uses of Web bugs in Word documents include: Detecting and tracking leaks of confidential documents from a company. Tracking possible copyright infringement of newsletters and reports. Monitoring the distribution of a press release. Tracking the quoting of text when it is copied from one Word document to a new document. Web bugs are made possible by the ability in Microsoft Word of a document to link to an image file that is located on a remote Web server. Because only the URL of the Web bug is stored in a document and not the actual image, Microsoft Word must fetch the image from a Web server each and every time the document is opened. This image linking feature then puts a remote server in the position to monitor when and where a document file is being opened. The server knows the IP address and host name of the computer that is opening the document. A host name will typically include a company name if a computer is located at a business. The host name of a home computer usually has the name of a user's Internet Service Provider (ISP). An additional issue, and one that could magnify the potential surveillance, is that Web bugs in Word documents can also read and write browser cookies belonging to Internet Explorer. Cookies could allow an author to match up the computer viewer of a Word document to their visits to the author's Web site. Web bugs are used extensively today by Internet advertising companies on Web pages and in HTML-based email messages for tracking. They are typically 1-by-1 pixel in size to make them invisible on the screen to disguise the fact that they are used for tracking. Although the Privacy Foundation has found no evidence that Web bugs are being used in Word documents today, there is little to prevent their use. Short of removing the feature that allows linking to Web images in Microsoft Word, there does not appear to be a good preventative solution. However, the Privacy Foundation has recommended to Microsoft that cookies be disabled in Microsoft Word through a software patch. In addition to Word documents, Web bugs can also be used in Excel 2000 and PowerPoint 2000 documents. Detailed Description Microsoft Word from the beginning has supported the ability to include picture files in Word documents. Originally the picture files would reside on the local hard drive and then be copied into a document as part of Word .DOC file. However, begining with Word 97, Microsoft provided the ability to copy images from the Internet. All that is required to use this feature is to know the URL (Web address) of the image. Besides copying the Web image into the document, Word also allows the Web image to be linked to the document via its URL. Linking to the image results in smaller Word document files because only a URL needs to be stored in the file instead of the entire image. When a document contains a linked Web image, Word will automatically fetch the image each time the document is opened. This is necessary to display the image on the screen or to print it out as part of the document. Because a linked Web image must be fetched from a remote Web server, the server is in a position to track when a Word document is opened and possibly by whom. Furthermore, it is possible to include an image in a Word document solely for the purpose of tracking. Such an image is called a Web Bug. Web bugs today are already used extensively by Internet marketing companies on Web pages and embedded in HTML email messages. Indeed, adults in most families are working harder than ever just to stay in place, according to the report, 'State of Working America,' issued by the Economic Policy Institute (EPI). It found that an increase in the number of hours that families, especially middle-class families, worked each year was the primary factor contributing to income growth over the past decade. And, while more households than ever gained from owning shares of stocks in the booming stock markets of the past decade, those gains were far surpassed by a huge run-up in household debt during the same period, according to the 454-page report. Typical household debt grew by almost 12,000 dollars over the period, while household stock ownership grew by only 5,500 dollars. ''Persistent low unemployment and increases in the minimum wage have helped workers at the bottom recover from 15 years of wage stagnation and decline,'' says Lawrence Mishel, co-author of the EPI report. ''But some alarming trends persist as wage and income inequality remain high, families are working more hours than ever and are saddled with the highest levels of debt in history.'' The report, released every two years on the eve of the annual Labour Day holiday, offers a host of measures on how the working population in the United States is faring in an era of globalisation. This year's report also comes amid a presidential campaign in which the incumbent vice president, Al Gore, is running with a populist, anti-corporate message seemingly out of tune with the conventional wisdom that US families ''have never had it so good.'' EPI's findings, however, suggest reasons why conventional wisdom may be wrong. While they show that wages have risen sharply across the board since 1995, when middle-class and poorer families began to reap the benefits of the boom, most wage-earners have had to work harder than ever just to keep up. Moreover, inequality of both wages and household wealth continued to grow despite the strong gains, particularly by poorer workers, during the same period of record low unemployment. This does not augur well for the much-touted ''new economy,'' according to the report's authors. While investments in information technology have clearly led to higher labour productivity, they conclude, they have not contributed significantly either to job growth or to meaningful wage gains for workers outside the hi-tech sector. Experts have been predicting for years that the big winners in the ''new economy'' will be well-educated workers, and, indeed, recent Census Bureau figures show that the US workforce is better educated than ever before. The percentage of college degrees received by white males - the largest demographic group in the workforce - and Hispanic men has remained mostly stagnant over the past 25 years, and real wages for those groups have failed to improve. ''The fact is a majority of people are still not college- educated,'' says John Haaga, co-author of the PRB report. ''In the last couple of decades, only those with a college education have seen their incomes rise.'' As a result, women, who are expected to make up the majority of new workers over the next decade, have narrowed the wage gap with men, although there remains a 25-percent difference in the median full-time wage between the two groups. But if that gap has narrowed, the same is not true for lower- and middle-income households vis- -vis high-income families. While low unemployment since 1995 permitted low-wage earners and the poor to close the gap with the middle, the top continued to pull away from the rest of the pack, according to the EPI report. But for seven visitors seeking to impose a precision and predictability on political life that even those working in its midst cannot discern, Vice President Al Gore has already beaten Gov. George W. Bush of Texas -- sort of. Those seven political scientists, among the more than 2,000 who gathered here this weekend for the 96th annual meeting of the American Political Science Association, have precise mathematical formulas that, if taken at face value, mean that the candidates, their handlers and the press should take the next nine weeks off. Then, the day after Election Day, everyone could look up to see whether Mr. Gore's winning percentage of the two-party vote was the 52.8 forecast by James E. Campbell of the State University of New York at Buffalo, the 60.3 expected by Thomas M. Holbrook of the University of Wisconsin, Milwaukee, or something between. The political scientists presented their formulas at a panel on Thursday. The predictions of six of the formulas depend heavily on the health of the economy, by one measure or another, and on presidential popularity or the candidates' standings in Labor Day polls. The seventh, offered by Helmut Norpoth of the State University of New York at Stony Brook, depends on how the nominee of the incumbent party did in the New Hampshire primary. Mr. Norpoth's formula, which allows a forecast as soon as the incumbent party's nominee is clear (in March this year), gave Mr. Gore 55 percent. At one level, the formulas reflect the continuing tendency of political science to seek numerical precision by relating disparate facts: comparing roll call votes with House re-election rates, for example, or determining the frequency of pork-barrel spending by senators of different parties. In recent decades, one trend in political science as a discipline has been a struggle to seem as precise as physics, with equations as the tool. But at another level, these formulas reflect an underlying advantage for the Gore campaign, an economics-based edge that these students of past elections say it will take major efforts by one or both campaigns to overcome. Alan Abramowitz of Emory University said the data reflected the assumption that presidential elections are "largely a reflection on the performance of the incumbent president and the state of the economy." But his formula and some of the others also include a discount when a party is seeking to hold the White House for a third term or more. That is one reason why despite President Clinton's high poll ratings and a booming economy, Mr. Abramowitz's forecast was toward the lower end of the range, expecting Mr. Gore to get 53.2 percent. If our hunch is right, a legitimate SAMU crew arrived at the Alma tunnel with the express purpose of doing everything in its power to save Diana. GIVE THEM A CANDIDATE TO HATE COLUMBUS, Ohio - It will take more to get Americans to the polls this Election Day than a presidential candidate they really like. A new study suggests people will be more likely to vote if they actively dislike George Bush or Al Gore. "People who have something to lose by not voting are the ones who will go out and vote," said Jon Krosnick, co-author of the study and a professor of psychology and political science at Ohio State University. "A disliked candidate is seen as a threat, and that will be motivation to go to the polls. But a threat alone isn't enough - people need to have a hero to vote for, too, in order to inspire them to turn out on Election Day." These results illuminate some of the issues concerning whether negative campaigning helps or hurts voter turnout, Krosnick said. The study is based on nationwide survey data involving U.S. presidential elections during a 16-year period from 1972 to 1988. The surveys were conducted by the National Election Study and included face-to-face interviews with more than 5,000 Americans over the course of the four elections. Krosnick presented the results September 1 in Washington at the annual meeting of the American Political Science Association. The findings showed that people who said they liked both candidates - even if they liked one significantly more than the other - were not as likely to vote as were those who liked one and disliked another. "This goes against the conventional wisdom in political science, which says the important factor is how much difference there is between how much you like each candidate," Krosnick said. "But what we found makes more sense. If you like both candidates, there is little motivation to vote - you'll be happy no matter who wins." Conversely, voters would be less likely to vote if they dislike both candidates, because they won't be happy no matter who wins. Krosnick said the results put negative campaigning in a different light. Most candidates probably see negative campaigning as a way to persuade voters to vote for them. But what it really does is help ensure that your supporters go to the polls. "If you're a candidate, there's only so much you can do to make people love you. But if you want to make sure people who love you actually vote for you, it helps if you can make them hate your opponent," he explained. However, if there is so much negative campaigning that voters dislike both candidates, then the negativity will probably hurt turnout. "Turnout in this year's election will be high if there are large groups of voters who love Gore and hate Bush, or who love Bush and hate Gore. But we don't want a situation where everybody hates, or likes, both of them." The analysis of voter turnout was part of a larger study that offers a new way of thinking about voter decision-making - a way that is more consistent with psychological theory than with reigning theories in political science, Krosnick said. The larger study involved NES data from seven presidential elections between 1972 and 1996 and more than 25,000 respondents. "We found that voters form impressions about candidates the same way they do about everybody else: neighbors, family members and co- workers," Krosnick said. "Political scientists have assumed that the process of making a voting decision is different than any other decision in a person's life. But we're finding there are a lot of similarities. Our findings may be surprising to some political scientists, but they won't be a surprise to psychologists who study decision-making." Some of the findings that fit with psychological theory: First impressions count more than information learned just before Election Day. This means that the first ideas you develop about a candidate will influence your vote more than those you learn later. For candidates, this means that advertising early in the campaign probably has a bigger positive impact than later ads. "That's counter to the conventional wisdom of political consultants," Krosnick said. Voters start with positive attitudes toward unknown candidates. Most researchers have assumed that people are neutral toward candidates in the beginning, but this study showed that voters have a slightly positive attitude even before they know anything about those who are running, Krosnick said. "Candidates can take advantage of the fact that they start the campaign on the positive side with most potential voters." Negative information has more impact on voters than positive information. "People are moved more by candidates' failings and mistakes than by their successes and good qualities," he said. "This helps explain why negative campaign ads are so effective." I was challenged to go to this economic conference in Cairo because I write an economic newsletter and I really wanted to see up close what the United Nations was, because I realized I didn't know who they were or what they did. I was quite shocked and amazed at what I saw at this United Nations conference. It wasn't just the conference itself, it was the structure. It was the sophistication of advancement of an agenda that I had absolutely no knowledge about. I remember Vice President Gore -- he was just elected at that time -- giving a keynote address

The US military was very powerful then, but not now; it is a skeleton force at best. Vietnam did this with rifles against thousands of aircraft with an unlimited budget for bombs and against choppers that as thick as fireflies in a Georgia summer night. As for militias, you can discount about half of the militia's membership in an insurrection. Half of those are FBI agents. I wouldn't count on militia people, they are just overgrown boys playing soldier as far as I can see, never met one in person. Mostly a bunch of wannabes. Most importantly, the majority of citizens would not care much if the government wanted to take away guns. That means that gov would have a green light to deal with gun nuts and militia types. Just what is your definition of a "gun nut?'" What makes you think that the military would turn into ATF agents and confiscate guns on the orders of some college-educated officer puke? I was in the USAF for 20 years and many in the armed forces support the right to bear arms against an oppressive government (the true meaning of the second amendment). For eight of those years I worked hand-in-hand with the Army and I know they wouldn't like this idea; most of them are gun owners themselves. If you doubt this, I would remind you of how much the general population cares about Waco. Those people are dead, I am not. Those people were religious and didn't have the stomach for killing ... I am not religious and am fully prepared to defend myself against any hostile person or persons who try to disarm me. As for Waco, the sheep who call themselves people believe everything they hear on the nightly news ... yeah right. Be warned! I understand and have heeded the warning, that's why I'm prepared for the worst should it happen. What will you do? Once the guns are gone the government need not hide their fascist agenda any longer.
