I just heard a news story about the energy crisis.  Here are the exact
words of one question asked by Brit Hume of Fox News field reporter Jim
Angle, concering how long it's taking to get geothermal plants approved in
northern California:

   Brit: What is the reasoning behind those delays in approving the
   renewable plants?

   Jim Angle: Well, there aren't many environmental concerns because it's
   natural, geothermal energy.  One of the problems at one of these sites
   was that snowmobilers were complaining that a geothermal energy plant
   might cause noise pollution.  But one of the main reasons, and the
   reason cited by the Clinton Administration energy department in not
   approving it was that one tribe of Indians out of three (two gave their
   approval) had people who went out for what's called vision quests in
   this area.  Hard to do with snowmobilers.  Nevertheless, the Department
   of Energy under the Clinton Administration told the geothermal people
   that their project was not politically correct because these six
   Indians, these six Native Americans, went out on vision quests.  Again,
   this is in an area where snowmobilers have two permanent camps.

Herbs are often used in vision quests, are they not?

Okay, so now we know that (a) those snowmobilers are hypocrites since
snowmobiles are noisy themselves, and (b) our government laughs at the
practices of the Indians.  Nice. :-\

[CTRL] Ira Einhorn - the Unicorn

Lovely story on the Unicorn who was friend to Shah of Iran (Shah was
member of Peacock Society according to my old MI6 friend)..and was
this man, the Unicorn  - Ira Einhorn - spying for KGB or Mossad?

Why did he run??
It is said he
Murdered his girlfriend, stuffed body in a trunk and nobody would help
him move trunk so was put into an attic . when Unicorn arrested the
house smelled as Gacy's basement area of a dead body.
Only the Unicorn at the time, failed to notice?

Was the Unicorn agent for KGB/Mossad?  Why do the French refuse to
extradite him?   His connection to many secret projects with people such
as Lt. Colonel Tom Beardon makes me believe he was a spy for something
alien, and I do not mean creatures in UFOs.

PKD, THE UNICORN AND SOVIET PSYCHOTRONICS

Phillip K. Dick, the late schizoid, Sci-Fi author and Ira (The
Unicorn) Einhorn, sixties radical activist turned seventies New Age
networker cum fugitive axe-murderer, began a correspondence in early
February of '78 centered around Dick's firmly held (on shaky ground)
belief that the Russians were beaming psychotronic transmissions via
satellite into his already somewhat disturbed mind.

According to Dick -- often known for his far-out flights of paranoiac
fancy -- these microwave-boosted, telepathic transmissions, as he
called them, commenced on March 20, 1974, showering Dick with endless
reams and streams of visual and audio data. Initially, this overpowering
onslaught of messages Phil reluctantly received were extremely
unpleasant and, as he termed them, die messages. Within the following
week he reported being kept awake by violet phosphene activity, eight
hours uninterrupted. A description of this event in a fictionalized
version appears in Dick's brilliant, though demented, anti-drug novel _A
Scanner, Darkly_. The content of this phosphene activity was in the form
of modern, abstract graphics followed by Soviet music serenading his
head, in addition to Russian names and words appearing there as well.
The ever speculating Phil conjectured that a radical drop in GABA fluid
-- in his brilliant but balmy brain -- might've accounted for these
strange voices and images, though he was at a loss to further explain
exactly what would have precipitated such a drop in his GABA fluid,
which conveniently lent more credence to his original theory, as crazy
as it sounded to even his own buzzing ears, tuned into -- as they were
-- this foreign frequency that had invaded his mind.

In recent years various info on remote mind-control technology has
filtered into the conspiracy research community through various fringe
publications such as _Full Disclosure_, _Resonance_ and countless others
including a Finnish gentleman by the name of Martti Koski and his
booklet _My Life Depends On You_.

Over the years Mr. Koski has been sharing with our mind controlled world
at large his horrifying tale, documenting as it does the discovery of
rampant brain tampering committed upon himself and others, including
documents concerning one Robert Naeslund, another victim of
brain-research. The perpetrators of these evil doings included,
allegedly, the Royal Canadian Mounted Police (RMCP), The CIA and Finnish
Intelligence among countless other covert intelligence agencies. (In
_Secret and Suppressed_, edited by Jim Keith, a remote mind-control
testimonial appears entitled An Open Letter To The Swedish Prime
Minister Regarding Electromagnetic Terror, authored by the
aforementioned R. Naeslund.)

Another legendary figure in the arcane annals of conspiracy research --
and ranter extraordinaire -- Kerry Wendell Thornley claims that while
serving in the Marines with his buddy Lee Oswald, he became subject to
just this sort of mind-control scenario; having had planted --
unbeknownst to him at the time -- into the base of his neck, some sort
of high tech implant which enabled Thornley to receive malevolent
transmissions from military

is derived as I recall) to induce initiates to commit murder for them -
maybe like Sirhan, and Littleton - drugs, suggestion, the painting of
many mental images - TV or a movie to create the - get the picture
atmosphere?   Good item here...it is said that there were those who
believed even David Koresh was The Mahdithe one who will reveal the
deep and secret meanings of the bible when he returns.so is like the
Alpha and Omega man?

The concept of mind control strikes most people as either futuristic or
fabulous. In fact, human beings have employed effective
thought-processing techniques ever since the first oligarches sought to
exploit their underlings, ever since the first mystics sought communion
with their deities, ever since man first sought to understand his inner
self. Mind control, broadly defined, has been with us in one form or
another since the beginning of civilization.
The Mushroom Warriors
Arguably, the Russians really were the first brainwashers, just as the
propagandists of the 1950s alleged.
4500 years ago, the Koyak and Wiros tribes of the central Russian
steppes conducted what may be the first experiments in stimulating
violence through the use of drugs. They derived from the Amanita
muscaria mushroom a drug which reduced the warrior's anxiety and fear
while increasing his strength, stamina, mental acuity, and ability to
withstand pain. The shamans hit upon a noteworthy method of increasing
the drug's potency: The mushroom was first fed to reindeer, and the
soldiers would drink the animals' urine on the eve of battle. Viking
warriors also depended on chemical stimulants derived from deer urine.
(Today's soldiers should ponder this history before complaining about
their MREs.) Combatants in India relied on similar drugs, as did Native
American tribes of the Southwest. Incan warriors made use of the coca
leaf. The tradition continues today: In Vietnam, soldiers sought relief
in a veritable pharma-cornucopia, which offered everything from
marijuana to heroin. The warring tribes of Somalia, Rwanda and Liberia
all routinely partake of the locally-preferred narcotics.
In all ancient cultures, the shaman prepared for healing work by
retreating to a cave, or some other quiet, intensely dark environment --
a sensory deprivation chamber, if you will. Magic could occur only after
prolonged sessions of drumming and chanting: rhythmic sound stimulation.
The shaman would visualize descent into a lower world, just as a modern
hypnotherapist might use falling imagery during trance induction. As
William Sargant, a British psychiatrist, said of these ancient rituals:
Some persons can produce a state of trance and dissociation in
themselves, or in others, with a decreasing need for strong and repeated
emotional stresses, until it may become so much a conditioned pattern of
brain activity that it occurs with only minor stresses and difficulties;
for example, in the primitive religious context, at the renewed beat of
a drum, or the screaming roar of the rhombos... If the trance is
accompanied by a state of mental dissociation, the person experiencing
it can be profoundly influenced in his subsequent thinking and
behavior.
Students of occult history maintain that the heirophants of the ancient
Egyptian mystery schools practiced a strikingly-advanced form of
hypnosis, in which initiates entered profound trances, triggering what
we would today call an out-of-body-experience. Even modern-day,
scientifically-oriented hypnotists recognize their debt to the
Aesculapian priests of ancient Greece, who practiced a hypnosis-based
form of medicine and behavior modification they called dream healing.
The oracles of ancient Greece, through the breathing of certain vapors
and the imbibing of certain liquids, dwelt within an altered state, as
did, to varying degrees, those who participated in the mysteries.
Sargant does not hesitate to use the term brainwashing to describe the
rites of the Oracle of Triphonius. During these mysteries, the initiate
experienced sensory deprivation, sudden confusion techniques, selected
auditory and visual stimuli, drugs -- and possibly even the proverbial
whack on the skull. Unsurprisingly, vivid hallucinations often resulted.
Western civilization, we are told, was founded on the Greek model -- but
to what degree was Greek civilization itself founded on mind control?
Mystery cults expanded throughout the ancient world, always centering
(as Dr. Pierre Janet once noted) in the same types of pastoral locales
favored by modern centers of Marian devotion. At Eleusis, as at Lourdes,
the pilgrim entered craftily-designed alternate world, set amid
grottoes, streams, caves and candlelight rites:

While Tim McVeigh and his attorneys continue studying the
newly-revealed, illegally-withheld evidence the FBI just turned
over to them - and try to decide what, if any, appeals to mount
now, at least one lawsuit has just been filed asking a federal
court to indefinitely stay McVeigh's execution.

Filed last Friday afternoon by a Dallas lawyer representing
Jane Graham and V.Z. Lawton,  two bombing victims who were in the
destroyed federal building at the time, the lawsuit asks the
federal court governing Terre Haute prison to stay McVeigh's execution
pending a civil suit the victims have filed - claiming that McVeigh is an
indispensable witness in that lawsuit, which is now in the discovery
phase.

Dallas lawyer Harmon Taylor's lawsuit's complaint - plus a
subsequent motion and brief he filed - also argues that McVeigh
cannot legally be executed now for two other reasons. The
strongest is an apparently-clear rule under the Constitution
barring trying McVeigh in any other state for crimes committed in
Oklahoma - making his Colorado trial null and void; Taylor's brief
cites numerous cases in support of his argument that nobody can be
tried by a federal court in another state from the one in which the
crime he is charged with occurred in.

A likely-much-weaker argument in Taylor's lawsuit claims that,
absent proof that the land the bombed federal building was on was
itself federal property, federal courts never had jurisdiction to
try McVeigh for murder.

As of this Monday afternoon, Taylor states that no hearing
date has yet been scheduled in his lawsuit.

anchor Dan Rather about former President Bill Clinton's honesty.
Here's the exchange:

O'Reilly: I want to ask you flat out, do you think President
Clinton's an honest man?
Rather: Yes, I think he's an honest man.
O'Reilly: Do you, really?
Rather: I do.
O'Reilly: Even though he lied to Jim Lehrer's face about the
Lewinsky case?
Rather: Who among us has not lied about something?
O'Reilly: Well, I didn't lie to anybody's face on national
television. I don't think you have, have you?
Rather: I don't think I ever have. I hope I never have. But,
look, it's one thing-
O'Reilly, jumping in: How can you say he's an honest guy
then?
Rather: Well, because I think he is. I think at core he's an
honest person. I know that you have a different view. I know that

For once we're on the same page, Aleisha...

You're correct regarding the quality of water before the factory
exploded...I always ran the tap water thru a filter before using it,
because directly out of the tap one can actually taste all the chemicals
they put into it.  It discolors white porcelain a pale blue color...

But I don't trust my filter to handle whatever all the stuff is that went
into the water supply due to this fire, so I'll be doing the bottled
water bit for a while...


But with a mess like that - and the water is safe to drink? 

The local birds don't seem to think so...not only have they stopped
eating the fish out of the river, they're not swimming in it,
either...just land on the banks and look at the water as if they're
asking What IS that stuff?

 Bob Smith of New Hampshire is giving gun-haters fits once 
again.

 Smith has filed an amendment allowing teachers and principals 
to use a
 gun on school grounds to prevent a school massacre. 
Currently,
 federal law prohibits citizens from carrying a gun within a 
thousand
 feet of school property in virtually all circumstances.

 The Smith provision would protect decent Americans like 
Assistant
 Principal Joel Myrick of Pearl, Mississippi, who circumvented 
federal
 law when he used a firearm in 1997 to stop a killer's rampage.

 It is imperative that gun owners contact their Senators right 
away in
 support of the Smith amendment. The Senate is currently 
debating an
 education bill (S. 1) that has become something of a magnet, 
attracting
 all kinds of gun-related amendments dealing with kids and 
schools.
 Smith's amendment is the only one that would advance Second
 Amendment rights.

 On the negative side, Senator Robert Byrd (D-VA) has 
introduced the
 most far-reaching anti-gun amendment, as it would impose a 
new tax
 upon gun buyers, who will have to purchase lock up your 
safety
 trigger locks with every retail handgun sale.

 Moreover, the Byrd provision would impose lifetime gun bans 
for
 juvenile indiscretions and expand the arcane rules making it 
virtually
 impossible to teach your kids the safe use of firearms.

 The Smith and Byrd amendments to S. 1 could be voted on this 
week.

 ACTION:

 Please contact your U.S. Senators and urge them to support 
the Smith
 amendment to prevent further school massacres. [The provision 
is
 known as Senate Amendment 547, or SA 547.] Also, urge your
 Senators to vote against anti-gun provisions like the Byrd 
amendment
 (SA 410).

Democrats Win at Game-Playing

Last week President Bush nominated 11 individuals to fill some of the many
vacancies on the U.S. Court of Appeals.  All are highly qualified and fit as
closely as political circumstances allow the president's substantive
standard: judges who will interpret, but not make, law.

What's a leftist to do under these circumstances?  For eight years, Senate
Democrats and their left-wing interest group allies have shoveled coal into
the confirmation train's boilers.  Well, maybe coal harms the environment
too much so maybe they use solar panels.  Anyway, for eight years they
chanted confirm, confirm, confirm as Clinton nominees rolled through the
Senate.  President Clinton in fact had a 374-1 confirmation run, even though
he had a so-called opposition Senate for six of those eight years.

So now it would seem a bit, oh, hypocritical to suddenly apply the
confirmation brakes because a Republican is in the White House.  They would
have to explain all their past ranting about filling vacancies, especially
since vacancies are higher now than when all the ranting went on.  They
would have to find some excuse for the obvious partisan politics, especially
since they said for six years that partisan politics had no place in the
confirmation process.  So they come up with one gimmick after another,
anything to throw a wrench in the works.  Their latest gem: they did it
first!!

The current version of this stunt is the claim that Republicans denied
confirmation to 167 Clinton judicial nominees.  An eager liberal media lap
up this dangling statistic and report it without any investigation, without
any scrutiny, without a look at all.  But as my dad used to say, liars
figure and figures lie.

What this figure hanging in mid-air is supposed to suggest is that
Republicans could have confirmed all those nominees, but chose not to do so.
That, in turn, suggests that nominations are all made at the beginning of
each two-year Congress, in plenty of time to do all the background checks,
hearings, questionnaires, investigations, and follow-ups that are now
standard confirmation operating procedure.  Not true.

When the Congressional Research Service examined nominations that expired at
the close of a two-year Congress without receiving a hearing, it excluded
nominations made so late that they could not have been considered.  Applying
that standard knocks out at least eight nominations from the 106th Congress
alone.

Another problem with the 167 figure is that it double and triple counts
individuals nominated in successive Congresses.  A dozen of the nominations
expiring at the close of the 106th Congress fall in this category and seven,
more than half, were confirmed.  So Senate Democrats are using as Exhibit A
the charge that Republicans prevented individuals from being confirmed who
are, in fact, serving as federal judges today.  That's a word game worthy of
Bill Clinton.

The truth is that Republicans never pulled the overt, explicit,
in-your-face, partisan obstruction stunts the Democrats are pulling today.
Many conservatives urged them to do so, but they never did.  Republicans
never threatened filibusters - in fact, Republican leaders openly
discouraged their colleagues from this approach.  Republicans never applied
issue-based litmus tests, threatening to deny confirmation to nominees
failing to promise to rule the right way on those issues.  Republicans never
walked out of committee hearings to prevent votes on nominees.

Democrats are playing more aggressive, and more partisan, political games
than Republican ever did.  So even if it were valid to say they did it
too, Democrats are still busted.  And Democrats still have all their own
words to somehow explain away, to pretend that by urging more confirmations
they were actually saying the process should slow down.  Stay tuned.

NEW YORK (CBS.MW) -- Strength in the June gold contract
Wednesday gave equities a lift and propelled both of the
major metals indices higher by more than 4 percent.

The CBOE Gold Index 1.88 to 42.13, while the Philadelphia
Gold and Silver Index added 2.53 to 61.10. Individually,
Homestake Mining rose by 5.7 percent, or 38 cents, to trade
at $7.03, and Newmont Mining climbed 7.6 percent, or $1.59,
to trade at $22.40.

Gold futures prices added value Wednesday on concerns
about low short-term supplies, said Larry Baer, gold analyst
at Spike Trading.

Gold for June delivery added 31 cents to trade at $271.60.
Gold lease rates, the borrowing rates for the precious metal,
on Wednesday were at 2.3313 percent for one month, at
2.10 percent for six months and at 2.21 percent for one year.

Gold's move higher is signaling that the U.S. dollar is on
the verge of declining, said John Mesrobian, president of
Constantinople Advisors. There are signs that the Japanese
and others are selling U.S. assets and bringing them home,
which will affect the U.S. dollar. This is bullish for gold and
gold stocks.

In other metals action, July silver added 7 cents to $4.39
an ounce. On the supply end, Comex gold inventories were
down 7,330 ounces at 823,091 ounces compared to the
previous session, and silver stocks were unchanged at
96,247,442 ounces.

July platinum added $2.50 to $612.50 an ounce, while
June palladium tacked on $3 to $643 an ounce.

Copper for July delivery declined by 0.35 cent to 75.15
an ounce. As of Wednesday, London Metals Exchange
warehouse stocks fell 1,075 tons to 436,975 tons. Late
Tuesday, COMEX stocks were up 1,404 tons to 132,925
tons. July aluminum shed 0.55 cent to 69.90.

The CRB/Bridge Index, a broad-based measure of
commodity futures markets, shed 0.1 percent to 215.87.

What a crock.so Dan Rather plays a role of Mr. Nice Guy - frankly, I
liked him better when he was just plain Dan Rather, Brother Rat who
intendned to do the President of the United States Psychological Harm
knowing he was in his last crisis.

It would seem Rather was guilty of Over Kill..sign of a coward.

This is very likely to be a headline you'll read in next week's paper.
When it happens -- and it is happening -- ISPs and CLECs are history,
and monopolies rule again.  You have just a few weeks to change
tomorrow's history, and you have the world's greatest tool for change
right at your fingertips.

Post notices on news groups, use your mailing list, chat, whatever,
as long as you CALL FOR ACTION NOW!  There is federal legislation
that threatens to hand the Bells the Net.  It is called H.R. 1542,
misleadingly named the Broadband Relief Act of 2001.  It is authored
by two very powerful Congressmen, House Commerce Chairman W.J. Billy
Tauzin (R-LA) and Ranking Minority Member John Dingell (D-MI), and
supported - surprise, surprise, by only four companies.  Perhaps
you've heard of them: SBC, Verizon, Bell South and Qwest.

In essence, the bill allows the RBOCs to immediately begin offering
long-distance data service, and eliminates the Telecom Act's
requirement that they lease parts of their networks -- including
equipment used for high-speed Internet service -- to competitors.
Out goes the competition, up go the prices.

Share this information with your friends, family, customers,
colleagues today!  Beg them to make their voices heard.  Do
they really want the local phone monopoly running the Internet?
Do they want higher prices, lousy service, and no new technology?

Million Mom March fell about 999,800 bodies short
this year. Rosie O'Donnell, a leading anti-gun
loudmouth who emceed last year's march and later
sought armed security guards for her own children,
was a no-show at the pathetically attended protest in
Washington, D.C. Similar rallies across the country
also fizzled, drawing sparse crowds of liberal activists
still sullenly opposed to the Second Amendment.

The measly march's message rang loud and clear:
Gun-control extremism is a dying movement.
Unfortunately, the White House didn't hear it. In
Philadelphia this week, President Bush
enthusiastically unveiled Project Safe. It's a new
gun-policy initiative that will involve gobs of new
federal spending and an unprecedented partnership
between all levels of government. Unprecedented?
Yikes. Gun owners, watch your wallets - and your
holsters.

The Bush package includes several pet causes of the
gun-control lobby, including $75 million for gun locks;
$15.3 million for 113 new federal Attorneys to serve
as full-time gun prosecutors; and $19.1 million to
expand a program by the Bureau of Alcohol,
Tobacco and Firearms aimed at preventing youths
from obtaining guns. Although Bush stressed that he
simply wants to enforce existing laws, the fine print
of Project Safe echoes the gun-grabbing Left's call to
ban the importation of high-capacity ammunition clips.

There are already 30,000 gun laws on the books.
Passing one more law banning ammo clips won't do
diddly to reduce gun violence. And I'll bet my .38 that
those 113 new federal bureaucrats, under pressure to
justify their jobs, will spend most of their day chasing
after gun owners guilty of technical violations -- not
violent crimes.

 took up the compromise
 banner of enforcing existing
 laws have painted
 themselves into a rhetorical
 corner. Most of those laws
 are ineffective in the fight
 against crime. Instead, they
are bureaucratic obstacles that make it unreasonably - if not
unconstitutionally -- difficult for law-abiding citizens to purchase, store, and
modify guns for protection. Those laws need to be repealed, not enforced.

Bush this week cited well-worn anti-gun statistics and condemned the
unacceptable number of fatal shooting deaths in the U.S. But like the
liberal anti-gun lobby, the GOP president was silent about the untold
number of gun shootings committed every year in self-defense. Just two
weeks ago, a 12-year-old girl in Clarksdale, Miss., saved her mother's life
when she shot and killed an abusive ex-boyfriend who had forced his way
into the apartment and started choking her mom. Detective Danny Hill of
the Clarksdale Police Department said the brave girl had heard the
commotion and she knew from past experience what was going on. So did
a Tacoma, Wa., woman who saved her own life in late April after shooting
a former boyfriend who invaded her home in violation of two restraining
orders. According to police reports, the man had two convictions for
domestic violence against the woman over the past year. When he
threatened to kill her after breaking into her home, she ran to her bedroom
-- where she kept a handgun -- and fired one fatal shot at him.

And in Colorado this week, a trial date was finally set for a serial rapist
whose terrorism against elderly women ended only after 72-year-old Jean
Zamarripa shot him after he broke into her home last fall. When she heard
a noise in the backyard, Zamarippa grabbed her loaded .38-caliber
revolver. She fired four times when the intruder rammed his shoulder into
her back door. I'm just a little grandmother, and I mind my own business,
Zamarripa, a retired medical assistant, told the Associated Press. What
would I have done if I hadn't had my gun? I would have been just another
statistic.

What will it take for Beltway Republicans to stop their Clintonesque
pandering to Hollywood soccer moms and start representing us
gun-owning mammas who don't have Secret Service protection and can't
afford to hire armed personal security guards? We refuse to be the
statistics you ignore.

Right now we are in a sort of Catch-22 situation with
fundraising right now. . .we are registered in about 1/3
of the states right now, with paperwork in to get to 2/3,
but we don't have enough money to register in the last 1/3,
and the first 1/3 will start needing to be renewed by the
time we get to the last 1/3. . .and the stack of paperwork
for these is literally as large as the person handling them.

The trustees of the Project Gutenberg Literary Archive Foundation
have told me we need to raise $25,000 just to complete all this
paperwork, as there are lots of fees associated with theses, and
we have to hire a CPA to sign the last bunch. . .obviously we did
the easiest and least expensive states first.

Neither of our trustees have the time to do all this by themselves,
so we also have to pay for a 1/4 time assistant, even though our
trustees do serve pro bono.

We can't get on shows such as Oprah, Regis, Letterman and Leno
to do any demonstrations and fundraising until we are registered
in all 50 states, and probably also the District of Columbia, so
it's even more of a Catch-22 than it first appears. . . .

We are expecting to have approximately 4,000 Etexts online by the

The military facility in Iquitos, Peru is not a U.S. airbase, nor does it
appear in any list of U.S. military facilities. The Americans providing
real-time tracking information to the Peruvian air force are not government
or military personnel.

So, who are the gaggle of Iquitos contractors employed by a company named
Aviation Development Corporation, a company which is located on Maxwell Air
Force base in Montgomery, Alabama, but is not a part of the U.S. Air Force?
Who are the contractors operating a specially outfitted Cessna Citation V
surveillance plane that flies the U.S. flag but does not belong to the U.S.
government? Who are the contractors operating from a hangar built by a
Peruvian company paid by the U.S. Army Corps of Engineers?

They are the fighters in our drug war!

The American people are supposed to believe that Peruvian operations to stem
the cocaine flow into the United States are innocuous, but we cannot know
who the players are or what they are up to until disaster strikes. When the
destroyer USS Cole met disaster in Yemen last October, or the Navy EP-3 was
attacked off of Hainan island, we were similarly educated about underground
activities of the U.S. military.

In his election campaign, President Bush vowed to reduce the American
military presence around the world. It's a particularly tough task when much
of the presence isn't acknowledged or official. Taken individually, each
country like Peru or a Yemen may have a justification for secrecy. But when
one adds up all the all the Peru's and Yemen's, it becomes apparent that the
U.S. military is increasingly everywhere and nowhere.
Israel: Capital of Classified Bases

At the same time Peru was in the headlines, there were press reports that
the United States and Israel had conducted an unusual joint military
exercise in the Negev desert. Jane's Defence Weekly called it Israel's
first exercise with the U.S. Air Force. The Jerusalem Post called it a
marked boost in military cooperation. Neither assertion is true, but that
is the problem of an underground military policy. It is hard to know exactly
what is going on.

In fact, the United States and Israel have a regular series of military
exercises, going under the code names Juniper Stallion, Juniper Cobra, Noble
Shirley, and other Juniper variations. A month before March's Juniper
Stallion exercise, another American contingent was in Israel for Juniper
Cobra, a tactical missile defense exercise which included test-firing
Patriot missiles while the U.S. Navy Aegis destroyer USS Porter operated off
the coast. The exercise, perhaps coincidentally, ended just five days before
the February 16 U.S. and British air attacks against Iraqi air defense
sites.

Last year's Juniper Stallion exercise involved the aircraft carrier battle
group USS Eisenhower, and was from March 19-26. Eight U.S. aircraft operated
from Nevatim airfield in Israel and U.S. Navy SEALs went ashore to train
with their Israeli counterparts. During Juniper Stallion 2000, according to
the Eisenhower public affairs office, U.S. aircraft were able to drop live
bombs at two desert ranges in Israel, giving crews valuable experience given
the temporary prohibition from dropping live ordnance on Vieques Island in
Puerto Rico.

Juniper Stallion 99, held in August 1999, was an even more extensive, and
secret, exercise. U.S. Air Force munitions personnel from Italy were
deployed to officially non-existent sites where they inspected and
maintained the $500 million worth of ammunition the United States keeps in
Israel for wartime contingencies. Their bases, called Sites 51, 53, and 54,
don't appear on any map. Their specific locations are classified and highly
sensitive.

And it's not just munitions. The United States has prepositioned vehicles,
military equipment, even a 500-bed hospital, for U.S. Marines, Special
Forces, and Air Force fighter and bomber aircraft at at least six sites in
Israel, all part of what is antiseptically described as U.S.-Israel
strategic cooperation.

Such cooperation may or may not enhance American security, may or may not be
a prudent part of planning to defend a close friend. The extent of U.S.
involvement may or may not be known and understood by U.S. decision-makers
and the Congress. But the reason for all the secrecy is clear: All around
Israel, in Egypt, Jordan, Saudi Arabia, Oman, and the Gulf states, the U.S.
has newly built up an enormous and yet officially non-existent military
presence.

Night and Day, Computers Collect Information

  The data collection begins in the morning, when Americans first sign onto
  the World Wide Web to check the weather or buy a book.

  It continues during their commute, as cameras and electronic toll booths
  chronicle their drive to the office. Someone may be monitoring workers at
  their jobs, recording what they buy at the grocery store, noting their
  whereabouts while they use their cell phones and scrutinizing their drug
  prescriptions.

  From morning until night, the mundane details of life are being tracked,
  recorded and analyzed. Cheaper computing power and a vastly expanding
  Internet have enabled businesses, government agencies and many others to
  watch what was once unwatchable and glean meaning and profit from the
  ephemera of daily activity.

  Data giants have created dossiers containing names, addresses, incomes,
  purchases and other details about 200 million American adults -- and then
  flashed them to customers on demand. Profile specialists make models of
  what consumers are likely to do or buy. All the while, information
  brokers look for data to sell, with rogue operators sometimes using
  trickery to collect details about bank accounts, stock portfolios,
  telephone calls and other confidential information.

  Many Americans believe that data collection has already gone too far. But
  information experts say this is only the beginning of an era in which
  more people and institutions will seek access to personal details not
  available in the past.

  The tracking technologies we're talking about now are ubiquitous, said
  Deirdre Mulligan, director of the Samuelson Law, Technology and Public
  Policy Clinic at the University of California at Berkeley. It has become
  so cheap and so easy.

  The benefits of the electronic aggregation of personal details are
  considerable -- and often made possible by individuals who actively share
  data in exchange for discounts, conveniences and the like. Growing files
  of medical information often help doctors and hospitals provide better
  treatment. Commuter information gleaned from toll booths can help
  regulate traffic flow and plan highways. Sales data can help stores
  control their inventory and keep prices down and profits up. Many
  companies use their growing stores of personal information to fight
  fraud.

  The data that grocery stores collect about shopping habits allow the
  stores to offer discounts and special promotions to keep profitable
  customers coming back. In addition, a growing number of companies,
  including hotel chains, use data collected about visits to personalize
  their services.

  Information allows marketers to try and bring the personal touch back
  in, said Jerry Cerasale, senior vice president for government affairs at
  the Direct Marketing Association. Part of the vibrant economy is that
  Americans have all the choices. If we restricted that flow of
  information, it would reduce those choices.

  At the same time, citizens and policymakers fear the erosion of privacy,
  surveys show. They worry that companies will use data to manipulate
  customers or share data without permission. One tangible threat of the
  proliferation of personal data is identity theft by fraud artists, who
  take on the persona of an individual and then run up bills in that name.

  This fraud has been fueled by easy access to Social Security numbers and
  other personal data. In a new report, federal regulators estimate that
  more than 500,000 people are victims of identity theft each year. A
  recent victim was golfing phenomenon Tiger Woods, surely one of the most
  recognizable figures in America. Using Woods's Social Security number,
  Anthony Taylor of Sacramento received a driver's license and credit cards
  in Woods's name and was convicted of making $17,000 in fraudulent
  purchases.

  Privacy advocates also worry about the government's use of personal
  information. The FBI, for instance, operates a computer system called
  Carnivore that, under a court order, can monitor the Internet for e-mail
  sent by suspects or others. To help track down parents who owe child
  support, the federal Administration for Children and Families has created
  a computerized data-monitoring system that includes all individuals with
  new jobs and the names, addresses, Social Security numbers, bank accounts
  and wages of working adults throughout the United States.

  One consequence of all this is that Congress has sharpened its focus on
  the privacy issue, with members introducing dozens of bills to regulate
  the flow of data. In recent years, Congress has approved restrictions on
  the use of driver records, financial data and information about children

Thirteen agencies make up the U.S. intelligence community, an
umbrella organization led by the CIA director. It's advised by
inside and outside experts who constitute the National Intelligence
Council.

The National Security Agency is largest of the 13. A look at the
others:

_Central Intelligence Agency: Foreign intelligence and
counterintelligence. Its employment Web site is the only one
offering jobs in ``clandestine service.''

_Defense Intelligence Agency: Assesses targets and battle damage
in wartime, monitors weapons proliferation and crises in peacetime.
Sometimes supports U.N. operations and U.S. allies.

_Air Force, Army, Marine Corps and Navy each have intelligence
corps.

_National Reconnaissance Office: Operates intelligence
satellites. Existence of the 40-year-old space-intelligence office
became widely known only in the 1990s.

_National Imagery and Mapping Agency: Maps and topographical
photography for civil and military uses.

_Federal Bureau of Investigation. Principal enforcer of federal

_State Department: Its intelligence arm provides analysis of
foreign affairs.

_Energy Department: Intelligence arm monitors foreign energy
activity and is charged with protecting U.S. energy secrets.

_Treasury Department: Provides liaison between the intelligence
community and Treasury's law enforcement arms, and helps prepare
intelligence budget proposals.

Top-Secret Agency Breaks 'Silence'

FORT MEADE, Md. (AP) _ Once, the National Security Agency
insignia, a bald eagle perched on a skeleton key, surveyed a barren
terrain of top-secret letterhead, its forbidding stare known only
to a privileged few.

Now, it spreads its wings over teddy bears, tie-dye shirts and
nail-trimmers sold to tourists, part of an effort to let Americans
get a glimpse of what the nation's premier eavesdropping agency
does.

Competing with a dozen other agencies for intelligence dollars,
the largest and most secretive of them wants to spread the word
about itself _ without revealing too much.

Most of its work _ absorbing intelligence gathered from
spy-plane flights like those near China, for example _ is still
plenty hush-hush.

But its openness around the edges is a departure for the
49-year-old organization jokingly called ``No Such Agency'' and
perhaps best known for efforts not to be known at all.

``It's changed all right,'' said author James Bamford. Twenty
years ago he faced threats of prosecution for publishing
NSA-related documents; recently he faced a crowd of agents at his
book launch on the NSA campus.

``Instead of putting me in jail,'' he said, ``they're throwing
me a book party.''

The NSA's director, Lt. Gen. Michael Hayden, accelerated the
change after his 1999 appointment, perhaps most dramatically by
making public two lacerating reports on agency deficiencies.

``There are some things that we can say, that we ought to say,''
he commented in an unusual interview with the History Channel.

The end of the Cold War led some to question the need for a
national eavesdropper and subjected intelligence budgets generally
to a harder look.

``Like everyone else in the intelligence community, the NSA is
being forced to reveal more than it wants to about itself,'' said
Norman Polmar, who wrote ``Spy Plane: The U2 History,'' an
NSA-related exploit gone wrong.

The internal NSA reports released by Hayden said that
``ineffective leadership'' and ``our insular, somewhat arrogant
culture and position'' had led Congress to cut money to the agency,
which gets the largest share of the $30 billion intelligence
budget.

Openness only goes so far. A European Union team angrily left
the United States last week when NSA and CIA officials refused to
meet with its members. The team is investigating whether the United
States engages in economic espionage.

NSA agents were once what snoops called ``top secret famous'' _
nameless shadows celebrated only among the select few in the
intelligence community.

Their coups were legion: Agency eavesdropping allowed President
Kennedy to learn Soviet bluff lines during the Cuban missile
crisis, and the NSA's Berber linguists linked Libyan agents to the
1986 bombing of a German discotheque that killed a U.S. soldier.

But in recent years, the progenitor of information technology in
the 1950s has been lagging behind Silicon Valley.

In January 2000, the NSA's overtasked computers shut down for
three days.

Hayden slashed staff _ the agency now has 38,000 _ and hired
outside contractors. Last year, Congress increased intelligence
funding by 7 percent.

To be sure, sleight-of-hand tics persist at the NSA. Gift shop
purchases appear on credit card statements credited to a mysterious
Civilian Welfare Fund.

The NSA museum, vaunted as the hallmark of its new openness,
concentrates on World War II codebreaking.

``It's an outstanding tool in helping people understand what the
NSA is about without getting into some of the problematic issues,''
said agency historian Patrick Weadon.

``It's too much about war,'' complained Sandro Dallaturca, a
Belgian banking encryptologist who had been looking forward to
learning about encoding techniques.

Missy Spiegl, 15, whose father works for the NSA, thought the
museum might give her some family insights.

``I've been trying for years to get out of my dad what he does,
but I can't,'' she said.

Inside the agency, change has been palpable.

The NSA has farmed out some research, allowed an ex-agent to
publish an account of how he redesigned an internal communications
system and cooperated on Bamford's book, a largely sympathetic
history of the agency by an author who favors more spending on
intelligence technology.

That may have been an astute move on the NSA director's part,
Polmar said. ``Honey catches more than a fly swatter.''

Spreading suburbs have brought neighbors close to the agency's
long-isolated campus. After a few mishaps _ including a SWAT-team
swoop on a real estate photographer _ the NSA reached out to the
community.

``They are the hidden powerhouse of the county,'' said Janet
Owens, Anne Arundel County leader. She's thrilled the NSA recently
enticed General Dynamics to build a local plant.

LSD Story Causes Flashbacks

The New York Times Magazine always delivers at least one
great story, and last week it was an investigation into the
claim that the CIA drugged and murdered scientist Frank
Olson in 1953 to stop him from blowing the whistle on their
secret experiments in mind control.

Kudos are in order for Harvard scholar Michael Ignatieff,
who was a wise choice to write the piece. He went to school
with Olson's son Eric, and as a human rights expert, he was
able to build a credible case against the CIA from the son's
point of view.

Here are some of the facts, according to Ignatieff: By the
early 1950s, the CIA had begun to study LSD as a truth serum
for use in covert assassinations. In the summer of 1953, the
CIA sent Olson to Sweden, Germany, and Britain on business.
According to a British journalist, Olson became disturbed by
something he witnessed at a research facility near Frankfurt
and confided as much to a psychiatrist employed by British
intelligence. Thereupon, someone at the CIA raised the issue
that Olson had become a security risk.

Enter Dr. Sidney Gottlieb, a/k/a the Timothy Leary of the
CIA. At a meeting of CIA scientists in rural Maryland in
November 1953, Gottlieb dropped a hit of LSD into Olson's
Cointreau. Nine days later in New York, Olson went out the
window of a 10th floor hotel room, hit the sidewalk and died
soon after. The CIA's position was that he had either
fallen or jumped.

Although Ignatieff approached the M-word carefully in the
Times, waiting until about two-thirds of the way through the
piece to suggest that dosing Olson was a prelude to
murder, the allegation was clearly on his mindas was the
unstated conclusion that an aggressive investigation into
Olson's death is long overdue.

Instead, what the public has gotten so far is a whitewash,
and long stretches of silence from the Times. According to a
database search, the Olson story first surfaced in the Times
in July 1975. Having learned 22 years after the fact that
Frank Olson had been fed LSD, the dead man's family gave an
exclusive to the Times' Seymour Hersh. Through Hersh, the
family announced its plans to file a wrongful-death suit
against the U.S. government. (They later settled.)

The revelations about the CIA and LSD begat a flurry of
stories in the Times in July 1975, and that month, even the
editorial page weighed in, calling the agency's experiment
on Olson an example of the arrogance and danger of
unchecked power. But for the next 26 years, the Times
mentioned Olson only a few times in passing, as when his
wife Alice died in 1993.

That's when things got hairy. In 1994, Eric Olson had his
father's body exhumed and autopsied, a difficult choice that
paid off when forensic experts concluded that Olson had been
knocked out with a blow to the head, then thrown out the
hotel window. So much for the theory that he had jumped.

Did the CIA deliberately kill Frank Olson? In the wake of
the autopsy, the murder charge became credible enough to
attract attention from the likes of the AP, CBS, CNN, The
Washington Post, the Chicago Tribune, the Los Angeles Times,
and smaller newspapers across the country. Regardie's
reported the story as a feature in 1994; the Daily Mail
followed in 1998. But The New York Times was nowhere to be
found.

When asked to comment on the omission, a Times Company
spokesperson said, We certainly can't hope to reconstruct a
1994 news decision tonight.

As for coverage of psychedelic experiments by Sidney
Gottlieb, the Times' only significant story in 20 years
appeared in 1999, when Tim Weiner wrote Gottlieb's obituary.
During the 1950s and 1960s, Weiner reported, the CIA
secretly tested LSD on human guinea pigs, including U.S.
prisoners, drug addicts, and prostitutes. A mental patient
in Kentucky was dosed continuously for 174 days.

Oddly, Ignatieff's story omitted this piece of context. But
what's important is that the Times is finally positioned to
help bring an extraordinary case to justice. Eric Olson has
besieged the Manhattan district attorney's office to open a
new investigation, and Ignatieff suggests that there might
be hope yet. With the facts freshly laid out, the Times and
other opinion leaders should demand that Frank Olson's death
be fully investigated before the few remaining witnesses
drop out of sight altogether.

Repeal The Sixteenth Amendment

After eighty eight years, it is obvious that income taxes
have metamorphosed into something completely different from
what the framers of The Sixteenth Amendment envisioned.  The
implementation has required the excesses of The Internal
Revenue Service which has become the single most feared
agency of The United States of America, more feared by the
average citizen than the F.B.I. and C.I.A. combined.

It is time to reassess the validity of income taxes.  They
are number two on Karl Marx's agenda for the communization
of society in The Communist Manifesto. They are therefore
un-American.  With slavery, one person expropriates all of
another person's earnings.  When income taxes take a certain
percentage of a person's income, that person is that
percentage enslaved by definition whether it be by the
government or by an individual.  There is no escaping that
conclusion.

Due to their nature, income taxes require the invasion and
examination of every facet of our lives. Economic value can
be assigned to virtually any action that a human being
takes.  These actions, in turn, have potential economic
value for which a tax assessment can be made.  This is not a
false alarm.  The Internal Revenue Service threatened that
it would tax the fan who caught Mark McGuire's 62nd home run
ball.  I conclude, as I think any citizen would, that
similar lower profile incidents have occurred.

The costs of compliance with the income tax system are
enormous.  Directly and indirectly, it diverts the resources
and energies of our people from their true duties, the
solution of their day to day problems and the betterment of
life for themselves and their families.  These simple duties
have resulted in The United States becoming the greatest
nation in the world.

This has been not simply because of our abundant natural
resources, which are many, but because of the freedom of its
people to pursue their own happiness as advocated by Thomas
Jefferson in the Declaration of Independence.  Nothing can
compare with freedom for the betterment of mankind and no
nation has had the tradition of freedom that The United
States embodies.  As a result, we are the world leader in
industry, the arts, sciences and sports.  Without the
distractions and the burdens of this horrible income tax
system, there is no telling what our people would accomplish
for themselves, their countrymen and the rest of the world.

The average citizen, increasingly, sees government as remote
and responsive only to the interests of the various
National Associations. Whether it is Big Education, Big
Business, Big Labor, Big Welfare or Big Medicine, the sense
is that the federal government hears only the complaints and
requests of the organized.  Nowhere is this better
illustrated than in the massive  tax code where incentives
for various investments and behaviors are rewarded or
discouraged at the whim of the government.

There is a reservoir of resentment for government, its costs
and the resultant taxes which is building in this country.
It must be tapped or it may burst.  If it bursts, it could
mean violence as we have seen with Timothy McVeigh or the
emergence of a demagogue such as Adolf Hitler or Josip
Stalin.

The income tax is an assault upon the very foundation of
this nation. It has within it, the   implication for the
reduction of mankind's soul to a completely economic entity.
This is precisely the Marxist view of our existence and the
antithesis of our founding doctrines.  Prosperity is not now
nor has it ever been the goal of this nation.  The goal of
this nation has always been the assertion, defense and
furtherance of mankind's freedom through the dignity which
has been bestowed by a Creator who guides us in decency.
Prosperity is the inevitable result but not the goal.  The
Sixteenth Amendment to The United States Constitution is an
affront to all of this and  must be repealed.  I urge you to
act before it is too late.

  'Bimini Stones'...the article concluded that rather than being a 'road' as 
  the stones were then referred to as, they in fact were the tops of walls

Air Force grants awards for airborne laser research 

    The U.S. Air Force has awarded contracts to several U.S. firms for 
research and development of applications for an airborne laser. In all, $23 
million worth of contracts was awarded in the latest round.

   Georgia Technology Applied Research Corp., based in Atlanta, was awarded a 
$4.5 million contract. Raytheon Electronic Systems, Tucson, Ariz, was awarded 
a $1 million contract. Textron Systems, Wilmington, Mass., was awarded a $13 
million contract.

   "Each contract provides for research and development support in the area 
of aircraft directed energy laser applications," a Defense Department 
statement said.

    The contracts are expected to be completed in 2006. The airborne laser is 
expected to begin partial deployment by 2008.

    Meanwhile, an Israeli study has formulated a model to ensure the 
effectiveness of airborne laser weapons being developed by the United States.

   The model was completed by a group of scientists from Ben-Gurion 
University who worked on a project for the U.S. Air Force. The air force has 
been developing the airborne laser for use against ballistic missiles.

    The Ben-Gurion University study developed a model that factored air 
turbulence and suspended aerosol particles in determining the broadening of a 
laser beam. The wider the beam the weaker and less effective the laser weapon.

    Natan Kopeika, a professor who heads the Ben-Gurion team of researchers, 
said that until now scientists focused solely on turbulence in laser beam 
broadening. The result was that scientists and engineers working on laser 
weapons developed optics that factored turbulence and ignored aerosol blur.

    Airborne lasers are being developed to destroy missiles from either a 
high-flying plane or a satellite at a distance of up to 1,600 kilometers. The 
Ben-Gurion University study was financed by the U.S. Air Force's ABL program.

    "While the U.S. Air Force is gathering atmospheric data over Korea and 
the Persian Gulf, we are interested in parallel information closer to home," 
Kopeika, who presented a paper at an aerospace symposium in Florida last 
month, said. "By the time the initial ABL aircraft will be operational, in 
about 2005, we expect to be a lot more knowledgeable about laser-weapon 
broadening in our region."

   Israel has been interested in sharing technology from the ABL program. The 
U.S. Army and Israel are cooperating in the development of the Tactical High 
Energy Laser and the two sides are considering development of a mobile 
airborne laser.

    Kopeika said his team of researchers would need years to develop a 
reliable model that predicts beam widening. Such a model would take into 
account surface weather and aerosol layers during various seasons as well as 
high-altitude winds and cloud layers.

When Silvio Berlusconi plays host to the leaders of the Group of Seven 
leading industrial countries in Genoa in July, his guests will be wondering 
whether the event can match his last international summit for drama. 

Mr Berlusconi was Italy's freshly minted prime minister in 1994 when world 
leaders trekked to Naples for a United Nations conference on organised crime. 
They were followed in the door by an indictment from magistrates charging 
their host with corruption. His famed smile faltered. 

In Genoa, Mr Berlusconi will get a chance at redemption on the world stage 
thanks to Italy holding the rotating G7 presidency. Given his legal tangles 
the subjects look topical: promoting democracy and fighting poverty. 

The leader of the world's sixth largest industrialised economy has been 
accused of degrading democracy by standing for office after amassing a 
controversial £9bn fortune and influencing public opinion through a media 
empire that includes three of the main Italian television stations. 

The man that George Bush, Tony Blair and Gerhard Schröder will queue to greet 
has been accused of money-laundering, tax evasion, bribery and complicity 
with the Mafia. On three of these corruption related charges he was 
convicted; the verdicts were later quashed on technicalities. Four separate 
charges are pending. 

France's foreign minister, Hubert Védrine, said yesterday that Europe would 
be keeping a "vigilant" eye on Mr Berlusconi's actions in office. 

A prominent investigating magistrate in Spain is among those who already has 
his eye on the Italian leader. Baltasar Garzon wants the European parliament 
to lift the media magnate's immunity as an MEP to facilitate an inquiry into 
the financial affairs of a Spanish television station, Telecinco, which he 
partly owned. 

The nightmare scenario for Mr Berlusconi is that he would be arrested on his 
next visit to Spain. Mr Garzon would have the nerve. It was he who tried to 
extradite Chile's former dictator, Augusto Pinochet, from Britain. 

Another battlefront could be London's libel courts if Italy's next prime 
minister follows up his threat to sue the Economist magazine for its recent 
issue detailing his alleged crimes. 

Convictions

He is accused of building his empire through a web of corruption spanning 30 
years. His holding company, Fininvest, has stakes in television, financial 
services, publishing, football and property. 

Despite three convictions he has not set foot in jail. Under Italy's 
snail-pace appeals system, two of these convictions - for illegal party 
financing and bribery - were extinguished under the statute of limitations. A 
conviction for false accounting was overturned on appeal. 

Four separate charges - for false accounting, bribing judges, tax fraud and 
breaking anti-trust laws - are pending. 

Mr Berlusconi, 64, vehemently denies all the accusations and says he has been 
the victim of a witch-hunt by leftwing magistrates. His business career has 
been a model of square dealing, he insists. 

In the 1960s the bank clerk's son entered Milan's booming property market by 
developing a garden city east of the city. Its value increased after aircraft 
from Linate airport were inexplicably diverted. Around £11m in funding for 
the project came from companies in Switzerland. The Bank of Italy suspected 
Mr Berlusconi was the real owner of these companies, in breach of a law 
against holding capital abroad without notifying authorities. 

The finance police decided against legal proceedings. Their investigator, 
Massimo Berruti, left the force to work for Mr Berlusconi as a lawyer. He is 
a now an MP for his party, Forza Italia. 

In the early 1980s money flowing into Mr Berlusconi's new television empire 
is alleged to have come from the Mafia. The Bank of Italy investigated in 
1997 and its report, according to the Economist, showed Fininvest to be a 
secretive web of 22 companies funnelling money in circles for no apparent 
reason. 

One company, Palina, had blank books and was fronted by a 75-year-old stroke 
victim. Bettino Craxi, leader of the Socialist party and prime minister in 
the 1980s, signed a decree consolidating Mr Berlusconi's virtual monopoly in 
private television. Between 1991 and 1992 a part of Fininvest, called All 
Iberian, allegedly paid £7m into Craxi's offshore bank accounts. Craxi died 
last year in Tunisia, a fugitive from corruption charges. 

Mr Berlusconi was convicted of illegal party financing and sentenced to 28 
months' jail. He appealed and the conviction was extinguished under the 
statute of limitations.

John Prescott: I defended myself

Deputy Prime Minister John Prescott has been involved in an angry scuffle in
which punches were thrown - only hours after the launch of the Labour
manifesto.
Mr Prescott hit out after being pelted with eggs outside a Labour Party
rally in North Wales.
One person was arrested.

Blair was confronted by a cancer patient's partner complaining about health
spending.

In the melee that followed I clearly defended myself.
I believe that someone is now being questioned by the police, and it would
be quite improper and quite wrong to add any further comment.

Rhyl, North Wales, to address a Labour Party rally.
One eyewitness, farm labourer Ron Ingram, said: Somebody threw an egg and
Prescott just turned around and thumped them.
I saw it.
We were just protesting.
The egg hit him and he hit out.
There was pushing and shoving going on something terrible. It got quite
nasty.
Mr Prescott was trapped against a wall before party supporters intervened.

at Queen Elizabeth Hospital in Birmingham.
Sharron Storer, 38, was outraged that no bed had been available on Monday in
the hospital's bone marrow unit for her partner, who has non-Hodgkin's
lymphoma, a form of lymphatic cancer.

The prime minister said afterwards that more investment was being put into
the health service but that change took time.

"We burned down the thatched huts, starting the blaze with Ronson and Zippo 
lighters," Powell recalled. "Why were we torching houses and destroying 
crops? Ho Chi Minh had said the people were like the sea in which his 
guerrillas swam. ...We tried to solve the problem by making the whole sea 
uninhabitable. In the hard logic of war, what difference did it make if you 
shot your enemy or starved him to death?" (from Collin Powell’s memoir, ‘An 
American Journey’).


I came across the above quote in a series of articles about Powell’s service 
in Vietnam written by journalists Norman Solomon and Robert Parry. The 
articles were written in 1996. Yet the material is not dated by any means. 
Indeed, in light of the recent revelations about ex-Senator Bob Kerrey, the 
work of these two journalists needs more public attention.


In ‘The Case Against Colin Powell" (Toronto Globe  Mail, 12/26/2000), 
Christopher Hitchens accuses Colin Powell of "a direct role in suppressing 
the inquiry into the My Lai massacre, and into related atrocities against 
civilians". Reviewing Colin’s performance on a number of major policy 
decisions, including his failure to confront Serbian ethnic cleansing in 
Bosnia, Hitchens concludes that Powell has demonstrated "a recurring strain 
of moral cowardice".


For a little background concerning the charges leveled at Powell, I will 
quote briefly from an article by Russ Kick. "The My Lai massacre. On March 
16, 1968, US soldiers from the Americal Division slaughtered 347 
civilians--primarily old men, women, children, and babies--in the Vietnamese 
village of My Lai 4 (pronounced, very appropriately, as "me lie"). The grunts 
also engaged in torture and rape of the villagers. Around six months later, a 
soldier in the 11th Light Infantry Brigade--known among the men as "the 
Butcher's Brigade"--wrote a letter telling of widespread killing and 
torturing of Vietnamese civilians by entire units of the US military (he did 
not specifically refer to My Lai). The letter was sent to the general in 
charge of 'Nam and trickled down the chain of command to Major Colin Powell, 
a deputy assistant chief of staff at the Americal Division, who was charged 
with investigating the matter and formulating a response. After a desultory 
check--which consisted mainly of investigating the soldier who wrote the 
letter, rather than his allegations--Powell reported that everything was 
hunkey-dory. "


Aside from his troubling record while an officer in Vietnam, Powell’s 
business dealings also raise some serious question marks, should anyone ever 
cares to pose the question. This ex-General is now a multi-millionaire, 
partly due to his presence on the board of AOL. His son, Michael Powell, the 
newly appointed chairman of the Federal Communications Commission, was part 
of the commission that approved the AOL/Time/Warner merger, while his dad 
retained his AOL seat.


Which brings us full circle to the Kerrey’s atrocity at Thanh Phong and the 
role of two mass media players, the New York Times and the Washington Post, 
in ‘holding’ the story for two years. For the full length of a two-year 
cover-up, Sulzberger and Graham had the option of making the file on Kerrey 
public. It does not take a stretch of the imagination to assume that Kerrey 
paid close attention to the foreign and domestic policy edicts marketed by 
these media titans on their editorial pages. Once he lost his power as a 
Senator, he became fair game.


Over the last few months, the New York Times, with the assist of their 
partners in media crimes at the Washington Post Company, have waged an 
intensive campaign to sanitize the criminal war record of Ariel Sharon. These 
media outfits are as familiar with Qibya and Sabra and Shatila as they are 
with My Lai and Thanh Phong. So far, they have chosen to expose Kerrey’s 
file, bury Sharon’s file and keep their options open on the Powell file. As 
long as the Secretary of State continues to lease out his department to the 
Israeli lobby, he will be lionized in the press. In the unlikely event that 
he demonstrates an ounce of interest in Palestinian human rights or political 
aspirations, Powell will be deflated in a New York minute.


One only needs to recall the media circus that came to town on the strength 
of the accusation that Madeline Albright had been "unaware" of her Jewish 
heritage. It was enough to generate unending howls across the editorial pages 
of the gray lady, Sulzberger’s daily ruse. Compared to Albright, the file on 
Powell is enough to warrant an investigation of a war crime, or at the very 
minimum, a cover-up of a war crime. Then there is the very serious charge of 
conflict of interest involving the AOL/Time/Warner merger, a story that is 
unlikely to air on CNN. It was only a few months ago that the New York Times

The big news in drug reform circles this week is the Supreme Court’s decision 
that there is no "medical necessity" exception to federal prohibition of 
marijuana distribution or manufacture that can be claimed by the Oakland 
Cannabis Buyers Cooperative. The court did not overturn California’s law 
allowing patients with a recommendation from a licensed physician to use, 
possess and cultivate cannabis, or the similar laws passed by initiative (and 
by legislative action in Hawaii) in other states, but it does highlight the 
complex relationships of various levels of government.


It is important for those seeking reform to be aware that interrelationships 
among various governmental bodies can make reform efforts more complicated 
than they might otherwise be. And it is not quite enough for the people of a 
state to pass a medical-marijuana law to get a system to serve patients in 
place – indeed, as my new book, Waiting to Inhale: The Politics of Medical 
Marijuana (available here) details, getting enough political support for a 
reform to have it passed can be only the beginning of a complex and confusing 
process that is still far from over. And then there’s the federal government 
with its own attitude and agenda.


In a similar fashion, countries that want to diverge from the chosen path of 
prohibitionism when it comes to dealing with certain drugs can find that 
international organizations, international treaties, international 
conventions and international pressure can have a powerful impact on their 
desire to explore options other than punishment and imprisonment. It’s 
becoming a growing problem as an increasing number of countries try to find 
alternatives to the strict prohibitionism many view as a twisted spawn of 
American puritanism.


CONVENTIONAL WISDOM

The main international treaty governing drugs policy is the UN Single 
Convention, ratified in 1961, which binds signatories to have an essentially 
prohibitory policy toward certain drugs, especially marijuana and heroin. 
When it was ratified, then-head of the US Bureau of Narcotics Harry 
Anslinger, the duplicitous father of marijuana prohibition policies, crowed 
that it meant marijuana could never be legalized, because any country that 
even thought about doing so would be in violation of a solemn treaty 
obligation. And, indeed, at various times during the ongoing debate over drug 
policy, American prohibitionists have cited the treaty as one of the many 
reasons the United States can’t even think about anything other than strict 
prohibitionism as an approach to supposedly dangerous drugs.


During those debates there was seldom a realistic likelihood that the United 
States would actually revise its drug laws in a way that might run afoul of 
the Single Convention. But of late various governments, especially in Europe, 
have pursued slightly different policies toward drugs and the harms they can 
cause in a society.

 
Most people are aware that cannabis and the refined form called hashish can 
be purchased openly in Amsterdam, through "coffee shops" that sell small 
amounts to almost any comer. While the trade is open and openly tolerated, 
however, the Dutch government has not actually changed its marijuana laws, it 
has simply chosen to ignore them in certain ways. The results are generally 
beneficent: marijuana use by teenagers in Holland is lower than it is in the 
United States, and while the "coffee shops" are associated with certain 
low-level enforcement and disturbance problems, they are generally operated 
so as to minimize disturbances and problems for neighbors.


While Dutch government officials are generally pleased with their policies 
and willing to defend them against falsehoods from such as former U.S. "drug 
czar" Barry McCaffrey, however, the laws haven’t actually been changed, in 
large part due to the Single Convention. So Holland is left pursuing a policy 
its leaders believe to be beneficial, but which is to some extent a lie in 
that it isn’t formalized in the laws of the country. It’s more that a little 
Alice-in-Wonderlandish.


DE FACTO BUT NOT DE JURE

Meanwhile other countries are working out different approaches to potentially 
dangerous, addictive or demonized drugs, but operating under similar legal 
constraints. Thus Great Britain has at various times operated heroin 
maintenance or methadone clinics. Switzerland in recent years has virtually 
legalized marijuana, allowing not just use and sales but also cultivation. 
Belgium is on the verge of decriminalizing possession and cultivation for 
personal use. Germany, led by resolutions from various cities, has more 
tolerant policies in practice, though not in law, than the United States. 
Italy and Spain have flirted with de facto legalization of marijuana.

Libertarian
  ideas do seem counter-intuitive to people who believe you have to
punish that virtue in. I regularly get letters from people who connect
  to the LIO website and say we must be kidding when we point to
Libertarian
  solutions or at least discussions such as abolishing police or prisons

  to cut crime or how arbitration might work or two-year olds reading –
let
  alone 12 month olds. They are unaware that these things are already
  happening – even as they theorize on why Libertarianism is OK except
  just for that. One recurring issue is schools.
WHY
  SCHOOLS?
Schools
  don’t. The truth is there is no great social need for schools, but
  instead for environments at home conducive to learning. Private
  schools have their points, and some things may be conveniently taught
  by experts, but in my view children should be schooled first at
  home and then at their parent’s side, in the world.
Schools
  are an antique and obsolescent institution and should go. They are
  based on the mind-deadening presumption of the authoritarian mindset
  that people benefit only by what they are taught – and not by their
  ability to teach themselves. But self-learning is the real goal
  of education. The self-learner is confident in the world. The taught
  person, in contrast, is constantly in search of the next expert
  like a chick seeking to be fed. And they understand the value and
  need for freedom and self-discipline. As our little chick, waiting
  to be told, does not. Schools create the present world in a bizarre
  take on Rousseau: man is everywhere born naked and free, and now
  is everywhere, not in chains, but diapers.
Among
  the least pernicious schools are the Sudbury schools. Based on the 
Libertarian idea of self-management at an early age, and inspired
  also by not only the older communal libertarianism, but also modern
  Libertarian attitudes, they undermine every assumption in the educational
  establishment. The Sudbury students run the schools – setting curricula,
  going about as they please, and hiring and firing the teachers
  from an early age. Sudbury and similar less startling models,
  such as Montessori and Summerhill, now under attack in the UK, are
  not perfect, but they show that superior students can run themselves.
  In Sudbury, the consumer – the child – directly hires the teacher. 
Indeed,
  I advise Libertarians to get off the school voucher kick and raise
  the issue of student-run public schools (not to mention Universities).
  Everyone in the Education establishment says that is an abomination,
  it can’t be done, but there it is. Indeed, firing the teacher
  is arguably an integral part of the learning experience, inherently
  unprovidable by government schooling. I know. My kids fire me all
  the time.
HOME-SCHOOLING
  SELF-TAUGHT
Private
  schools, as I said, have their points, but they are far inferior
  to the home. Home schooling is easy if you realize three things:
  first, the child wants to learn far more than you want to teach – but
  at their pace. Second, making self-education decisions is part of
  the process. Third, a little structure goes a long way, the rest
  is making it available – because you are in the Freedom Business if
  you’re doing education right.
Indeed,
  most of the time the best way to provide structure is to simply
  review with them what they have achieved – thus bringing it to full
  consciousness – and asking what they plan to do next. It is quite
  something to say, What did you learn today? and get
  detailed, enthusiastic answers complete with graphs, computer 
presentations,
  and origami models.
Which
  is why my kids fire me. Here is how they do it. There I am, resplendent
  in learning plans, books and syllabi, Yet once they get the drift,
  they say OK, Dad, go away, or I’ll do it myself.
  I set moderate goals, encourage them to take over, and try and look
  dignified as they dive into dinosaurs or some other subject that
  I know little about except to demand they research the answer – which
  about does it. Now they make a little exposition

  in its documentary The
  .50-caliber militia has been kind enough to reveal the true
  nature of one of the state’s most noxious congresspersons: Rep.
  Henry Waxman, D-California.
The
  central figure of the MSNBC Investigates documentary is Bob Stewart,
creator of the Maadi-Griffin .50 caliber rifle kit. Very popular
  with enthusiasts, the Maadi-Griffin retails for under $1,600 compared
  to $8,000 for a Barrett .50 caliber rifle. The Maadi-Griffin also
  has the added advantage of having no serial numbers and under current
  law, buyers do not have to register the kits with the Bureau of
  Alcohol, Tobacco and Firearms.
Rep.
  Waxman wants to change that, pronto. In fact, Waxman wants to reclassify
  all .50 caliber rifles as either destructive devices or Class III
  weapons, thus making them effectively unavailable to commoners.
  Actually, what Waxman really wants is to take away all your
  guns…so he can enslave you – or kill you.
I’d
  like to illustrate with some choice Waxman quotes, interspersing
  my comments.
Quoting
  Waxman: I don’t think everybody has a right to a weapon
  that can be used to kill innocent people and maybe threaten the
  life of a president of the United States.
That
  could cover something as prosaic as a butter knife. Reagan was shot
  with a cheap .22 caliber revolver. What Waxman is saying here is
  that you have no right to any weapon.
Quoting
  Waxman: The legislation we’re trying to get through would
  upgrade the classification of .50-caliber weapons to the same level
  as machine guns and other similar kinds of weapons.
Until
  1934, it was not at all uncommon for free Americans to own select-fire 
weaponry. Technically, you still can, but the hoops you have to
  jump through combined with the inflated cost and waiting period
  makes ownership of any Class III device impractical for most citizens.
  Additionally, I would never purchase a Class III weapon under
  the constraints currently imposed by the State . God only knows
  what kind of list that would put you on at BATF central.

  Waxman: This kind of weapon can blow up a limousine or
  a helicopter, can take out a vehicle, armored vehicle, maybe even
  a mile away. It can shoot through seven buildings!
This
  begins to get to the core of Waxman’s fear. Who commonly rides in 
limousines, helicopters, and armored vehicles? He’s afraid of the
  very citizens he was elected to represent. His fear of the general
  citizenry lurks behind every word from his statist mouth. In addition
  to fearing you, he hates you as well.

  Waxman: I don’t believe we should wait until another tragedy
  takes place before we act in an appropriate, common-sense way.
Another
  tragedy? I’m unaware of any crimes committed with a .50 caliber
  rifle. No school shootings, bank robberies, assassinations or car
  jackings accomplished with the aid of a .50 caliber rifle have been
  reported, to my knowledge. Anyone who can afford a .50 caliber
  rifle is probably fairly upstanding, at least in an economic sense.

  Waxman: If they are militia people who think they’re going
  to defend America from Americans by having these weapons, and using
  them for that purpose, I don’t think they ought to have them.

I’m
  ecstatic that the honorable Representative Waxman was not an attendee
  for the events following a certain shot heard in Concord many, many
  years ago. Perhaps his spiritual forefathers were…we called them
  Tories and most of them fled to Canada. They seem to have made a
  comeback, unfortunately.

Hate-Crime Follies

The legal aftermath to an attack on Christopher Columbus in the city of Santa
Cruz instructs us in the folly of the current liberal obsession with
installing hate crime laws in every statute book.


On March 9 James Cosner, 31-year-old self-described "revolutionary freedom
fighter" took a hammer to a statue of Christopher Columbus in Santa Cruz's
city hall, severely damaging the statue while denouncing Columbus as a
perpetrator of genocide. The statue is worth $100,000, according to a deputy
DA in Santa Cruz.
Cosner is now being charged with vandalism. If convicted he could get up to
three years in prison, but the prosecutor has added a hate-crimes
enhancement-which could add another three years from California's penal code.
So here's a fellow who did something that's a crime, with enough destruction
to draw a felony charge. But suddenly that's not enough. Now we're into the
issue of his motive, namely the avenging of Columbus's destruction of the
Arawaks.


In other words, Cosner could get an extra three years because of his
ideology, not because he made a mess of city property. An extra irony is that
in politically correct Santa Cruz the progressives have been big supporters
of hate crime laws.


The liberal obsession with installing hate crimes in every statute book is
one of the saddest spectacles of our age. Let us now travel to North Side
Chicago, to the Shan Restaurant, a Pakistani bistro where South Asians like
to hang out, Among them on March 12 was Ifti Nasim, a 53-year-old Pakistani
writer and radical who's also a leading light of Muslim gays, many of them
mustered in the international gay Muslim organization Al-Fatiha.
Nasim has been claiming that he was sitting in the Shan on the night of March
12 when a man at the table called Salman Aftab began verbally hassling him
for being "too visible" in his sexual orientation and an "embarrassment" to
South Asians. Nasim apparently likes heavy jewelry and displayed himself in
drag on the cover of his latest book of poems. Nasim says Aftab told him,
"I'm going to stab you up the ass to tell God I'm getting rid of at least one
sinner! I want to clean up the planet after your type!"
Then, on Nasim's account, Aftab got a knife from the kitchen, yelled out
"gandoo," meaning "faggot bottom," declared an Islamic "jihad" against Nasim
and gay Muslims and lurched toward the poet. At which point two people in the
restaurant restrained Aftab, and Nasim dialed 911. The first Chicago cops on
the scene reportedly told Nasim it looked to them like "an ethnic problem"
and declined to take Nasim's complaint. Then police Sgt. Mary Boyle arrived
and ordered Aftab to be arrested, charged with simple assault, a misdemeanor.


The Chicago police have declined Nasim's request that they hit Aftab with a
hate-crimes charge, to the great fury not only of many Chicago gays but of
the local chapter of the ACLU. And indeed, For Chicago's gays it's become a
very big issue issue. The Al-Fatiha Foundation has been urging gays across
the United States to call Cook County State's Attorney Dick Devine to demand
that hate-crimes charges be filed against Aftab on the grounds that the
assault was motivated by Nasim's sexual orientation and ethnicity.


The Chicago Anti-Bashing Network has made the same call, and has prompted the
ACLU's Pamela Sumner to write a three-page, single-spaced letter to State's
Attorney Devine detailing why she felt he should pursue hate-crimes charges
in Nasim's case. Devine has refused to do so.


The cops and Devine are quite right. It turns out that the initial quarrel
between Nasim and Aftab wasn't about the former's sexual orientation but
about an article he'd written. Aftab never attacked Nasim with a knife
(though Nasim insists he'd gone to the kitchen to get one). And Nasim put up
Aftab's bail money, though he still wants him hit with a hate crime charge
for calling him an insulting sexual term. The Chicago Anti-Bashing Network
supports this position, which only goes to show how dementedly wrong headed
progressives are on the hate crime issue.


Now CABN has done good work in Chicago on such issues as killings and torture
by Chicago's cops. When we called the group to ask for Sumner's letter CABN
cofounder Andy Thayer told us he was well aware of our opposition to hate
crime laws and indeed agreed that "the promotion of hate crime legislation
has generally been a distraction from legal inequalities faced by lesbians
and gays," also that the "Democratic Party in particular has very cynically
promoted hate crime legislation while conveniently ignoring the Defense of
Marriage Act and the 'don't ask, don't tell' policy that had arguably
contributed to the climate requiring hate crime laws."


After voicing these sentiments, Thayer said he wants Aftab charged with a
hate crime because the law is on the Illinois books, and it was a useful way
to pressure states attorney Divine, who grandstands

Democrats unveil own energy plan

WASHINGTON -- House Democrats unveiled a national energy plan Tuesday that
promotes conservation over production and draws battle lines against a White
House plan due out this week that calls for more oil drilling and at least
1,300 new power plants.

Gathered at an Exxon station 12 blocks from the Capitol, a half-dozen key
Democrats attempted to portray President Bush as a friend of Texas oil
industries, not consumers.

We need the president to learn he doesn't work for the oil companies
anymore, he works for us, said Rep. Jay Inslee, D-Wash., referring to Bush's
years as an oil executive.

But more than anything, Democrats sought to distinguish themselves from the
GOP and carve out energy policy initiatives they intend to carry into a
crucial political battle over control of Congress in 2002.

It's time for us to have an energy policy that listens to the people of this
country and responds to their concerns, House Democratic leader Richard
Gephardt of Missouri said outside the gas station Tuesday.

A recent Gallup Poll found 47 percent of the public favors a green approach
to energy policies, while 35 percent prefers a boost in energy production.
And although the public is nearly split on nuclear power, a majority opposes
drilling in the Arctic wilderness.

However, in a sign that the White House message is catching on, the number of
Americans who see conservation as the best way out of an energy crunch
dropped from 56 percent two months ago.

At issue is which party can portray itself as a friend of the environment,
while also appearing to be capable of tackling serious energy problems that
range from the California electricity shortage to the country's insatiable
thirst for oil.

Bush's plan, which Vice President Dick Cheney will unveil Thursday, is
expected to call for a combination of tax incentives and relaxed
environmental regulations for new power plants, including nuclear power, over
the next 20 years.

And the Bush plan is expected to call for continued reliance on coal and push
for oil exploration in the Alaskan Arctic National Wildlife Refuge and other
federal lands now closed to oil exploration.

Bush has said such policies are necessary to meet the country's long-term
demand for energy, and to avoid the shortages that already have caused
blackouts and brownouts in Western states, and could hit other areas of the
country this summer.

As for high gas prices, Bush has said there is little he can do in the short
term, except to push for retroactive tax cuts that put more money in people's
pockets this year.

Unlike his education and tax cut proposals that arrived on Capitol Hill with
detailed legislative instruction that House Republican leaders have tried to
follow almost to the letter, the president's energy policy is not expected to
be accompanied by proposed legislation.

Instead, administration officials have said that the White House energy
policy is designed to nudge Congress toward the easing of complicated
regulations that for years have discouraged construction of new power plants
and expansion of oil refineries.

Bush's plan also is expected to include environmentally friendly
recommendations to complement, not replace, production. Those recommendations
include tax incentives for hybrid automobiles and research and development of
alternative energy sources such as wind and solar energy.

The Democrats' plan would surpass Bush's environmental overtures, making them
central to answering the country's long-term energy needs.

Democrats also would concentrate on conservation by placing emissions
standards on sport utility vehicles and air conditioners, and fuel efficiency
requirements on all trucks, sport utility vehicles and minivans.

To help ease oil shortages and resulting high gas prices, Democrats called on
Bush to look toward the country's strategic oil reserves and ask
oil-producing countries to release more crude.

The Democrats' plan also would place federal caps on the amount utilities may
charge consumers, answering a call from California's Democratic governor to
help control high prices public utility companies have had to pay for
wholesale electricity.

The energy plan offered by the Democrats on the Hill has some areas of
overlapping commonality with the plan that the president is about to propose,
and the president looks forward to working with Congress on those areas,
White House spokesman Ari Fleischer said.

But he added that some parts of the Democratic plan do not go in the right
direction, including the electricity price caps and tapping the nation's
Strategic Petroleum Reserve.

Cheney defended Bush's plan in an interview with Reuters, absolving OPEC, the
Organization of the Petroleum Exporting Countries, of blame for record-high
U.S. gasoline prices.

LONDON — Iran plans to obtain ship-born cruise missiles from Russia. Industry 
sources said the Russian government has agreed to sell the Yakhont cruise 
missiles to Iran as part of a huge deal now being negotiated between Moscow 
and Teheran. Estimates of the price for the package range up to $7 billion, 
Middle East Newsline reported.

Geostrategy-Direct.com reported in its April 17 edition that likely customers 
for new version of the SSN-26 anti-ship cruise missile include the Chinese 
military which is intensely interested in anti-ship cruises missiles, 
especially those capable of sinking U.S. aircraft carriers. 

The missiles use stealth technology, supersonic speed and an advanced fire 
and forget precision targeting system. They can be launched from coastal 
patrol boats, ships, submarines and ground launchers. They have a range of 
186 miles and fly some 15 to 50 miles before dropping down to an altitude of 
as low as 15 feet from the water surface before delivering a 553-pound 
warhead to its ship target, according to Geostrategy-Direct.com.

U.S. officials said the Bush administration is concerned by the sale of the 
Yakhont. They said the missile could threaten U.S. naval vessels in the 
Persian Gulf and the Straits of Hormuz.

Sales of the missile abroad would violate Moscow’s commitment to the 
29-nation Missile Technology Control Regime.

The cruise missile was raised during the visit to Moscow by Iranian President 
Mohammed Khatami in March. The sources said the issue was also discussed 
during a subsequent visit by a Russian military delegation to Iran.

The Yakhont is designed by NPO Mashinostroyeniya and was first displayed at 
the Moscow airshow in 1997.

A recent poll asked Americans to identify what they believed was the greatest 
threat to U.S. security in the world today. For a third of America, the 
greatest threat American security faces comes from the Chinese. Saddam 
Hussein was the choice of fifteen percent of those polled. A mere eight 
percent of those polls cited Russia as our greatest security threat. 

Of all the nations on earth, no other comes even close to Russia’s capacity 
to inflict damage on the United States. China has only a relative handful of 
nuclear weapons that pose a direct threat to the US -- Russia has 27,000. 
While Saddam may have chemical and biological weapons enough to kill every 
living thing on earth, he has no effective delivery system. Russia, on the 
other hand, could destroy America with a single blow. There are those in the 
Russian military who believe that since America has changed its response 
policy from that of launch on warning to one of launch on impact, there 
may be time enough to deal us a mortal blow before we can retaliate. 

Indeed, the professed state of the Russian military made such a policy shift 
necessary. For example, earlier this month, the Russians admitted to losing 
control of four military satellites that form part of its early warning 
system. 

The breakdown was caused by a fire at a relay station, but experts are 
renewing warnings that Russia’s decaying infrastructure could eventually 
result in an accidental missile launch. Adopting a launch on impact policy 
gives the Russians time to notify Washington in the event of such an accident 
before it escalates into a nuclear conflagration. But it also opens a window 
of opportunity -- however slightly -- for a decisive pre-emptive strike. 

But while its infrastructure crumbles, Russia is going full speed ahead in 
military research and development projects being conducted under the label of 
military reform. Following the Kursk disaster, Russian President Vladimir 
Putin promised to revive both the Russian military and the Russian state. 

One of Putin’s reform plans involved putting old KGB comrades into 
positions of power. The new head of the Russian defense ministry is former 
KGB officer Sergei Ivanov. The first question facing Ivanov is how to divide 
Russia’s limited resources between its strategic nuclear forces and its 
conventional military force. The conflict in Chechnya revealed a conventional 
military force inadequate to the task. 

Despite that, Moscow remains committed to reclaiming its status as a global 
superpower. Gorbachev’s perestroika notwithstanding, Russian ambitions have 
not changed. 

Defense analyst Eric Margolis writes of a conversation he once had with 
former Pakistani President Zia in the 1980’s. Margolis related that Zia 
handed him a book on Russian foreign policy saying, Read this book fifteen 
or fifty years from now and Russia’s policy will be the same as it is today, 
no matter who rules Moscow. 

Perestroika was and remains a con job of the first order. It was based on 
principles developed by Italian Communist Antonio Gramsci who developed a new 
and improved concept of Marxist-Leninist philosophy. Back in 1984, former KGB 
officer Anatoly Golitsyn wrote a book entitled New Lies for Old that 
forecast the fall of the Soviet Union as part of a long term plan. 

Golitsyn alleged perestroika was not a Gorbachev policy invented in 1985, but 
the final phase of a plan formulated in the years 1958 to 1960. Golitsyn said 
the plan involved a theatrical display of democratization designed to 
convince the West a decisive break with the past has taken place. This 
encourages Western governments to collaborate with former Communists. At the 
same time, there is the threat of a return to the Cold War if the West does 
not cooperate. Golitsyn outlined Soviet perestroika policy the year before 
it was ostensibly even invented. His accuracy rate cannot be explained away 
by guesswork or some kind of false conspiracy theory. Only a real conspiracy 
will do. 

Vladimir Putin rose to power mysteriously, out of nowhere, in what amounted 
to a bloodless, silent coup d’etat against Boris Yeltsin. (See Rebuilding

Under his supervision, Moscow began to rebuild the old Soviet Union. KGB 
security forces keep the Communist rulers of Uzbekistan, Kazakstan and 
Kyrgyzstan in power. Russian troops are waging a secret war against 
insurgents in Tajikistan. The KGB is arming Armenia while destabilizing the 
governments of Georgia and Azerbaijan. Moscow has already crushed 
independence movements in Ingushetia and Dagestan. And it will eventually 
reclaim the oil rich republic of Chechnya.

Genetic engineers already have it within their grasp to devise a lethal
bio-weapon for terrorists and rogue states, the British science publication
Nature warns this week.

Small changes in the DNA of well-known bacteria and viruses could turn these
agents into mass killers, the journal says.

The publication echoes warnings by a pair of Australian scientists, Dr Ron
Jackson and Dr Ian Ramshaw, who accidentally created an astonishingly
virulent strain of mousepox, a cousin of smallpox, among laboratory mice.

They realised that if similar genetic manipulation was carried out on
smallpox, an unstoppable killer could be unleashed. They decided to publish
their findings in January to draw attention to the potential misuse of
biotechnology.

Nature warns: Making subtle genetic alterations to existing pathogens to
increase their virulence or durability in the environment, or to make them
harder to detect or to treat with drugs, is within the limits of today's
technology.

With the decoding of a pathogen's entire genome now commonplace, and
transgenic techniques advancing all the time, some researchers believe that
the sinister potential of biology can no longer be ignored.

Biowarfare - use of germs or viruses such as anthrax or smallpox - has long
been considered by military strategists. However, the risk has increased
thanks to advances in knowledge about how genes work, new techniques for
moving pieces of DNA around, and the relative ease with which a rogue
organisation could build or hire a lab to build such a weapon.

Scientists interviewed by Nature ruled out, for the time being, the ability
to build new, artificial agents from a set of component parts.

A far simpler way would be to tweak the performance of an existing bacteria
to make it more resistant to antibiotics, they said.

The genetic sequences of bacteria such as tuberculosis, cholera, leprosy and
the plague are already in the public domain - as is that of a food poisoning
bug, Staphylococcus aureus, that is already becoming resistant to antibiotics.

By identifying the genes from Staphylococcus aureus that make the bug
resistant, and inserting them into the other bacteria, a scientist could make
a killer for which there would be scant defence.

Dr Willem Stemmer, chief scientist with Maxygen, a California pharmaceutical
research firm, used one of these techniques to explore how resistance genes
work, Nature reports.

He created a strain of the common intestinal bug Escherichia coli that was
32,000 times more resistant to the antibiotic cefotaxime than conventional
strains. He destroyed the superbug in response to the American Society for
Microbiology's concerns about potential misuse.

It's time for biologists to begin asking what means we have to keep the
technology from being used in subverted ways, said Harvard University
molecular biologist Professor Matthew Meselson, who has often spoken of the
dangers of biowarfare.

ALEXANDRIA, Va., May 16 —  Former FBI agent Robert Hanssen was indicted 
Wednesday on 21 counts of spying for the Soviet Union and Russia and causing 
“grave injury to the security of the United States.” If convicted, he could 
get the death penalty. 
 
 The indictment alleges that Hanssen ‘betrayed his country for over 15 years 
and knowingly caused grave injury to the security of the United States.’ 

 THE FORMER FBI agent is due to appear in court Monday for a 
preliminary hearing. His arraignment was scheduled for June 1.
   The indictment accuses Hanssen, just the third FBI agent ever accused 
of espionage, of one count of conspiracy to commit espionage, 19 counts of 
espionage and one count of attempted espionage. The conspiracy count and the 
espionage charges carry a maximum penalty of death or life imprisonment. Each 
charge also carries a potential fine of not more than $250,000 or double what 
Hanssen gained from the alleged spying.
   Hanssen was arrested Feb. 18 after allegedly dropping off a bundle of 
classified material at a suburban Virginia park to be picked up by Russian 
handlers, officials say. 
   Prosecutors charge that the 57-year-old counterintelligence specialist 
sold secrets to Moscow over a 15-year period beginning in 1985. Among other 
things, that information led to the execution of two Russians who were spying 
for the United States, they say.
   
‘BETRAYED HIS COUNTRY’   
 
Discussing the indictment on the steps of the U.S. Courthouse, U.S. 
Attorney Ken Melton said it alleges that Hanssen “betrayed his country for 
over 15 years and knowingly caused grave injury to the security of the United 
States.”
   Hanssen’s lawyers have said Hansen will plead innocent.
   The U.S. Attorney’s Office in Virginia added a few details to the 
charges against Hanssen in a press release.
   It said that Hanssen is accused of compromising secret materials 
including classified details of ”(U.S.) satellites, early warning systems, 
means of defense or retaliation against large-scale attack, communications 
intelligence and major elements of defense strategy.”   
 
 
FBI agent Robert Philip Hanssen used his decades of experience in espionage 
to succeed as a Russian spy, the FBI charges. According to the government's 
affidavit, here's how he did it.
Hanssen never revealed his real identity to his Russian handlers, protecting 
himself from possible Russian double agents employed as American operatives. 
Allegedly, his Russian handlers initially referred to him as B, but Hanssen 
later used the code names Ramon Garcia, Jim Baker and G. Robertson.
Dead drop sites are places where an intelligence officer and his recruited 
asset can communicate safely and clandestinely without seeing each other or 
being seen face to face. Hanssen and his Russian handlers allegedly 
established nine such drop sites, all located under wooden foot bridges in 
the parks of northern Virginia. To confirm pickups, Hanssen established a 
signal location -- often nearby signposts -- plus a signal code. One vertical 
mark of white adhesive tape on a signal location meant that Hanssen was 
prepared to make the dropoff and ready to receive payment. A horizontal mark 
of white adhesive tape indicated that the Russians had dropped off payment. A 
later vertical mark of white adhesive tape indicated that Hanssen had 
received payment.
Hanssen’s seniority gave him access to the FBI’s Automated Case Support 
System (ACS), a computerized database of investigative files. He allegedly 
used the ACS to watch for any possible internal investigation that could 
concern him, running keyword searches that included: HANSSEN, DEAD DROP AND 
KGB; DEAD DROP AND RUSSIA.
Both Hanssen’s seniority and his position in counterintelligence provided him 
with access to information classified as “top secret.” His high-level access 
also meant that his behavior was not monitored the way someone at a lower 
level might have been. FBI Director Louis Freeh said security measures needed 
to be tightened, but added that at some point the bureau has to rely on the 
integrity of its senior employees.
An expert in counterintelligence, Hanssen understood that sudden, unexplained 
deposits of money into his account could trigger suspicion. Hanssen allegedly 
often accepted payment in diamonds, telling his Russian handlers that he 
would tell authorities that the diamonds came from his grandmother if they 
were ever discoved. In addition, the KGB placed funds in escrow in a Moscow 
bank on Hanssen’s behalf.

Resumed U.S. Spy Flights Meet Chinese Jets



May 15 — Chinese fighters are once again approaching American spy planes as 
they fly near China's eastern coast, ABCNEWS has learned. 
 
 
 

In the last several weeks, the U.S. military has conducted three surveillance 
missions about 50 to 70 miles off the shores of China — and in each instance, 
Chinese fighters launched and observed the U.S. aircraft, Pentagon sources 
said. 
The fighters, however, stayed several miles away, at more than a safe 
distance. An intercept is defined as coming within less than 5 miles. 

The first surveillance mission, on May 7, involved an Air Force RC-135, and 
another RC-135 flew last week. Then the Navy launched an EP-3, similar to the 
one being held on China's Hainan island where it crash-landed last month 
after colliding with a Chinese jet. 

Will It Fly Again?

The fate of the stranded EP-3 remains unsettled. 

It was damaged in the collision and landing, and cannot be flown out in its 
current condition. American civilian experts who examined it earlier this 
month said it can be repaired.

Washington's latest proposal is to have some 15 workers sent in to repair the 
plane.

The operation would take 10 to 12 days, and a Russian jet would be chartered 
to fly in the workers and their equipment — to avoid the specter of U.S. 
military presence. 

Chinese officials have said they would not allow the plane flown out under 
any conditions, and have not given any approval for repair work.

Some experts believe Beijing's denial is a reaction to the resumption of U.S. 
surveillance flights off China. 

Others note the Chinese public would react poorly to officials allowing the 
plane to fly off Chinese territory after what is largely perceived as an 
illegal landing. 

The remaining option is to have workers sent in for several weeks to 
dismantle the aircraft and ship it out on a barge.


Washington's Own Fear of the Skies

Meanwhile, Beijing has rebuffed a senior U.S. diplomat's efforts to overcome 
opposition to President Bush's plans for a missile defense system.

Assistant Secretary of State James Kelly arrived in Beijing on Monday, hoping 
to convince Chinese officials that the system would be good for world peace.

After meetings today, Foreign Ministry spokesman Sun Yuxi told a news 
conference: China's constant position is unchanged. We are opposed to the 
National Missile Defense because it destroys the global strategic balance and 
upsets international stability.

Kelly responded by saying he was seeking a dialogue with Chinese officials 
on security and stability that reflects today's world — a reference to the 
Bush administration's fears of nuclear attack from rogue states — and 
implying that traditional deterrence ideas held by China are increasingly 
outdated.

The official Xinhua news agency said Kelly's discussions with Chinese Vice 
Ministers of Foreign Affairs Li Zhaoxing and Wang Yi would continue.

Al Martin Raw has once again scored yet another coup in our ongoing effort to 
bring the truth to the American people.

      Governor Jeb Bush called a news conference to deny allegations of 
having an affair with one Cynthia Henderson. Ms Henderson, a former Playboy 
bunny, is a senior employee at the Florida State Department of Resource 
Management.

      The Governor did not however specifically address allegations made on 
the Al Martin Raw Website that he was aware he been videotaped by an FBI 
surveillance camera at the 2001 Super Bowl held in Tampa. Nor would the 
Governor address what was raised on Al Martin Raw that in fact Ms. Henderson 
was seeking money to keep quiet about her affair with the Florida Governor.

      Governor Jeb Bush further denied a previous rumor that he had an affair 
with Florida Secretary of State Katherine Harris. But that was a different 
affair altogether.

      In fact, Al Martin Raw knew it was Cynthia Henderson in this case, and 
not Katherine Harris, but withheld that information.

      Governor Jeb Bush said he was responding to increasing media pressure 
on this subject, more specifically on allegations from a website called 
Democrats Dot Com. This site has been known to use information from the Al 
Martin Raw website. After the Governor's denial, the Democrats Dot Com backed 
down, saying they had perhaps been given wrong information about their 
allegations.

      Of course, it should be noted that Democrats Dot Com is nothing more 
than a recirculator of others' stories and does no independent investigation 
of its own.

      However, we at the Al Martin Raw website stand behind the allegations 
in our story (http://www.almartinraw.com/column6.html. And we will not back 
down.

      The source of our story comes from a highly placed individual within 
the Federal Bureau of Investigation, who has a long track record of 
credibility in such matters and who was in a position to know of this matter, 
to wit Jeb and the girlfriend at the Super Bowl.

      The problem with the Democrats Dot Com website is that it gives Jeb 
Bush an out to say that these allegations are just "political." After Al 
Martin Raw broke this story, it was on countless newswires. Bush is however 
insinuating that they are the only ones who made this allegation and so there 
is a political motive. We thoroughly investigate our information even in this 
age of corporate journalism in which investigative journalism has become 
passé.

      The Al Martin Raw Website continues to vigorously investigate and, yes, 
even spend money on investigating new stories.

      And here's more information you won't find anywhere else. Ms. Henderson 
worked for Neil Bush back in the Iran Contra days when he was running Gulf 
Stream Realty, the west coast Florida land fraud company.

      Another source has revealed to Al Martin Raw that the reason the Bushes 
have carried her all these years and made sure she's earned a living and 
gotten good appointments is because of things she may have found out about 
Neil and Jeb when she was working for Neil in the mid 1980s.

      Ms. Henderson may have found out the extent of the fraud they were 
committing at Gulf Stream Realty Group. Besides being a counsel, Ms. 
Henderson also had an affiliation with one of Jeb's artifices - IMC -- the 
International Medical Corporation Swindle.

      The reason the Bushes may have carried her all these years is because 
of something she found out about the extent of the Bush Brothers' frauds 
during the Iran Contra period. Nobody has investigated this.

      Why didn't they get rid of Ms. Henderson? She could have been smart. 
She could have made copies of incriminating documents and squirreled them 
away. The Bush Brothers, particularly Neil and Jeb, have been known for 
having many affairs and many women. So why was this woman treated 
differently? Why have they tried to help her over the years, to make sure she 
was consistently employed at a $60,000-70,000 a year level? Because she found 
out, while being affiliated with Neil, during the Iran Contra period, just 
how much fraud Neil and Jeb had been committing through various fraudulent 
artifices they were controlling at the time.

      Maybe Ms. Henderson just knows too much about Neil and Jeb Bush's 
Iran-Contra profiteering…

0663.  March becoming temporary home for Fairchild KC-135s

MARCH AIR RESERVE BASE, Calif. (AFPN) -- In an example of total force
cooperation, the 452nd Air Mobility Wing here is becoming a temporary home
for an active-duty unit this summer.

About 380 people from the 92nd Air Refueling Wing at Fairchild Air Force
Base, Wash., will make this Air Force Reserve Command base their temporary
home from the end of May through mid-August.

Fairchild's runway is undergoing construction, so the 92nd ARW is deploying
17 of its KC-135 Stratotankers here, two more are going to Geiger Field in
Spokane, Wash., and the rest Fairchild's fleet is being dispersed to other
bases.

This summer three components will be flying KC-135 aircraft from March.  The
Reserve's 452nd AMW flies KC-135s and C-141 Starlifter transport aircraft,
and the 163rd ARW, an Air National Guard unit, also has KC-135s.

Fairchild will continue its real-world, ongoing mission while they are
here, said Col. Peter T. Bentley, 452nd AMW commander.  We were selected
because Fairchild needed a base on the West Coast that had sufficient
quarters, ramp space and a large operational runway.  There will be some
increase in flying activities during this period.  We are actively working
with the Fairchild staff to minimize the impact on the surrounding
communities.

Besides, Fairchild will deploy support staff, including maintenance,
transportation, weather and security forces people.  March's C-141s will
airlift support equipment, such as computers, aerospace ground equipment and
security forces vehicles.

March is doing a tremendous job supporting us, said Maj. Robin Whybrow,
92nd ARW plans division.  Along with airlifting our equipment, they are
providing us a building to work out of, helped us out with our site visits

0668.  AAFES changes overseas gasoline pricing policy

CAMP FOSTER, Japan (AFPN) -- The Army and Air Force Exchange Service has
implemented a new overseas gas price policy to help minimize annual price
fluctuations.

Under the new policy, the sell prices for gasoline and diesel fuel are
established by grade, based on the Department of Energy averages from the
previous month, plus each region's incremental dispensing costs.

The purpose of the new policy is to have a consistent pricing policy and a
policy that minimizes big price fluctuations from year to year, AAFES
officials said.  Gasoline is priced in the world market daily. As such,
having a yearlong price is antiquated and simply not realistic. This is the
reason for the big fluctuations seen in the past, such as 42 cents last
year. The new policy will minimize that effect.

Though our first price adjustment under this new policy results in a price
increase for gasoline, the adjustment for diesel fuel is a reduction, said
Col. Les Chang, AAFES Pacific Region commander. We feel over time, this
policy will benefit our customers by allowing us to provide more consistent
pricing and cost reductions -- when possible -- much quicker than the old
policy.

On May 10, the gas prices for the remaining month of May became $1.76 for
midgrade unleaded and $1.55 for diesel. Before that, prices were $1.62 for
gasoline and $1.58 for diesel.

The price will be adjusted up or down, on the first of each month
hereafter, Chang said.

In the past, each AAFES region, (Pacific and Europe) determined overseas
gasoline prices. The price and frequency of change varied between the
regions, usually depending on local situations.

For example, in Japan and Okinawa, we changed the price once a year each
October 1, Chang said. This price was fixed based on the market price at
that time and not adjusted as prices dropped or raised in the stateside
market.

The most recent price adjustment in October resulted in a 42-cent increase
for gasoline, he said.  This new policy should eliminate large fluctuations
and provide timely price reductions when possible.

It's important for our customers to know that we strive to provide the best
products and services at the best prices possible, Chang said.  We're
confident that this new pricing policy will do that by providing more

May 16, 2001—John P. Walters, appointed "Drug Czar" by President George Bush 
Jr., is uniquely qualified for his new job. He was actually involved in the

In a recent interview, whistle-blower Al Martin, who testified before the 
congressional Kerry Committee and the Alexander Committee about Iran-Contra, 
stated that "when Assistant Secretary of State Elliott Abrams went to Panama 
to have a meeting with [former Panamanian ruler] Noriega, he took along 
Deputy Assistant Secretary of State, Michael Kozak, and John Walters, who at 
that time had been appointed special advisor to the State Department's Office 
of Inter-American Affairs."


Martin says, "They went down to smooth things over with Noriega, who was 
complaining that he wasn't getting a big enough piece of the pie for allowing 
Panama to be used as a trans-shipping point for drugs and weapons. We were 
complaining that he wasn't keeping up his end of the bargain, making 
facilities secure for the storage of drugs and weapons. His G-2 was pilfering 
a lot of materiel. Meanwhile Noriega was complaining that he wasn't getting a 
big enough slice of the pie."
 

"This came soon after Oliver North had ripped Noriega off for $5 million 
dollars in that boat deal with Donald Aronow [See Chapter 18 of "The 
Conspirators" by Al Martin]. He was still upset about Ollie taking his money. 
So the three of them went down to have a discussion. They met at the 
Intercontinental Hotel in Panama on December 10 to smooth things out."


 "Noriega was promised a bigger cut of the pie, when he said he wasn't making 
enough money," Martin continues. "He claimed there were a lot of people on 
his end within G-2 that had to be paid. Abrams tried to tell him that 
everybody was not getting the cut they had. The price of cocaine was falling 
so rapidly because we were importing so much of the stuff. Consequently the 
whole pie had become smaller than before. And that's what John Walters was 
all about. Now he's appointed 'drug czar,' which is not only ironic, it's 
absolutely laughable."


 "When he went down to meet with Noriega, John Walters was the 'special 
advisor.' His father Vernon Walters got him the position. His father is very, 
very loyal to the Bush Cabal and had been for years. You don't see Vern much 
anymore. Vernon Walters was one of the original post-war Military-Industrial 
Complexers."


A little family history—the father of John Walters is US Army Lieutenant 
General Vernon A. Walters, the deputy director of the CIA from 1972 to 1976 
during the Nixon administration.


When the Watergate scandal erupted, Walters was very adept at covering the 
CIA's liabilities. After all, Agency fingerprints were all over the Watergate 
burglary, and the prime players—the Cubans, Hunt and McCord—were all CIA 
agents or assets. Later, according to "Silent Coup" author Len Colodny, his 
old friend General Alexander Haig was instrumental in getting Walters the job 
of translator for the secret Paris talks between Henry Kissinger and the 
North Vietnamese. Walters was also the acting Director of Central 
Intelligence in 1973 (between James Schlesinger's and William Colby's 
directorship). Later Vernon Walters was appointed Ambassador-at-Large by 
President Reagan.


In his book "The Conspirators," Al Martin describes the real reason why the 
price of cocaine kept falling in the mid 1980s. In a chapter called 
"Classified Illegal Operations Cordoba and Screw Worm," he describes how 
Oliver North planned to distribute "more cocaine into the United States than 
ever imagined before. 'Operation Screw Worm' was the last and the largest. It 
envisioned a tremendous expansion of 'authorized' narcotics trafficking."


Martin writes, "North had set up the time in May 1986 of the first biweekly 
policy and planning session of the FDN and this absolutely astounded me. Fred 
Ikley was there. Donald Gregg himself was there. The usual cast of 
characters, Manuel Diaz, Nestor Sanchez."


 "North envisioned an increase of 50,000 kilograms a month which absolutely 
astounded me," Martin continues.


 "Jeb Bush [the current governor of Florida], I think, correctly voiced 
concerns that had already come into play that the Agency [CIA] was dealing in 
so much cocaine that its street value was becoming depressed. This had 
already happened. In 1985, cocaine was commanding $30,000 per kilogram. By 
1986, it had dropped to $15,000 per kilogram and was continuing to drop."


 "But North felt it was important to raise the revenues, so there was going

On April 19, 1995, the Alfred P. Murrah Federal
Building, Oklahoma City, Oklahoma was bombed, causing
extensive damage to the structure, the
loss of 168 innocent lives, the victimization of the
families of those who lost loved ones, hundreds of
non-fatal injuries, and substantial property
damage in the vicinity.

The media and the Executive branch reported that the
sole source of the devastation was a single truck bomb
consisting of 4,800 pounds of ammonium nitrate,
transported to the location in a Ryder Truck and
parked in front of the building. It is impossible that
the destruction to the building could have resulted
from such a bomb alone.

To cause the damage pattern that occurred to the
Murrah building, there would have to have been
demolition charges at several supporting column
bases, at locations not accessible from the street, to
supplement the truck bomb damage. Indeed, a careful
examination of photographs showing the collapsed
column bases reveals a failure mode produced by
demolition charges and not by a blast from the truck
bomb.

To understand what caused the damage to the Murrah
Building, one needs to understand some basics about
the use and nature of explosives.

First, blast through air is a very inefficient energy
coupling mechanism against heavily reinforced concrete
beams and columns.

Second, blast damage potential initially falls off
more rapidly than an inverse function of the distance
cubed. That is why in conventional weapons
development, one seeks accuracy over yield for hard
targets. That is also why in the World Trade Center
bombing (where the only source of blast damage
was a truck bomb) the column in the middle of the
bombed-out cavity was relatively untouched, although
reinforced concrete floors were completely
stripped away for several floors above and below the
point of the bomb's detonation (see Time Magazine,
3-8-93, page 35).

By contrast, heavily reinforced concrete structures
can be destroyed effectively through detonation of
explosives in contact with the reinforced
concrete beams and columns. For example, the entire
building remains in Oklahoma City were collapsed with
100-plus relatively small charges inserted
into drilled holes in the columns. The total weight of
all charges was on the order of 200 pounds.

The detonation wave pressure (1,000,000 to 1,500,000
pounds per square inch) from a high detonation
velocity contact explosive sweeps into the
column as a wave of compressive deformation. Since the
pressure in the wave of deformation far exceeds the
yield strength of the concrete (about 3,500
pounds per square inch) by a factor of approximately
300, the concrete is turned into granular sand and
dust until the wave dissipates to below
the yield strength of the concrete. This leaves a
relatively smooth but granular surface, with
protruding, bare reinforcement rods__a distinctive
signature of damage by contact explosives. The effect
of the contact explosive on the reinforcement rods
themselves can only be seen under microscopic
metallurgical examination. (The rods are inertially
confined during the explosion and survive basically in
tact because of their much higher yield
strength and plasticity.)

When a reinforced concrete structure is damaged
through air shock coupling and the pressure is below
the compressive yield strength of the
concrete, the failure mode is generally compressive
structural fracture on one side and tensile fracture
on the other__ both characterized by cracks and
rough fracture surfaces. Such a surface texture is
very different from the relatively smooth granular
surface resulting from contact explosives.

BOGOTA, Colombia -- Suspected paramilitary gunmen went on a
kidnapping rampage through the tropical lowlands of eastern
Colombia, plucking nearly 200 people from buses, bicycles and
farmhouses, the armed forces said Wednesday.

Most of the victims worked on plantations near the hamlet of
Villanueva and were heading home from work Tuesday afternoon when
men wearing fatigues intercepted their caravan. Locals said the
gunmen numbered about 40 and that they focused their attention on
youths. Gen. Fernando Tapias, the head of the armed forces, said the
hostages included 53 minors and at least one woman.

This is a collective kidnapping with characteristics that we've
never seen in this country, Tapias said.

Colombia has long been dubbed the kidnapping capital of the world,
and leftist rebels have pulled off several spectacular mass
abductions in the last two years. But Tuesday's kidnapping involved
more victims and is being attributed to the rebels' right-wing
paramilitary foes.

The gunmen didn't identify themselves, but authorities speculated
that right-wing death squads mounted the attack to forcibly recruit
new troops. To back up this claim, they said members of the
so-called United Self-Defense Forces of Colombia, known for
massacres of suspected rebel sympathizers, were operating in the
region.

The only delinquents in that area are members of the Self-Defense
Forces, a regional military spokesman said.

There were 190 people kidnapped in total, some of whom were
traveling in buses, some on bicycles, others by foot, he said.

Some of the victims were reportedly also taken from the plantations.

If militias were indeed involved, Tuesday's kidnapping will mark a
new chapter in terrorist violence in Colombia. Until now, Colombia's
second-largest rebel group, the National Liberation Army, or ELN,
has been the principal actor is such high-profile attacks. For
example, it was the ELN that apprehended more than 140 churchgoers
in the city of Cali in 1999, herding them off to a mountain hide-out
in broad daylight.

Villanueva, with fewer than 2,000 inhabitants, is 80 miles east of
Bogota, the capital, but access is hampered by poor roads and faulty
telephone connections. As a result, news of the kidnapping was slow
to reach the national media.

Preliminary reports Tuesday evening put the kidnapping figure at
just 27. But by the following morning, the Villanueva mayor's office
was handling nearly 200 missing persons reports filed by frantic
family members.

Colombia's armed forces have been fighting Marxist rebel factions
for decades, but in the late 1980s paramilitary groups emerged as a
third actor in the country's complicated conflict.

YORK, Pa. - Mayor Charlie Robertson said today he will surrender to
prosecutors tomorrow to face a murder charge stemming from the
shooting death of a young black woman during the city's 1969 race
riots. Robertson was a police officer at the time.

Robertson, who just won the Democratic nomination for election to a
third term yesterday, fought back tears at a news conference on the
steps of City Hall where he said he expects to be arrested and
handcuffed.

Murder is the charge, he said.

I'm being advised by the district attorney's office that, as your
mayor, it's necessary to be handcuffed, he told reporters. The
district attorney will inform you as to where I'll be handcuffed for
your photo session.

Robertson maintained his innocence and said he intends to continue
campaigning for re-election despite the expected criminal charge.

Phone messages seeking comment from prosecutors on the mayor's
statements were not immediately returned.

Shortly before the mayor's news conference, a fifth white man was
charged with criminal homicide in the shooting death of Lillie Belle
Allen on July 21, 1969.

William C. Ritter was ordered held at York County Prison following a
brief appearance before District Justice Barbara Nixon.

Robertson, 67, has admitted to yelling white power at a rally on
the night before Allen was killed, but has denied involvement in her
death.

Robertson has hired two defense lawyers to represent him.

Amid speculation that he could be among 11 people recommended for
indictment by a grand jury reinvestigating Allen's death, Robertson
canceled all public appearances late last week as a respite from the
media attention. He re-emerged this week, campaigning door-to-door.

Court papers charging the first two suspects refer to an unnamed
police officer who screamed white power! at a rally in a park.

The papers say the same officer provided ammunition to at least one
of the men who fired on Allen's car, and urged commando raids in
black neighborhoods. Robertson denies giving away any ammunition or
making the commando raids comment.

In addition to Ritter, four other white men are charged with
criminal homicide in Allen's death. Each of them has been released
on $100,000 bail.

Police said Allen, 27, a native of Aiken, S.C., and family members
were in a car that had strayed into the neighborhood of a white gang
during one night of rioting. Allen got out of the car, waved her
arms and yelled don't shoot before being hit by a bullet,
investigators said.

Allen was one of two people killed in the riots. Henry Schaad, a
white rookie police officer, was shot days before Allen was killed
during the 10 days of rioting, which also injured more than 60
people and burned down whole city blocks.

Robertson and his attorney have said the mayor is being politically
targeted. Republican District Attorney Stan Rebert's office is
leading the investigation.

Although Robertson has denied any responsibility for Allen's death,
he admitted that he had racist feelings since his father was mugged
by three black men in the 1950s.

off Mexico was bound for Europe rather than the United States.

The Coast Guard seized a fishing trawler flying the flag of Belize
this month after some 13 tons of cocaine worth an estimated $500
million was found hidden in a fuel tank.

In a somewhat surprising twist, a crew of 10 Russians and
Ukrainians, rather than Latin Americans, was found aboard the Svesda
Maru. The nationality of the sailors, who spoke both Russian and
Spanish, led to suspicions that the cocaine was bound for the
European drug market as part of an arrangement between Russian
organized crime gangs and Colombian cocaine traffickers, the San
Diego Union-Tribune said Tuesday.

The newspaper said that, according to unnamed U.S. officials,
Russian mobsters and Colombian traffickers have joined forces in an
arrangement that swaps cocaine for a wide variety of Soviet-bloc
weapons and aircraft.

The Coast Guard boarded the Svesda Maru on May 3 off Mexico's
Pacific Coast, north of the Panama Canal, which would indicate the
vessel was headed for a North American port unless it intended to
sail all the way to Russia's Pacific coast.

Mexican media has said that the Tijuana-based Arellano-Felix gang
probably would have had to sanction the Svesda Maru's final voyage,
if its destination was Mexico or California.

BILL O'REILLY, HOST: In the Unresolved Problem segment tonight,
investigative reporter Jayna Davis told us a few weeks ago that she
tried to deliver information to the FBI about others involved in the
Oklahoma City bombing but was rebuffed. Ms. Davis joins us now for
an update from Oklahoma City.

Well, we finally got the FBI to tell us why they didn't take your
stuff, Jayna, and they said they didn't want to have it on file so
that they would have to turn it over to McVeigh and Nichols'
attorneys in discovery because they couldn't check out what you
said, and that seemed to make sense to me. Does it make sense to
you?

JAYNA DAVIS, FORMER KFOR INVESTIGATIVE REPORTER: Absolutely not.
This was turned over initially in June of 1995 and I made several
attempts in the following months, in the spring and summer of '95,
to share this information with the FBI and they were very interested
initially and I was talking to an FBI agent regularly in May and
June of 1995. So I don't understand why it's...

O'REILLY: Yeah, but they came to the conclusion if we take
information from this woman and we haven't checked it out and
McVeigh and Nichols' attorneys want it, we have to turn it over to
them and that's going to hurt our prosecution.

DAVIS: Yes, but they lost interest, Bill. In September and -- I'm
sorry, in the spring and summer of '95. I went back to them in
September of '97 to turn it over. But they had plenty of time
between the spring and summer of '95 and September of '97 when I
returned.

O'REILLY: To check your story out.

DAVIS: Yes, they did.

O'REILLY: Right. Well, they didn't want to do that, obviously. All
right, now, you believe that there's a Middle Eastern connection
here to McVeigh and Nichols. You also believe that Osama bin Laden's
money may have been involved here. Briefly, tell the audience what
you think happened.

DAVIS: I believe that a Arab terrorist cell operating in the heart
of Oklahoma City funded and operated and backed by Osama bin Laden
acted in collusion with Timothy McVeigh and Terry Nichols and I have
24 sworn witness affidavits to back that up from witnesses who saw
Arab men in the presence of these two prime suspects, and now the
bombing convicts, at various stages of the bombing plot.

O'REILLY: All right, now, your own station has kind of turned on you
and, you know, discredited you. Why did they do that? You used to
work for KFOR TV in Oklahoma City. Why did that station turn on you?

DAVIS: They actually didn't turn on me.

O'REILLY: Well, they're suing you, I think, aren't they?

DAVIS: No, they are not. No. The station was sold...

O'REILLY: The lawsuit was eventually thrown out by the judge. OK.

DAVIS: Yes, it was. Yes, it was.

O'REILLY: Right. And so they did but they don't like you, Jayna, you
know that.

DAVIS: Well, to better explain it, when I left the station in the
fall of 1997 I took with me all the confidential witness statements
and informed station management that I had it in my possession. The
New York Times purchased KFOR Television some time in the summer
of '96 and when I left in the winter of '97, I informed them that I
took my confidential witness statements. They sued me for those
statements.

O'REILLY: Why? Why did they do that?

DAVIS: I don't understand. They were interested in the material and
they said I needed to turn it over. However, I just wanted from them
a signed release that they wouldn't publish those statements without
the express written consent of the witnesses and the judge upheld my
first...

O'REILLY: So you wanted to protect your sources is what you wanted
to do?

DAVIS: Yes, I did. I wanted to protect my sources.

O'REILLY: OK, so you...

DAVIS: As I had promised.

O'REILLY: I asked you this question the first time around. We have a
minute left so I'm going to ask you again. Do you have any idea why
the FBI wouldn't want full disclosure, if your theory is correct, of
Middle Eastern involvement?

DAVIS: I cannot speculate. I cannot get into the mind of the FBI. I,
as I told you before, that is a question for the former attorney
general and for the people in the Department of Justice that were in
a position to make the decision whether or not they would take this
evidence and thoroughly investigate it.

O'REILLY: All right, do you think, are you going to take this any
further? You got anything else down the road that you can put
pressure on them?

DAVIS: Well, I have direct knowledge of a prior warning that was
issued on February 27th of 1995 that contained the language that
there would be an Iran-sponsored Islamic attack and the first
potential target was Washington, D.C., the White House and Congress
and I don't believe

 I guess next they will consider military barracks to be low income
housing since in some cases the room a military member is forced to live in
is smaller than the room area allotted to people in prisons.  I have been
retired for 9 years, hopefully conditions in the barracks have improved.

Al Gore Gave Order to 'Take Out' Katherine Harris

One of the more intruiging details to emerge in the wake of last
year's Florida election fiasco is the news that former Vice
President Al Gore personally masterminded the strategy to attack
Secretary of State Katherine Harris, who ultimately certified
President Bush's victory.

In his new book At Any Cost: How Al Gore Tried to Steal the
Election, Washington Times reporter Bill Sammon has broken some new
ground on this point, as he explained Wednesday afternoon to WABC
Radio's Sean Hannity.

(Gore) was actively micro-managing this right down to the smear
campaign against Katherine Harris, Sammon said.

He personally directed his press secretary Chris Lehane and his top
political aide Mark Fabiani to take Katherine Harris out.

Within a matter of hours, Sammon reports, Lehane was on TV comparing
Harris to a Soviet commissar. Next Harvard law professor and
Democratic Party booster Alan Dershowitz chimed in, calling Harris
corrupt.

Within a day or two, Harris told Hannity, the Washington Post was
writing an article that said, 'she applies her make-up with a
trowel, her eyelashes look like caterpillars, her mouth is set in a
crooked edge.'

I mean, as if her make-up had something to do with how she
discharged Florida law, observed Sammon.

get Harris, making threats about mounting an investigation into her
