Maybe I've missed something... but I'd recommend not using a tarball
directly and just use the CPAN module to install it:
perl -MCPAN -e install 'DBI'
perl -MCPAN -e install 'DBD::Sybase'
perl -MCPAN -e install 'DBD::Oracle'
