It's looking like you're just having an older version of the file. As
it's not marked as CONFFILE, then it hasn't been replaced by an upgrade.
What you should do is just copy the new version from
/usr/share/ceilometer. I will revert and set this file as conffile later on.

Olivier, in version 3.12 you can set the preferences to open a new tab
(instead of a new window) when you open a new terminal. This is my
