The NMU binutils-mingw-w64/11+nmu1 drops specify-timestamp.patch.
It causes libgcrypt20, gcc-mingw-w64 FTBFS.

When systemd-resolved is used in the testbed, the provided
dnsmasq config in debian/tests/common-ntp-servers-from-dhcp
causes dnsmasq failed to start.

I have talked to Tianon on 2023-02-28, and we concluded that it's not
a security issue, just working as expected.
Tianon said he will ask someone inside the Docker company. Not sure if
they have successfully invalidated this CVE.
